Driving in Angers: Low emission zone

Angers, France · Low emission zone

Official name Zone à faibles émissions mobilité (ZFE-m) d'Angers Loire Métropole

What applies

Angers restricts only vehicles too old to be given a Crit'Air sticker at all — for a car, first registered before 31 December 1996, which Angers Loire Métropole puts at 2% of the fleet. The zone is the commune of Angers itself, minus the roads leading to the park-and-ride and station car parks and minus the wholesale market. Any car that can carry a Crit'Air sticker, of any class, is unaffected.

Daily charge

There is no charge and no day pass. A vehicle is either classifiable and free to enter, or it is not and must stay out; nothing is bought at the boundary.

When it operates

Angers Loire Métropole's page on the zone, read on 2026-09-11, does not state any hours or days of application, and the national ZFE register carries no timetable field for this zone either. The order that created it (arrete_2025_zfem.pdf) is a scanned image with no text layer, so it cannot be quoted (B-015 precedent: we do not run OCR and do not cite a source we could not read).

Do not assume peak hours and do not assume 24/7: French zones in this corpus do both — Nantes restricts only at weekday peaks, Bordeaux runs round the clock.

Area covered

The communal territory of the city of Angers, with three stated exclusions: the access roads to the park-and-ride car parks, the access roads to the station car parks — both so drivers can leave a vehicle and continue by public transport — and the marché d'intérêt national, the wholesale market.

Why there is no map here
The national ZFE register carries an open-licensed polygon for Angers, measuring 23.96 km². Angers Loire Métropole publishes no area figure to measure it against, so the D-038 size gate cannot be run, and the D-043 membership gate is no help either: the publisher names exactly one commune, so an 'is Angers inside it' test would pass for almost any shape drawn over the city. The perimeter is also defined by what is carved out of it — the park-and-ride and station access roads, and the wholesale market — and a filled polygon cannot say that a road inside its outline is exempt. Drawing it would risk warning a driver who is entitled to be there.

Petrol standard

Only unclassifiable vehicles are banned, and the cut-off is a first registration date rather than a fuel or a Euro standard. Cars: registered before 31 December 1996. Light commercial vehicles: before 30 September 1997. Heavy goods vehicles: before 3 September 2001. Motorised two-wheelers: before 30 May 2000. Anything newer can be given a Crit'Air sticker and may enter.

Diesel standard

Angers does not split the rule by fuel. What decides access is whether the vehicle is old enough to be unclassifiable, which is a function of its first registration date. The dates are recorded under the petrol standard.

Penalty if you do not comply

Angers Loire Métropole does not state an amount, and what it does state about enforcement has expired without the page changing. The page read on 2026-09-11 says the first year of application would be an experimental year carrying no sanctions — that first year was 2025, and it is over.

So this record holds neither a figure nor a promise: assume a fine exists, treat the no-sanctions sentence as historic, and do not carry Lyon's or Toulouse's 68 € across (D-041).

How to comply
  • Check the vehicle's first registration date, not its Crit'Air number. For a car the line is 31 December 1996; anything registered after it is outside the ban whatever class it holds.
  • If you are only parking and changing to public transport, the access roads to the park-and-ride and station car parks are outside the zone by design.
  • National exemptions apply automatically: general-interest vehicles under article R. 311-1 of the Code de la route, defence ministry vehicles, holders of the carte mobilité inclusion with the disabled-parking mention, and public transport vehicles according to their emissions.
  • Angers Loire Métropole added local exemptions for two years, and the list is unusually wide: collection vehicles, itinerant traders, firms in insolvency proceedings, charities, vehicles carrying a hospital or clinic appointment letter, home-care services, owners who can show a replacement vehicle is on order, specialised VASP vehicles, removal firms, short-circuit food distribution, and vehicles doing under 5,000 km a year.
  • Two of those exemptions are for people who live inside the zone: if you work outside it and cannot get there by public transport, or if your working hours make public transport impossible, an employer's attestation covers you.
