Driving in Porto Velho: Heavy vehicle ban

Porto Velho, Brazil · Heavy vehicle ban

Official name Zona Urbana de Restrição (ZUR) de circulação de veículos de carga e de operação de serviço de carga e descarga

Partly in force in Porto Velho right nowTuesday, 13 October 2026 at 05:05 · America/Porto Velho

  • Not in force Caminhão TOCO and caminhão TRUCK, PBT 16 to 24 tonnes, which Art. 2º II permits only 20:00–06:00
  • Not in force Caminhão TOCO and caminhão TRUCK, PBT 16 to 24 tonnes, Saturday, when Art. 2º II opens the day from 14:00 on top of the 20:00–06:00 permission
  • In force Carretas and anything else above 24 tonnes PBT, prohibited by Art. 2º III "em qualquer dia e horário", with no window and no Sunday relief
  • Not in force Carroceiros — cart services of human or animal traction — which Art. 2º IV permits to operate only 20:00–06:00

Lei nº 2.785/2021 never mentions a public holiday, and neither does Decreto nº 17.567/2021. The law never mentions Sunday either: its only day-type term is "nos sábados" in Art. 2º II, written as an addition to a permission that carries no day qualifier at all. Every band above is therefore encoded as running on all seven days, which is the literal reading of an unqualified permission, and no rule here depends on a working-day test. We hold no official, dated Brazilian holiday calendar — that gap is real and is shared with the other sixteen Brazilian records in this corpus — but for this scheme it changes nothing in either direction, because there is no "dias úteis" clause for a holiday to switch off. That is worth stating explicitly, because it is not true of Cuiabá, whose corridor rule does turn on working days and where the same missing calendar makes the record under-warn. Porto Velho's exposure is elsewhere: the decree's Art. 14 permit window runs "de segunda a sexta", so a holiday could change what a plant or crane permit allows, but permit timetables are not encoded on this page in any case.

This schedule encodes four rules because the law writes one timetable per weight band over a single area. The page shows every one of them, because a zone page has no vehicle and no route to narrow by. Read the one that matches your Peso Bruto Total; the rest do not describe you.

The law states the hours in which movement is permitted. Everything above is the complement — the hours in which it is not — so a window here is a closure, not an opening.

⚠️ Nothing between 10 and 16 tonnes gross is encoded, because neither instrument states hours for that band. Art. 2º of the law runs from "até 10 (dez) toneladas" straight to "de 16 (dezesseis) toneladas (caminhões TOCO) até 24 (vinte e quatro) toneladas", while Art. 3º of the regulating decree requires a permit of everything "acima de 10 (dez) toneladas" moving outside permitted hours or areas. A vehicle in that gap will match no rule on this page. That is the instruments' disagreement rather than ours, and the decree is the one that points towards restriction.

Vehicles of 10 tonnes gross or less carry no rule here at all: Art. 2º I permits them at any hour, loaded or empty, so there is no window to encode.

⚠️ The area this schedule applies over is the entire urban area of Porto Velho, minus the seven ways Art. 3º excepts — the BR-319, the BR-364, both marginals of the Rua da Beira, Avenida dos Imigrantes, the RO-005 or Estrada da Penal, Avenida Farquar between Avenida dos Imigrantes and the Estrada do Belmont, and the Estrada do Belmont. We hold no boundary, so this record cannot tell you whether a route stays on those exceptions; it warns at city level. A driver whose whole route is on the excepted ways is not in the scheme at any hour or weight.

Every rule here governs loading and unloading as well as driving — each paragraph of Art. 2º opens "A circulação de veículos automotores e serviço de carga e descarga de qualquer natureza" — so being parked at the kerb with the tailgate down is inside the same window as being on the move.

An Autorização Especial de Trânsito lifts these windows for the fourteen categories the decree names, and several of those carry replacement hours of their own rather than a free pass — removals and freight get 08:30–11:30, 14:30–17:00 and 20:00–06:00 plus the whole weekend, plant and cranes get 20:00–06:00 on weekdays and Saturdays from 14:00. None of the permit timetables is encoded here, because a permit is a fact about the operator rather than about the zone.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Porto Velho is the inverse of every other Brazilian lorry scheme in this corpus. It does not draw a restricted ring inside the city — it restricts the whole urban area and then names seven ways that are outside it. Lei nº 2.785, de 08 de janeiro de 2021 sorts vehicles by Peso Bruto Total.

