Campinas, Brazil · Heavy vehicle ban
Official name Área de restrição de circulação do Anel de Integração Engenheiro Rebouças
Partly in force in Campinas right nowTuesday, 13 October 2026 at 06:04 · America/Sao Paulo
Lifts Tuesday, 13 October 2026 at 20:00 local time.
This schedule encodes the 6.3-metre rule inside the Anel de Integração and nothing else. Campinas also bars vehicles over 14 metres from the whole area inside its rodoviário ring and from the Distrito de Nova Aparecida, on a timetable the municipality has not restated since 2011 and an area this record does not hold. A driver of a combination over 14 metres reading "open" off this schedule outside the Anel de Integração is being told the wrong thing about a different rule.
There is no public-holiday clause, because the publisher states none, and this is the thirteenth Brazilian record running without a sourced Brazilian holiday calendar. The direction of the error is unknown rather than merely unencoded: São Paulo's equivalent scheme excepts holidays by name and Salvador's does not, so Campinas could fall either way.
Saturday is restricted and Sunday is not. That is the publisher's own division — "de segunda a sexta-feira, das 6h às 20h; e aos sábados, das 6h às 14h" — repeated identically in August 2025 and January 2026, with no mention of Sunday in either.
The permit does not open these hours; it opens a smaller window inside them. An ACC or ACM holder may circulate 09:00–16:00 on weekdays and 06:00–09:00 on Saturday, and the exempt trades that need no permit get the same. Encoding the permit as an exemption would show those vehicles as free at 07:00 on a Tuesday, and they are not.
The area this schedule applies to is described by a road list published in 2011, while the instrument in force is from 2017 and cannot be read. The scheme, its threshold and its hours are confirmed by the enforcing authority in 2025 and 2026; the edges of the ring are not. If a road has joined or left the ring since 2011, this record does not know.
Operating times only, read from the source below. It does not check your vehicle.
Campinas keeps goods vehicles out of its centre by length rather than by weight, and the line is low: a lorry more than 6.3 metres long may not circulate inside the Anel de Integração Engenheiro Rebouças from 06:00 to 20:00 Monday to Friday, or from 06:00 to 14:00 on Saturday. Sunday is untouched.
The ring is a real orbital road round the central districts, and the municipality describes it as the twenty public roads that make it up rather than as a shape — Doutor Abelardo Pompeu do Amaral round through Heitor Penteado, Andrade Neves, Joaquim Vilac and Barão de Monte Alegre — so the area is a list of edges here, as it is in Goiânia.
6.3 metres is short enough that this is not only a heavy-lorry rule: it is the length of the Veículo Urbano de Carga class the municipality itself defines, so the scheme starts exactly where the urban delivery van ends, and a two-axle rigid truck is normally inside it.
The rule is written into Resolução nº 079/2017 of the Secretaria Municipal de Transportes, amended by Resolução nº 349/2019, and neither text is obtainable: the municipal legal library, the transparency portal and the gazette's own full-text search all accept no connection from us, and the traffic authority's website answers "Attack blocked by web application protection".
What the municipality does publish, on a host that answers, is what the rule says — its own service catalogue names the resolution, its articles and its annex, and two press releases from the enforcing agency state the threshold and both timetables word for word. Since 18 August 2025 the rule has had cameras behind it.
EMDEC turned two existing speed and red-light sites into lorry detectors, on Avenida Prestes Maia before Avenida Prefeito Faria Lima and on Avenida Brasil at Avenida Barão de Itapura, both inbound, and it cross-checks every plate against the permit database rather than the vehicle register.
Five months of that produced 563 citations, which the authority published in January 2026 — 357 between August and December 2025 and 206 in January alone. The breach is priced by the publisher itself: a médium-class infraction under the federal traffic code, R$ 130,16 and four licence points.
The way through, if your trade is on the list, is a permit called the ACC or the ACM, bought for 8.85 fiscal units — R$ 45,13 in 2026 — through EMDEC's Observa system, and it does not buy the whole day: an authorised lorry gets 09:00 to 16:00 on weekdays and 06:00 to 09:00 on Saturday.
