Driving in Goiânia: Zona de Restrição de Tráfego I (ZRT I)

Goiânia, Brazil · Heavy vehicle ban

Not in force in Goiânia right nowTuesday, 13 October 2026 at 06:05 · America/Sao Paulo

  • Not in force A lorry whose Peso Bruto Total is over 8.30 tonnes OR whose length is over 8.0 metres, inside the Zona de Restrição de Tráfego I. Either test is enough on its own — the publisher prints the two as columns of one table row and defines its unrestricted class as up to 7.0 tonnes AND up to 8.0 metres, so a vehicle that exceeds one figure and not the other is still caught. Exempt trades under articles 6 and 7, and holders of a special authorisation under article 5, are not encoded here

Starts Tuesday, 13 October 2026 at 07:00 local time.

The two thresholds are read as OR rather than AND, and that is a reading rather than a quotation. The instrument prints "Acima de 8,30 Toneladas" and "Acima de 8,0 metros" as two columns of a single row and never writes a conjunction between them. The 2011 table it replaced had a second row — "Até 7,0 Toneladas" with "Até 8,0 (oito) metros" for "Sem restrição" — which only makes sense if a vehicle has to pass both tests to be unrestricted, and that is why OR is encoded. If the authority meant AND, this schedule over-warns a short heavy lorry and a long light one; the error costs a detour rather than a citation, which is the direction it was chosen in.

There is no public-holiday clause, because none of the three instruments has one, and this is the eleventh Brazilian record running without a sourced Brazilian holiday calendar. The direction of the error is unknown rather than merely unencoded: São Paulo's equivalent scheme excepts holidays by name and Salvador's does not, so Goiânia could fall either way.

Weekends are shown open because the publisher restricts nothing on them. Every version of the table is headed "2ª a 6ª feira" and none mentions Saturday or Sunday.

The exemptions are the flexibility and they are not encoded. An urban goods vehicle up to 7.0 t and 8.0 m, an emergency or utility vehicle in service, and the 08:00–16:00 trades — concrete, cranes, spoil, removals, perishable food — all run inside these hours lawfully; the rule above will show them as refused.

This encodes the zone and nothing else. The same portaria bars car-carrier combinations over 14 metres from the entire urban perimeter of Goiânia at 07:00–09:00, 11:00–14:00 and 17:00–19:00 — outside this zone as well as inside it — and a driver reading "open at 19:30" off this schedule is right here and wrong about nothing, but a driver reading "open at 10:00 two kilometres north of the zone" in a cegonha is wrong.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Goiânia closes a bounded piece of its centre to lorries for the whole working day.

Inside the Zona de Restrição de Tráfego I — the area enclosed by the fourteen public roads the municipality lists in Anexo I of Portaria nº 224/2011 - AMT, running from Avenida Independência and Rua 68 in the Setor Central round through Alameda dos Buritis, the Setor Sul and the Setor Leste Universitário — a lorry over 8.30 tonnes gross or over 8.0 metres long may not circulate between 07:00 and 19:00, Monday to Friday.

Outside those hours, and at any hour on a Saturday or Sunday, the rule says nothing. The thresholds are the municipality's second attempt at them: the 2011 portaria set the weight line at 7.0 tonnes, and Portaria nº 70/2013 - SMT raised it to 8.30 while leaving the 8.0 metres and the 07:00–19:00 window untouched.

"Tonnes" is defined in the instrument itself as Peso Bruto Total, tare plus maximum payload, so it is what the vehicle may weigh rather than what it happens to be carrying.

The way out is not a payment but an exemption list that the authority wrote into the rule: urban goods vehicles up to 7.0 t and 8.0 m, emergency and utility work, tow trucks, the post, refuse collection and valuables transport may run at any hour, while concrete, crane lorries, spoil removal, house moves and perishable food get the middle of the day, 08:00 to 16:00. What this record cannot tell a driver is the price.

Article 8 of the portaria sends a breach to article 187 of the Brazilian traffic code and stops there — it names the article and never states a sum — so the penalty here is null with a note rather than a figure we looked up ourselves.