Up to 10 tonnes, loaded or empty, you may drive at any hour. From 16 to 24 tonnes — the law's caminhões TOCO and TRUCK — you may drive only between 20:00 and 06:00, with Saturdays opening from 14:00. Above 24 tonnes, the Carretas, you may not drive at all: Art.

2º III bars you "em qualquer dia e horário", with no window, no Sunday and no relief. Carters working by hand or with animals are confined to 20:00–06:00.

The seven exceptions are the through-routes, and they are what makes the city crossable: the BR-319 and the BR-364, the Rua da Beira on both marginals, Avenida dos Imigrantes, the RO-005 or Estrada da Penal, Avenida Farquar between Avenida dos Imigrantes and the Estrada do Belmont, and the Estrada do Belmont itself.

Every rule closes the loading bay at the same time as the street — each one governs "a circulação de veículos automotores e serviço de carga e descarga de qualquer natureza". ⚠️ Three things need saying plainly. First, the law leaves the same hole Cuiabá's does, and it is not a copying slip at our end: Art.

2º runs from "até 10 (dez) toneladas" straight to "de 16 (dezesseis) toneladas", and nothing between 10 and 16 tonnes gross is classified. Unlike Cuiabá's, this gap is partly answered by the regulating decree, which draws its permit line at 10 tonnes rather than 16 — so the executive appears to read the silence as restriction. Both halves are below; neither is encoded as hours, because neither text states any.

Second, this scheme is regulated and its predecessor never was. Lei nº 2.255, de 06 de outubro de 2015 banned vehicles over 5 tonnes from eight named avenues on weekdays, and its own Art. 8º made it conditional on an Executive decree that, measured against the publisher's register, was never issued.

Third, nothing here can be priced. The law states its fines and its permit fee in UPF, the municipal tax unit, and the last act in the register that set a value for the UPF is from 1989, in a currency Brazil has replaced twice since.

Signed by the mayor Hildon de Lima Chaves. Daily charge

There is nothing to pay to drive in. This is a prohibition by gross weight and hour, not a priced zone: no article of Lei nº 2.785/2021 offers a toll, a day pass or any payable entry that would buy a restricted vehicle into the Zona Urbana de Restrição during a closed window. The only money in the scheme is a permit fee, and it is a fee for issuing a document rather than a charge for entering.

Art. 20 sets it: "Fica instituído o valor de 0,5 UPF's de taxa pública para emissão de cada Autorização Especial de Trânsito – AET", payable by the company or sole trader responsible for the vehicle under Art. 21, at the banks the municipality accredits under Art.

22, with the proceeds going to the Fundo Municipal de Trânsito under Art. 23. Art.

18 exempts official vehicles of the União, the States and the Municípios, and public-utility vehicles under CONTRAN Resolution nº 268 of 15 February 2008. ⚠️ That 0,5 UPF cannot be converted into money here, and the reason is specific rather than general. The UPF is Porto Velho's own Unidade Padrão Fiscal, instituted by Lei nº 720, de 22 de dezembro de 1987, and the sole paragraph of Art.

20 makes its readjustment compulsory — "O valor da taxa de AET será reajustado no mês de janeiro de cada ano, conforme Código Tributário Municipal".

In the municipality's own register of 29,346 norms, searched on 14 September 2026 against a control term that returns zero, the most recent act setting a value for the UPF is Decreto nº 3.803, de 05 de dezembro de 1989, and the most recent act about how to update it is Decreto nº 4.765, de 12 de maio de 1992. Both predate the Real, which replaced the cruzeiro real in 1994.

There is no dated official figure to multiply, so this field stays empty rather than carrying a number we would have had to build ourselves.

When it operates

One area, four weight bands, and the law writes each rule as the hours in which movement is permitted rather than the hours in which it is barred. Art. 2º of Lei nº 2.785/2021, over the whole Zona Urbana de Restrição: up to 10 tonnes Peso Bruto Total, which the law glosses as "caminhões com dimensões compactas", with or without a load, at any hour.

