Driving in Stuttgart: Heavy vehicle ban

Stuttgart, Germany · Heavy vehicle ban

Official name Lkw-Durchfahrtsverbot Stuttgart, Ostfildern und Umgebung — Maßnahme M 1 des Luftreinhalte-/Aktionsplans für den Regierungsbezirk Stuttgart, Teilplan Stuttgart

In force in Stuttgart right nowTuesday, 13 October 2026 at 11:03 · Europe/Berlin

  • In force Goods vehicles over 3.5 tonnes permissible gross weight driving through the zone — that is, whose journey both starts and ends outside it

There is no timetable to read here, and that is the finding rather than a gap in ours. The plan states the measure as ganzjährig and unbefristet, and neither publisher attaches an hour, a weekday or a season to it.

Whether it reaches you is decided by your journey, not by the clock. Delivery traffic — loading or unloading inside the zone, tradespeople working in it, driving-school journeys, a firm based inside it, and the empty run back to base afterwards — is outside the ban at every hour. Mere through traffic is inside it at every hour.

It is also decided by the vehicle, and every car, van and hire vehicle at or below 3.5 tonnes is outside this rule entirely, at any hour. A motorhome registered as a Pkw is not affected; one registered as a lorry over 3.5 tonnes is.

This encoding cannot see which road you are on, and in Stuttgart one road decides the case: the B 10 stays open for through traffic across the whole city, with its branches on to the B 14 towards Waiblingen and the B 27/B 27a towards Kornwestheim. A through journey confined to those is not caught even though it crosses the zone on a map.

Nor can it see the federal bans that apply to the same vehicle on top of this one — Sundays and public holidays from 00:00 to 22:00 under § 30 StVO, and Saturdays from 07:00 to 20:00 in July and August on named routes under the Ferienreiseverordnung. Those are national, are not encoded in this record, and are not suspended by anything Stuttgart does.

Operating times only, read from the source below. It does not check your vehicle.

What applies

A lorry may not drive through Stuttgart. It may drive into Stuttgart, unload, and drive out again — but it may not use the city as a shortcut, and it has not been allowed to since 1 March 2010.

The rule is measure M 1 of the Luftreinhalte- und Aktionsplan, it catches every goods vehicle over 3.5 tonnes permissible gross weight, and the City puts the test in one sentence: "Verboten ist dagegen die bloße Durchfahrt durch diese Zone, um etwa ein außerhalb der Zone liegendes Fahrtziel auf kürzerem Wege und schneller zu erreichen." What decides your case is therefore not the vehicle's exhaust and not the hour of the day but where your journey ends.

Three things make this rule unlike the Umweltzone in the same city. First, it is bigger than Stuttgart: the plan that created it defines the Plangebiet as the city area "erweitert um die Stadtgebiete Gerlingen, Korntal, Ostfildern und das Gebiet bis zur B313 im Osten", so a lorry driver is inside it in four municipalities and in open country east of Ostfildern.

Second, the Land states plainly that it has nothing to do with the sticker — "Die Fahrverbote gelten für alle Lastwagen – unabhängig von ihrer jeweiligen Feinstaubplakette" — although a lorry that is legitimately delivering inside Stuttgart itself still needs the green Umweltplakette, because the Umweltzone is a separate rule that happens to cover the same ground.

Third, and this is rare in this corpus: there is no way to apply out of it. The City writes that "im Gegensatz zum Fahrverbot in der Umweltzone … werden vom Lkw-Durchfahrtsverbot keine Ausnahmen genehmigt" — no exemptions are granted at all, to anyone, so the answer for a through journey is to go round. Going round is provided for.

The zone is drawn so that through traffic runs on the A81 to the west, the A8 to the south, the B313 to the east and the B10 to the north, and the B10 itself stays open right across Stuttgart because the city has no capable north-east bypass. Delivery traffic needs no permit, no application and no certificate; if the police stop you, you show a delivery note or an order.