Empresa Municipal de Desenvolvimento de Campinas (EMDEC) and Prefeitura de Campinas — "Emdec registra mais de 500 infrações por circulação em áreas restritas", published on the municipal portal on 30 January 2026. This is the most recent statement of the whole rule by the body that enforces it: it gives the threshold, both timetables, the area, the two resolutions behind it, the trades that may circulate without a permit and their hours, the class and the price of the breach, and the citation count. The url watched here is the portal's own JSON endpoint for that article, because campinas.sp.gov.br is an Angular shell that serves the same 63 KB of markup for every route and contains none of the text (D-073 in its plainest form); the article a person would read is at https://campinas.sp.gov.br/noticias/emdec-registra-mais-de-500-infracoes-por-circulacao-em-areas-restritas. The endpoint escapes every non-ASCII character as \uXXXX and every forward slash as \/, so the watched strings below are the bytes the endpoint ships rather than the sentence a reader copies (the D-054 shape)
There is no charge for entering. This is a prohibition: nothing the municipality publishes offers a toll, a day pass or a payable entry that would buy a long lorry into the ring between 06:00 and 20:00.
Money does appear in the scheme, but it buys a different thing — the Autorização para Circulação de Carga and the Autorização para Circulação de Morador cost 8.85 UFICs per vehicle, R$ 45,13 at the 2026 rate of R$ 5,0996, are valid for two years and are open only to the trades Resolução nº 079/2017 lists.
That is a licence fee for an exempt class, not a price anyone may pay to drive in, and it is recorded in how_to_comply rather than here so that a driver outside those trades is not told there is a way to buy in.
Monday to Friday, 06:00 to 20:00, and Saturday, 06:00 to 14:00. Sunday is not mentioned by the publisher in any of its statements of this rule, and is therefore shown open.
EMDEC states the two windows in the same sentence as the threshold and the signs — "a proibição de circulação de veículos de carga, com comprimento acima de 6,3 metros, de segunda a sexta-feira, das 6h às 20h; e aos sábados, das 6h às 14h" — and it has repeated that sentence unchanged across the two statements this record is built on, five months apart.
Fourteen hours of every working day and eight on Saturday is a long closure by the standards of this corpus: longer than Goiânia's 07:00–19:00 weekday-only window, shorter than São Paulo's ZMRC, and unusual in running on Saturday at all, which most Brazilian schemes here do not. The permit does not unlock these hours.
An authorised lorry — ACC or ACM — gets 09:00 to 16:00 on weekdays and 06:00 to 09:00 on Saturday, which is a window inside the restriction rather than a release from it, and the trades that need no permit at all get the same two windows. There is no public-holiday clause anywhere in what the publisher states.
Empresa Municipal de Desenvolvimento de Campinas (EMDEC) — "Radares começam a monitorar circulação irregular de veículos de carga nesta segunda-feira, 18/08", published on the municipal portal on 18 August 2025, the day the camera enforcement began. It is the second of two independently dated statements carrying the same threshold and the same two timetables, and it is watched alongside the January 2026 one for that reason: a single page restating a rule is a claim, two pages five months apart restating it identically is a measurement. The article as a person reads it is at https://campinas.sp.gov.br/noticias/radares-comecam-a-monitorar-circulacao-irregular-de-veiculos-de-carga-nesta-segunda-feira-1808
Everything inside the Anel de Integração Engenheiro Rebouças, an orbital road round the central districts of Campinas.
The municipality describes it as the twenty public roads that form it rather than as a polygon: Doutor Abelardo Pompeu do Amaral, Doutor Pedro Salomão José Kassab, Prefeito José Roberto Magalhães Teixeira, Plínio Pereira Neves, Doutor Ângelo Simões, Monte Castelo, Ayrton Senna da Silva, Princesa d'Oeste, José de Souza Campos, Júlio Prestes, Dona Luísa de Gusmão, the access to Avenida Doutor Heitor Penteado, Doutor Heitor Penteado, Padre Almeida Garret, Doutor Theodureto de Almeida Camargo, Luís Smânio, Andrade Neves, Doutor Alberto Sarmento, Joaquim Vilac and Barão de Monte Alegre. ⚠️ That list is the oldest thing in this record.