From 16 to 24 tonnes — "caminhões TOCO" up to "caminhões TRUCK" — from 20:00 to 06:00, and on Saturdays from 14:00. Above 24 tonnes, the Carretas, "proibida … em qualquer dia e horário". Carters working by hand or with animals — "a operação do serviço de carroceiros, de tração humana ou animal" — only between 20:00 and 06:00.

Every one of those rules opens with "A circulação de veículos automotores e serviço de carga e descarga de qualquer natureza", so it closes the kerb at the same moment it closes the street: being parked with the tailgate down is inside the same window as being on the move. Art.

4º adds that permitted movement must still obey the signs actually posted at the place. ⚠️ Two silences in the text are real and are not smoothed over here. Nothing between 10 and 16 tonnes gross is described in Art.

2º at all — the article runs from "até 10 (dez) toneladas" to "de 16 (dezesseis) toneladas (caminhões TOCO) até 24 (vinte e quatro) toneladas" and never closes the gap, in a digitally set text that spells every number out in words as well as digits. The regulating decree points the other way without supplying hours: Art.

3º of Decreto nº 17.567, de 26 de agosto de 2021 requires an Autorização Especial de Trânsito of "todos os veículos com PBT (peso bruto total) acima de 10 (dez) toneladas para circular fora dos horários ou das áreas não permitidas", which draws the executive's line at 10 tonnes rather than at 16. No hours are encoded for that band, because neither instrument states any.

And Sunday is never named: the 20:00–06:00 permission carries no day qualifier, and the Saturday clause is written as an addition to it, so the band runs on all seven days with Saturday afternoon opened on top.

Prefeitura Municipal de Porto Velho — Lei nº 2.785, de 08 de janeiro de 2021, Art. 2º (the four bands and their windows), Art. 2º §1 (the definition of the Zona Urbana de Restrição) and Art. 4º (permitted movement still follows the local signs), in the Diário Oficial do Município n. 2878 of 11 January 2021. The 10-tonne permit threshold is Art. 3º of Decreto nº 17.567, de 26 de agosto de 2021, in the Diário Oficial do Município n. 3039 of 27 August 2021. Every window above was read out of those two texts and out of nothing else. ⚠️ Unwatchable (D-077): both are PDFs

Area covered

The restricted area is the city. Art. 3º of Lei nº 2.785/2021 says so in one sentence: the Zona Urbana de Restrição "compreende toda a área urbana do município de Porto Velho", excepting seven ways.

Those seven are the through-routes, and for a driver they are the whole practical content of the geography: the BR-319; the BR-364; the Rua da Beira, "ambos as marginais", so both marginal carriageways; Avenida dos Imigrantes; the RO-005, which the law itself glosses as the Estrada da Penal; Avenida Farquar, but only the stretch "compreendido entre a Av. dos Imigrantes até Estrada do Belmont"; and the Estrada do Belmont.

If your route runs along those and nothing else, the scheme does not reach you whatever your vehicle weighs. ⚠️ The outer edge of the zone is not drawn anywhere. Art.

2º §1 defines a Zona Urbana de Restrição in the abstract as an "área urbana previamente delimitada" — a previously delimited urban area — and then Art. 3º delimits it as the whole urban area, which is not a delimitation at all: the instrument contains no annex, no map, no coordinate and no list of boundary roads, and it never says where the urban area of Porto Velho stops.

The município is vast and mostly not urban — its OpenStreetMap boundary relation reaches 350.91 km from the city anchor — so "the urban area" is doing real work that the law leaves to whoever reads it. Decreto nº 17.567/2021 adds nothing: it regulates the permit rather than the perimeter. ⚠️ And the decree names an area the law never created.

Its Art. 8º authorises access to private off-street parking "em imóveis na Zona de Restrição Máxima" — a Zona de Restrição Máxima appears nowhere in Lei nº 2.785/2021, which creates only the Zona Urbana de Restrição, and nowhere else in the decree.

It is left standing here as the publisher printed it rather than silently read as a synonym. ⚠️ All seven exception ways do resolve in OpenStreetMap, which is the opposite of what Cuiabá's perimeter did, but three of the names collide and one gloss does not hold.

