  • In force Both areas — Veículo Extrapesado, at all times unless AGETRAN has expressly authorised the movement (Art. 5º §1 VI and §2 VI). The decree states no hours for this class and does not define the term
  • In force Rua 14 de Julho between Avenida Fernando Corrêa da Costa and Avenida Mato Grosso — any vehicle over 3,500 kg PBT, at all times unless AGETRAN has expressly authorised it (Art. 6º). This is the only rule in the scheme that catches a vehicle under 10 tonnes, and the only one with no Sunday or holiday relief

Every one of the six timetables in Art. 5º ends "horário livre aos domingos e feriados", so Brazilian public holidays are outside the scheme entirely — and we hold no official, dated Brazilian holiday calendar to name those days. The verdict above therefore treats every weekday and Saturday as an ordinary day, which over-warns on a holiday rather than under-warning on a working day. The Rua 14 de Julho rule of Art. 6º is the one part of the scheme where this does not apply: it names no day and no hour, so it holds on holidays too.

This schedule encodes fourteen rules because the decree writes six timetables plus two all-hours prohibitions, and they differ by area as well as by vehicle. The page shows every one of them, because a zone page has no vehicle and no route to narrow by. Read the two that match your ring and your Peso Bruto Total; the rest do not describe you.

The two Saturday rules for each class are split from their weekday rules only because the windows differ, not because the decree treats Saturday as a separate scheme. Where a Saturday window is shorter than the weekday one, that is the decree's own wording.

We hold no boundary for either ring, so this record cannot tell you whether a route enters the AR, the ARM, both or neither — it warns at city level. The decree publishes both perimeters as lists of road names and AGETRAN publishes a map as a PDF, and neither yields a polygon we can trust: three different Campo Grande roads carry the name "Fernando Corrêa da Costa" and five carry "Mato Grosso". Where the two rings overlap, the ARM is the stricter and its windows are the ones to obey.

⚠️ The rule is in force and the enforcement date is not published. Art. 12 brought the decree into force on the day it was published, 1 July 2026, and Art. 11 revoked the 2010 decree it replaced, so there is no older regime still standing. But AGETRAN says on its own page that the new rules will be introduced alongside a period of orientation and publicity for firms and hauliers before fiscalização begins, and gives that period no end date. Art. 9º's sole paragraph also calls the measures "de caráter administrativo, operacional e experimental". Treat the timetable as real and the penalty date as unknown.

⚠️ Inside the ARM the 10.1–16 t Toco is restricted from 17:00 while the heavier 16.1–24 t Truck is restricted only from 17:30. That is what Art. 5º §2 III and IV say and what AGETRAN's page repeats, so it is encoded as written — but if you are between 16 and 16.1 tonnes on a CRLV, the half-hour is worth checking with the agency rather than assuming the heavier band is always worse.

Art. 2º §1 lets AGETRAN extend load restrictions to roads and areas outside the AR perimeter, permanently or temporarily, on the strength of technical studies. Any such extension would be a restriction this schedule does not encode, because none has been published in the municipal gazette as of 14 September 2026.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Campo Grande draws two rings round its centre and sorts lorries by what they weigh.

Inside the Área de Restrição (AR), the outer ring, a Caminhão Simples of 10.1 to 16 tonnes is barred 06:00–08:00 and 17:30–20:00 on weekdays and 06:00–09:00 on Saturday; a Caminhão Truck of 16.1 to 24 tonnes loses the middle of the day as well, 11:00–14:00; and an articulated heavy vehicle over 16 tonnes is barred for the whole working day, 06:00–20:00, and until 15:00 on Saturday.

Inside the Área de Restrição Máxima (ARM), the inner ring, every one of those windows is longer, and the articulated vehicle starts an hour earlier at 05:00. Sundays and public holidays are free in both rings, in the decree's own words. Anything at or under 3,500 kg may go anywhere at any hour, and so may a Veículo Urbano de Carga up to 10 tonnes within 2.20 m by 7.20 m.

One street is treated on its own: no vehicle over 3,500 kg at all may use Rua 14 de Julho between Avenida Fernando Corrêa da Costa and Avenida Mato Grosso without written permission, at any hour of any day. This is a new scheme rather than a long-standing one. Decreto n.

16.664 was signed on 17 June 2026, published in DIOGRANDE n. 8.374 on 1 July 2026, took effect that day by its own Art. 12, and revoked the 2010 decree that governed lorry movement before it. ⚠️ Two things about it are unresolved and neither is hidden here.

