3 schemes in 3 cities. Every figure comes from an official source and is re-checked.
Georgia has 3 driving restrictions that we have checked against an official source, in 3 cities. They are 2 heavy vehicle bans and 1 limited traffic zone.
This page lists no country-wide requirement for Georgia. Anything owed before you reach a city is not covered here, so check the national road authority before you leave.
The sources for this country were read between 2026-09-19 and 2026-09-30, from the authorities' own pages. Each check is repeated on a schedule, and a rule we can no longer confirm comes down instead of staying up.

Gudauri is Georgia's main ski resort, on the Georgian Military Highway over the Cross Pass, and through the ski season its local access roads are closed to goods vehicles from Friday morning to Monday morning.
The rule is decree №28 of the Dusheti Municipality Sakrebulo, adopted on 26 December 2019, published on the register's website on 30 December 2019 and in force since 1 January 2020, made under article 16(2)(k), article 24(2) and article 61(1)-(2) of the Local Self-Government Code.
Article 1 restricts the movement of freight vehicles of categories №1, №2 and №3 "for the purpose of carrying out economic activity", from the official opening of the winter season to its official closing, every Friday from 10:00 until Monday at 10:00.
It applies to every local-importance motor road in the part of Gudauri that falls inside Dusheti Municipality's administrative boundaries, and it names two of them: the road from the international-importance road to the Marco Polo hotel, and the access road from the international-importance road to the gondolas. Three things this decree does not do are as important as what it does.
It does not touch the international-importance road itself — the highway through the pass is not a local-importance road, and nothing here closes it. It does not define its own categories №1, №2 and №3, so the record does not equate them with any other classification.
And it does not date the season: "official opening" and "official closing" are events the decree leaves to be announced elsewhere, so there is no month here from which a driver could work out whether today is inside the season. Article 2 sends a driver who breaks the time or the place to the Administrative Offences Code of Georgia without naming an article of it, so this record carries no figure for the fine.
The scheme has no name of its own; the title above is the decree's.
Kobi is a village on the Georgian side of the Jvari pass road in Kazbegi Municipality, and through the ski season its local roads are closed to goods vehicles from Friday morning to Monday morning.
The rule is decree №28 of the Kazbegi Municipality Sakrebulo, adopted at daba Stepantsminda on 25 December 2019, published on the register's website on 27 December 2019 and in force since 1 January 2020, made under article 16(2)(k), article 24(2) and article 61(2) of the Local Self-Government Code.
Article 1 establishes restrictions on local-importance roads in two named administrative units — Gudauri and Kobi — from the official opening of the winter season to its official closing, every Friday from 10:00 until Monday at 10:00, on the movement of goods vehicles of categories N1, N2 and N3 for the purpose of carrying out economic activity.
Article 2 is the part that names roads, and it names only Kobi's: the roads connecting ს-3 with the church of the village of Kobi, and ს-3 with the villages of the Truso gorge. This decree is the other half of a restriction this corpus already held one half of.
Dusheti Municipality's own decree №28, adopted one day later on 26 December 2019, closes the local roads on the Dusheti side of Gudauri; Gudauri straddles the two municipalities, and each one legislated for its own side within a day of the other.
The two decrees share the weekly window, the season qualifier and the "economic activity" test, and they differ on the one point a driver has to act on: this one writes the vehicle classes as N1, N2 and N3 — the goods-vehicle categories a driver can look up — where the Dusheti decree writes №1, №2 and №3, which match nothing. Two things this decree does not do.
It does not date the season: "official opening" and "official closing" are events it leaves to be announced elsewhere, so nothing here tells a driver whether today is inside it. And it names no penalty figure — article 3 sends a breach to the Administrative Offences Code of Georgia without naming an article of it. The scheme has no name of its own; the title above is the decree's.
Tsqaltubo is a spa town in Imereti, and its central park — the ring of sanatoria and mineral baths the town exists for — is closed to motor traffic by a set of "no entry" signs rather than by a charge, a permit or an emission class.
The rules are an annex to decree №7 of the Tsqaltubo Municipality Sakrebulo, adopted on 28 May 2026 and in force since it was published on 1 June 2026, made under article 16(2)(k) and article 61(2) of the Local Self-Government Code and article 7(3) of the Georgian Road Traffic Act.
The annex does four things and two of them restrict driving: item 1 installs the prohibitory sign "შესვლა აკრძალულია" — No entry, sign 3.1 — at the entrances to the central park and at named approaches around it, and item 4 installs "სატვირთო ავტომობილების მოძრაობა აკრძალულია" — freight vehicles prohibited, sign 3.4 — at three junctions. The other two items, sign 3.27 (no stopping) near the market on A.
Tsereteli street and sign 3.28 (no parking) at the school, the Cold Lake car park and one park entrance, are stopping and parking rules rather than access rules, and this record does not cover them. There is exactly one written exemption and it is unusually broad: article 4 of the decree says the prohibitory sign does not apply to owners of immovable property located inside the area the sign covers.
No hours are stated anywhere in the decree, no fee exists, and no vehicle is admitted on the strength of its emission class. The decree itself names no penalty — article 3 sends the driver to the Administrative Offences Code of Georgia, whose article 125(7) sets 100 GEL for disregarding a prohibitory sign.