Asked for as substrings inside a box around the city on 14 September 2026, "Imigrantes" returns 21 ways all called Avenida dos Imigrantes, and "Penal" returns 14 ways all called Estrada da Penal, so those two are clean. "Farqu" returns 10 ways over two names, Avenida Farquar and Rua Farquar, and the law's spelling matches the avenue exactly.

"Belmont" returns 11 ways over four names — Estrada do Belmont, Avenida do Belmont, Avenida Belmont and a Ramal Belmont. "Beira" returns 33 ways over six names, among them a Rua Beira Sul, a Travessa Beira Norte, a Rua Beira Rio and a Beira da Vala, none of which is the Rua da Beira the law means.

And the gloss in the law does not survive the map: the ref RO-005 is carried by 25 ways whose names include not only the Estrada da Penal but an Avenida Tiradentes and an Estrada 28 de Novembro, so following the road number rather than the name would take you onto two roads the law does not except.

Prefeitura Municipal de Porto Velho — Lei nº 2.785, de 08 de janeiro de 2021, Art. 2º §1 (what a Zona Urbana de Restrição is) and Art. 3º (that it is the whole urban area, and the seven excepted ways), in the Diário Oficial do Município n. 2878 of 11 January 2021; and Decreto nº 17.567, de 26 de agosto de 2021, Art. 8º, for the Zona de Restrição Máxima the decree names and the law never creates, in the Diário Oficial do Município n. 3039 of 27 August 2021. The OpenStreetMap figures are ours, read via the Overpass API on 14 September 2026 under the ODbL, and are a check on the publisher's names rather than a source for the rule. ⚠️ Unwatchable (D-077): both instruments are PDFs

Why there is no map here
The publisher puts out no map, and here that is not an omission so much as a consequence of how the rule is written. Lei nº 2.785/2021 does not delimit a restricted area at all: Art. 3º declares the Zona Urbana de Restrição to be "toda a área urbana do município de Porto Velho" minus seven named ways, and the instrument carries no annex, no coordinate, no projection and no drawing. Art. 2º §1 defines the zone type in the abstract as an "área urbana previamente delimitada", but nothing in the law or in Decreto nº 17.567/2021 performs that delimitation, and neither says where the urban area stops. That matters more here than it would elsewhere, because the município is one of the largest in Brazil and overwhelmingly not urban — its OpenStreetMap boundary relation 325855, clipped to the query box, spans −10.0000 to −7.9758 latitude and −66.8103 to −62.2370 longitude, whose furthest corner is 350.91 km from the city anchor. A polygon of the município would be a confident map of several hundred kilometres of rainforest the rule was never about. What could in principle be mapped is the complement — the seven excepted ways — and that was measured rather than assumed, against the publisher's own names (D-082). Unlike Cuiabá, where four of twenty perimeter names did not exist in OpenStreetMap at all, every one of Porto Velho's seven resolves. But three collide and one of the law's own glosses does not survive contact with the map: "Imigrantes" returns 21 ways all named Avenida dos Imigrantes and "Penal" returns 14 all named Estrada da Penal, both clean; "Farqu" returns 10 over Avenida Farquar and Rua Farquar, with the law's spelling matching the avenue exactly; "Belmont" returns 11 over four names, Estrada do Belmont, Avenida do Belmont, Avenida Belmont and a Ramal Belmont; "Beira" returns 33 over six names including a Rua Beira Sul, a Travessa Beira Norte, a Rua Beira Rio and a Beira da Vala, none of them the Rua da Beira intended; the BR-319 returns 30 ways out to 61.47 km and the BR-364 68 ways over eight names out to 94.78 km, both running far beyond the city; and the ref RO-005 returns 25 ways whose names include an Avenida Tiradentes and an Estrada 28 de Novembro alongside the Estrada da Penal, so the law's gloss "RO-005 (Estrada da Penal)" equates a road number with one road that the map says carries at least three. A linear exception layer built from those names would be wrong in three places and would in any case not describe the zone, which is everything the exceptions are not. A second, narrower Overpass query intended to pin the exact-name extents was attempted on the same day and failed — HTTP 504 from the main endpoint and a connection failure from the kumi.systems mirror — so the figures above come from the single successful run and are not refined further. The record therefore warns at city level and prints the publisher's own seven names in the area field, which for this scheme is the part a driver can actually act on.
Petrol standard

There is no emission standard to meet. Lei nº 2.785/2021 sorts vehicles by Peso Bruto Total and by the job they are doing, and by nothing else. No Euro class, PROCONVE phase, fuel type, engine or registration year appears in any of its twenty-six articles, nor in the thirty-two articles of the decree that regulates it.