The agency that wrote it says on its own page that enforcement will be preceded by an educational period of orientation and publicity, and it gives that period no end date — so the rule is in force while the date it starts costing money is unpublished. And the decree calls its own measures "de caráter administrativo, operacional e experimental". Nothing here is priced: Art.

10 sends a breach to "as penalidades previstas na legislação federal de trânsito" without naming an article of the Código de Trânsito Brasileiro, an infraction class, a sum or a licence point, so this record carries no fine — unlike São Paulo, Salvador, Recife, Manaus or Campinas, where the authority printed the class and the amount itself.

Agência Municipal de Transporte e Trânsito (AGETRAN), Prefeitura Municipal de Campo Grande — "Sistema Viário", the agency's own standing page for the scheme, which sets out both areas, all six weight-and-area timetables, the Rua 14 de Julho stretch, the exemption list and the AET/AEE authorisations, and links the signed decree and the official map. This is the only Campo Grande channel that states the scheme as fetchable text rather than as a gazette PDF, and therefore the only watchable statement of it. ⚠️ It is also where the educational period before enforcement is stated, and no end date is given for it

Daily charge

There is no charge for entering, and this is a prohibition rather than a priced zone: nothing in Decreto n. 16.664/2026 offers a toll, a day pass or a payable entry that would buy a restricted lorry into either ring during a closed window. The instruments that could have carried a price are the Autorização Especial para Tráfego (AET) and the Autorização Especial para Estacionamento (AEE), which Art.

8º lets the traffic authority issue "de forma física ou por meio de plataforma digital" for situations the decree does not cover.

The decree sets their procedure in detail — at least three working days' notice, with the itinerary, dates, times, vehicle and load stated, and a validity ceiling of seven days for an AET and fifteen for an AEE — and sets no fee for either, leaving the conditions and procedures to a later act of the traffic authority under Art. 8º §3.

AGETRAN's own page says an application will be made available so that firms can request and track these authorisations digitally, in the future tense: "a Agência disponibilizará um aplicativo".

So this field is empty because the scheme contains no money at all, not because a published figure could not be found — and the permit the exemptions turn on has a published procedure but no published price and, as of 14 September 2026, no published application route beyond applying to AGETRAN.

When it operates

There is no single timetable. Art. 5º sets six of them, one per vehicle class per area, and the closed windows differ between the two rings.

In the Área de Restrição (AR): a Caminhão Simples (Toco) of 10.1 to 16 tonnes is barred 06:00–08:00 and 17:30–20:00 Monday to Friday and 06:00–09:00 on Saturday; a Caminhão Truck of 16.1 to 24 tonnes is barred 06:00–08:00, 11:00–14:00 and 17:30–20:00 Monday to Friday and 06:00–09:00 on Saturday; a Veículo Pesado Articulado over 16 tonnes is barred 06:00–20:00 Monday to Friday and 06:00–15:00 on Saturday.

In the Área de Restrição Máxima (ARM): the Toco is barred 06:00–09:00 and 17:00–20:00 Monday to Friday and 06:00–15:00 on Saturday; the Truck is barred 06:00–09:00, 11:00–14:00 and 17:30–20:00 Monday to Friday and 06:00–15:00 on Saturday; the articulated vehicle is barred 05:00–20:00 Monday to Friday and 05:00–15:00 on Saturday.

Every one of the six ends with the same clause — "horário livre aos domingos e feriados" — so Sundays and public holidays carry no restriction anywhere in the scheme. Vehicles at or under 3,500 kg and Veículos Urbanos de Carga up to 10 tonnes are outside all of it "em qualquer horário".

Two rules in the decree have no hours at all and therefore run continuously: Veículos Extrapesados are barred from both areas outright unless expressly authorised (Art. 5º §1 VI and §2 VI), and Art.

6º bars any vehicle over 3,500 kg from the stretch of Rua 14 de Julho between Avenida Fernando Corrêa da Costa and Avenida Mato Grosso without express AGETRAN permission, naming no day and no hour. ⚠️ Read the Toco and the Truck evening windows in the ARM side by side before assuming the heavier vehicle is always the more restricted one: the decree closes the ARM to the 10.1–16 t Toco from 17:00 but to the heavier 16.1–24 t Truck only from 17:30, and AGETRAN's own page repeats both figures the same way, so this is the publisher stating it twice rather than a transcription slip.

