Driving in Alexandroupoli: Limited traffic zone

In force in Alexandroupoli right nowTuesday, 13 October 2026 at 12:05 · Europe/Athens

  • In force Every vehicle on either of the two stretches the decree converts at Ο.Τ. 277 in central Alexandroupoli: οδός Νικ. Φωκά between λεωφόρος Δημοκρατίας and οδός Ειρήνης, and οδός Ειρήνης between οδός Νικ. Φωκά and οδός Ψαρρών, over a width of eight metres. 🚫 The cross streets that name the ends — λεωφόρος Δημοκρατίας and οδός Ψαρρών — are not themselves converted, and neither is the remainder of οδός Νικ. Φωκά or of οδός Ειρήνης beyond the stated ends. 🔑 The exemptions that do exist are vehicle classes and errands rather than dates, so they cannot be encoded here: they are set out in article 2.4 and 2.5 of the municipality's pedestrian-street regulation and are recorded in `how_to_comply`.

The empty window list is the instrument's own shape and not a missing fact. A town-planning decree converts a street permanently; ΦΕΚ Δ' 855/30.11.2021 prints no season, no weekday and no hour, so a verdict of "in force" is correct at every hour of every day. 🚫 It must not be read as a timetable this project failed to find.

🚨 This timetable says what the two stretches legally are; it cannot tell you what is on the ground. The decree took effect on publication on 30 November 2021 and ordered no signs, no works and no implementation date. Five years later this project holds nothing that says whether the conversion was built, whether bollards or plates are in place, or whether either stretch is still carrying traffic in practice. The decree is the authority for the character of the street; the sign at the kerb is what you will be reading when you drive it.

🚨 The exemptions are real and this encoding cannot see them. Article 2.4 of the municipal regulation lets bicycles, emergency and utility vehicles, and the vehicles of residents and users of properties fronting the street who hold a legal off-street parking space use it around the clock, and lets supply vehicles use it between 22:00 and 09:00 and between 15:00 and 17:00. For any of those the rule above over-warns. 🚫 Over-warning is the safe direction and is why they are stated in `how_to_comply` rather than encoded as windows.

⚠️ The two stretches are not the city, and they are not even all of the pedestrian streets in it. The 2016 regulation governs «τους πεζοδρόμους των οικισμών του Δήμου Αλεξανδρούπολης (υφιστάμενους και μελλοντικούς)» — the municipality's existing and future pedestrian streets — which says plainly that others exist. This record holds the one conversion this project could source to the act that made it. 🆕 And two more are now named by the publisher rather than by this project: ΦΕΚ Β' 1775/10.04.2025 and ΦΕΚ Β' 2669/13.05.2026 both state that parts of οδός Ζαρίφη and of οδός Κουντουριώτου are already πεζόδρομοι under the current town plan, without citing the act that made them so. 🚫 The absence of any other Alexandroupoli street from this record is not permission to drive it.

🚨 A second, separate pedestrianisation exists in this city and is deliberately absent from this timetable. Each spring the municipality re-enacts an evening closure of the seafront and neighbouring central streets under the Highway Code, and each act covers one season only: 02/06/2024–17/09/2024 at 18:00–24:00, 16/05/2025–21/09/2025 at 20:00–01:00, and 22/05/2026–20/09/2026 at 20:00–01:00. Because the dates are re-set every year and the hours have already changed once, there is no recurring rule to encode — a «κάθε έτους» season renews itself and this one does not. The 2026 season closed on 20 September 2026. 🚫 Putting any of those windows on this rule would state as continuing something the publisher grants one year at a time.

⚠️ Each of those annual acts ends with «Με την εφαρμογή των συγκεκριμένων κυκλοφοριακών ρυθμίσεων, παύει κάθε άλλη προγενέστερη ρύθμιση πεζοδρόμησης» — on their application every earlier pedestrianisation regulation ceases. 🔑 That clause sits in a Highway Code traffic decision, and the conversion on this page is a town-planning decree. The same publisher has said the two are not interchangeable: in ΦΕΚ Β' 1775/10.04.2025 it refused item (δβ) of the municipal decision, a year-round pedestrianisation of οδός Δικαστηρίων, with the words «δεν εγκρίνεται με την διαδικασία του άρθρου 52 παρ. 1 του ν. 2696/1999». 🚫 This project prints the clause and prints its setting; it does not rule on whether a traffic decision could extinguish a decree, because no published act says that it did.

