Manaus, Brazil · Heavy vehicle ban
Not in force in Manaus right nowTuesday, 13 October 2026 at 05:04 · America/Manaus
Starts Tuesday, 13 October 2026 at 06:00 local time.
The two rules are cumulative, not alternative. A driver reading only the second rule would think a 20-tonne lorry may run at 07:00; it may not, because it is also a vehicle over 8 tonnes. The combined effect for anything over 16 tonnes is a continuous ban from 06:00 to 20:00 on weekdays.
There is no public-holiday clause, because the IMMU has never published one, and this is the tenth Brazilian record running without a sourced Brazilian holiday calendar. The direction of the error is unknown here rather than merely unencoded: São Paulo's equivalent scheme excepts holidays by name, so if Manaus does the same silently this schedule over-warns on those days, which sends a lorry on a detour it did not need; if Manaus does not, it is correct. We do not know which, and guessing either way would be the D-037 failure.
Weekends are unrestricted only in the sense that the publisher restricts nothing on them. Every IMMU statement of the rule ends at "de segunda a sexta-feira" and none mentions Saturday or Sunday, so this schedule shows them open — but the zone is defined by signage on fifteen roads, ten of which the authority does not name, and a sign setting a Saturday window on one of them would be invisible to us.
The permit is the flexibility and it is not encoded. An Autorização Especial de Tráfego from the IMMU's engineering directorate lifts these windows for the vehicle that holds one; the rules above will show it as refused.
This encodes the Zona Máxima de Restrição and nothing else. Manaus also bars heavy vehicles outright on individual streets — Rua Padre Francisco in Santo Antônio since April 2026, the Rua Hibisco to Avenida Itaúba stretch since March 2026 — with no timetable at all. A driver reading "open after 20:00" off this schedule and driving those streets at night would be wrong.
Operating times only, read from the source below. It does not check your vehicle.
Manaus keeps heavy goods vehicles off its main central avenues for most of the working day, and it sorts them by gross weight on two different clocks.
The Instituto Municipal de Mobilidade Urbana (IMMU), the municipal traffic authority, states the rule in its own words: a vehicle whose Peso Bruto Total is over 8 tonnes may not circulate between 06:00 and 09:00 or between 17:00 and 20:00, and a lorry over 16 tonnes may not circulate between 09:00 and 17:00, Monday to Friday.
Read together, the two windows join up: anything over 16 tonnes is shut out from 06:00 to 20:00 without a break, while a vehicle between 8 and 16 tonnes loses only the two peaks and may work the middle of the day. Outside those hours, and at any hour on a Saturday or Sunday, the IMMU states nothing restricts the zone.
The way out is a permit rather than a payment — an Autorização Especial de Tráfego, applied for in person at the IMMU's counter on Avenida Urucará and granted or refused by its engineering directorate — and the way it goes wrong is priced by the authority itself: a grave infraction under the federal traffic code, R$ 195,23, five licence points and retention of the vehicle.
What this record does not have is an instrument. No decree or portaria for the ZMR is obtainable through any channel the municipality offers, and that is measured rather than assumed.
What stands in its place is the publisher saying so repeatedly, recently and in the present tense, and counting its own enforcement while it does: 202 citations in 2023, 554 in 2024, an operation on Avenida Mário Ypiranga Monteiro in March 2026 that cited 24 lorries in a morning, and a July 2026 consultation paper that opens by stating the zone is already in force before proposing to extend it.
Instituto Municipal de Mobilidade Urbana (IMMU), Prefeitura de Manaus — "Prefeitura intensifica fiscalização em Zona Máxima de Restrição e registra aumento de 48% nesse tipo de infração", 13 March 2024, the authority's fullest single statement of the scheme: the road list, both weight thresholds, both timetables, the federal infraction class and fine, and the permit route out
There is no charge. The ZMR is a prohibition, not a charging scheme: the IMMU offers no toll, no day pass and no payable entry that would buy a heavy vehicle into the restricted avenues during the closed hours.