Signed by the mayor Adriane Barbosa Nogueira Lopes and by Ciro Vieira Ferreira, Diretor-Presidente da AGETRAN. Every window above was read out of this text; AGETRAN's "Sistema Viário" page states the same six timetables in the same figures and was compared against it line by line. ⚠️ Unwatchable by design (D-077): this is a PDF and carries no verify_contains, so the monitor can confirm only that the municipality still serves the file. The gazette's own full-text index is watchable and is carried as a separate source

Area covered

Two nested rings in the central urban region, each defined by naming the roads that bound it and nothing else — no coordinate, no annex table, no shapefile.

The Área de Restrição (AR) is the area inside the perimeter running from the junction of Avenida Salgado Filho with Avenida Presidente Ernesto Geisel, along Ernesto Geisel to Avenida Mascarenhas de Moraes, along that to Avenida Coronel Antonino, along that north-west to south-west to Rua São Borja, then Rua Ceará, then Rua Joaquim Murtinho, then Avenida Eduardo Elias Zahran, and back to Avenida Salgado Filho at the starting point.

The Área de Restrição Máxima (ARM) is the area inside the perimeter of Avenida Mato Grosso, Avenida Presidente Ernesto Geisel, Avenida Fernando Corrêa da Costa and Rua Bahia. Both perimeters run along Avenida Presidente Ernesto Geisel, so they share a boundary segment; the ARM is the inner and stricter of the two, and AGETRAN's published map draws them as two labelled areas over the centre. Separately from both, Art.

6º restricts one named stretch of one street: Rua 14 de Julho between Avenida Fernando Corrêa da Costa and Avenida Mato Grosso. And the scheme is not fixed to these rings — Art.

2º §1 lets the traffic authority extend load restrictions to specific roads and areas outside the AR perimeter on the strength of technical studies, permanently or temporarily, so a future restriction may sit somewhere this description does not reach. ⚠️ The publisher contradicts itself once, in a small way that matters if you are reading the map rather than the text: Art.

2º of the decree and the perimeter list printed on the official map both say "Rua Ceará", while a label on the same map reads "Av. Ceará". OpenStreetMap holds only a Rua Ceará in Campo Grande. ⚠️ And do not build the ring from these names without checking each one.

Asked for as substrings inside a box around the city on 14 September 2026, OpenStreetMap returns 167 ways containing "Costa" under 76 distinct names — among them an Avenida Fernando Corrêa da Costa, a Rua Fernando Augusto Corrêa da Costa and a Rua Presidente Fernando Corrêa da Costa, three different roads the decree's single name could be read onto; 39 for "Mato Grosso" spanning an Avenida Mato Grosso, a Rua Mato Grosso, a Rua Mato Grosso do Sul, an Avenida Mato Grosso do Sul and a Rua Clóvis Mato Grosso, out to 64.69 km; 19 for "Bahia" over a Rua Bahia and a Rua Bahia Blanca; 44 for "Zahran" over an Avenida Eduardo Elias Zahran, an Avenida Fábio Zahran and a Rua Nagib Elias Zahran; and 25 for "Ernesto Geisel" over both an Avenida and a Rua of that name.

That is why no polygon was traced from this text, and it is the same D-082 trap that stopped one being traced in Goiânia, Campinas and Natal.

Prefeitura Municipal de Campo Grande — Decreto n. 16.664, de 17 de junho de 2026, Art. 2º (AR perimeter), Art. 3º (ARM perimeter), Art. 2º §1 and §2 (extension power) and Art. 6º (Rua 14 de Julho), in DIOGRANDE n. 8.374 of 1 July 2026. The perimeters were cross-read against AGETRAN's official map, "Mapa das Áreas de Restrição do Decreto n.16.664 – 2026", which carries a text layer listing both perimeters road by road and agrees with the decree on all twelve names bar the single "Av. Ceará" label noted above. ⚠️ Unwatchable (D-077): both are PDFs

