Driving in Goiânia: Heavy vehicle ban — Caminhoes Cegonha

Goiânia, Brazil · Heavy vehicle ban

Official name Proibição de circulação de Veículos Pesados Tipo CTV (caminhões cegonha) no Perímetro Urbano de Goiânia

Not in force in Goiânia right nowTuesday, 13 October 2026 at 06:05 · America/Sao Paulo

  • Not in force A Veículo Pesado Tipo CTV — a Combinação para Transporte de Veículos, a caminhão cegonha — longer than 14 metres, anywhere in the urban perimeter of Goiânia except on the state and federal highways that cross the município. Public-utility service vehicles in service and properly marked are excepted under article 6, and holders of a special authorisation under article 5 are too; neither is encoded here

Starts Tuesday, 13 October 2026 at 07:00 local time.

The gaps this schedule shows are real everywhere in Goiânia except inside the central zone. A car transporter over 14 metres is also over the 8.30-tonne and 8.0-metre thresholds of the Zona de Restrição de Tráfego I, which closes its bounded central perimeter continuously from 07:00 to 19:00 — so a driver who reads "open at 12:00" here and drives into the Setor Central is in breach of the other rule. The two schemes overlap in the vehicles they catch and differ in the hours they impose, which is the same trap Manaus sets with its two weight bands, one step out into geography.

The highway exception is a road exception, not a journey exception. Staying on the BR-153, the BR-060 or a state road through the município keeps a cegonha outside this ban at any hour; turning off onto a municipal street during a closed window puts it back inside. This schedule cannot see which road a vehicle is on, so it warns across the whole municipal extent.

There is no public-holiday clause, because none of the three instruments has one, and this is the twelfth Brazilian record running without a sourced Brazilian holiday calendar. The direction of the error is unknown rather than merely unencoded.

Weekends are shown open because the publisher restricts nothing on them. Article 4 says "de segunda a sexta-feira" and mentions neither Saturday nor Sunday.

The 14-metre threshold is the current rule and not the original one. Between 20 October 2011 and the commencement of Portaria nº 70/2013 - SMT, this ban applied to every CTV combination regardless of length. Anything written about Goiânia's car-transporter ban before 2014 describes a wider rule than the one encoded here.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Goiânia keeps car transporters out of the entire city at the three busiest parts of every weekday.

Article 4 of Portaria nº 224/2011 - AMT, as replaced in 2013, bans "Veículos Pesados Tipo CTV – Combinações para Transporte de Veículos, Caminhões Cegonha" longer than 14 metres from the whole Perímetro Urbano de Goiânia from Monday to Friday between 07:00 and 09:00, between 11:00 and 14:00 and between 17:00 and 19:00 — with one carve-out, the state and federal highways that cut across the municipality, which stay open at every hour.

This is not the city's central lorry zone and it should not be read as part of it: the Zona de Restrição de Tráfego I is a bounded perimeter in the Setor Central and runs a single 07:00–19:00 window against weight and length, while this rule is city-wide, applies to one named vehicle type, and lets a cegonha work the two gaps in between — 09:00 to 11:00 and 14:00 to 17:00 — everywhere except inside that zone.

The threshold is the municipality's second attempt: the 2011 portaria banned every CTV combination regardless of length, and Portaria nº 70/2013 - SMT narrowed it to those over 14 metres, which made the rule more permissive rather than less.

The price of a breach is the one thing this record cannot give: article 8 sends it to article 187 of the Brazilian traffic code and states no sum, so the penalty here is null with a note rather than a figure taken out of the national table.

That the rule still binds is settled by the mayor himself — a veto message of 15 July 2025 names Portaria nº 224 of 2011, nº 70 of 2013 and nº 21 of 2015 as the municipal rules that govern heavy-vehicle traffic and its hours and routes, and strikes down a bill for disregarding them.

The original text of this ban: the vehicle type, the three weekday windows, the whole urban perimeter as its area and the highway exception. Daily charge

There is no charge. This is a prohibition, not a charging scheme: article 4 forbids the movement outright in its three windows and offers no toll, no day pass and no payable entry that would buy a car transporter into the city during them.

The only flexibility the portaria contains is article 5, which lets the authority set different conditions and furnish a special authorisation "em situações extraordinárias", and it describes that as something granted rather than something bought.

When it operates

Monday to Friday, in three separate windows: 07:00 to 09:00, 11:00 to 14:00 and 17:00 to 19:00.

The publisher writes them out in full — "de segunda a sexta-feira das 7h às 9h, das 11h às 14h e das 17h às 19h" — and the shape is unusual for this corpus, because the middle window is the lunch peak rather than a morning or evening one, and because the gaps it leaves are real working time: a car transporter may run the city from 09:00 to 11:00, from 14:00 to 17:00 and from 19:00 through the night.

Seven hours closed, and the rest open. There is no Saturday window, no Sunday window and no public-holiday clause in any of the three instruments. The 2011 original used the same three windows written as "07h00min às 09h00min" and so on, and 2013 changed nothing about them — only the vehicles they catch.

Area covered

The whole urban perimeter of Goiânia, minus the highways that cross it. Article 4 puts the ban "no Perímetro Urbano de Goiânia" and excepts "as rodovias estaduais e federais que cortam o Município de Goiânia", and that is the entire description the municipality gives: there is no list of roads, no map and no coordinate anywhere in the three instruments.