Landeshauptstadt Stuttgart — "Lkw-Durchfahrtsverbot", the City's own operative page for the ban. It states the weight threshold, the start date, the legal home of the rule as Maßnahme M 1 of the Luftreinhalte- und Aktionsplan, the roads that bound the zone, what counts as delivery traffic, that no exemptions at all are granted, that the B 10 stays open across the city, and how the rule treats a motorhome

Daily charge

Nothing is charged and there is nothing to buy.

This is a prohibition on a kind of journey, not a toll on entering an area: the City neither prices the through journey nor sells a way past it, and the Land states that no permit is needed for the journeys that are allowed — "Eine spezielle Genehmigung zur Fahrt innerhalb der Lkw-Verbotszonen muss nicht beantragt werden." Nor is there a fee for a document, because no document is issued: the City says it deliberately issues no certificates to delivery traffic "im Interesse einer unbürokratischen Handhabung", and a delivery note or order shown to the police does the same job for free.

One cost sits next to this rule without being part of it: a lorry that is legitimately delivering inside Stuttgart's own city area also needs the green Umweltplakette, which costs 6 euros in Stuttgart. That is the Umweltzone's charge, recorded in this corpus under de-stuttgart-umweltzone, and it is not a charge for this ban.

When it operates

All day, every day, all year. The plan that created the measure calls it a "Ganzjähriges Lkw-Durchfahrtsverbot" and adds "Die Maßnahme ist unbefristet" — year-round and open-ended — and neither the City's page nor the Land's states any hour, weekday or season.

That is a real finding rather than a gap, because several German lorry restrictions are timetables and this one deliberately is not: the federal Sunday and holiday ban under § 30 StVO runs 00:00 to 22:00 on named days and the Ferienreiseverordnung runs Saturdays in July and August, while Stuttgart's ban runs whenever you are driving.

The two stack: a lorry crossing Stuttgart on a Tuesday afternoon meets only this rule, and on a Sunday morning it meets this one and the federal one as well. Nothing here turns on the clock. What it turns on is the journey — whether you are passing through or delivering — and, for the additional sticker requirement inside Stuttgart itself, on the vehicle.

Regierungspräsidium Stuttgart — Luftreinhalte-/Aktionsplan für den Regierungsbezirk Stuttgart, Teilplan Stuttgart, Maßnahmenband (2010), measure M 1, which states the ban as ganzjährig from 1 March 2010 and as unbefristet. The City's own page states no hours either; its description is a standing condition on the journey, not a timetable

Area covered

Larger than Stuttgart, and the City's own page does not say how much larger.

It calls the area "Die Durchfahrtsverbotszone in Stuttgart, Ostfildern und Umgebung" and describes its edges: "Die Verbotszone wird im wesentlichen von den Autobahnen A 8 und A 81, der nördlichen und östlichen Stadtgrenze von Stuttgart bis zur B 14 sowie den Bundesstraßen B 10 und B 313 begrenzt." The "und Umgebung" is resolved by the authority that drew it.

So four municipalities are named — Stuttgart, Gerlingen, Korntal and Ostfildern — plus a strip of the Filder east of Ostfildern out to the B 313, whose municipalities the plan does not name and which this record therefore does not name either.

The plan also says why the area is not simply the city: modelling the ban for Stuttgart alone pushed unacceptable lorry volumes through the Ortsdurchfahrt of Ostfildern-Nellingen, so the boundary was moved out twice until the traffic had somewhere to go. The intended through route is the ring the plan describes: "die A81 im Westen, der A8 im Süden, der B313 im Osten und der B10 im Norden (Ring Stuttgart)".

Inside the zone, three roads are excluded so that Stuttgart stays crossable: the plan exempts "in Stuttgart die B10 mit den Abzweigen B14 Richtung Waiblingen und B27/B27a Richtung Kornwestheim", and the City explains the reason — "Die B 10 bleibt zur Durchfahrt durch Stuttgart in ganzer Länge offen, weil Stuttgart keine leistungsfähige Nord-Ost-Umfahrung hat." The zone is signed on the ground with Wegweisertafeln and Verkehrszeichen. ⚠️ Do not read this boundary as the Umweltzone's.