It comes from the municipality's own announcement of the rule on 18 February 2011, which described the resolution that Resolução nº 079/2017 later replaced; the ring's name is confirmed current by EMDEC in August 2025 and January 2026, but the twenty roads are not restated in either, and the instrument that would settle them cannot be read. A road added to or removed from the ring since 2011 would not show up here.
The two places where a lorry is actually caught are stated recently and precisely, because EMDEC named its cameras: Avenida Prestes Maia inbound, before Avenida Prefeito Faria Lima, and Avenida Brasil inbound, at Avenida Barão de Itapura. Both sit just outside the ring on roads leading into it.
On the ground the ring is small and central — of the twenty names, the eleven that match exactly one road in OpenStreetMap all lie within 5.21 km of the city anchor, most of them within 3 km — and it is not the only restricted area in Campinas: the Distrito de Nova Aparecida, 15 km west, is a second one, and it is not covered by this record.
Prefeitura de Campinas, Secretaria Municipal de Transportes — "Prefeitura define novas regras para circulação de veículos de carga", published on the municipal portal on 18 February 2011. This is the only place in any reachable municipal channel where the roads that form the Anel de Integração Engenheiro Rebouças are listed, and it is the announcement of the 2011 resolution rather than of the 2017 one now in force. It is watched, and cited as what it is, because the alternative was to publish a zone with no described edge at all. It also carries the exemption list and the separate 14-metre rule that this record does not encode
There is no emission standard to meet. The scheme sorts vehicles by one measurement — overall length — and by the trade the vehicle is working in. No Euro class, PROCONVE phase, fuel type or registration year appears anywhere in what the municipality publishes about it.
A new electric lorry of 7 metres is as restricted as a twenty-year-old diesel one. Cleaner air is stated as a motive rather than as a test: the 2011 announcement says the rule also seeks "reduzir a emissão de poluentes e ruídos no Centro expandido", and the current enforcement is justified by congestion, collisions and lorries catching overhead cables instead.
Not applicable, for the same reason as the petrol standard: fuel is never mentioned. What Campinas tests instead of the engine is the job.
The trades that may enter the restricted hours at all are listed by name in Resolução nº 079/2017 — removals, unpackaged perishable food, construction plant and materials, septic-tank emptying, water for haemodialysis, recyclable material collected by a cooperative under public contract, and hospital waste — and a further group may enter without any permit: concrete mixers and concrete pumps, press vehicles, skip lorries carrying rubble, and bulk fuel, oxygen and LPG tankers.
Empresa Municipal de Desenvolvimento de Campinas (EMDEC) — "Circulação de veículos de carga terá dois pontos de fiscalização eletrônica", 11 August 2025, which joins the rule to its price in one sentence of its own: "De acordo com o Código de Trânsito Brasileiro (CTB), transitar em local ou horário não permitido pela regulamentação com caminhão é uma infração média, sujeita a multa no valor de R$ 130,16 e acréscimo de quatro pontos na Carteira Nacional de Habilitação (CNH)". That is the D-053 exception rather than our arithmetic: we never pick an infraction class out of the national fine table, and this amount stands only because the authority printed the class, the sum and the licence points itself, as CET did in São Paulo, Transalvador in Salvador, the CTTU in Recife and the IMMU in Manaus. The same sentence appears again in the January 2026 article. The federal article behind it is 187, named by the municipality in its 2011 announcement of the same rule at the then-current R$ 85,13 — the article has not moved and the figure has. The four licence points are not a field this corpus carries, so they are stated here and in how_to_comply
Prefeitura de Campinas — "Emdec – Autorização de circulação", the municipality's own service record for the permit, last edited 16 January 2026. It is the only reachable municipal source that names the instrument and its structure: "Autorização da Emdec para a circulação de veículos de carga em locais com restrições, conforme a Resolução nº 079/2017 da Secretaria Municipal de Transportes (Setransp). Essa resolução detalha em que locais, dias e horários os veículos de carga com comprimento acima de 6,30 metros e acima de 14 metros NÃO podem circular (Art. 3º a 5º e Anexo I)". It also lists the seven ACC trades, the two ACM conditions, the permitted windows, the fee in UFICs and in reais, the two-year validity and the two-working-day turnaround. The url watched here is the portal's Drupal JSON:API record for the service, which is 42 KB and keyed to a stable UUID; the 586 KB api/v1/servicos/descricao endpoint carries the same text and is not watched because it re-serves all 590 municipal services on every request. The page a person reads is at https://campinas.sp.gov.br/servico/emdec-autorizacao-de-circulacao