🚫 The street list in the 2016 act is a proposal and is deliberately not encoded. Under the heading «Άμεσες Πεζοδρομήσεις» that act names about a dozen streets — Χαρ. Τρικούπη, Μπότσαρη, Μπουμπουλίνας, Κύπρου, Διάκου, Κουντουριώτου, Γερβασίου, Μακράς Γέφυρας, Μαλγάρων and others — but its own words are «Οι νέες άμεσες πεζοδρομήσεις που προτείνονται για το έτος 2017», the pedestrianisations proposed for 2017, and a further list is headed «Οι μελλοντικές πεζοδρομήσεις που προτείνονται». A proposal for a year that is now nine years past is not a rule, and this project has not found an act that carried any of them into force.

Public holidays are not encoded, because neither act mentions them. Neither exempts a day or a date.

The schedule is derived from `hours` and carries no fact that is not in the two gazetted acts.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Alexandroupoli is the last Greek city on the road east before the Turkish border, the Egnatia Odos runs past it, and its harbour is the mainland end of the crossing to Samothraki — so a visiting driver usually arrives with a car and parks near the seafront.

Two published acts, seven years apart, decide what happens on the streets behind that seafront. 🔑 The first is a presidential decree of 21 October 2021, published in ΦΕΚ Δ' 855 on 30 November 2021, which amends the city's approved town plan at block Ο.Τ. 277 and turns two stretches into a pedestrian street eight metres wide: a stretch of οδός Νικ.

Φωκά from λεωφόρος Δημοκρατίας to οδός Ειρήνης, and a stretch of οδός Ειρήνης from οδός Νικ. Φωκά to οδός Ψαρρών. Like the Patras decree in this corpus it is a town-planning instrument rather than a traffic order: it does not order signs, it changes what those two stretches legally are, and the Highway Code then does the prohibiting.

Its Article 2 fixes force on publication with no condition attached, so the commencement date here is real. 🔑 The second is the municipality's own pedestrian-street regulation, «Κανονισμός λειτουργίας των πεζοδρόμων του Δήμου Αλεξανδρούπολης», gazetted in ΦΕΚ Β' 2549 on 18 August 2016 inside the approval of the second phase of the city's traffic study.

That regulation is what makes this record unusually complete for a Greek pedestrianisation: it says in its own first article that it governs the pedestrian streets of the municipality's settlements «υφιστάμενους και μελλοντικούς» — existing and future — and then sets out, clause by clause, who may drive on one, at what speed, and at what hours a shop may be resupplied. 🚨 Two limits belong next to all of that.

Five years have passed since the decree and it ordered no works, no signs and no completion date; this project holds nothing that says what is built at that junction today.

And the operative sentence of the decree cannot be read out of the gazette's own PDF — the column it sits in uses a subset font with no character map — so its wording below is quoted from the gazette's full-text search index instead, with the accents and capitals restored. That is stated wherever it matters rather than hidden. 🆕 A third strand was measured on 24 September 2026 and it does not change the rule above.

Alexandroupoli also closes its seafront and several central streets to vehicles on summer evenings — but by a separate act passed afresh every year under the Highway Code, not by the town plan.

ΦΕΚ Β' 3404/13.06.2024, ΦΕΚ Β' 1775/10.04.2025 and ΦΕΚ Β' 2669/13.05.2026 each approve one season, each names its own start and end date, and the evening window moved from 18:00–24:00 in 2024 to 20:00–01:00 in 2025 and again in 2026.

