Driving in Tirana: Parku I Madh Zone Me Trafik Te Kufizuar

Tirana, Albania · Limited traffic zone

Official name Territori i Parkut të Madh të Liqenit Artificial, zonë me trafik të kufizuar

What applies

The territory of Tirana's Parku i Madh — the Grand Park around the artificial lake — is a limited traffic zone by decision of the city's municipal council. The instrument is a vendim of the Këshilli Bashkiak Tiranë, nr. 27, datë 30.04.2007, made under the Albanian Road Code (Ligji nr.

8378, datë 22.07.1998, articles 5, 6 and 7), the local self-government law, the road transport law and a transport ministry instruction, on the mayor's proposal and after the Transport Directorate's report. The decision is four points long and it is worth saying what they are, because the shortness is the fact. Point 1 designates the park's territory as a zonë me trafik të kufizuar.

Point 2 obliges Bashkia Tiranë to issue lejekalime — passes — for every case of circulation inside the park that cannot be avoided, and says that in those cases movement will run according to a movement plan and timetables approved by the Mayor.

Point 3 charges the Transport Directorate, the municipal police, the activity-licensing directorate and the city works directorate, working with the road traffic authorities, with implementing it. Point 4 brings it into force ten days after announcement. Nothing else is in the act, and three of the things missing decide what a driver can be told.

It draws no boundary beyond the park's own name: no street, no map, no coordinate. It sets no hours — the timetables exist, but the act delegates them to the Mayor and does not contain them. And it sets no fine and no charge of any kind.

This is also a nineteen-year-old act, and the City publishes no later one amending or repealing it that we could find, nor any current operating description of the zone.

Daily charge

The decision creates no charge. It designates an area and then says one thing about getting into it: the City is to issue lejekalime for cases of unavoidable circulation, with movement organised according to a plan and timetables the Mayor approves. There is no tariff, no counter, no price for a day inside the park and no fee for the pass itself anywhere in the four points.

Tirana's fiscal package — vendim nr. 158, datë 26.12.2019 on local taxes and tariffs, as amended — is where a fee would appear, and it could not be read: the consolidated act is published as a Word 97 .doc, a format this project refuses to decode rather than guess at (D-202), and the 2026 amendment, which is a .docx and reads cleanly, contains no occurrence of "trafik" at all.

When it operates

The decision states no hours, and it is explicit about where they live instead: point 2 says that circulation inside the park will be organised "sipas planit të lëvizjes dhe orareve të miratuara nga Kryetari i Bashkisë" — according to the movement plan and the timetables approved by the Mayor. So timetables exist by the council's own account, and the council did not write them down.

This record therefore carries none, and does not infer one: an evening restriction and a round-the-clock one are equally consistent with this text, and the mayoral act that would settle it is not published with the decision.

Area covered

The territory of the Parku i Madh i Liqenit Artificial — Tirana's Grand Park around the artificial lake, south of the city centre. That name is the entire definition the council gives.

Point 1 designates "territorin e Parkut të Madh të Liqenit Artificial" as a zonë me trafik të kufizuar and stops there: no bounding street is named, no entrance is listed, no map or coordinate list is attached, and the park's edge is nowhere described in the act.

Point 2 repeats the same phrase when it speaks of circulation "brenda territorit të Parkut të Madh të Liqenit Artificial" — inside the park's territory — which confirms that the park itself, and not a ring of roads around it, is the thing designated.

Why there is no map here
The council designates this zone by naming the park and nothing else — no bounding street, no entrance, no map, no coordinate list — and the City publishes no dataset for it. A polygon would therefore be entirely ours: we would be deciding where the Grand Park stops, which is the question the act leaves open, and presenting that decision as the City's. The park has a well-known extent on the ground, but "well known" is not a published boundary, and on a nineteen-year-old act whose current operating detail the City does not publish at all, drawing one would be the least defensible thing on the record.
Petrol standard

No emission standard applies, to a petrol vehicle or to any other. Nothing in the decision asks what a vehicle emits, how old it is, what it weighs or what fuel it burns. The question the act poses is whether the journey is one that cannot be avoided, and the answer is a pass from the City, not a class.

Albania has no national low-emission-zone framework for a municipal act to hang an emission class on.

Diesel standard

Nor a diesel standard, and for the same reason. This is an access restriction on a park, decided by whether the City issues a pass, not an air-quality scheme that sorts vehicles.

Penalty if you do not comply

The decision contains no fine at all — not a figure, not a range, not a reference to one. Its enforcement clause is point 3, which names the directorates and the municipal police charged with implementing it and says nothing about what implementation costs an offender. The Albanian Road Code, cited in the preamble, has its own penalty provisions, and the council does not reach for them here.

So there is no figure on this record and none is estimated. Note that Tirana's other limited traffic zone in this corpus, the Ish blloku, does announce a fine schedule — and both of its amounts are for damaging the bollard equipment, not for entering. Neither act prices entry.

How to comply
  • The zone is the Grand Park itself — the territory of the Parku i Madh i Liqenit Artificial. The council names the park and nothing else: it gives no bounding street and no map, so treat the park's grounds as the area it means and the public roads around it as outside.
  • If you have a genuine need to drive inside the park, the route is a lejekalim from Bashkia Tiranë. Point 2 obliges the City to issue passes for every case of circulation inside the park that cannot be avoided; the decision sets no criteria for who qualifies, no fee and no processing time.
  • Even with a pass, when you may move is not up to you: the act says circulation runs according to the movement plan and the timetables approved by the Mayor. Those timetables are not in the decision and the City does not publish them with it, so ask for them together with the pass.
  • The decision sets no hours of its own, so do not assume the park is open to traffic at any particular time of day.
  • No vehicle is exempt by what it is. Nothing here turns on weight, age, fuel or emission class.
  • The act carries no fine and no charge. That does not mean entering is free of consequence — the Road Code it is made under has its own penalties — only that this council did not price it.
  • This decision is from 2007. We found no later Tirana act amending or repealing it, and the City publishes no current operating description of the zone. Ask Bashkia Tiranë's transport directorate, which point 3 charges with implementing it, before relying on the detail.
