Driving in Emporeios Nisyrou: Limited traffic zone

Emporeios Nisyrou, Greece · Limited traffic zone

Official name «Απαγόρευση εισόδου στα μοτοποδήλατα στην Νικειά και τον Εμπορειό» — the third operative measure of αριθμ. 20241/ΜΟΕ of the Αποκεντρωμένη Διοίκηση Αιγαίου, «Έγκριση κυκλοφοριακών ρυθμίσεων στους οικισμούς του Δήμου Νισύρου», signed at Piraeus on 2 April 2018 and published as ΦΕΚ Β' 1401/25.04.2018

In force in Emporeios Nisyrou right nowTuesday, 13 October 2026 at 12:05 · Europe/Athens

  • In force Every μοτοποδήλατο entering Εμπορειός. The act orders sign Ρ-12, which ν. 5209/2025 article 7 §3 ιβ) defines as «Απαγορεύεται η είσοδος στα μοτοποδήλατα», and article 4 §36 fixes what that class is: a light motor vehicle of two, three OR FOUR wheels with a maximum design speed of 45 km/h — the two-wheeled moped L1e-B, the three-wheeled L2e, the powered cycle L1e-A whose assistance exceeds 0,25 kW, and the light quadricycle L6e of up to 425 kg with up to two seats. 🚫 It does NOT cover a motorcycle: that is Ρ-10, and the municipality did not order it. 🚫 Nor a bicycle: that is Ρ-11, also not ordered, and article 4 §59 keeps a cycle with 0,25 kW of assistance inside the bicycle class.

🔑 There are no hours in this timetable because the act contains none. Within the seasons the ban is continuous, day and night; `windows` is empty, which this schema reads as all day.

🚨 THIS RULE BINDS ONE CLASS OF VEHICLE AND NOT THE REST OF TRAFFIC. The sign is Ρ-12, «Απαγορεύεται η είσοδος στα μοτοποδήλατα». A car, a van, a lorry and a motorcycle are outside it. 🚫 Nobody may widen this rule to motor vehicles generally: that sign exists, it is Ρ-19, and this same act ordered it for a different village.

🚨 BUT THE CLASS IS WIDER THAN THE ENGLISH WORD. Under ν. 5209/2025 article 4 §36 a μοτοποδήλατο may have four wheels: «δ) το ελαφρύ τετράκυκλο (L6e)», up to 425 kg and two seats. A driver of a light quadricycle is inside this rule even though nothing about the vehicle looks like a moped.

🚨 March and April answer `unknown` rather than yes or no, and that is the honest state of this record. The act's second period is Σάββατο του Λαζάρου to Κυριακή του Θωμά, which moves with Orthodox Easter, and no calendar in this corpus can date it. A verdict for those two months would be invented either way.

⚠️ The delivery carve-out is not encoded, because it has no hours to encode. The act says «με εξαίρεση της χρονικής περιόδου τροφοδοσίας καταστημάτων» and never states when that is. 🚫 It is also not a general opening: it is the supply period of the village's shops, and a hired scooter is not inside it whatever hour it turns out to be.

🚨 This timetable cannot tell you whether the rule has commenced. Condition 3 of the approval makes the measures effective «από την τοποθέτηση των οικείων πινακίδων σήμανσης, των σηματοδοτών ή των διαγραμμίσεων στο οδόστρωμα» — from the placing of the signs — and no publisher has dated that. A verdict of "in force" here means "in force whenever the signs are up", which is why `effective_from` is null.

This covers the third operative measure of the act as it applies to Εμπορειός and nothing else. The same measure closes Νικειά, 3,3 km south, under one signpost of its own and has its own page. The same act closes Μανδράκι to every motor vehicle under Ρ-19, forbids parking on five named routes there under Ρ-39, and signs four Π-31 car parks and three bicycle stands. None of those is encoded here and none of them may inherit this rule.