The 2026 season ended on 20 September 2026 and no act for 2027 had been gazetted when this was written, so none of it is encoded here as a timetable; it is set out under `how_to_comply` so that a driver arriving in summer knows to look for that year's act. 🔑 Those same acts also report, in passing, that parts of οδός Ζαρίφη and οδός Κουντουριώτου are already pedestrian streets under the current town plan — which is how this page learned that the conversion below is not the only one in the city centre.

Έβρου), στο Ο.Τ. 277», signed at Athens on 21 October 2021 by the President of the Republic and countersigned by the Deputy Minister of Environment and Energy

Daily charge

Nothing is charged and there is nothing to buy. The decree creates a pedestrian street in the approved town plan; it establishes no zone entered on payment, no permit, no camera and no tariff, and the word «τέλος» appears nowhere in it.

The 2016 municipal regulation is the same: it requires a permit for occupying the surface with scaffolding or with tables and chairs, which is a matter for a shopkeeper and not for a driver, and it prices nothing for driving through. A driver who is not entitled to be on οδός Νικ.

Φωκά is not short of a payment — the street is not for driving on, and the consequence is the Highway Code penalty recorded under `penalty`.

When it operates

The conversion itself has no hours, and that is the instrument's own shape rather than a fact this project failed to find. A town-planning decree does not set a timetable: it changes what a street is, permanently and for every hour of every day, until another decree changes it back.

ΦΕΚ Δ' 855/30.11.2021 prints no season, no weekday, no clock and no calendar date other than its own commencement. 🔑 What it does print, in Article 2, is the sentence most Greek acts in this corpus withhold: «Η ισχύς του παρόντος διατάγματος αρχίζει από τη δημοσίευσή του στην Εφημερίδα της Κυβερνήσεως» — force begins on publication in the gazette.

There is no clause tying anything to the placing of signs, because the decree orders no signs. 🔑 There is nevertheless one clock in this scheme, and it belongs to the other act.

Article 2.4 of the «Κανονισμός λειτουργίας των πεζοδρόμων του Δήμου Αλεξανδρούπολης», gazetted in ΦΕΚ Β' 2549/18.08.2016 and cited in full under `sources`, permits the movement of vehicles resupplying shops «Από τις 2200 έως 0900 και από τις 1500 έως 1700», in places marked for the purpose.

That window narrows who may drive there and when; it does not open the street to ordinary traffic at any hour, so it is not encoded as a window on the rule below but stated where a driver needs it, under `how_to_comply`.

Area covered

Two street stretches at block Ο.Τ. 277 in the centre of Alexandroupoli, a little inland from λεωφόρος Δημοκρατίας, the seafront avenue. In the decree's own words the town plan is amended «και ειδικότερα στο Ο.Τ.

🚨 Only item β is this record.

Item α moves a building line by one metre, which changes where a wall may stand and not where a car may go; it is stated here because the same article carries both and a reader who meets the decree elsewhere should know which half this page is about. 🚨 The quotation above could not be taken from the gazette PDF.

Measured on 2026-09-24, the column of page 11201 carrying the recitals and Article 1 is set in a subset font with no /ToUnicode map: the reader returns 9 880 characters from the issue and that passage is not among them, and three strings drawn from it were put to the monitor and all three answered [MISS].

The text is therefore quoted from the gazette's own full-text search index, which publishes it in lower case with the accents stripped; the accents and capitals here are restored, and what is being quoted is the index's content rather than its spelling. 🚫 No measurement of any kind is published beyond the eight-metre width — no length, no area, no coordinate, not one ΕΓΣΑ 87 pair.

The extent is given by street names, by end points and by one original 1:200 diagram certified under act 85100/2021 of the Directorate of Topographic Applications, published with the decree only in photo-reduction. 🆕 Added on 2026-09-24, after the record was first written, and reported rather than encoded: two later decisions of the same Αποκεντρωμένη Διοίκηση state in passing that other central streets are already pedestrian under the same plan.

