Driving in Ludwigsburg: Low emission zone

Ludwigsburg, Germany · Low emission zone

Official name Regionale Umweltzone „Ludwigsburg und Umgebung" — Maßnahme M 1 der Fortschreibung des Luftreinhalteplans für den Regierungsbezirk Stuttgart, Teilplan Ludwigsburg (2012)

In force in Ludwigsburg right nowTuesday, 13 October 2026 at 11:05 · Europe/Berlin

  • In force Every vehicle without a green Umweltplakette (pollutant group 4), anywhere in the ten municipalities of the regional zone

The plan states the ban as ganzjährig — year-round — and neither publisher states any hours, so it is encoded as running all day, every day. That is the publishers' own framing of a standing condition on being inside the area, not an assumption filling in unstated hours.

What decides your case is the sticker, not the clock and not which of the ten municipalities you are in. There is one threshold here and it is uniform, which is the opposite of Stuttgart, where the answer for a diesel changes between the outskirts and the basin.

Some vehicles need no sticker at all and are therefore outside this rule at every hour — the Land names historic vehicles with an H registration, motorcycles and agricultural machinery among them. Individual exemptions also exist, under the Land's own Ausnahmekonzept, and they are granted by the local authority rather than by the timetable.

This encoding cannot see where the zone's edge runs, and the edge is what a regional zone makes hard: it is not a city limit but a line drawn across ten municipalities, signed on the ground. The area field names all ten so a driver can tell whether they are in one of them; it cannot tell them where inside a municipality the boundary falls.

Operating times only, read from the source below. It does not check your vehicle.

What applies

This is one zone across ten municipalities, and the ten are named. The Regierungspräsidium Stuttgart did something here it did nothing like in Stuttgart itself: rather than draw a cordon around a city, it took the separate Umweltzonen that had grown up around Ludwigsburg and welded them, plus two towns that had never been in one, into a single regional zone.

Its own sentence lists the members — the zone "aus den Kommunen Ludwigsburg, Kornwestheim, Möglingen, Markgröningen, Asperg, Tamm, Bietigheim-Bissingen, Ingersheim, Pleidelsheim und Freiberg a.N. besteht" — and the reason is stated as plainly: "Aus den bestehenden Umweltzonen rund um Ludwigsburg wird somit eine einzige ausgedehnte, regionale Umweltzone entwickelt." What it asks of a driver is the simplest question in the German system and the answer has been the same since 1 January 2013: the green Umweltplakette, pollutant group 4, and nothing less.

The plan sets it out as a year-round ban on pollutant groups 1, 2 and 3 — "d.h.

Kraftfahrzeuge mit grüner Plakette frei" — and the Land's transport ministry states the present-day position for the whole of Baden-Württemberg in one line: "Für alle Umweltzonen in Baden-Württemberg gilt inzwischen, dass nur noch Fahrzeuge mit einer grünen Plakette in ihnen fahren dürfen." Red and yellow stickers are not enough anywhere in the Land. Two things are worth knowing about where this zone stands today.

It is one of only two Umweltzonen left in the whole Regierungsbezirk Stuttgart: the Regierungspräsidium abolished four in May 2023 and four more in January 2024, and writes in the present tense that "Im Regierungsbezirk Stuttgart gibt es aktuell nur noch die Umweltzonen in Ludwigsburg und Umgebung sowie in Stuttgart." And the plan behind it is still being written — the third Fortschreibung, published in 2022, adds inflow control, a speed reduction, filter columns, bus lanes and parking management on the Schlossstraße, and abolishes nothing.

Unlike Stuttgart, there is no diesel ban layered on top here: the sticker is the whole test.

Regierungspräsidium Stuttgart — Fortschreibung des Luftreinhalteplans für den Regierungsbezirk Stuttgart, Teilplan Ludwigsburg, Maßnahmenband (2012), measure M 1. The act that created the regional zone: it names all ten member municipalities, sets the start date of 1 January 2013, states the ban as covering pollutant groups 1, 2 and 3 with green-sticker vehicles free, and records that the existing Umweltzonen in Markgröningen and in Pleidelsheim–Ingersheim–Freiberg a.N. keep their validity and are absorbed into it

Daily charge

Nothing is charged to enter and nothing can be bought that lets a banned vehicle in. This is a sticker rule, not a toll: a vehicle either carries the green Umweltplakette or it stays out of all ten municipalities. No day pass, entry charge, barrier or per-journey fee appears on any source read for this record.

One fee exists and it is not a charge for a journey: the green sticker itself is a one-off for the life of the vehicle's registration number, and the Land states that issuing bodies set their own price with 6 to 15 euros usual across Baden-Württemberg. This corpus holds the sticker separately as Germany's national requirement rather than restating it per city.

When it operates

Year-round, all day. The plan states the ban as "ein ganzjähriges Fahrverbot", and ganzjährig is the word that settles the calendar: there is no smog season, no winter period and no holiday suspension, which several schemes in this corpus do have and this one deliberately does not.

No source read states a start or an end time, because neither publisher writes the rule as a timetable — it is a standing condition on being inside the area, in exactly the way it has been for the German Umweltplakette since the system began. So the encoding below runs every hour of every day, and that is the publishers' own framing rather than an assumption filling in unstated hours.

