Croatia: 1 scheme to know about before you drive in.
Dubrovnik has one driving restriction on our books: the Zona posebnog prometnog režima — zona prometa u zaštićenoj… (limited traffic zone). What is a limited traffic zone?

Croatia enters this corpus on a cordon that is not about emissions and not about weight, but about a UNESCO listing. Since 2 June 2025 the City of Dubrovnik has run a seasonal camera-enforced traffic system around the old town, and during the season a vehicle may enter, drive in or leave the inner centre only if it is on the register — what the city calls 'reguliran status'.
The season used to be 1 March to 30 November; the city council changed it on 26 February 2026, and the operative sentence now reads 'Prometni sustav primjenjivat će se u razdoblju od 01. travnja do 31. listopada', so for 2026 it runs 1 April to 31 October.
There are no clock hours inside that: the decision states a period of the year and nothing else, and the mayor may switch the system on outside it for a public holiday, a large event, a day when several cruise ships are in, or a shortage of parking measured by the city's own sensors. Nothing in the scheme asks what the engine is.
There is no Euro class, no fuel, no windscreen label and no vehicle age anywhere in the decision — the question is whether this registration plate has a permit, and the permit is issued on who you are and where you will put the car. Residents of the inner centre of more than a year, and owners of a flat or house inside it, get a blue permit without restriction.
A yellow permit goes to anyone who has a parking place: a privileged parking card for the zone, a disabled person's entitlement, a prepaid reserved slot at the Žičara lower plateau or the Pile car park, or a private space or garage. A brown permit is the same test for businesses.
A green permit is the exemption list — police, ambulance, fire, utilities, post, diplomatic vehicles, and every moped, motorcycle, bicycle and e-scooter regardless of owner. Categories the decision bars outright include campers and caravans, quadricycles, tractors and working machines.
For a visitor with a hire car the practical route in is the prepaid reserved parking slot, and it comes with a clock the city wrote into the text: you may drive in at most 20 minutes before your booked time and you must be out within 20 minutes after it ends.
Getting it wrong is a fine of 260 euros for a private individual, 660 for a sole trader and 1,320 for a company, and since 27 February 2026 a breach also suspends the plate's permit for seven days, then thirty, then permanently. There is one more thing a tourist should know and would never guess: if the car is a rental, the city fines the rental company rather than the driver.
A separate decision of 5 May 2026 makes the rent-a-car firm liable for 260 euros when one of its cars enters without regulated status, unless the renter was using it for paid passenger transport. What the scheme is not is a charge. Driving in is not for sale at any price: there is no entry fee in the decision, only permits you must qualify for and parking you must have already booked.