Public holidays are not encoded as exemptions, because the act exempts none. It does the opposite: it uses two moveable feast days to EXTEND the closure. 15 August falls inside the printed summer season.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Εμπορειός is a village on Nisyros, a small island in the Dodecanese, and for six months of the year one class of vehicle may not enter it.

Two signposts carry it here, at positions the act fixes in ΕΓΣΑ 87 coordinates, and two supplementary plates on each post print the periods. 🚨 «ΜΟΤΟΠΟΔΗΛΑΤΟ» IS NOT THE WORD A DRIVER THINKS IT IS, AND THAT IS THE WHOLE POINT OF THIS PAGE. In English the sign reads "no mopeds" and a reader with four wheels drives on.

Greek law defines the class by performance, not by shape. Measured on ν. 5209/2025 on 2026-09-28, article 4 §36 says «Μοτοποδήλατο: ελαφρύ μηχανοκίνητο δίκυκλο, τρίκυκλο ή τετράκυκλο όχημα, με μέγιστη σχεδιαστική ταχύτητα σαράντα πέντε (45) χιλιομέτρων την ώρα», and it lists four members.

One of them is «δ) το ελαφρύ τετράκυκλο (L6e), με μάζα σε κατάσταση ετοιμότητας προς κυκλοφορία μικρότερης από ή ίσης με τετρακόσια είκοσι πέντε χιλιόγραμμα (425 kg) … και διαθέτουν έως δύο (2) θέσεις καθίσματος». A light quadricycle has four wheels, a body, a roof and two seats. Under this sign it is a moped, and it may not come in. 🔑 AND THE OTHER END OF THE CLASS IS AN ELECTRIC BICYCLE.

The same article lists «γ) το μηχανοκίνητο δίκυκλο (L1e-A) … ποδήλατα που έχουν σχεδιαστεί για ποδηλάτηση, με βοηθητική μηχανή πρόωσης … μικρότερη από ή ίση με ένα κιλοβάτ (1 kW)», while §59 defines «Ποδήλατο» as a cycle whose electric assistance is «μέγιστης συνεχούς ονομαστικής ισχύος μηδέν κόμμα είκοσι πέντε κιλοβάτ (0,25 kW)» and cuts out at 25 km/h.

So the line runs through the motor: at or below 0,25 kW you are a bicycle and the sign does not concern you; above it, up to 1 kW, you are a μοτοποδήλατο and it does. 🚫 A MOTORCYCLE IS NOT BARRED HERE, AND THAT IS A CHOICE THE SAME AUTHORITY MADE IN THE SAME DOCUMENT. The Code has Ρ-10 «Απαγορεύεται η είσοδος στις μοτοσικλέτες» and Ρ-11 for bicycles, and the municipality ordered neither.

In the first measure of this very act it ordered Ρ-19, which bars every motor vehicle, for the village of Μανδράκι, 3,8 km away. Here it ordered Ρ-12 and nothing else. 🚫 Do not read this page as a general closure: a car, a van and a 125 cc motorcycle are all outside it.

The meaning of «μοτοποδήλατο» and the contrast with Ρ-10 and Ρ-11 are from ν. 5209/2025, cited separately below.

Daily charge

Nothing is charged and there is nothing to buy.

The measure is a κυκλοφοριακή ρύθμιση whose operative word is «απαγόρευση εισόδου» — a prohibition of entry — and no permit, sticker, resident pass, visitor pass or price appears anywhere in the act or in the seven conditions attached to its approval. 🚫 Do not read the absence of a price as free access for a moped: during the closed months there is no way to buy your way in.

What the act offers instead is somewhere else to leave the vehicle, and it offers that only at Μανδράκι — the four Π-31 parking areas it signs are at the entrance and edge of that village, 3,8 km away, and none is signed here.

When it operates

All day, every day, from 1 May to 31 October — and again over the Orthodox Easter period. The act gives seasons and no clock: «την περίοδο από 1η Μαΐου μέχρι και 31 Οκτωβρίου κάθε έτους και την περίοδο από Σάββατο του Λαζάρου μέχρι και Κυριακή του Θωμά κάθε έτους».

