Montenegro: 1 scheme to know about before you drive in.
Cetinje has one driving restriction on our books: the Odluka o regulisanju saobraćaja na teritoriji Prijestonice Cetinje (limited traffic zone). What is a limited traffic zone?

Cetinje, Montenegro's Old Royal Capital, puts the whole of its traffic regulation into one assembly decision, and for a driver that decision says three separable things.
The first is the one most visitors meet: seven named places are pedestrian zones — Njegoševa ulica, Dvorski trg, Trg revolucije, the street towards the monastery as far as the Ljetnja pozornica open-air stage, Dečanska, Zmaj Jovina as far as the physical barriers, and Ivana Crnojevića from Njegoševa to Baja Pivljanina.
That is the historic core, and the decision designates it without attaching an hour, a charge or an emission class to the designation. There is no Euro standard anywhere in this scheme, no day ticket, and no evening at which the pedestrian streets reopen to ordinary cars.
The second thing is a weight rule that covers the whole town rather than the core: goods motor vehicles whose carrying capacity exceeds 3.5 tonnes are banned from the town's streets altogether, except on four named routes — Mojkovačka to the Bulevar crnogorskih heroja and on towards Kotor, the boulevard itself as far as Lovćenska in both directions and Lovćenska on to Kronus, Belvederska and Vučedolska.
Coaches are banned more widely still, from every town street except a list of eleven. Above those ceilings there is no purchase to make and no tariff published: the traffic authority may issue a rješenje, and the fee for it is set separately by the municipality's own revenue office rather than printed in the decision. The third thing is the delivery rule, and it is the only clock in the instrument.
Goods vehicles up to 3.5 tonnes may be permitted into the calmed-traffic and pedestrian zones to supply shops and hospitality premises and to serve building work, between 06:00 and 08:00 and again between 17:00 and 19:00 — except in Njegoševa ulica and on Dvorski trg, the two busiest addresses in the core, where supply may be made every day between 06:00 and 08:00 only, at walking pace and no faster than 10 km/h.
The decision also sets speeds a visitor will not find on a sign at the town boundary: 40 km/h on every town street, 30 km/h past the schools, kindergartens and the chapel on six named streets, 60 km/h on the municipality's local roads, and 40 km/h in the settlements of Njeguši and Rijeka Crnojevića.
What the decision does not do is price a car in a pedestrian street: its own penalty articles reach the goods-vehicle rule, the coach rule, the parking rules and derelict vehicles, and they do not reach article 27 at all.
