Article 1 of Decreto nº 58.584/2018 restricts "de segunda a sexta-feira, exceto feriados", so every Brazilian public holiday is outside the scheme — and we hold no official, dated Brazilian holiday calendar to name those days. The verdict above therefore treats every weekday as a working day, which over-warns on a holiday rather than under-warning on a working day. The CET's suspension register names each holiday as it passes, but it is a record of what happened, not a calendar of what is coming.

Which of these five rules is yours depends on the last digit of your number plate, which we do not know. On any weekday only one pair of digits is barred; the other eight are free all day.

The timetable is the standing rule and not a forecast. Article 8 of the decree lets the Secretário Municipal de Mobilidade e Transportes suspend or alter the rodízio by portaria, for up to 180 days at a time, and the CET's own register shows this happening several times a year — sometimes for both windows, sometimes for the afternoon one alone. We do not read that register on the fly, so a rule shown as in force here may have been stood down for the day.

Trucks are inside the rodízio by article 1, but article 2, paragraph 2 lets them use the Minianel Viário roads themselves. The rules above cannot express that split, so a truck on the ring road is over-warned rather than under-warned.

The exemption classes in article 3 are not encoded here at all. A motorcycle, a licensed taxi, an electric or hybrid vehicle, or a registered disability exemption is outside the scheme at every hour, and this timetable will still show the rule as running.

Operating times only, read from the source below. It does not check your vehicle.

What applies

São Paulo closes its central ring to one pair of plate digits a day, at rush hour only. Monday takes plates ending 1 and 2, Tuesday 3 and 4, Wednesday 5 and 6, Thursday 7 and 8, Friday 9 and 0, from 07:00 to 10:00 and again from 17:00 to 20:00. Between and after those windows, and at every hour of Saturday, Sunday and a public holiday, the scheme bans nobody.

It applies to the area inside the Minianel Viário — the ring of ten named expressways and avenues the decree lists one by one, from the Marginal Tietê round to the Avenida Salim Farah Maluf — and it applies on the ring roads themselves, not only inside them. Two things make it unusual for a plate ban.

It is keyed to the plate alone: no emission class, no registration date, and it makes no difference where the car is licensed, so a hire car or a foreign plate is in the scheme on exactly the same terms as a São Paulo one.

And it is suspended often — for public holidays, for the eve of a long weekend, for a metro strike, sometimes for a single afternoon — each time by a dated portaria the CET lists in a public register we link below.

Daily charge

Nothing is charged and nothing can be paid. Decreto nº 58.584/2018 prohibits circulation; it does not price it, and it creates no permit, day pass or payable exemption. The only ways out are the exemption classes listed in its article 3, several of which have to be registered in advance with the Departamento de Operação do Sistema Viário (DSV) rather than bought on the day.

When it operates

Monday to Friday, public holidays excluded, from 07:00 to 10:00 and from 17:00 to 20:00, by the last digit of the number plate: Monday bars plates ending 1 and 2, Tuesday 3 and 4, Wednesday 5 and 6, Thursday 7 and 8, Friday 9 and 0.

Article 1 of Decreto nº 58.584/2018 states it as the prohibition of circulation of motor vehicles, trucks included, "de segunda a sexta-feira, exceto feriados, nos períodos compreendidos entre 7h00 (sete horas) e 10h00 (dez horas) e entre 17h00 (dezessete horas) e 20h00 (vinte horas), com base no dígito final da placa do veículo, independentemente de sua localidade de licenciamento".

That last clause is the one visitors need: where the vehicle is registered makes no difference. Outside those two windows the scheme does not run, and it does not run at all at weekends or on a public holiday.

It can also be suspended or altered for up to 180 days at a time by portaria of the Secretário Municipal de Mobilidade e Transportes, under article 8, when traffic is expected to be light or an extraordinary event — a flood, a strike, an accident on the road network — makes it pointless; a suspension may cover both windows or the afternoon one alone.

Area covered

The area enclosed by the Minianel Viário, and the ring itself.

Article 2 of Decreto nº 58.584/2018 does not draw it, it lists it, in both directions: the Marginal do Rio Tietê under all its names between Avenida Salim Farah Maluf and the Marginal do Rio Pinheiros; the Marginal do Rio Pinheiros under all its names from the Marginal do Rio Tietê to Avenida dos Bandeirantes; Avenida dos Bandeirantes in full; Avenida Afonso D'Escragnole Taunay in full; Complexo Viário Maria Maluf in full; Avenida Presidente Tancredo Neves in full; Rua das Juntas Provisórias in full; Viaduto Grande São Paulo in full; Avenida Professor Luís Ignácio de Anhaia Melo between the Viaduto Grande São Paulo and Avenida Salim Farah Maluf; and Avenida Salim Farah Maluf in full.

