What applies

Gudauri is Georgia's main ski resort, on the Georgian Military Highway over the Cross Pass, and through the ski season its local access roads are closed to goods vehicles from Friday morning to Monday morning.

The rule is decree №28 of the Dusheti Municipality Sakrebulo, adopted on 26 December 2019, published on the register's website on 30 December 2019 and in force since 1 January 2020, made under article 16(2)(k), article 24(2) and article 61(1)-(2) of the Local Self-Government Code.

Article 1 restricts the movement of freight vehicles of categories №1, №2 and №3 "for the purpose of carrying out economic activity", from the official opening of the winter season to its official closing, every Friday from 10:00 until Monday at 10:00.

It applies to every local-importance motor road in the part of Gudauri that falls inside Dusheti Municipality's administrative boundaries, and it names two of them: the road from the international-importance road to the Marco Polo hotel, and the access road from the international-importance road to the gondolas. Three things this decree does not do are as important as what it does.

It does not touch the international-importance road itself — the highway through the pass is not a local-importance road, and nothing here closes it. It does not define its own categories №1, №2 and №3, so the record does not equate them with any other classification.

And it does not date the season: "official opening" and "official closing" are events the decree leaves to be announced elsewhere, so there is no month here from which a driver could work out whether today is inside the season. Article 2 sends a driver who breaks the time or the place to the Administrative Offences Code of Georgia without naming an article of it, so this record carries no figure for the fine.

The scheme has no name of its own; the title above is the decree's.

Daily charge

There is no charge, and no absence of one to fill in later. The decree's instrument is a prohibition on moving at certain times in certain places, not a tariff: it offers no payment, no permit and no counter at which a goods vehicle could buy the Saturday it is barred from. Article 2 sets a consequence for driving anyway, which is a penalty and not a price of entry.

When it operates

Every Friday from 10:00 until Monday at 10:00, from the official opening of the winter season to its official closing. The weekly window is exact and the season is not: the decree fixes the days and the times, and it dates neither end of the season, naming only the "official opening" (ოფიციალური გახსნა) and the "official closing" (ოფიციალური დახურვა) as events.

Nothing in the decree says who announces them or when, and this record does not supply a month for either — so on any given date it can tell a driver whether the hours are inside the weekly window, and it cannot tell them whether the season is open.

Area covered

Every local-importance motor road (ადგილობრივი მნიშვნელობის საავტომობილო გზა) in the part of the Gudauri territory that lies inside the administrative boundaries of Dusheti Municipality. The decree names two of those roads: the one running from the international-importance road to the Marco Polo hotel, and the access road running from the international-importance road to the gondolas. Two limits come with that.

The international-importance road itself — the Georgian Military Highway through the Cross Pass — is not a local-importance road and is not restricted by this decree, so a lorry passing through Gudauri on the highway is outside the rule and a lorry turning off it into the resort is inside.

And the decree draws the other edge of its area by an administrative boundary rather than by a street: only the Dusheti side of Gudauri is covered, and Gudauri village itself sits in the neighbouring Kazbegi Municipality.

We measured where the two meet rather than describing it from the decree: the Dusheti municipal boundary (OSM relation/2025552) runs 0.94 km east of the Gudauri village node, and an Overpass containment query at 42.4780, 44.4950 — inside the closed way named "Gudauri Ski Resort" — returns დუშეთის მუნიციპალიტეტი.

So the restricted roads are the eastern, resort-side ones, and the municipality does not publish the line that decides it.

Why there is no map here
The decree defines its area with an administrative boundary and two landmarks — the part of Gudauri inside Dusheti Municipality, the road to the Marco Polo hotel, the access road to the gondolas — and the municipality publishes neither a map of the restricted roads nor its own boundary. A polygon would have to be ours twice over: once for the municipal line, which decides whether a road is covered at all, and once for which roads inside it count as local-importance. Both of those decide whether a driver is fined, and the register holds nothing else for this scheme.
Petrol standard

No emission standard applies, to a petrol vehicle or to any other. The decree asks three questions — is the vehicle a goods vehicle of category №1, №2 or №3, is it moving for the purpose of economic activity, and is it between Friday 10:00 and Monday 10:00 in the season — and what comes out of the exhaust is not among them.

Diesel standard

Nor a diesel standard, and for the same reason. Georgia has no national low-emission-zone framework for a municipality to hang an emission class on, and this decree builds none: it is a time-and-place restriction on freight movement at a ski resort.

Penalty if you do not comply

The decree states that there is a penalty and does not state what it is. Article 2 says that moving a freight vehicle in breach of the defined time or place, for the purpose of economic activity, "will entail the imposition of the sanctions provided for by the Law of Georgia — the Administrative Offences Code" — and it names no article and no figure.

The Code is long, its article 125 alone runs to dozens of paragraphs, and choosing the one that fits would be our reading of which offence a municipal freight-movement restriction becomes, not the municipality's. That reading decides a sum of money charged to a driver, so we do not make it.

This is a different silence from Tsqaltubo's decree №7, where the act's own penalty article points at a prohibitory sign that the Code names and prices at 100 GEL.

How to comply
  • If you are not driving a goods vehicle, this rule is not about you. It restricts freight vehicles of categories №1, №2 and №3 only, and the resort's local roads are open to cars at every hour the decree covers.
  • If you are driving a goods vehicle for work, the closed period is Friday 10:00 to Monday 10:00, every week of the ski season. Deliver on a weekday, or before 10:00 on Friday.
  • The decree does not date the season. It runs from the official opening of the winter season to the official closing, and it says nothing about who announces those or when — so treat the weekend restriction as live whenever the resort is skiing, and ask the municipality if the date matters to your load.
  • The roads covered are the local ones on the Dusheti side of Gudauri, among them the road from the international-importance road up to the Marco Polo hotel and the access road from the international-importance road to the gondolas.
  • The Georgian Military Highway itself is not restricted by this decree. It is an international-importance road, and the decree reaches only local-importance ones — passing through the pass is not what this rule stops.
  • The restriction is written for movement "for the purpose of carrying out economic activity". The decree gives no test for that phrase and no exemption list at all: there is no permit to apply for, no registration and no exception written down for residents, for hotels or for emergencies.
  • Article 2 sends a breach to the Administrative Offences Code of Georgia without naming an article, so neither the decree nor this page can tell you the size of the fine.