Why there is no map here
AGETRAN does publish a map — "Mapa das Áreas de Restrição do Decreto n.16.664 – 2026", a 3.1 MB single-page PDF linked from its own Sistema Viário page — and it is the reason this is published_unusable rather than not_published. But it is a picture. Its text layer carries the two perimeters as road-name lists and the labels drawn on the artwork, and nothing else: no coordinate, no projection, no georeferencing, no vector boundary. The decree behind it is the same, publishing both rings as sentences naming the roads that bound them. Tracing the rings ourselves from those names was considered and rejected under D-082, and the measurement on 14 September 2026 is unusually clear about why. Asked for each perimeter name as a substring inside a box around Campo Grande, OpenStreetMap returns 167 ways containing "Costa" under 76 distinct names, among them an Avenida Fernando Corrêa da Costa, a Rua Fernando Augusto Corrêa da Costa and a Rua Presidente Fernando Corrêa da Costa — three roads the decree's single "Avenida Fernando Correa da Costa" could be read onto, and the ARM has only four sides, so one wrong choice moves a quarter of the ring. "Mato Grosso" returns 39 ways out to 64.69 km over five distinct names including a Rua Mato Grosso and an Avenida Mato Grosso do Sul; "Bahia" returns 19 over a Rua Bahia and a Rua Bahia Blanca; "Zahran" returns 44 over an Avenida Eduardo Elias Zahran, an Avenida Fábio Zahran and a Rua Nagib Elias Zahran; "Ernesto Geisel", which bounds both rings, returns 25 over both an Avenida and a Rua of that name; and "Ceará" returns 32 out to 60.57 km. Only "São Borja" (6 ways, 2.85–3.31 km), "Mascarenhas de Moraes" (28 ways, 2.95–4.29 km), "Salgado Filho" (15 ways, 1.60–2.90 km) and "Rua 14 de Julho" (30 ways, 0.02–3.38 km) resolve to a single name each. A ring traced through the wrong Corrêa da Costa or the wrong Mato Grosso would be a confident map of somewhere else, and neither the decree nor the map gives junction points that would let us cut the right ones. The record therefore warns at city level and prints the publisher's twelve road names in the area field, with the map linked here so a driver can look at the authority's own drawing.

The authority's own map: Agência Municipal de Transporte e Trânsito (AGETRAN), Prefeitura Municipal de…

Petrol standard

There is no emission standard to meet. Decreto n. 16.664/2026 sorts vehicles by Peso Bruto Total, by physical dimensions and by the job they are doing, and by nothing else.

No Euro class, PROCONVE phase, fuel type, engine or registration year appears anywhere in its twelve articles, and Art. 4º is explicit that the classification is read off the manufacturer's specification or the vehicle's CRLV registration document. A new electric articulated lorry is as restricted inside the ARM as a twenty-year-old diesel one.

Air quality is not offered as a motive either: the stated purposes are road safety, traffic flow and urban logistics, and the stated legal basis is the traffic-policing power of Arts. 21 and 24 of the Código de Trânsito Brasileiro together with the national urban-mobility law.

Diesel standard

Not applicable, for the same reason as the petrol standard: fuel is never mentioned. What Campo Grande tests instead of the engine is mass, size and trade. Art.

4º I sets the size test for the Veículo Urbano de Carga — up to 2.20 m wide and up to 7.20 m long, with a PBT up to 10 tonnes — and Art. 5º sets the mass bands: 3,500 kg and under, up to 10 tonnes, 10.1 to 16 tonnes, 16.1 to 24 tonnes, and articulated above 16 tonnes. Art.

7º sets the trade test, naming public passenger transport, recovery vehicles, valuables transport, emergency utility work, oxygen and hospital supplies, perishable foods and concrete vehicles.

Penalty if you do not comply

No amount is published, and this is the ordinary Brazilian case rather than a gap in the search. Decreto n. 16.664/2026 mentions penalties exactly once, in Art.

10: "O descumprimento das disposições deste Decreto sujeitará o infrator às penalidades previstas na legislação federal de trânsito, quando caracterizada infração tipificada no Código de Trânsito Brasileiro." It names no article of the federal code, no infraction class, no sum and no licence points, and the qualifier "quando caracterizada" makes even the existence of a penalty conditional on the breach matching a federal infraction type.

Under D-053 there is nothing to encode — we do not pick a class out of the national fine table and price it ourselves.

This is not the São Paulo, Salvador, Fortaleza, Recife, Manaus or Campinas exception, where the authority itself printed the class, the amount and the points in one sentence; no Campo Grande channel does that for this scheme. ⚠️ And there is a second reason not to quote a figure here: AGETRAN states that the new rules will be introduced alongside an educational period of orientation and publicity for firms and hauliers "antes do início da fiscalização", and publishes no date on which that period ends.

The rule is in force from 1 July 2026 by Art. 12; the day it begins to cost money is not published.