They are different shapes with different questions: the Umweltzone is exactly the Stuttgart city area and asks about the sticker and the Euro class, while this zone spills into three neighbouring municipalities and asks where your journey ends.

Landeshauptstadt Stuttgart — "Lkw-Durchfahrtsverbot", for the bounding roads, the B 10 staying open and the phrase "Stuttgart, Ostfildern und Umgebung". The municipalities that "und Umgebung" stands for are quoted from the authority that drew the zone: the Regierungspräsidium Stuttgart's Maßnahmenband for the Teilplan Stuttgart, measure M 1 and its description in section 3, listed in this record's sources

Why there is no map here
Two maps of this zone exist and neither can become geometry here. The City's Lkw-Empfehlungskarte shows it — "In der Lkw-Empfehlungskarte sind auch die Zonen des Lkw-Durchfahrtsverbots gekennzeichnet" — and it is served from the same GeoPortal as the Umweltzone layers, under the same Stadtmessungsamt Nutzungsbedingungen that stopped us there: the data, maps and services are "nicht frei als Open Data nutzbar", free only "für nicht-gewerbliche Zwecke", with commercial use and publication requiring a direct approach to the Stadtmessungsamt. This site carries advertising, so it is the commercial case, and the answer is the same as V-036. The issuing authority's own map is a second dead end for a different reason: the Regierungspräsidium publishes "Bereich Stuttgart" as a one-page PDF produced by Adobe Acrobat's Image Conversion Plug-in in March 2010, and it holds zero words and one image — a photograph of a map, not a map. We do not OCR it: an OCR reading would be our transformation of a picture rather than the publisher's data. ⚠️ And the cost of not holding this one is higher than for the Umweltzone, which is worth stating rather than glossing. The Umweltzone IS the Stuttgart city area, so a city-level warning lands on it exactly; this zone reaches into Gerlingen, Korntal and Ostfildern and out to the B 313, so a warning drawn around Stuttgart's centre reaches its far edge only because the default radius is 20 km and the Kreuz Wendlingen is inside that. The area field names every municipality the plan names, so a driver can place themselves; a polygon would do it better and we do not have one. Recorded as V-037 with the licence clause, the map URL and the measurement of the RP's PDF, so a later reader either asks the Stadtmessungsamt or leaves it alone knowingly.

Petrol standard

There is no emission standard in this rule, and the Land says so rather than leaving it to be inferred: "Die Fahrverbote gelten für alle Lastwagen – unabhängig von ihrer jeweiligen Feinstaubplakette." A brand-new Euro VI lorry and a twenty-year-old one are treated identically — neither may drive through, and no exhaust class buys a through journey.

The City puts the same point from the other end: the prohibition on mere through traffic "gilt auch für Lkws mit gültiger Umwelt-Plakette". Note also that petrol is the wrong axis here in a second way: this rule is about goods vehicles over 3.5 tonnes, where a petrol engine is rare, and about the journey rather than the engine.

What does depend on emissions in the same place is the Umweltzone, a separate rule covering the Stuttgart city area, and this corpus holds it separately as de-stuttgart-umweltzone.

Diesel standard

Not applicable, for the same reason as the petrol standard: the ban is keyed to weight and to the journey, never to the engine. But there is a second rule on the same ground that a lorry driver must not miss, and the two are easy to confuse because both are about air quality in Stuttgart.

A lorry that is legitimately delivering — and therefore outside this ban — still has to satisfy the Umweltzone if it is inside Stuttgart's own city area: the City's condition is that delivery lorries may enter and leave "und die - soweit sie auch im Stadtgebiet Stuttgart fahren - eine grüne Umwelt-Plakette haben", and the Land states the general form of it, that where a Verbotszone lies inside an Umweltzone the Umweltzone's restrictions apply as well.

Stuttgart's Umweltzone additionally bans diesel below Euro 5/V across the city and below Euro 6/VI in the kleine Umweltzone. Those thresholds belong to that record, de-stuttgart-umweltzone, and are not restated as this ban's own — they also do not reach Gerlingen, Korntal, Ostfildern or the eastern strip, which are inside this zone but outside the Umweltzone.