The only way in is the Autorização Especial de Tráfego, and the authority describes it as a document applied for, argued for and then granted or refused by its engineering directorate — never as something bought.
Whether the AET carries an administrative fee is a separate question this record cannot answer: the IMMU publishes the address, the counter hours and who decides, and prices nothing, so the emptiness here is "the publisher has not stated a charge" rather than "no such charge exists".
Monday to Friday, in two bands that depend on the weight of the vehicle. A vehicle with a Peso Bruto Total over 8 tonnes is barred from 06:00 to 09:00 and from 17:00 to 20:00; a lorry with a PBT over 16 tonnes is barred from 09:00 to 17:00.
Essa restrição funciona de segunda a sexta-feira.", and repeated it word for word ten months later.
The two bands are cumulative rather than alternative, because the 16-tonne lorry is also a vehicle over 8 tonnes: in practice anything over 16 tonnes is shut out continuously from 06:00 to 20:00, while a vehicle between 8 and 16 tonnes loses the two peaks and keeps the middle of the day.
There is no Saturday window, no Sunday window and no public-holiday clause anywhere in the authority's statements of the rule — which is a real gap rather than a silence to read as permission, and the schedule caveats say so.
Instituto Municipal de Mobilidade Urbana (IMMU) — "IMMU informa que irregularidades de veículos pesados disparam em 2024", 15 January 2025: the same two thresholds and the same two windows as the March 2024 statement, restated ten months later beside the authority's own count of what it enforced
Fifteen roads in the central area, of which the publisher names five. The IMMU writes that the zona máxima bars heavy vehicles on "as avenidas Mário Ypiranga Monteiro, Djalma Batista, Constantino Nery, Paraíba, Umberto Calderaro e mais dez vias na área central da cidade" — and it has printed that sentence twice, in March 2024 and again in January 2025, both times with the ten further roads left unnamed.
That is the central limitation of this record and it is stated rather than papered over: two thirds of the zone is roads the authority declares exist and does not identify, so a driver who treats only the five named avenues as restricted is unwarned on the rest.
The safe reading is the wider one — inside central Manaus, assume a heavy vehicle is in the ZMR unless a sign says otherwise — and that is the direction this record errs in, because over-warning costs a detour and under-warning costs R$ 195,23 and the vehicle.
The five that are named are the principal Centro-Sul corridors and they sit close in: measured against the city anchor in OpenStreetMap on 13 September 2026, Avenida Paraíba runs 3.58–4.08 km out, Avenida Jornalista Umberto Calderaro Filho 4.04–6.00 km, Avenida Mário Ypiranga 4.56–6.37 km, Avenida Djalma Batista 4.89–8.18 km and Avenida Constantino Nery 4.93–8.19 km.
The município itself is vastly larger — its boundary reaches more than 160 km from the anchor — but the scheme is not the município, and the ten unnamed roads are declared to be "na área central" too.
One area is deliberately NOT in this record: the corridors the IMMU proposed in July 2026 to add to the zone — Avenida das Torres between the José Fernandes viaduct and Avenida Cosme Ferreira, Avenida Cosme Ferreira from Tiradentes to the Coroado roundabout, the length of Avenida Ephigênio Salles, and Avenida General Rodrigo Otávio between the Coroado roundabout and the Japiim market, at 06:00–09:00 and 16:00–20:00.
That is a consultation, not a rule, and the authority says so.
Instituto Municipal de Mobilidade Urbana (IMMU) — "IMMU informa que irregularidades de veículos pesados disparam em 2024", 15 January 2025, which carries the road sentence in its fullest form, with Mário Ypiranga Monteiro's full name and the ten further central roads declared and unnamed
There is no emission standard to meet. The ZMR sorts vehicles by gross weight and by nothing else: the thresholds the IMMU publishes are 8 tonnes and 16 tonnes of Peso Bruto Total, and no Euro class, PROCONVE phase, fuel type or registration year appears in any of the authority's statements of the rule. A new electric lorry over 16 tonnes is as restricted as an old diesel one of the same weight.