Nothing in this zone turns on the time of day, and nothing turns on where inside it you are either: unlike Stuttgart, there is one threshold and it applies uniformly across all ten municipalities.

Regierungspräsidium Stuttgart — Teilplan Ludwigsburg, Maßnahmenband (2012), measure M 1, which states the ban as ganzjährig from 1 January 2013; the 3. Fortschreibung of 2022 restates it in the same terms, and neither publisher states any hour

Area covered

Ten municipalities, named by the authority that drew the zone, and that list is the whole point of this record.

The Regierungspräsidium writes: "Die Stufe 3 der Umweltzonen wird für die erweiterte, regionale Umweltzone „Ludwigsburg und Umgebung" festgesetzt, die aus den Kommunen Ludwigsburg, Kornwestheim, Möglingen, Markgröningen, Asperg, Tamm, Bietigheim-Bissingen, Ingersheim, Pleidelsheim und Freiberg a.N. besteht." So the zone is not Ludwigsburg with a margin; it is a contiguous area stretching from Kornwestheim in the south to Pleidelsheim and Freiberg am Neckar in the north, and out west to Markgröningen.

It was assembled rather than invented.

Three Umweltzonen already existed inside this footprint — Ludwigsburg itself, Markgröningen, and the joint zone of Pleidelsheim–Ingersheim–Freiberg a.N. — and the plan is explicit that they survive inside the new one: "Die bereits in den Luftreinhalteplänen Markgröningen und Pleidelsheim - Ingersheim - Freiberg a.N. festgeschriebenen Umweltzonen der Stufe 3 behalten ihre Geltung und werden in die regionale Umweltzone „Ludwigsburg und Umgebung" eingebunden." Bietigheim-Bissingen and Asperg are the two that had never been in an Umweltzone before, which the plan notes drew an objection from the chamber of commerce.

Two boundaries worth knowing because the plan itself discusses them. In the east the L1100 now runs through the zone inside Ludwigsburg's city area, which the plan says relieves Remseck am Neckar and Marbach am Neckar — those two are next to the zone, not in it.

In the south-west the B10 stays outside it, and the plan expects long-distance traffic to keep using it rather than diverting through Schwieberdingen or Korntal-Münchingen.

Municipalities that asked to be included were turned down for this designation. ⚠️ Benningen am Neckar, Marbach am Neckar and Remseck am Neckar are named in the plan as neighbours worried about displaced traffic — they are named as being outside, and this record does not add them. The zone is signed on the ground with the standard German Umweltzone signs under the Straßenverkehrsordnung.

Why there is no map here
The issuing authority publishes its own map of this zone — "Regionale Umweltzone Ludwigsburg und Umgebung" — and it is a picture rather than data. Asked for it, the monitor answers that no content stream shows any text and the document may be scanned images, which is the same answer the Regierungspräsidium's Stuttgart lorry-zone map gives and for the same reason: these are PDFs produced by scanning a printed plan. We do not OCR them, and we do not trace them: either would be our redrawing of a boundary, which is exactly what this corpus refuses to publish as fact. ⚠️ What has NOT been investigated is stated rather than implied. We have not asked the ten member municipalities, or the Land's own geoportal, whether any of them publishes the boundary as vector data under a licence that would allow it. That search is open, and the reason it was not done in this cycle is that the two Stuttgart licences already measured (V-036, V-037) both came back as no, so a further search is worth a cycle of its own rather than a rushed half of one. ✅ The cost of the gap is moderate and measurable. The zone's ten municipalities all sit within about 10 km of the Ludwigsburg anchor, inside the 20 km default reach, so a route through any of them is warned about; what a city-level circle cannot do is tell a driver which side of the zone's edge they are on inside a municipality that straddles it. The area field names every member so the common case — am I in one of these ten towns? — can be answered from the record. Recorded as V-038.

Petrol standard

A green Umweltplakette, and nothing beyond it. There is no second question here: the plan bans pollutant groups 1, 2 and 3 and leaves group 4 free, and the Land states the present-day position for every Umweltzone in Baden-Württemberg — "Für alle Umweltzonen in Baden-Württemberg gilt inzwischen, dass nur noch Fahrzeuge mit einer grünen Plakette in ihnen fahren dürfen" — and that red and yellow are banned as well.

What the sticker maps to in Euro terms is set federally in the 35. BImSchV, and this corpus holds that separately as Germany's national requirement rather than restating it per city. Two points from the Land's own guidance catch people out and apply here exactly as they do in Stuttgart.

A petrol car with a regulated catalytic converter gets the green sticker on emissions key numbers 01, 02 and 77, and in Baden-Württemberg also on 03 by ministerial decree, while 04, 09 and 11 need an individual exemption.

And an electric car is not exempt from the sticker: "Um eine Umweltzone befahren zu dürfen, benötigen alle Fahrzeuge, auch Elektrofahrzeuge eine grüne Umweltplakette." Natural-gas vehicles are treated as petrol. Motorcycles, three-wheelers, working machines and agricultural tractors need no sticker at all.