What is unusually well settled is whether the rule still binds: on 15 July 2025 the mayor of Goiânia vetoed a bill in the city's own gazette on the ground that it disregarded "a Lei nº 9.028, de 2011, e as Portarias nº 224, de 2011, nº 70, de 2013, e nº 21, de 2015", which he described as the rules that govern heavy-vehicle traffic, its hours, its routes and its restriction zones.

That is the head of the executive naming this exact chain of instruments, in force, fourteen months before we read it.

This is the founding instrument and the only place the zone is defined: article 2 makes it the area bounded by the roads in Anexo I, article 3 sets the timetable, article 4 adds the separate city-wide car-carrier ban, articles 5 to 7 set the permit and the exemptions and article 8 sends a breach to the federal code. The url watched here is the municipality's own SILEG index of that edition, which returns the extracted text of the gazette as JSON; the edition itself is a 3.77 MB PDF at https://www.goiania.go.gov.br/Download/legislacao/diariooficial/2011/do_20111021_000005214.pdf, and it is a PDF rather than the SILEG endpoint because D-077 forbids watching a source the monitor cannot read

Daily charge

There is no charge. The Zona de Restrição de Tráfego is a prohibition, not a charging scheme: nothing in Portaria nº 224/2011 - AMT or in either of its two amendments offers a toll, a day pass or a payable entry that would buy a lorry into the zone between 07:00 and 19:00.

The only routes in are the exemptions article 7 lists by trade and the special authorisation article 5 lets the authority grant "em situações extraordinárias", and the instrument describes that authorisation as something the authority furnishes to the interested party, never as something priced.

Whether applying for it carries an administrative fee is a question this record cannot answer, because the publisher does not raise it.

When it operates

Monday to Friday, 07:00 to 19:00. The instrument states it as a table rather than a sentence: article 3 of Portaria nº 224/2011 - AMT, as replaced by article 1 of Portaria nº 70/2013 - SMT, sets out "Caminhões · Comprimento · Horário de Restrição de Circulação · 2ª a 6ª feira" against a single row reading "Acima de 8,30 Toneladas · Acima de 8,0 metros · 7h às 19h".

Twelve hours of every working day, with no second band and no split around the peaks — Goiânia shuts the zone to lorries for the whole working day rather than protecting the rush hours, which is a longer closure than Manaus applies to its 8-tonne class and a shorter one than São Paulo's ZMRC. There is no Saturday window, no Sunday window and no public-holiday clause anywhere in the three instruments.

The 2011 original ran the same 07:00–19:00 window against a 7.0-tonne line; only the weight moved in 2013, and it moved upwards, which makes the current rule the more permissive of the two.

It replaces article 3 of the 2011 portaria with the table this record encodes and replaces article 4 with the 14-metre car-carrier rule, and its own article 3 delays both by 180 days from publication. The url watched here is the municipality's SILEG index of that edition; the gazette itself is a 4.24 MB PDF at https://www.goiania.go.gov.br/Download/legislacao/diariooficial/2013/do_20131014_000005697.pdf

Area covered

A closed central perimeter, described by its edges rather than by its interior. Article 2 of Portaria nº 224/2011 - AMT defines the Zona de Restrição de Tráfego as "a área abrangida e limitada pelos logradouros públicos relacionado no Anexo I", and Anexo I lists thirteen of them, to which Portaria nº 21/2015 - SMT added a fourteenth: 01 Av. Independência between Rua 68 and Av.

Alfredo Nasser (Rua 74), Setor Central; 02 Av. Alfredo Nasser (Rua 74), Setor Central; 03 Av. Paranaíba between Av.

Alfredo Nasser and Av. Anhanguera, Setor Central; 04 Alameda dos Buritis; 05 Av. Assis Chateaubriand between Av.