Both ends of the summer season are whole days, so there are no part-months, and within those months there is no hour at which the village opens to a moped. 🚨 THE SECOND PERIOD MOVES AND THIS PROJECT CANNOT DATE IT. Σάββατο του Λαζάρου and Κυριακή του Θωμά are the Saturday before Palm Sunday and the Sunday after Easter in the Orthodox calendar, and Orthodox Easter is not on the same date two years running.

This corpus holds holiday calendars for England and Wales, France, Catalonia and two Swedish cities and none for Greece, so it cannot turn those two names into days. 🚫 It does not guess them: the schedule answers `unknown` for March and April rather than telling a rider a closure is off in a week when it may be on. ⚠️ THE ONE CARVE-OUT THE ACT NAMES, IT NEVER PRINTS: «με εξαίρεση της χρονικής περιόδου τροφοδοσίας καταστημάτων» — except the period when shops are supplied.

The act uses the same phrase for its Μανδράκι closure and for its parking measure, and in none of the three does it state a start or an end.

There is therefore a window in every closed day that this record cannot give you, and it belongs to the delivery of goods to the village's shops. 🚫 Nothing here may be read as a general morning opening for a hired scooter. 🔑 THE PLATES ON THE POSTS ARE WHERE THE PERIODS ARE ACTUALLY PRINTED.

The act orders «δυο πρόσθετων πινακίδων αναγραφής της χρονικής περιόδου των ανωτέρω απαγορεύσεων εισόδου μοτοποδηλάτων, στον ίδιο ιστό» — two supplementary plates, on the same post, stating the periods. They print the season, not an exempt class of vehicle; read them when you reach the sign.

Area covered

The village of Εμπορειός, entered at two signed points. The act names the place and nothing smaller — «στην Νικειά και τον Εμπορειό» — and then fixes where the signs stand: «στις θέσεις με ενδεικτικές συντεταγμένες σε ΕΓΣΑ '87 όπως παρακάτω», a table headed «ΣΗΜΕΙΑ Χ Υ ΠΙΝΑΚΙΔΑ» with three rows. The first two are this village's: «1 783875 4055395» and «2 784138 4055266», each carrying «Ρ-12 ΜΕ ΠΡΟΣΘΕΤΕΣ ΠΙΝΑΚΙΔΕΣ».

The third, «784279 4052118», belongs to Νικειά. ⚠️ THE ACT CALLS ITS OWN COORDINATES INDICATIVE, AND THIS RECORD REPEATS THE WORD RATHER THAN QUIETLY DROPPING IT. «Ενδεικτικές συντεταγμένες» is the publisher's own qualifier.

The three pairs fix roughly where three posts stand; they are not a boundary, they do not draw one, and the act never claims they do. What defines the regulated place is the name of the village.

Converted only as an internal check, the two points here lie about 290 m apart and each about 390 m from the centre of the village, on its southern side — so they read as two approaches into one settlement rather than as the ends of a street. 🔑 THE ONLY MEASURE IN THIS ACT WITH COORDINATES IS THE ONE WITH NO PLAN.

Every earlier measure is tied to a drawing: «Οι θέσεις των ρυθμιστικών πινακίδων σήμανσης των παραπάνω κυκλοφοριακών ρυθμίσεων θα είναι σύμφωνες με τις εμφανιζόμενες στο επισυναπτόμενο θεωρημένο σχέδιο Χ.45 με τίτλο "Μελέτη Κυκλοφορίας, Στάθμευσης και Ανάπλασης Δημοσίων Χώρων σε Μανδράκι και Πάλους της Νισύρου"» — and that sentence closes immediately before this measure opens. The plan is for Μανδράκι and Πάλοι.