Penalty if you do not comply

No amount is published by either authority for this ban, and none is carried across from the rule next door. The City's page sets out the prohibition, the exemptions and how the police check it, and states no fine; the Land's page does the same.

The Umweltzone in the same city does state one — 100 euros, 128.50 euros with fees — but that is the penalty for being in an Umweltzone without a valid sticker under the Bundes-Immissionsschutzgesetz, a different offence with a different legal basis, and putting it here would be inventing a figure by moving it.

This ban is signed traffic regulation, so the amount would come from the federal Bußgeldkatalog for disobeying the prohibition sign; identifying which numbered item in that catalogue applies to this signage would be our inference about which sign Stuttgart used, not a statement either publisher has made, and this corpus does not publish that kind of reasoning as a fact.

Recorded as not stated rather than as unknown: both publishers were read on 18 September 2026 and neither names a sum.

How to comply
  • Ask one question first: does your journey end inside the zone? If it does — a delivery, a collection, a job, your depot — you may drive in and out and the ban does not touch you. If it does not, and you are only crossing, you must go round.
  • Know how far the zone reaches, because it is bigger than Stuttgart. The plan that created it covers the city area plus Gerlingen, Korntal and Ostfildern, and continues east to the B 313 between the Kreuz Wendlingen and the Dreieck Plochingen. Leaving Stuttgart's city limits does not mean leaving the zone.
  • Going round is the intended answer and the roads are named: the A 81 to the west, the A 8 to the south, the B 313 to the east and the B 10 to the north — what the plan calls the Ring Stuttgart.
  • ⚠️ Or go through on the B 10, which stays open for through traffic across the whole length of Stuttgart because the city has no capable north-east bypass. Its branches on to the B 14 towards Waiblingen and the B 27/B 27a towards Kornwestheim are exempt too.
  • 🚫 Do not plan on getting a permit. Unlike the Umweltzone, this ban grants no exemptions at all — the City says none are approved, so that the measure keeps its effect. There is no application to make and no case to argue.
  • If you are delivering, carry the paperwork rather than a permit. The City issues no certificates on purpose, and expects you to make the delivery credible to the police with an order, a delivery note or something similar.
  • Delivery traffic is wider than it sounds. Services performed inside the zone with a lorry count — building and tradesmen's work, and lorry driving-school journeys — and so does the empty run back to your firm's site after the delivery is done. A firm based inside the zone is not caught by journeys to its own premises.
  • The weight that matters is the permissible gross weight, over 3.5 tonnes. Below that nothing here applies: cars, vans and ordinary hire vehicles are outside the rule entirely.
  • Motorhomes: if yours is registered as a Pkw, this ban does not affect it. If it is registered as a lorry or other motor vehicle over 3.5 tonnes it is caught — but the City states that a motorhome heading for a tourist destination in the zone, carrying a valid Umweltplakette while inside Stuttgart, is not objected to.
  • ⚠️ If your delivery takes you into Stuttgart itself, you still need the green Umweltplakette. That is the Umweltzone, a separate rule over the same ground with its own diesel thresholds, and being exempt from the lorry ban does not exempt you from it. It does not apply in Gerlingen, Korntal, Ostfildern or the eastern strip.
  • ⚠️ And the federal lorry bans still apply on top: Sundays and public holidays 00:00–22:00 under § 30 StVO, and Saturdays 07:00–20:00 in July and August on named trunk routes. Stuttgart's ban does not suspend them and they do not suspend Stuttgart's.
  • Follow the signs on the ground. The zone is marked with Wegweisertafeln and Verkehrszeichen, and the City publishes a Lkw-Empfehlungskarte showing both the recommended lorry network and the ban zones — it also carries the dangerous-goods restrictions, which are a third rule again.
  • Do not carry this answer to the next city. Baden-Württemberg has lorry through-bans in seven places and they are seven separate bans with separate areas — Leonberg–Ditzingen, Markgröningen, Pleidelsheim/Ingersheim/Freiberg am Neckar, Remseck am Neckar (Hochberg), Reutlingen, Stuttgart and Ulm. The Land's own advice is to read each city's pages and Luftreinhalteplan.