Paragraph 1 puts the boundary roads inside the scheme — the rule applies to vehicles circulating in the delimited region "inclusive seus limites" — so a car on the Marginal on a barred digit is barred, not merely approaching. Paragraph 2 carves out the one exception to that: trucks may use the Minianel roads themselves, subject to the separate truck regulations.

The CET's own map of the ring measures roughly 18 km east to west and 14 km north to south.

Why there is no map here
The CET publishes the Minianel Viário as a genuine polygon and offers it for download from the rule page itself — a WGS 84 shapefile, one areal feature, about 18 km by 14 km. What it does not publish anywhere is a term on which the file may be reused. The company's own copyright link is commented out of its footer, the city's open-data portal disallows us in robots.txt, and the municipal geoportal answers every path with a bot challenge. An offer to download is not a licence, so we hold the file's existence and not its geometry, and warn at city level instead. The decree names the ten roads of the ring one by one, so a driver can still tell exactly where the edge is.

Petrol standard

There is no emission standard to meet, and that is the scheme's design rather than a gap in our sourcing. Decreto nº 58.584/2018 sorts vehicles by the last digit of the plate and by nothing else — no Euro class, no PROCONVE phase, no registration date, no fuel.

The one place emissions appear at all is article 3, IX, a, which exempts vehicles driven by electric propulsion, by hydrogen or as hybrids outright; a petrol car is in the scheme whatever it emits.

Diesel standard

Not applicable, for the same reason as the petrol standard: the decree never mentions fuel. Diesel is relevant here only in that most trucks run on it, and trucks are inside the rodízio by article 1 while being allowed on the Minianel roads themselves by article 2, paragraph 2.

São Paulo does restrict trucks by size and weight, but through a separate scheme — the Zona de Máxima Restrição à Circulação de Caminhões (ZMRC) — which this record does not cover and which is not sourced here.

Penalty if you do not comply

The decree sets no amount of its own and names no article we could price.

Article 6 of Decreto nº 58.584/2018 puts enforcement with the DSV's traffic agents and says the penalty is the one "previsto na Lei Federal nº 9.503, de 23 de setembro de 1997, que institui o Código de Trânsito Brasileiro" — the statute, with no article number; article 3 of Lei nº 12.490/1997 does the same, and cites the older Código Nacional de Trânsito by name. We do not price a fine from an article-less reference.

CET does publish the federal fine table on its own FAQ — gravíssima R$ 293.47, grave R$ 195.23, média R$ 130.16, leve R$ 88.38 — and it prices the separate truck-sign offence at R$ 130.16, but it nowhere says which of those four classes a rodízio breach falls into, so putting a figure here would mean picking the class ourselves.

One thing the decree does state, and it is worth knowing: only one fine is issued per period per vehicle, however many times the vehicle is caught inside that period.

How to comply
  • Find the last digit of your plate and match it to the day: Monday 1 and 2, Tuesday 3 and 4, Wednesday 5 and 6, Thursday 7 and 8, Friday 9 and 0. On the four other weekdays your plate is free all day.
  • Then check the clock. Only 07:00–10:00 and 17:00–20:00 are restricted. The middle of the day is open to every plate, and so is the whole of Saturday, Sunday and any public holiday.
  • Where the car is registered does not matter. The decree restricts by plate digit "independentemente de sua localidade de licenciamento", so a car from another state, a hire car or a foreign plate is treated exactly like a São Paulo one.
  • If your digit is barred and you must travel, you can still drive outside the Minianel Viário, or wait out the window — the two bans are three hours each, not a whole day.
  • Motorcycles, licensed taxis, licensed school transport, licensed tow trucks, buses and authorised shared-ride services are exempt outright by article 3 of the decree, as are fire, police, traffic-enforcement and ambulance vehicles carrying regulation siren and red beacon.
  • Electric, hydrogen and hybrid vehicles are exempt by article 3, IX, a, whatever their plate.
  • A vehicle driven by, or carrying, a person whose disability impairs their mobility is exempt, as is one carrying a person under continuing debilitating treatment for serious illness. There is a register for this, run by the Director of the DSV, and CET is explicit that entering it is optional: its purpose is to stop the ticket being issued in the first place, and a vehicle that is ticketed anyway can still appeal. Registration lasts up to two years.
  • Before you travel, check the CET's suspension register. The rodízio is stood down far more often than a visitor would expect — public holidays, the weekday beside one, metro strikes, national football matches — and each suspension is listed there with its date and the portaria that ordered it.