Νικειά and Εμπορειός are in neither its title nor its sheets, which is presumably why this measure had to print a coordinate table of its own. ⚠️ NO STREET CAN BE NAMED HERE, AND THAT IS THE MAP'S SILENCE RATHER THAN THE ACT'S. Queried on 2026-09-28, OpenStreetMap carries three ways within 120 m of the act's first two points and every one of them is a footway, a path or a flight of steps, all unnamed.

A wider sweep of the island between the two villages returns 26 drivable ways — tertiary, unclassified, service and track — of which exactly one carries a name, the road to the crater. So the village is reachable and the map simply does not name its lanes; an absence in OpenStreetMap is not a contradiction of the gazette.

Εθνικό Τυπογραφείο — Εφημερίδα της Κυβερνήσεως, ΦΕΚ Β' 1401/25.04.2018, αριθμ. 20241/ΜΟΕ: the named extent of the third measure, its ΕΓΣΑ 87 table with the publisher's own «ενδεικτικές» qualifier, and the sentence tying the preceding measures to certified plan Χ.45 for Μανδράκι and Πάλοι

Why there is no map here
No geometry exists for this measure and the act says as much by what it attaches. The certified plan the issue carries, Χ.45, is titled «Μελέτη Κυκλοφορίας, Στάθμευσης και Ανάπλασης Δημοσίων Χώρων σε Μανδράκι και Πάλους της Νισύρου», and the sentence binding sign positions to it closes the measures for those two places immediately before this measure begins. Εμπορειός appears in neither the plan's title nor, so far as the four drawing sheets of pages 15236–15239 show, its content: those sheets were measured on 2026-09-27 for this corpus's Μανδράκι record and are keyed to that village's numbered positions. ⚠️ What this measure publishes instead is three ΕΓΣΑ 87 pairs that the act itself calls «ενδεικτικές» — indicative. Two of them stand here, about 290 m apart. A point that its own publisher declines to call exact cannot be inflated into a polygon, and two points do not enclose a village. 🚫 Drawing the Δήμος Νισύρου relation would be the opposite error: the municipality is the whole island, and this measure names two villages of it. The city-level warning stands instead, and the regulated extent is stated in words — the village, whole.

Petrol standard

This scheme sets no emission threshold, and the absence is structural rather than unrecorded. The measure asks where you are, what month it is and what class of vehicle you are riding. No Euro class, no fuel type and no registration year appears anywhere in the act. A brand-new moped is barred from Εμπορειός in July exactly as a twenty-year-old one is.

Diesel standard

The same as for petrol, and for the same structural reason: the act contains no emission class of any kind, for any fuel. ⚠️ Worth stating explicitly here because the vehicle class the ban covers can be electric — the Code's «μοτοποδήλατο» is defined by design speed and power, and article 4 §36 counts electric machines by their «μέγιστη συνεχής ονομαστική ισχύς». An electric scooter-class moped is inside this closure.

Penalty if you do not comply
€150.00 €150 AND twenty days without a driving licence. The act prints no figure; every step below was read on the statute on 2026-09-28 for this record rather than inherited from this corpus's other Greek pages.Source: Εθνικό Τυπογραφείο, read 2026-09-28

Εθνικό Τυπογραφείο — Εφημερίδα της Κυβερνήσεως, ΦΕΚ Α' 100/13.06.2025: ν. 5209/2025, «Κώδικας Οδικής Κυκλοφορίας» — article 7 §11 ε), which names Ρ-12 explicitly among the signs whose breach «κατατάσσονται στην κατηγορία Ε2-Β», and article 108 §5 β), which prices Ε2-Β. Article 7 §3 ιβ) supplies the sign's meaning, §3 ι) and §3 ια) the two signs the municipality did not order, and article 4 §36 and §59 the boundary of the vehicle class.