ΦΕΚ Β' 1775/10.04.2025 and ΦΕΚ Β' 2669/13.05.2026 both say of οδός Ζαρίφη that, outside the stretch they close, «το υπόλοιπο τμήμα της οδού είναι χαρακτηρισμένος πεζόδρομος σύμφωνα με το ισχύον Ρυμοτομικό Σχέδιο Αλεξανδρούπολης», and of οδός Κουντουριώτου that beyond the stretch they close «το υπόλοιπο τμήμα της είναι πεζόδρομος». 🚫 Neither sentence is a boundary and neither is encoded as a rule on this page: this project has not found the act that converted either street, and what is published here is that two named decisions, of 2025 and of 2026, report them as converted. 🔑 One of the two, Κουντουριώτου, stands on the 2016 list of streets this record refuses to treat as rules — so that refusal was right about the 2016 act and something later carried the street into force.

Εθνικό Τυπογραφείο — Εφημερίδα της Κυβερνήσεως, ΦΕΚ Δ' 855/30.11.2021, Article 1 of the decree and its reference to the certified 1:200 diagram. The wording of Article 1 itself is quoted from the gazette's full-text search index, the passage being unreadable in the PDF

Why there is no map here
The geometry was published and cannot be read — the Patras, Kozani and Nafplio finding rather than the Agia one. Article 1 of the decree certifies one «πρωτότυπο διάγραμμα σε κλίμακα 1:200», approved by the Head of the Directorate of Topographic Applications under act 85100/2021, and states that a copy is published with the decree in photo-reduction: «του οποίου αντίτυπο σε φωτοσμίκρυνση δημοσιεύεται με το παρόν διάταγμα». It is page 11203 of ΦΕΚ Δ' 855. Measured on 2026-09-24, that page yields zero extractable characters below its running head, while the decree's own prose on pages 11201 and 11202 and the unrelated second item on page 11204 do yield text. So the drawing that defines the converted extent exists in the published issue as an image and cannot be turned into a boundary from it. 🚫 No boundary was derived from the street names either: a line drawn between λεωφόρος Δημοκρατίας, οδός Ειρήνης and οδός Ψαρρών would be this project's line rather than the publisher's, and D-096 forbids presenting it as the latter. ⚠️ Pages 11205 to 11228 of the same issue are also silent, but they belong to the second item in the issue — a road-alignment reservation in Thessaly that has nothing to do with Alexandroupoli — and are not counted here.

The authority's own map: Υπουργείο Περιβάλλοντος και Ενέργειας, Διεύθυνση Τοπογραφικών Εφαρμογών…

Petrol standard

This scheme sets no emission threshold, and the absence is structural rather than unrecorded. A pedestrianisation asks whether a vehicle may be on the street at all, not what comes out of its exhaust, and a town-planning decree is further still from an emission instrument: it amends a ρυμοτομικό σχέδιο under the Basic Town Planning Code and the New Building Regulation, neither of which contains an emission criterion.

The municipal pedestrian-street regulation distinguishes vehicles by errand and by gross weight, never by engine or Euro class.

Diesel standard

The same as for petrol, and for the same structural reason. No Euro class, fuel type or registration year appears anywhere in either act. The only vehicle property either of them measures is gross weight: article 2.5 of the 2016 regulation bars vehicles over 3.5 tonnes from a pedestrian street, which is a size limit and not an emission limit.

