Driving in Rouen: Low emission zone

Rouen, France · Low emission zone

Official name Zone à Faibles Émissions mobilité (ZFE-m) de la Métropole Rouen Normandie

In force in Rouen right nowTuesday, 13 October 2026 at 11:03 · Europe/Paris

The zone is always on; whether it reaches you depends on the vehicle's Crit'Air class, which this timetable does not check. A Crit'Air 0, 1, 2 or 3 vehicle is unaffected at every hour.

It applies to parking as well as driving, so leaving a banned vehicle inside the zone is not a way round it.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Rouen's low emission zone covers 13 communes and has banned Crit'Air 4, Crit'Air 5 and unclassified vehicles since September 2022 — for parking as well as driving. The step that would have added Crit'Air 3 in January 2025 is suspended: air quality came back within limits and the Métropole became a 'territoire de vigilance'. A Crit'Air 3 diesel that is banned in Lyon may drive here.

Every vehicle needs a Crit'Air sticker to enter, including foreign ones, including electric ones, and including vehicles that merely pass through.

Daily charge

There is no charge and no day pass. A vehicle either carries a permitted Crit'Air class and may enter, or it may not.

When it operates

In force at all times since 1 September 2022, for parking as well as for driving.

Petrol standard

Rouen states the rule as a Crit'Air class rather than a Euro standard or registration year: Crit'Air 4, 5 and unclassified are banned. The mapping from fuel and registration date to a class is national and the Métropole's pages do not give it, so it is not restated here.

Diesel standard

As for petrol: the rule is a Crit'Air class, and the class mapping is national rather than Rouen's to state.

Penalty if you do not comply

The Métropole says banned vehicles are 'susceptibles d'être verbalisés' without naming an amount. The amount is set nationally. Not estimated here.

How to comply
  • Get a Crit'Air sticker before you travel. It is required to drive in the zone even if your vehicle is electric, and even if you hold an exemption.
  • A foreign-registered vehicle needs one too: the Métropole answers its own question 'Faut-il une vignette si je suis un touriste étranger ?' with 'Oui'.
  • Passing through counts. Crossing the zone is driving inside it, and the sticker is required.
  • Crit'Air 4, 5 and unclassified vehicles may neither drive nor park in the zone, barring a specific exemption.
  • Buses and coaches at Crit'Air 4 and 5 are still running under a temporary national exemption granted to transport authorities while they renew their fleets — so seeing one is not evidence that the rule has changed.
