Kobi is a village on the Georgian side of the Jvari pass road in Kazbegi Municipality, and through the ski season its local roads are closed to goods vehicles from Friday morning to Monday morning.
The rule is decree №28 of the Kazbegi Municipality Sakrebulo, adopted at daba Stepantsminda on 25 December 2019, published on the register's website on 27 December 2019 and in force since 1 January 2020, made under article 16(2)(k), article 24(2) and article 61(2) of the Local Self-Government Code.
Article 1 establishes restrictions on local-importance roads in two named administrative units — Gudauri and Kobi — from the official opening of the winter season to its official closing, every Friday from 10:00 until Monday at 10:00, on the movement of goods vehicles of categories N1, N2 and N3 for the purpose of carrying out economic activity.
Article 2 is the part that names roads, and it names only Kobi's: the roads connecting ს-3 with the church of the village of Kobi, and ს-3 with the villages of the Truso gorge. This decree is the other half of a restriction this corpus already held one half of.
Dusheti Municipality's own decree №28, adopted one day later on 26 December 2019, closes the local roads on the Dusheti side of Gudauri; Gudauri straddles the two municipalities, and each one legislated for its own side within a day of the other.
The two decrees share the weekly window, the season qualifier and the "economic activity" test, and they differ on the one point a driver has to act on: this one writes the vehicle classes as N1, N2 and N3 — the goods-vehicle categories a driver can look up — where the Dusheti decree writes №1, №2 and №3, which match nothing. Two things this decree does not do.
It does not date the season: "official opening" and "official closing" are events it leaves to be announced elsewhere, so nothing here tells a driver whether today is inside it. And it names no penalty figure — article 3 sends a breach to the Administrative Offences Code of Georgia without naming an article of it. The scheme has no name of its own; the title above is the decree's.
სსიპ „საქართველოს საკანონმდებლო მაცნე“ (Legislative Herald of Georgia) — the national register, serving decree №28 in full. The page carries no consolidated-publication list and no paywall notice, so the free text is the text in force; on this host that is a property of the individual act rather than of the register, and an amended act would be unreadable to us (D-197)
There is no charge, and no absence of one to fill in later. The decree's instrument is a prohibition on moving at certain times in certain places, not a tariff: it offers no payment, no permit and no counter at which a goods vehicle could buy the Saturday it is barred from. Article 3 sets a consequence for driving anyway, which is a penalty and not a price of entry.
Every Friday from 10:00 until Monday at 10:00, from the official opening of the winter season to its official closing. The weekly window is exact and the season is not: the decree fixes the days and the times, and it dates neither end of the season, naming only the "official opening" (ოფიციალური გახსნა) and the "official closing" (ოფიციალური დახურვა) as events.
Nothing in the decree says who announces them or when, and this record does not supply a month for either — so on any given date it can tell a driver whether the hours are inside the weekly window, and it cannot tell them whether the season is open. The wording is word for word that of the neighbouring Dusheti decree for the other side of Gudauri, so the gap is shared rather than particular to this municipality.

Local-importance roads (ადგილობრივი მნიშვნელობის გზები) in two administrative units of Kazbegi Municipality, named in the decree as Gudauri and Kobi. For Kobi the decree names the roads: the ones connecting ს-3 with the church of the village of Kobi, and ს-3 with the villages of the Truso gorge (თრუსოს ხეობა). For Gudauri it names none at all.
Four limits come with that, and each of them is the decree's own doing. ⚠️ FIRST, THE ROAD LIST THE DECREE POINTS AT IS CITED BY A NUMBER THE NATIONAL REGISTER DOES NOT HOLD.
Article 2 rests the Kobi roads on Sakrebulo decree №42, "approval of the list of local-importance motor roads on the territory of Kazbegi Municipality" — and a search of the register for that exact title on 30 September 2026 returned three acts of this Sakrebulo, none of them №42: №52 of 29 December 2011, an amendment to that №52, and №24 of 26 June 2012.
We quote the citation as the publisher wrote it and do not repair it (D-261), and it is the reason no Gudauri road can be listed here: the document that would list them is identified by a number we cannot resolve.
SECOND, ს-3 IS A ROAD CODE THE DECREE DOES NOT EXPAND, and article 2 uses it as the road the restricted roads run FROM rather than as one of them — so on the decree's own wording ს-3 itself is not restricted, and this record claims nothing more about what ს-3 is.
THIRD, THE ACT DESCRIBES ITS OWN AREA IN TWO DIFFERENT WORDS: article 1 restricts roads "in the Gudauri and Kobi administrative units" (ადმინისტრაციულ ერთეულში) and article 3, the penalty article, writes "within the administrative boundaries of Gudauri and the village of Kobi" (ადმინისტრაციულ საზღვრებში). Neither phrase is defined and the municipality publishes neither boundary.
FOURTH, THE GUDAURI HALF IS SPLIT BETWEEN TWO MUNICIPALITIES AND THIS IS ONLY ONE OF THEM. The local roads of Gudauri that lie inside Dusheti Municipality are restricted by Dusheti's own decree №28 of 26 December 2019, which this corpus holds separately; that record measured the boundary between the two on the ground, at 0.94 km east of the Gudauri village node.
სსიპ „საქართველოს საკანონმდებლო მაცნე“ — articles 1, 2 and 3 of decree №28. Article 1 names the two administrative units, article 2 names the Kobi roads and cites decree №42 for the list they come from, and article 3 is where the second wording of the area appears
No emission standard applies, to a petrol vehicle or to any other. The decree asks three questions — is the vehicle a goods vehicle of category N1, N2 or N3, is it moving for the purpose of economic activity, and is it between Friday 10:00 and Monday 10:00 inside the season — and what comes out of the exhaust is not among them.
Nor a diesel standard, and for the same reason. Georgia has no national low-emission-zone framework for a municipality to hang an emission class on, and this decree builds none: it is a time-and-place restriction on freight movement at a mountain resort.
The decree states that there is a penalty and does not state what it is.
Article 3 says that movement by a goods vehicle, for the purpose of economic activity, in breach of the defined time or place on local-importance roads within the administrative boundaries of Gudauri and the village of Kobi "will entail the imposition of the sanctions provided for by the Law of Georgia — the Administrative Offences Code" — and it names no article and no figure.
Choosing the article that fits would be our reading of which offence a municipal freight-movement restriction becomes, not the municipality's, and that reading would decide a sum of money charged to a driver.
This is the same silence as in the Dusheti decree for the other side of Gudauri, and a different one from Tsqaltubo's decree №7, whose penalty article points at a prohibitory sign the Code names and prices at 100 GEL.
სსიპ „საქართველოს საკანონმდებლო მაცნე“ — decree №28 in full; every line above is the decree's own content, including the three it declines to supply (the season's dates, the Gudauri road list and the penalty's article)
სსიპ „საქართველოს საკანონმდებლო მაცნე“ (Legislative Herald of Georgia) — decree №28 of the Kazbegi Municipality Sakrebulo of 25 December 2019, registration code 010250050.35.151.016297, published on the register's website on 27 December 2019, in force from 1 January 2020, signed by the chair of the Sakrebulo, Grigol Seturidze. This is the whole scheme: four articles, no annex. ⚠️ The vehicle-category needle is watched with the publisher's own spacing — the page renders the classes as "N 1, N 2 , N 3" with spaces inside the codes, and a needle written the tidy way would miss a document that has not changed (V-049)