Not applicable, for the same reason as the petrol standard: fuel is never mentioned. Length is not mentioned either, which separates Manaus from most of the Brazilian entries in this corpus — Belo Horizonte, Curitiba, Porto Alegre and Salvador all add a dimension test to the weight test, and Fortaleza replaced weight with dimensions entirely. Manaus asks one question, twice, at two different numbers.
This is the D-053 exception rather than our arithmetic: we never pick an infraction class out of the national fine table, and the amount stands only because the publisher printed the class, the sum, the licence points and the consequence in one sentence — as CET did in São Paulo, Transalvador in Salvador and CTTU in Recife. Two things the corpus has no field for are in that sentence and are carried in how_to_comply instead: five licence points, and retention of the vehicle, which is the part that actually ends the delivery
Instituto Municipal de Mobilidade Urbana (IMMU) — "Prefeitura intensifica fiscalização de veículos pesados em via de Zona Máxima de Restrição em Manaus", 11 March 2026, for the present-tense rule, the permit route and the counter address; with the March 2024 and January 2025 statements behind the thresholds, the road list, the fine and the citation counts
The authority's fullest single statement of the scheme and the primary source for this record: the five named avenues and the ten unnamed ones, both weight thresholds, both timetables, the Monday-to-Friday clause, the federal infraction class with its fine, points and vehicle retention, and the Autorização Especial de Tráfego with the counter address that grants it
This is the nearest thing Manaus has to the fine register that settled Recife, and it is weaker in kind but the same in what it answers: the authority counts what it enforced rather than only restating what it wrote. 202 citations in 2023 and 554 in 2024, a 174% rise, broken down as 404 for travelling irregularly, 46 for travelling outside the permitted hours and 101 for travelling where the lorry regulation does not permit it. The three parts sum to 551 rather than 554, which is the publisher's arithmetic and is noted rather than corrected. The same article restates the road list in its fullest form and both timetables word for word, ten months after the first statement — the D-081 test of two independently dated statements of the same rule, met inside one channel rather than across two
The currency evidence and the most recent operational statement: Avenida Mário Ypiranga Monteiro described in the present tense as regulated as Zona Máxima de Restrição, 24 heavy vehicles cited in one morning for breaches of the hours and the weight, and the permit route restated with the counter address unchanged. The thresholds here are written as digits — "acima de 8 toneladas", "superior a 16 toneladas" — where the 2024 and 2025 statements spell them out, and the numbers and windows are identical
The freshest statement that the scheme binds today, and the strongest available in the absence of an instrument: a consultation paper has no reason to open by asserting that the zone "já está em vigor em vários importantes corredores viários de Manaus" unless it does. It is also the source for the proposed extension this record deliberately does not encode — Avenida das Torres, Avenida Cosme Ferreira, Avenida Ephigênio Salles and Avenida General Rodrigo Otávio at 06:00–09:00 and 16:00–20:00 — and the reason the record warns about it instead: those peak windows differ from the ones in force, so a driver who met the proposal in the press could reasonably think the evening band starts at 16:00
Instituto Municipal de Mobilidade Urbana (IMMU) — "Transporte Comercial de Carga", the authority's standing service page for commercial goods transport, and the only place in the municipality's estate that offers a document about the regime rather than a news item about enforcing it. The document is Nota Técnica Nº 001/2025-DVTC/GAB-PR/IMMU, and it is unreadable: three pages, 1.27 MB, and no text layer at all, so nothing can be extracted from it and it is not cited as a source for any fact here. It is watched because it is the page where an instrument for the ZMR would appear if the IMMU ever published one, and because a change to the note itself is the earliest signal we would get that the regime moved