Ministerium für Verkehr Baden-Württemberg — "Umweltzonen: Das leisten sie im Land", the Land's own guidance for every Umweltzone in Baden-Württemberg, for the green-sticker-only rule, the exclusion of red and yellow, the key numbers and the vehicle classes that need no sticker. The threshold itself is set by the Regierungspräsidium's Teilplan Ludwigsburg, measure M 1, and the statement that electric vehicles also need the sticker is the Land's, from its press release of 17 February 2022; both are listed in this record's sources

Diesel standard

The same green Umweltplakette, and — this is the difference from Stuttgart that matters most on a route through Baden-Württemberg — nothing on top of it. No source read for this record states a diesel ban in the regional zone Ludwigsburg und Umgebung. The plan's measure is the sticker stage, the Land's page states the sticker rule for the Land as a whole, and the 3.

Fortschreibung of 2022 adds inflow control, a speed limit, filter columns, bus lanes and parking management on the Schlossstraße — traffic measures, not a diesel threshold.

So a diesel that carries the green sticker may drive here, including a Euro 4 diesel that would be turned away 15 kilometres south in Stuttgart, where a separate zonal ban reaches Euro 4/IV and worse across the whole city and Euro 5/V and worse in the middle of it. ⚠️ That asymmetry is the trap on this corridor, and it runs in one direction only: satisfying Ludwigsburg does not satisfy Stuttgart.

It is recorded here as the absence of a further rule rather than as a permission, because the publishers state the sticker and stop; if the Regierungspräsidium adds a diesel measure in a later Fortschreibung, this field is where it will show, and the plan index is watched for exactly that.

Ministerium für Verkehr Baden-Württemberg — "Umweltzonen: Das leisten sie im Land". The Land states the fine for every Umweltzone in Baden-Württemberg, this one included: "Ein unberechtigter Aufenthalt in einer Umweltzone kann mit einem Bußgeld von 100 Euro geahndet werden." It is the federal Bußgeldkatalog figure for being in an Umweltzone without a valid sticker. No source read states a figure specific to Ludwigsburg, and none is invented here — the Land's statement is general to the Land on its face

How to comply
  • Get the green Umweltplakette, pollutant group 4, and display it on the inside of the windscreen. That is the whole test in this zone — there is no second question and no diesel rule on top.
  • Know that the zone is ten municipalities, not a city. Ludwigsburg, Kornwestheim, Möglingen, Markgröningen, Asperg, Tamm, Bietigheim-Bissingen, Ingersheim, Pleidelsheim and Freiberg am Neckar are all inside it. Leaving Ludwigsburg does not mean leaving the zone.
  • ⚠️ And do not read the reverse into it either. Benningen am Neckar, Marbach am Neckar and Remseck am Neckar are named in the plan as neighbours, not members, and other municipalities asked to join and were not admitted for this designation.
  • A foreign-registered car needs the sticker too. It can be ordered in advance rather than bought at the border, it costs 6 to 15 euros depending on who issues it, and it does not expire — but a new registration number or a new windscreen means a new one.
  • ⚠️ An electric car is not exempt. The Land says it in as many words: to enter an Umweltzone all vehicles, including electric ones, need the green sticker, and being there without one is an offence even if the vehicle emits nothing. Natural gas is treated as petrol.
  • Some vehicles need no sticker at all — motorcycles and other two- and three-wheelers, working machines, agricultural and forestry tractors, and historic vehicles with an H registration among them. If yours is one of these the zone does not reach you.
  • Read your pollutant group off your registration document, not off the sticker colour you remember. Red and yellow have not been accepted anywhere in Baden-Württemberg since 2015, so an old sticker on the windscreen is not evidence that you may be here.
  • If you cannot meet it, apply for an individual exemption to the local authority before you travel, under the Land's Ausnahmekonzept. It exists for hardship cases and the plan records it as the route for them; it is not granted at the roadside.
  • 🚨 Do not carry this answer 15 kilometres south. Stuttgart's Umweltzone asks the sticker question and then asks a second one this zone does not: diesel below Euro 5/V may not enter the city at all, and diesel below Euro 6/VI may not enter the Talkessel, Bad Cannstatt, Feuerbach or Zuffenhausen. A green-stickered Euro 4 diesel is legal here and illegal there.
  • Expect a fine of 100 euros for being in the zone without a valid sticker, under the federal Bußgeldkatalog.
  • Check each town on your route rather than assuming Baden-Württemberg is uniform. The Regierungspräsidium abolished eight Umweltzonen in this district in 2023 and 2024 — Wendlingen am Neckar, Schwäbisch Gmünd, Ilsfeld, Urbach, Heidenheim, Heilbronn, Herrenberg and the Leonberg/Hemmingen area — and only Ludwigsburg und Umgebung and Stuttgart remain. An old list will send you round zones that no longer exist and will not warn you about the two that do.
  • Lorry drivers have separate problems in this area that the sticker does not answer: Markgröningen and Pleidelsheim–Ingersheim–Freiberg a.N. have their own Lkw-Durchfahrtsverbote inside this zone, which the plan states remain in force. They are not encoded in this record.