How to comply
  • First work out which ring you are in, because they are not the same rule. The Área de Restrição (AR) is bounded by Avenida Salgado Filho, Avenida Presidente Ernesto Geisel, Avenida Mascarenhas de Moraes, Avenida Coronel Antonino, Rua São Borja, Rua Ceará, Rua Joaquim Murtinho and Avenida Eduardo Elias Zahran. The Área de Restrição Máxima (ARM) sits inside it, bounded by Avenida Mato Grosso, Avenida Presidente Ernesto Geisel, Avenida Fernando Corrêa da Costa and Rua Bahia. Where the two overlap, obey the ARM: it is the stricter of the two and the decree sets no rule of precedence between them.
  • If your Peso Bruto Total is 3,500 kg or less you are outside this scheme entirely, at every hour, in both rings — with one exception below.
  • If you are a Veículo Urbano de Carga or Veículo Leve de Carga up to 10 tonnes you are also outside it at every hour. In the AR the decree attaches the size test explicitly: no more than 2.20 m wide and 7.20 m long. ⚠️ In the ARM the same paragraph omits the cross-reference to those dimensions. Read strictly that would let an over-wide 10-tonne vehicle into the stricter ring and keep it out of the looser one, which cannot be what was meant — assume the 2.20 m by 7.20 m test applies in both.
  • Caminhão Simples (Toco), 10.1 to 16 tonnes. Kept out of the AR 06:00–08:00 and 17:30–20:00 Monday to Friday and 06:00–09:00 on Saturday. Kept out of the ARM 06:00–09:00 and 17:00–20:00 Monday to Friday and 06:00–15:00 on Saturday.
  • Caminhão Truck (double or tandem axle), 16.1 to 24 tonnes. Kept out of the AR 06:00–08:00, 11:00–14:00 and 17:30–20:00 Monday to Friday and 06:00–09:00 on Saturday. Kept out of the ARM 06:00–09:00, 11:00–14:00 and 17:30–20:00 Monday to Friday and 06:00–15:00 on Saturday. The middle-of-the-day window is the one drivers miss: it is there for the Truck and not for the Toco.
  • Veículo Pesado Articulado over 16 tonnes. Kept out of the AR for the whole working day, 06:00–20:00 Monday to Friday, and 06:00–15:00 on Saturday. Kept out of the ARM 05:00–20:00 Monday to Friday and 05:00–15:00 on Saturday. If you are articulated and heading for the centre, the practical answer is a Sunday, a public holiday, or after 20:00.
  • Veículos Extrapesados are barred from both rings at all times unless AGETRAN has expressly authorised the movement. ⚠️ The decree never defines the term, and it never classifies a non-articulated vehicle above 24 tonnes either — Art. 5º runs out at 24 tonnes for the Truck and picks up only with articulated vehicles. If your vehicle falls in that gap, ask AGETRAN rather than reading the silence as permission.
  • Rua 14 de Julho, between Avenida Fernando Corrêa da Costa and Avenida Mato Grosso, is closed to everything over 3,500 kg without express written AGETRAN permission — at any hour, on any day, including Sundays and holidays. This is the one place in the scheme where a 4-tonne van is caught, and it is not covered by the hours above.
  • Sundays and public holidays are free everywhere else in the scheme. Each of the six timetables ends with "horário livre aos domingos e feriados".
  • Loading and unloading inside the ARM must be done only in bays marked and signed for it, by the sole paragraph of Art. 6º. Being allowed into the ring does not mean being allowed to stop in it wherever you like.
  • Seven categories are excepted at any hour, and all but one need you on AGETRAN's register first: public passenger transport; recovery and tow vehicles operated by or for a traffic authority or breakdown service; valuables transport; emergency work on electricity, water, sewerage or telecommunications; oxygen, hospital supplies and medicines; clearly identified perishable foods, named as meat, fresh produce and dairy; and concrete mixers and concreting vehicles, which must still respect the operating hours the traffic authority sets. The emergency-utility category is the exception to the registration requirement: you may travel first, but you must regularise the registration and produce proof of the emergency within five working days if asked.
  • For anything the decree does not cover, apply for an Autorização Especial para Tráfego (AET) or an Autorização Especial para Estacionamento (AEE) at least three working days beforehand, stating the place or route, the dates, the start and end times, and the vehicle, load or service. An AET is valid for at most seven days, an AEE for at most fifteen. AGETRAN says a digital application for requesting and tracking these is coming, in the future tense; until it appears, apply to the agency directly.
  • ⚠️ There is no fine to quote. Art. 10 defers to the federal traffic code without naming an article, a class, a sum or a licence points figure, and AGETRAN states that the rules are being brought in alongside an educational period of orientation and publicity before enforcement begins, with no published end date for it. That is not the same as there being no consequence — the decree is in force, and the day the educational period ends has simply not been announced.
  • ⚠️ The city's own website is slow rather than silent, and a tool that gives up early will tell you it is down. On 14 September 2026 www.campogrande.ms.gov.br returned HTTP 504 from its edge twice, at 50.7 and 51.4 seconds, while a patient request to the same host returned the full 283,195-byte homepage in the same session. If the page does not load, wait rather than concluding the scheme has moved.