Dona Gercina Borges Teixeira and Rua 94, Setor Sul; 06 Rua 94, Setor Sul; 07 Rua 10, Setor Central and Setor Sul; 08 Av. Universitária, Setor Leste Universitário; 09 Praça Universitária, Setor Leste Universitário; 10 Rua 261, Setor Leste Universitário; 11 Alameda Botafogo, Setor Central; 12 Avenida Paranaíba between Avenida Anhanguera and Rua 68, Setor Central; 13 Rua 68, Setor Central; 14 Av. E, Jardim Goiás.

The list is complete on its own terms, which separates Goiânia from Manaus: the authority does not say "and ten more roads" and then fall silent. What it does not say is whether the bounding roads are themselves inside the zone, and the instrument's wording — limited BY these roads — leaves that open, so a lorry on Alameda dos Buritis at 10:00 should treat itself as inside.

Anexo II is a set of maps, and they are images inside the gazette PDF with no text and no coordinates, so the polygon that would settle the question cannot be extracted.

On the ground the perimeter is small and central: the six Anexo I names that are unique in this city were read from OpenStreetMap on 14 September 2026 and all of them lie within 3.71 km of the city anchor — Avenida Universitária 0.46–2.42 km, Praça Universitária 0.87–1.32, Avenida Assis Chateaubriand 0.72–2.74, Avenida Paranaíba 0.94–1.55, Alameda Botafogo 0.79–2.90 and Rua 261 1.54–3.71.

The other eight were deliberately not used to place anything, because Goiânia numbers its streets and the bare names collide: "Rua 10" alone matched 109 separate ways spanning out to 28 km, in sectors the publisher never mentions.

Secretaria Municipal de Trânsito, Transportes e Mobilidade (SMT), Prefeitura de Goiânia — Portaria nº 21/2015 - SMT, signed 13 March 2015 by the Secretary, José Geraldo Freire, and published in the Diário Oficial do Município nº 6.045 of 18 March 2015. It is the only amendment to the zone's boundary: it adds item 14, Av. E in Jardim Goiás, to the Anexo I list of roads that bound the Zona de Restrição de Tráfego I, and it changes nothing else. The url watched here is the municipality's SILEG index of that edition; the gazette itself is a 2.02 MB PDF at https://www.goiania.go.gov.br/Download/legislacao/diariooficial/2015/do_20150318_000006045.pdf

Why there is no map here
The municipality publishes the zone's edges as a list of fourteen street names and publishes no geometry for it anywhere. Anexo II of Portaria nº 224/2011 - AMT is headed "maps" and is exactly that: raster images inside the gazette PDF, with no coordinates, no legend we can read and no vector form. The search for a machine-readable alternative carries its denominators, all measured on 14 September 2026. Goiânia's open-data portal answers — dadosabertos.goiania.go.gov.br is a CKAN 2.7.2 instance — and it holds 29 datasets in total against a control word returning 0; "transito", "carga" and "mobilidade" each return 0, and "restricao" returns exactly one, "Áreas de Restrição Aeroportuária", which is an airport height-limit surface and not a road rule. The city does publish Logradouros, Quadras, Bairros and Corredores Principais as open data, so the absence is of this layer rather than of spatial data in general. OpenStreetMap holds no low-emission-zone or toll boundary object of any kind within 20 km of the city anchor. Drawing the polygon ourselves from the fourteen names was considered and rejected under D-082: Goiânia numbers its streets, and seven of the thirteen distinct names — the fourteen items carry thirteen names, Avenida Paranaíba appearing twice for two stretches — collide with roads in other sectors and in neighbouring municipalities — "Rua 10" alone matched 109 ways spanning 28 km — and a perimeter closed through the wrong Rua 10 would be a confident map of somewhere else. The record therefore warns at city level and prints the publisher's own list of edges in the area field, which is what the authority actually offers.
Petrol standard

There is no emission standard to meet. The zone sorts vehicles by gross weight and by length and by nothing else: the thresholds in force are 8.30 tonnes of Peso Bruto Total and 8.0 metres, and no Euro class, PROCONVE phase, fuel type or registration year appears anywhere in the three instruments that make up this rule. A new electric lorry of 12 tonnes is as restricted as a twenty-year-old diesel one.