Penalty if you do not comply
€350.00 The chain turns on one word, as it did at Patras. The Highway Code prohibits driving «σε πλατείες, πεζόδρομους, πεζοδρόμια», and the question on every Greek page in this corpus is whether the local act's own word is the Code's noun «πεζόδρομος». Here both acts use it. The decree's operative words are «τη μετατροπή σε πεζόδρομο πλάτους οκτώ (8) μέτρων», and the 2016 municipal regulation is titled «Κανονισμός λειτουργίας των πεζοδρόμων του Δήμου Αλεξανδρούπολης» and declares in its article 1.3 that it is drawn under article 52 §3 of the Highway Code. 🔑 The figures below were read from the statute for this cycle rather than inherited: article 20 §4 of ν. 5209/2025 forbids a driver to circulate on pedestrian streets «εκτός από περιπτώσεις απολύτου ανάγκης ή όταν ειδικές ρυθμίσεις το επιτρέπουν»; article 20 §8 β) classifies a breach of §4 «στην κατηγορία Ε3-Β και στην κατηγορία Σ»; article 108 §5 γ) γα) prices it at «διοικητικό πρόστιμο τριακοσίων πενήντα (350) ευρώ», §5 γ) γβ) adds withdrawal of the driving licence and of the vehicle's registration documents for thirty (30) days, and §5 δ) adds a further forty (40) days' withdrawal for the category Σ classification. The municipal regulation points at the same statute rather than setting its own tariff: article 6.1 says offenders are punished, for movement and parking matters, «σύμφωνα με τις διατάξεις του ΚΟΚ», and article 7 names the Δημοτική Αρχή, its municipal police included, as the body that checks and imposes. Article 6.2 adds that a vehicle's keeper owes the municipality for damage caused on the pedestrian street, which is a civil liability on top of the fine and not a second fine. ⚠️ For a visitor in a hire car, the measure against the vehicle's registration documents is a matter between the renter and the rental company that the Code does not address. 🚨 Two honest limits. The decree's operative wording could not be read out of the gazette PDF and is quoted from the gazette's search index, so the word the chain turns on is sourced to the publisher's index rather than to the publisher's page image. And the decree ordered no sign and set no signing programme, so this project cannot tell you what plate or bollard stands at οδός Νικ. Φωκά today, five years on.Source: Εθνικό Τυπογραφείο, read 2026-09-24

Εθνικό Τυπογραφείο — Εφημερίδα της Κυβερνήσεως, ΦΕΚ Α' 100/13.06.2025: ν. 5209/2025, «Κώδικας Οδικής Κυκλοφορίας». Article 2 §56 for the definition of a pedestrian street and for the abutting-property entry and exit it allows; article 20 §4 and §8 β) for driving on one and for the category it falls in; article 108 §5 γ) and δ) for the tariff and the licence measures