An electric articulated lorry is as barred from the Zona Urbana de Restrição as a diesel one of the same weight. Air quality is not offered as a motive either: the law's stated basis is the mayor's competence under Art. 87 IV combined with Art.

7º X of the Lei Orgânica do Município, and the scheme's own vocabulary is circulation, loading and unloading rather than emissions. The one place the environment is mentioned at all is Art.

16 IV, which makes carrying no permit an offence where the movement "ofereça risco à saúde, à segurança pública ou ao meio ambiente" — a risk test applied to the cargo and the operation, not an emission class applied to the vehicle.

Diesel standard

Not applicable, for the same reason as the petrol standard: fuel is never mentioned. What Porto Velho tests instead of the engine is gross weight, and Art. 2º §2 defines it — "entende-se por PBT (Peso Bruto Total), a combinação entre peso do veículo, peso da carroceria e de peso da carga", the vehicle plus the body plus the load, which makes the test the laden combination rather than the vehicle's own mass.

The bands are up to 10 tonnes, glossed "caminhões com dimensões compactas"; 16 to 24 tonnes, glossed caminhões TOCO and caminhões TRUCK; and above 24 tonnes, glossed Carretas. A fourth class is defined by its motive power rather than its weight: the carroceiros of Art. 2º IV, working by human or animal traction. ⚠️ Nothing between 10 and 16 tonnes is classified by the law at all.

The regulating decree's Art. 3º puts its permit threshold at "acima de 10 (dez) toneladas", which is the only figure either instrument offers for that band, and it is a rule about permits rather than a rule about hours.

Penalty if you do not comply

No current amount can be stated, and as in Cuiabá the emptiness has two distinct causes that must not be blurred together — but the second cause here is a different one, and it is the harder of the two. For driving in a closed window, which is the offence most drivers will face, Art.

16 I of Lei nº 2.785/2021 says only "Pena: multa de acordo com o Código de Trânsito Brasileiro ou seu sucedâneo, aplicada ao veículo infrator", naming no article of the federal code, no infraction class, no sum and no licence points; Art. 16 III repeats it for movements that block free circulation, and Art. 13 §2 defers generally for "infrações relativas à circulação, estacionamento e parada de veículos".

Under D-053 there is nothing to encode from that: we do not pick a class out of the national fine table and price it ourselves. This is not the São Paulo, Salvador, Fortaleza, Recife, Manaus or Campinas exception, where the authority itself printed the class, the amount and the points in one sentence. The second cause is that the law's own figures are not in money.

Art. 16 II prices loading or unloading out of hours at "multa de 4 (quatro) UPF's por tonelada de Peso Bruto Total (PBT) por veículo", charged to the firm or person receiving the goods rather than to the driver and stacked on top of anything the CTB imposes; Art.

16 IV prices moving without a permit where the load risks health, public safety or the environment at "multa de 20 (vinte) UPF's", with seizure as the administrative measure. Those quantities are exact and are stated here as the law states them. What cannot be supplied is the unit.

The UPF is the municipality's own Unidade Padrão Fiscal, and in a register of 29,346 municipal norms the last act setting its value is Decreto nº 3.803 of 5 December 1989, with Decreto nº 4.765 of 12 May 1992 the last to describe how it is updated — both denominated in a currency Brazil has replaced twice since, and the sole paragraph of Art.

16 orders the per-tonne figure readjusted every January under the Código Tributário Municipal in any case. We do not reconstruct thirty-seven years of municipal indexation and present the answer as the publisher's. What the law does state without a number is the shape of the consequence, and a driver should know it: Art.

7º lists advertência, multa, apreensão e remoção do veículo and cassação do alvará de licença de funcionamento; Art. 9º §3 triples the fine where the inspection is obstructed and §4 doubles it on each repeat, capped at twenty times the first, with §5 counting a repeat as a second breach of the same provision within a year; Art.