Empresa Municipal de Desenvolvimento de Campinas (EMDEC) and Prefeitura de Campinas — "Emdec registra mais de 500 infrações por circulação em áreas restritas", 30 January 2026, on the municipal portal. The primary source for this record and the one that answers the currency question: five months of camera enforcement produced 357 citations between August and December 2025 and 206 more in January 2026, and the authority published the count itself. It also states the threshold, both timetables, the ring by name, the two resolutions, the unpermitted-but-allowed trades with their hours, and the class and price of the breach. A fine ledger in prose is the Manaus shape rather than the Recife one — it cannot be counted against a control word — but it answers the same question, which is whether anyone is actually stopped. Read through the portal's JSON endpoint because the public site is an Angular shell that serves identical markup for every route
Empresa Municipal de Desenvolvimento de Campinas (EMDEC) — "Radares começam a monitorar circulação irregular de veículos de carga nesta segunda-feira, 18/08", 18 August 2025. The day camera enforcement started, and the second independent dated statement of the same threshold and the same two timetables. It places both enforcement sites and says what they check: images from the radars are cross-referenced against the Observa authorisation database, and only vehicles circulating without one are processed
Empresa Municipal de Desenvolvimento de Campinas (EMDEC) — "Circulação de veículos de carga terá dois pontos de fiscalização eletrônica", 11 August 2025, the announcement a week before enforcement began. This is where the breach is priced in the publisher's own sentence, and where the permit mechanics and the four unpermitted trades and their two windows are set out. It also gives the reason the authority states for the rule: fifteen incidents of vehicles caught in overhead cabling between January 2024 and July 2025
Prefeitura de Campinas — "Emdec – Autorização de circulação", the municipal service record, last edited 16 January 2026 and read through the portal's Drupal JSON:API. The only reachable municipal source that names the instrument: Resolução nº 079/2017 of the Secretaria Municipal de Transportes, with the restriction in articles 3 to 5 and Anexo I, covering vehicles over 6.30 metres and over 14 metres. It is also the source for the permit fee of 8.85 UFICs (R$ 45,13 in 2026), the two-year validity, the seven ACC trades, the two ACM conditions, and the statement that both the Anel de Integração Engenheiro Rebouças and the Distrito de Nova Aparecida are restricted areas today
Prefeitura de Campinas, Secretaria Municipal de Transportes — "Prefeitura define novas regras para circulação de veículos de carga", 18 February 2011. The announcement of the resolution that Resolução nº 079/2017 replaced, and the only reachable municipal text that lists the twenty roads forming the Anel de Integração Engenheiro Rebouças. It is also the source for the exemption list — emergency services, Sanasa, CPFL, refuse lorries, cash-in-transit, driving-school lorries, and the VUC at up to 6.3 m long and 2.2 m wide — and for the separate 14-metre rule over the rodoviário ring and the Distrito de Nova Aparecida, which this record names but does not encode. ⚠️ Its fine figure is stale by design: R$ 85,13 in 2011 against R$ 130,16 today, under the same article 187, which is why the penalty is taken from the 2025 source and not from here
Prefeitura de Campinas — the municipal portal's own news search API, asked for everything it holds about the Anel de Integração, newest first. This source is watched for a different reason from the other five: they are archival articles that will not change, so watching them proves only that the channel still answers. This one is a change detector. The index reports a total of 56,565 articles and returns 0 for the control word qqzzxxw, 197 for "caminhões" and 17 for "veículos de carga"; against "Anel de Integração" it returns exactly 3, the newest being article 135867 of 30 January 2026. If Campinas publishes anything else about this ring — an amendment, a suspension, a third enforcement site, a new threshold — both the count and the identifier move, the record falls out of the index, and a cycle goes and reads it. Nothing on a static page would catch that, and the two channels that would normally catch it here, the gazette search and the legal library, are the two that will not answer us
Next scheduled re-check: 2026-12-13.