It is a city-wide rule with a corridor exemption rather than a zone, which is what separates it from the Zona de Restrição de Tráfego I — a car transporter that keeps to the BR-153, the BR-060 or the state highways through the municipality is outside this ban at every hour, and one that leaves them for a municipal street is inside it wherever that street is.

No geometry for the "Perímetro Urbano" is published, and it is not the same thing as the município, which includes rural land; the município itself was measured on 14 September 2026 from OpenStreetMap boundary relation 334547 and spans 41.99 km north to south by 39.27 km east to west, reaching 32.58 km from the city anchor.

This record warns across that whole extent on purpose, because the urban perimeter sits inside it and warning over a piece of farmland costs a driver nothing.

Agência Municipal de Trânsito, Transportes e Mobilidade (AMT), Prefeitura de Goiânia — Portaria nº 224/2011 - AMT, article 4, which names the Perímetro Urbano de Goiânia as the area and the state and federal highways as the exception, and gives no further description of either. Read through the municipality's own SILEG index of Diário Oficial do Município nº 5.214 of 21 October 2011

Why there is no map here
A polygon would misrepresent how this rule works. It is not an area restriction with a boundary a driver crosses: article 4 forbids a named vehicle type from moving anywhere in the urban perimeter of Goiânia during three windows, and then exempts a set of roads — the state and federal highways — that run right through the middle of that perimeter. The shape it would need is the municipality minus a network of linear corridors, which is not a zone in the sense the rest of this corpus uses, and drawing the perimeter alone would tell a driver on the BR-153 that they are restricted when the publisher says they are not. The municipality publishes no geometry for the Perímetro Urbano in any case: its CKAN portal holds 29 datasets against a control word returning 0, "transito", "carga" and "mobilidade" each return 0, and the only match for "restricao" is an airport height-limit surface. OpenStreetMap holds no low-emission-zone or toll boundary object within 20 km of the city anchor. This record therefore warns across the whole municipal extent — 32.58 km from the anchor at the furthest corner of boundary relation 334547 — and says in the area field which roads are outside the ban.
Petrol standard

There is no emission standard to meet. This rule asks two questions and neither is about the engine: is the vehicle a CTV combination — a car transporter — and is it longer than 14 metres. No Euro class, PROCONVE phase, fuel type or registration year appears in any of the three instruments.

Diesel standard

Not applicable, for the same reason as the petrol standard. What this rule uses instead of an emission class is a vehicle category written out by name — "Veículos Pesados Tipo CTV – Combinações para Transporte de Veículos, Caminhões Cegonha" — which makes it the narrowest vehicle test in the Brazilian part of this corpus.

Weight is not mentioned at all: a 40-tonne tipper is outside this rule and a car transporter of 14.5 metres is inside it.

Penalty if you do not comply

The publisher has not stated an amount. Article 8 of Portaria nº 224/2011 - AMT covers the whole portaria, this article included, and says only that a breach "acarretará as sanções previstas no Artigo 187 do Código de Trânsito Brasileiro". It names the federal article and no sum, no infraction class and no licence points, and neither later portaria adds them.

Picking the figure out of the national fine table would be our arithmetic presented as the publisher's, which D-053 forbids, so the amount is null here as it is in the companion record. A driver should assume a real fine of the kind article 187 carries.

How to comply
  • This rule catches one kind of vehicle and one only: a CTV combination — a caminhão cegonha, a car transporter — longer than 14 metres. If you drive anything else, however heavy, this record does not apply to you. If you drive a car transporter under 14 metres, it does not apply either; the 2011 version caught you and the 2013 amendment let you out.
  • Plan around three closures, not one. You may not move inside the urban perimeter between 07:00 and 09:00, between 11:00 and 14:00, or between 17:00 and 19:00, Monday to Friday. The open gaps are 09:00–11:00, 14:00–17:00 and 19:00 through to 07:00 the next morning, plus all of Saturday and Sunday.
  • The highways are the way through. State and federal roads crossing the município are excepted at every hour, so a transit run that stays on the BR network is outside this ban entirely. The exception is written for the road, not for the journey: leaving the highway for a municipal street during a closed window puts you back inside the rule.
  • The unloading point is the problem this rule creates, not the driving. A dealership inside the city is reached by municipal streets, so arriving at 08:00 or at 12:30 is what the ban stops. Deliveries are workable in the 09:00–11:00 and 14:00–17:00 gaps or after 19:00.
  • If you are also inside the central zone, the stricter rule wins. Goiânia's Zona de Restrição de Tráfego I closes its bounded central perimeter to lorries over 8.30 tonnes or over 8.0 metres from 07:00 right through to 19:00 — no midday gap at all. A 14-metre-plus car transporter is over both of those thresholds, so inside that zone the gaps this record shows you do not exist. Read the other record before relying on 09:00 or 14:00 in the centre.
  • One exemption reaches this rule and one probably does not. Article 6 exempts public-utility service vehicles from "as normas desta Portaria", which is the whole instrument and therefore this article too, provided the vehicle is in service on the road and properly marked. Article 7's trade list is headed "Veículos Pesados Autorizados a Circularem nas Áreas de Restrição de Tráfego" and is written for the zone rather than for the city, so it should not be assumed to lift this ban.
  • For anything else, ask before you travel. Article 5 lets the authority set different conditions for goods-vehicle movement in extraordinary situations and issue a special authorisation, and that is discretionary rather than a form you are entitled to.
  • Budget for an article 187 fine without knowing its size. The municipality names the federal article and never states the sum, so this record carries no figure. An empty penalty field here means the publisher was silent, not that a breach is free.