How to comply
  • Do not drive the converted stretches at Ο.Τ. 277 in central Alexandroupoli: οδός Νικ. Φωκά between λεωφόρος Δημοκρατίας and οδός Ειρήνης, and οδός Ειρήνης between οδός Νικ. Φωκά and οδός Ψαρρών. The decree gives the converted width as eight metres.
  • 🔑 The cross streets that name the ends are not closed. Λεωφόρος Δημοκρατίας, the seafront avenue, and οδός Ψαρρών are how the decree says where each converted stretch starts and stops; they are the boundary, not the subject. Οδός Ειρήνης is both: it names the end of the Νικ. Φωκά stretch and is itself converted between Νικ. Φωκά and Ψαρρών.
  • 🔑 The municipality publishes who may drive on one of its pedestrian streets, and the list is worth knowing. Article 2.4 of the «Κανονισμός λειτουργίας των πεζοδρόμων του Δήμου Αλεξανδρούπολης» (ΦΕΚ Β' 2549/18.08.2016) allows, around the clock: bicycles, provided their speed does not exceed that of pedestrians; ambulances of the ΕΚΑΒ, refuse vehicles of suitable size, police, fire-service and public-utility vehicles; and the vehicles of residents or users of properties fronting the pedestrian street who have a lawful off-street parking space — a pilotis, a yard, a garage — driven at no more than walking pace, with pedestrians having priority in every case, with any reversing guided by someone on foot and with turning on the spot forbidden. Disabled-badge parking is allowed around the clock in bays marked for it.
  • 🔑 If you are delivering to a shop, the window is «Από τις 2200 έως 0900 και από τις 1500 έως 1700» — 22:00 to 09:00 and 15:00 to 17:00 — in places marked for the purpose. 🚫 That window is for supply vehicles resupplying shops and is not a general opening of the street.
  • ⚠️ Vehicles over 3.5 tonnes gross weight are barred outright by article 2.5, other than heavier non-tracked vehicles whose use is strictly necessary while a building is being put up or taken down, and then only under a specific permit from the municipality's Technical and Building Service.
  • 🔑 One access right comes from the Highway Code rather than from either local act. Article 2 §56 of ν. 5209/2025 defines a pedestrian street as one used exclusively by pedestrians «και για είσοδο - έξοδο οχημάτων προς και από χώρους στάθμευσης παρόδιων ιδιοκτησιών και παρόδιων χρήσεων» — and for vehicles entering and leaving the parking of abutting properties and abutting uses. The municipal regulation's residents' clause says the same thing in the municipality's own words, and article 20 §4 adds the general exception for cases of absolute necessity or where special regulations permit.
  • 🚨 Expect the ground to be the thing you actually obey. The decree took effect on 30 November 2021 and ordered no signs. This project has not verified what is built or signed on either stretch and cannot do so from the gazette. The 2016 approval that carries the regulation was itself granted on the condition that its measures take effect «από την τοποθέτηση των οικείων πινακίδων σήμανσης ή/και διαγραμμίσεων στο οδόστρωμα» — from the placing of the relevant signs or road markings — and this project holds no evidence about which signs went up or when.
  • ⚠️ If you arrive by ferry from Samothraki or drive in off the Egnatia Odos, park on the seafront side and walk in. The converted stretches are one block behind λεωφόρος Δημοκρατίας, which is not itself restricted by this scheme.
  • 🚫 Nothing here says the rest of Alexandroupoli is unrestricted, and the gazette now names two more streets. The municipality's own regulation applies to the pedestrian streets of its settlements, existing and future, so others exist; and the 2025 and 2026 seasonal acts state that parts of οδός Ζαρίφη and of οδός Κουντουριώτου are already πεζόδρομοι under the current town plan, all year. This record holds the one conversion this project could source to the act that made it, which is a distinction worth keeping: those other two are reported by the publisher, not created by the decree cited here.
  • 🚨 In summer the centre is closed to vehicles in the evening — but by a fresh act each year, and the 2026 one has run out. Three consecutive approvals put the same scheme on the same streets and none of them renews itself: ΦΕΚ Β' 3404/13.06.2024 ran it «από 02/06/2024 έως 17/09/2024 και ώρες από 18:00 έως 24:00»; ΦΕΚ Β' 1775/10.04.2025 ran it from Friday 16/05/2025 to Sunday 21/09/2025 «και ώρα από 20:00 έως ώρα 01:00»; ΦΕΚ Β' 2669/13.05.2026 ran it from Friday 22-05-2026 to Sunday 20-09-2026, «και ώρες από 20:00 έως 01:00 καθημερινά». ⚠️ Measured on 24 September 2026, the 2026 period had ended four days earlier and no 2027 act had been gazetted. 🚫 The dates move every year and the hours have already moved once, so no window from those acts is stated here as continuing and none should be assumed for next summer: look for the current year's act before you rely on any of it.
  • 🔑 The streets that summer act closes are not the ones this page is about, and knowing which is which saves a wrong turn. In 2026 the evening ban covered οδός Β. Αλεξάνδρου και Απολλωνιάδος from the «Φώτης Κοσμάς» car park to οδός Κύπρου in both directions; οδός Ζαρίφη from οδός Σωκράτη Οικονόμου to οδός Β. Αλεξάνδρου; οδός Κουντουριώτου from λεωφόρος Δημοκρατίας to οδός Ειρήνης; and οδός Δικαστηρίων from οδός Κύπρου to οδός Ψαρών and from οδός Τζαβέλλα to οδός Αθ. Διάκου. ⚠️ The list is not fixed either — in 2025 the Δικαστηρίων stretch started at οδός Καραϊσκάκη rather than at οδός Κύπρου. 🔑 While that ban is on, the acts say the municipality's «Κανονισμός λειτουργίας πεζοδρόμων (35/2020 ΑΠΖ)» governs access for residents, goods vehicles, emergency vehicles and disabled drivers, and the 2025 act adds that on οδός Β. Αλεξάνδρου police vehicles may pass in every case, emergency or not.
  • Nothing is payable and nothing is to be bought in advance. There is no permit, no registration and no charge attached to driving here.