10 makes seizure the answer to resistance, contempt or obstruction, with the release charges from the Código Tributário Municipal falling on the offender; Art. 11 allows the trading licence to be revoked after more than five breaches of the same kind in twelve months; and Art.

15 spreads liability across the owner or driver, the haulier and its directors, the business receiving the load and the owner, tenant or occupier of the receiving premises, with Art. 15 §2 making the haulier answer for its own employees. Appeals run under Art.

25 of the decree: thirty days to the Autoridade de Transportes, who passes it to the Comissão de Apuração de Auto de Infração, with no suspensive effect, thirty days for the commission to decide, extendable once, and an unpaid fine entered in the Dívida Ativa.

How to comply
  • Start with the seven exceptions, because in Porto Velho they are the geography. The restricted area is the entire urban area of the município, so the question is not whether you are inside it but whether your route stays on the ways Art. 3º leaves out: the BR-319, the BR-364, the Rua da Beira on both marginal carriageways, Avenida dos Imigrantes, the RO-005 or Estrada da Penal, Avenida Farquar between Avenida dos Imigrantes and the Estrada do Belmont, and the Estrada do Belmont. A vehicle of any weight may use those at any hour. ⚠️ Follow the names rather than the road number: the ref RO-005 is carried on the map by an Avenida Tiradentes and an Estrada 28 de Novembro as well as by the Estrada da Penal, and the law excepts only the Estrada da Penal.
  • If your Peso Bruto Total is 10 tonnes or less you are outside this scheme at every hour, loaded or empty. Art. 2º I calls these "caminhões com dimensões compactas" and states no dimensional test to go with the weight. PBT is defined by Art. 2º §2 as the vehicle plus the body plus the load, so it is the laden combination that counts and not the vehicle's own mass.
  • ⚠️ If your Peso Bruto Total is between 10 and 16 tonnes, the law does not describe you and the decree and the law do not agree about you. Art. 2º runs from "até 10 (dez) toneladas" straight to "de 16 (dezesseis) toneladas" and never closes the gap. Art. 3º of Decreto nº 17.567/2021 requires an Autorização Especial de Trânsito of every vehicle "acima de 10 (dez) toneladas" wanting to move outside permitted hours or areas, which puts the executive's threshold at 10 tonnes. Neither text states hours for the band, so none are shown on this page. Treat yourself as restricted and apply to SEMTRAN for a permit rather than reading the law's silence as permission.
  • Caminhão TOCO and caminhão TRUCK, 16 to 24 tonnes gross. Art. 2º II permits you to drive, load and unload between 20:00 and 06:00, with Saturdays opening from 14:00 — so the closed window is 06:00 to 20:00 every day, and 06:00 to 14:00 on Saturday.
  • Carretas and anything else above 24 tonnes gross. Art. 2º III prohibits you "em qualquer dia e horário". There is no window, no Sunday relief and no night allowance; the only lawful way into the urban area is an Autorização Especial de Trânsito under Art. 5º, and the only way through it is the seven excepted ways.
  • Carters — "o serviço de carroceiros, de tração humana ou animal" — may operate only between 20:00 and 06:00, by Art. 2º IV.
  • For anything the timetable does not allow, you need an Autorização Especial de Trânsito. Art. 5º of the law requires one to circulate or to load and unload "em horários e áreas não permitidas", and Decreto nº 17.567/2021 regulates it. Art. 3º of the decree lists fourteen categories that depend on one above 10 tonnes: special loads; dangerous goods, except refuelling at the point of use; gardening, watering, maintenance and tree work; broadcast vehicles; construction-site vehicles; earth, rubble and skip removal; concrete mixers; concrete pumps; vehicles reaching their own off-street parking; vehicles carrying goods to street markets; self-employed hauliers including removals and freight; perishable goods; machinery, equipment and construction materials; and construction materials on a purpose-built semi-trailer. Anything the decree does not name is decided case by case under Art. 6º.
  • Some permits carry replacement hours rather than a free pass, and they are not the law's hours. Removals and freight are authorised by Art. 10 from 08:30 to 11:30, from 14:30 to 17:00 and from 20:00 to 06:00, and for the whole of Saturday and Sunday, with proof of the street being served and a defined itinerary. Machinery, agricultural and construction plant, paving equipment and cranes are authorised by Art. 14 from 20:00 to 06:00 Monday to Friday and from 14:00 on Saturdays, with SEMTRAN able to grant exceptional hours and larger vehicles under CONTRAN Resolution nº 454/2013 — and tracked bulldozers barred from public roads outright. Broadcast vehicles with a link or generator, access to your own parking, market access and perishable deliveries are authorised for the full period by Arts. 7º, 8º, 9º and 11.