Diesel standard

Not applicable, for the same reason as the petrol standard: fuel is never mentioned. What Goiânia does add, and what most of the Brazilian entries in this corpus do not, is a trade test alongside the vehicle test — article 7 exempts by what the lorry is doing rather than by what it is, so a crane lorry and a removal van get 08:00 to 16:00 while an identical vehicle carrying general freight gets nothing.

Penalty if you do not comply

The publisher has not stated an amount. Article 8 of Portaria nº 224/2011 - AMT says only that a breach "acarretará as sanções previstas no Artigo 187 do Código de Trânsito Brasileiro" — it names the federal article and stops, and neither of the two later portarias touches it.

That is the D-053 case rather than the D-053 exception: São Paulo, Salvador, Recife and Manaus are priced in this corpus because those authorities printed the infraction class, the sum and the licence points themselves, in their own sentence, and Goiânia has printed none of the three. Taking the figure out of the national fine table would be our arithmetic dressed as the publisher's, so the amount is null.

A driver should assume there is a real fine, and that it is the one article 187 of the CTB carries.

How to comply
  • Measure your vehicle on both tests, not one. The rule is a single table row with two columns, and the safe reading is that either column catches you: over 8.30 tonnes Peso Bruto Total, or over 8.0 metres long, and you are restricted between 07:00 and 19:00 on weekdays. The 2011 version of the same table makes that reading the sound one — its unrestricted row is "up to 7.0 tonnes AND up to 8.0 metres", so a vehicle that fails either half was never in it. A 7-tonne lorry 9 metres long is in this scheme.
  • "Tonnes" means Peso Bruto Total, which the instrument defines for you: tare plus maximum payload. It is the weight the vehicle is rated for, not the weight it happens to be carrying today, so running empty does not take you out of the scheme.
  • Treat the fourteen boundary roads as inside. Article 2 defines the zone as the area "limitada" by the roads in Anexo I, and does not say whether a lorry driving along one of those roads is in or out. Over-warning here costs a detour; under-warning costs an article 187 citation.
  • Know the sector, not just the street number. Goiânia numbers many of its streets and the boundary list leans on that — Rua 68, Rua 94, Rua 10, Rua 261 and Av. E all appear, each qualified by a sector. There are streets with those names all over the city and in the municipalities next door; the ones in this rule are in the Setor Central, the Setor Sul, the Setor Leste Universitário and Jardim Goiás.
  • If you deliver in an urban goods vehicle, check whether you are already exempt. Article 7 lets a Veículo Urbano de Carga of up to 7.0 tonnes and up to 8.0 metres run in the restricted area at any hour — the same numbers as the 2011 threshold, which is what the exemption was written against, and they are now lower than the 8.30-tonne line the timetable uses.
  • Some trades get the middle of the day rather than all of it. Concreting and pump-concreting, crane lorries, spoil removal from civil works, house removals and perishable food transport may work the restricted area from 08:00 to 16:00 under article 7. Emergency and utility work, tow trucks, mechanical rescue, news coverage, the postal service, traffic-sign crews, refuse collection and valuables transport have no hour limit at all, and article 6 exempts public-utility vehicles that are actually in service on the road and properly marked.
  • If you carry rubble or skips, the exemption sends you somewhere else. The sole paragraph of article 7 says those vehicles must comply with the authority's own regulation, Decreto 286/04, rather than with this list — and that decree is not encoded here.
  • For anything the list does not cover, ask before you travel. Article 5 lets the authority set different conditions and issue a special authorisation "em situações extraordinárias", which is a discretionary permit rather than a form you are entitled to.
  • Budget for an article 187 fine without knowing what it is. Goiânia names the federal article and never states the sum, so this record carries no figure. Do not read the empty penalty as "no penalty".
  • There is a second Goiânia rule that this record does not cover, and it catches a vehicle this one may not. The same portaria bars car-carrier combinations over 14 metres from the whole urban perimeter of the city at three separate windows of every weekday, not just from this zone. If you drive a cegonha, read that record instead of this one — and if you drive a long rigid lorry on a central street, you may be inside both.