How to comply
  • From 1 May to 31 October, do not ride a moped into Εμπορειός. The ban covers the village and runs day and night; there is no hour at which it lifts for a moped.
  • 🚨 FIRST WORK OUT WHETHER YOUR VEHICLE IS A «ΜΟΤΟΠΟΔΗΛΑΤΟ», BECAUSE THE GREEK CLASS IS WIDER THAN THE ENGLISH WORD. Article 4 §36 of ν. 5209/2025 defines it as a light motor vehicle of two, three or four wheels with a maximum design speed of 45 km/h, and lists the two-wheeled L1e-B up to 50 cm³ or 4 kW, the three-wheeled L2e, the powered cycle L1e-A, and «δ) το ελαφρύ τετράκυκλο (L6e)» — a light quadricycle up to 425 kg with up to two seats. 🚫 If you hired a small four-wheeled town car on the island, check its category before you ride up here: four wheels and a roof do not put you outside this sign.
  • 🔑 An ordinary electric bicycle is not caught; a powerful one is. Article 4 §59 keeps a cycle inside the bicycle class while its assistance is «μέγιστης συνεχούς ονομαστικής ισχύος μηδέν κόμμα είκοσι πέντε κιλοβάτ (0,25 kW)» and cuts out at 25 km/h. Above that, up to 1 kW, article 4 §36 γ) makes it a μοτοποδήλατο — and this sign then applies to it.
  • 🚫 A motorcycle is not barred from Εμπορειός by this act. The Highway Code's sign for that is Ρ-10, «Απαγορεύεται η είσοδος στις μοτοσικλέτες», and the municipality did not order it; nor Ρ-11 for bicycles. What it ordered here is Ρ-12 and nothing else. ⚠️ Do not generalise from this corpus's Μανδράκι page: that village, 3,8 km away, is closed to every motor vehicle under a different sign in the same act.
  • There are two posts, not one. The act fixes «ενδεικτικές συντεταγμένες» for both — 783875/4055395 and 784138/4055266 — and each carries a vertical Ρ-12 with «δυο πρόσθετων πινακίδων αναγραφής της χρονικής περιόδου … στον ίδιο ιστό». Whichever way you come in, read the plates: that is where the dates are written on the ground.
  • 🚨 Check the Orthodox Easter date for your year before you rely on the season. Besides the summer months the act closes the village «από Σάββατο του Λαζάρου μέχρι και Κυριακή του Θωμά» — the Saturday before Palm Sunday to the Sunday after Easter. Those days move, this project holds no Greek calendar, and a week that looks like ordinary April can be inside the closure.
  • ⚠️ There is a delivery period and this record cannot tell you when it is. The act suspends the ban «με εξαίρεση της χρονικής περιόδου τροφοδοσίας καταστημάτων» and never prints the hours. 🚫 Do not treat it as a morning opening for visitors: it is the supply time of the village's shops.
  • The other village in the same sentence is Νικειά, 3,3 km south, closed to the same class in the same seasons under one signpost of its own. It has its own page in this corpus.
  • If you are stopped, the cost is not only the fine. Measured on ν. 5209/2025 on 2026-09-28: article 7 §11 ε) lists «Ρ-7, Ρ-8, Ρ-9, Ρ-10, Ρ-11, Ρ-12, Ρ-13, Ρ-14, Ρ-18, Ρ-19, …» and their combination «με πρόσθετες πινακίδες» in category Ε2-Β, and article 108 §5 β) prices Ε2-Β as «το διοικητικό πρόστιμο της υποκατηγορίας Ε2-Α», which is «εκατόν πενήντα (150) ευρώ», «και το διοικητικό μέτρο αφαίρεσης της άδειας οδήγησης για είκοσι (20) ημέρες». 🔑 The combination clause matters here: these signs are ordered with two plates under each, and the Code prices the combination exactly as the bare sign.
  • The approval's own condition 3 puts the measure on the ground before it binds: «Τα μέτρα που λαμβάνονται με την παρούσα απόφαση να ισχύουν από την τοποθέτηση των οικείων πινακίδων σήμανσης, των σηματοδοτών ή των διαγραμμίσεων στο οδόστρωμα». The signs on the road are what tell you the closure is live; no publisher has dated their placing.