  • Seven categories need no permit at all, under Art. 4º of the decree: maintenance and repair of electricity, water and sewerage, piped gas and communications networks; road conservation, maintenance and signing on behalf of a traffic or highway authority; emergency mechanical recovery on roads open to the public; valuables transport; registered escort vehicles; special vehicles serving the public administration; and vehicles tied to transport services the municipality regulates and SEMTRAN authorises. Art. 5º lets the exempt ones stop and park freely while actually working at the site and displaying their warning lights — but not the last two categories on that list.
  • To get a permit you must first register the vehicle with SEMTRAN. Art. 15 of the decree asks a private individual for RG or RNE, CPF, proof of a Porto Velho address no more than sixty days old, federal, state and municipal tax clearance, the SEMTRAN application form, the vehicle's CRV and CRLV in your name or a lease or rental contract; a company for its CNPJ, the same tax clearance, the form, proof of address, the CRV and CRLV, any lease or rental contract and a power of attorney where relevant. Category-specific evidence is listed in Art. 15 §4 — a photograph showing the broadcast rig, proof of your tie to the premises for own-parking access, the service contract for concrete pumping, the market-trader registration, a declaration and a fixed parking point for self-employed hauliers, and delivery evidence for perishable or dangerous goods. The permit runs for twelve months and is renewable on the same paperwork, and Art. 22 requires it to be displayed inside the cab against the windscreen, facing out, with a second permit for a second condition displayed alongside.
  • Banks and firms moving valuables that have customer parking must reserve and sign one bay for the armoured vehicle, on application to SEMTRAN — Art. 6º of the law, and the one obligation in the scheme that falls on premises rather than on vehicles.
  • ⚠️ There is no fine to quote. Art. 16 I sends circulation offences to the Código de Trânsito Brasileiro without naming an article, a class, a sum or a points figure. The two figures the law does print are not in money: 4 UPF per tonne of gross weight for loading or unloading out of hours, charged to the business receiving the goods, and 20 UPF for moving a risky load without a permit. The UPF is the municipality's own tax unit and the last act in its register that set a value for it is from 1989, in a currency that no longer exists. Seizure, a tripled fine for obstructing an inspection, doubling on each repeat up to twenty times the first, and loss of the trading licence after five breaches in a year are all in the text without numbers attached.
  • ⚠️ Do not go looking for the 2015 law you may find cited elsewhere. Lei nº 2.255, de 06 de outubro de 2015 banned vehicles over 5 tonnes from Avenida Sete de Setembro, Carlos Gomes, D. Pedro II, Pinheiro Machado, Almirante Barroso, Calama, Abunã and Afonso Pena between 07:00 and 20:00 on weekdays — a stricter rule than this one for a 5-to-10-tonne vehicle on those eight avenues. Its Art. 8º reads "Esta Lei entrará em vigor após a regulamentação pelo Poder Executivo Municipal", and no regulating act for it appears in the municipality's register, which records 140 such relationships for other laws and names regulating decrees in their own titles. On the publisher's own evidence it never commenced. It has also never been repealed, so it is still formally on the books; this record encodes the 2021 scheme, which is regulated and in force, and says so rather than quietly choosing.
  • Treat this rule as in force. Art. 26 brought the law into effect on the day it was published, 11 January 2021, and Art. 24 gave hauliers established in Porto Velho ninety days to adapt, which expired around 11 April 2021. Art. 25 ordered the remaining procedure settled by decree within ninety days, and Decreto nº 17.567 delivered it on 27 August 2021 — late against that deadline, but delivered. As of 14 September 2026 the municipality's register records no act amending, suspending or repealing either instrument, and no direct action of unconstitutionality against them. That is measured rather than assumed, and the measurement is described in the sources below.
