Driving in Heraklion: Limited traffic zone

Heraklion, Greece · Limited traffic zone

1809 of the Συντονίστρια of the Αποκεντρωμένη Διοίκηση Κρήτης, signed at Heraklion on 12 August 2019 and published as ΦΕΚ Β' 3291/27.08.2019

In force in Heraklion right nowTuesday, 13 October 2026 at 12:04 · Europe/Athens

  • In force Every vehicle entering the moat or the walls. The act's own words are «όλα τα οχήματα» and the sign it orders is Ρ-8, which ν. 5209/2025 article 7 §3 η) defines as «Κλειστή οδός για όλα τα οχήματα και προς τις δύο κατευθύνσεις». No class is carved out on the plate: the act orders no supplementary πρόσθετη πινακίδα of any kind, so there is no «εκτός» line under it to read.

🔑 There are no hours in this timetable because the act contains none. It calls its measures «μόνιμες» — permanent — and prints no opening time, so the closure runs all day, every day.

🚨 THE ONE ACCESS SENTENCE IN THIS ACT IS A CONDITION ON THE MUNICIPALITY, NOT AN EXEMPTION ON THE SIGN, AND THE DIFFERENCE MATTERS TO A DRIVER. Condition 4 of the approval reads «θα πρέπει να εξασφαλισθεί η πρόσβαση όλων των περιοίκων και των οχημάτων έκτακτης ανάγκης σε όλες τις κατοικίες/ιδιοκτησίες/επιχειρήσεις της περιοχής» — the authority requires the municipality to design the scheme so that residents and emergency vehicles can still reach every dwelling, property and business in the area. It binds whoever puts the signs up. 🚫 It is not a class written on the plate, it names no vehicle you could show at a checkpoint, and nothing in this act says how it was satisfied. Nobody may encode it here as a resident exemption.

🚫 Ρ-8 CARRIES NO BUILT-IN EXCEPTION, UNLIKE Ρ-55. The Code writes the pedestrian-street exceptions — emergency vehicles, and access to your own property — into the text of Ρ-55 itself. Ρ-8 has nothing of the kind, and neither does Ρ-7. A reader who has seen this corpus's Greek πεζόδρομος pages must not carry their carve-outs across to this one.

🚨 This timetable cannot tell you whether the rule has commenced on any given stretch. The act binds commencement to two things it does not date: the placing of the signs, and prior arrangement with the police directorate. A verdict of "in force" here means "in force wherever the Ρ-8 plates stand", which is why this record states no start date.

Public holidays are not encoded as exemptions, because the act names none — and it names no ordinary day either. A permanent closure with no clock has nothing for a holiday calendar to modify.

⚠️ The extent is a monument, not a street list, and this timetable says nothing about the roads that run outside the walls. The act regulates «την Τάφρο και τα Ενετικά Τείχη … στους χώρους όπως αποτυπώνονται στο συν. σχ. 16». The boulevards on the outer side of the circuit are not named in it, and nobody may read this rule onto them.

Operating times only, read from the source below. It does not check your vehicle.

What applies

The Venetian fortifications of Heraklion — the walls and the moat that runs round the old town — are closed to every vehicle, permanently. The approval is short and it is not hedged: «Την έγκριση του μέρους της απόφασης 344/2019 του Δημοτικού Συμβουλίου Ηρακλείου που αφορά μέτρα για την απαγόρευση της εισόδου σε όλα τα οχήματα στην Τάφρο και τα Ενετικά Τείχη Ηρακλείου Κρήτης».

The Αποκεντρωμένη Διοίκηση Κρήτης calls the measures «μόνιμες κυκλοφοριακές ρυθμίσεις» — permanent — and prints no season, no clock and no day of the week anywhere in the act. 🔑 THE SIGN THE COUNCIL ORDERED IS Ρ-8, AND THE CODE'S WORDS FOR IT ARE STRONGER THAN THE ACT'S OWN PROSE.

The gazette quotes the municipal paragraph verbatim: «Η απαγόρευση της εισόδου των οχημάτων θα γίνει με την τοποθέτηση κατακόρυφης σήμανσης Ρ8». Under ν. 5209/2025 article 7 §3, «η) Ρ-8: Κλειστή οδός για όλα τα οχήματα και προς τις δύο κατευθύνσεις» — road closed to all vehicles, in both directions.

The neighbouring code, Ρ-7, is the one whose legend is «Απαγορεύεται η είσοδος σε όλα τα οχήματα», which is the phrase the authority uses in its own sentence.

The two are priced identically, so nothing about the penalty turns on it, but the plate a driver meets on the ground says closed, not no-entry, and it was ordered as new signage: the act's published plan labels its positions «ΝΕΑ ΠΙΝΑΚΙΔΑ Ρ-8». 🚨 THIS IS THE PLACE A VISITING DRIVER ASSUMES IS PARKING, AND THE PAPER TRAIL IN THE ACT IS ENTIRELY ABOUT THAT ASSUMPTION.

The moat is a chain of open ground round the old town — gardens, sports grounds, the Kazantzakis tomb on the Martinengo bastion, an open-air theatre — and cars had been using it.

The act's own preamble records the Ministry of Culture refusing, in 2014, «αιτήματος … για τη λειτουργία υπαίθριων χώρων στάθμευσης στην περιοχή της τάφρου των ενετικών τειχών Ηρακλείου», a municipal request to run car parks there; then council decision 701/2017, «Έγκριση μέτρων για την απαγόρευση της στάθμευσης οχημάτων στην περίμετρο της τάφρου και των ενετικών τειχών Ηρακλείου»; and then «το γεγονός ότι υπάρχει επαναλαμβανόμενη αλληλογραφία και οχλήσεις από την Εφορεία Αρχαιοτήτων Ηρακλείου προς το Δήμο Ηρακλείου για την εφαρμογή των μέτρων» — the antiquities service writing repeatedly to the municipality to get the measures applied.

The 2019 act says its approval also carries «όλα τα μέτρα που περιγράφονται στο αντίστοιχο μέρος της προγενέστερης απόφασης (701/2017)», so the parking ban is inside this one. ➡️ Do not drive into the moat to leave the car there. ⚠️ WHAT THE GAZETTE DOES NOT DO IS NAME A SINGLE STREET.

It fixes the extent by reference — «στους χώρους όπως αποτυπώνονται στο συν. σχ. 16» — and that plan is printed in the same issue, as four drawing sheets titled «ΑΠΑΓΟΡΕΥΣΗ ΕΙΣΟΔΟΥ ΣΕ ΟΛΑ ΤΑ ΟΧΗΜΑΤΑ ΣΤΗΝ ΠΕΡΙΟΧΗ ΤΗΣ ΤΑΦΡΟΥ ΚΑΙ ΤΩΝ ΕΝΕΤΙΚΩΝ ΤΕΙΧΩΝ ΗΡΑΚΛΕΙΟΥ».

So the regulated thing is a monument, not a road list, and the boulevards that run outside the walls are not named in it. Read the plates where the ground opens off the ring road.

The meaning of Ρ-8 and of Ρ-7 is from ν. 5209/2025, cited separately below.

Daily charge

Nothing is charged and there is nothing to buy. The operative word is «απαγόρευση της εισόδου» — a prohibition of entry — and no permit, pass, sticker, resident card, hourly rate or price of any kind appears in the act or in its five conditions. 🚫 Do not read the absence of a price as parking you may pay for: the history in this act runs the other way.

In 2014 the Ministry of Culture refused the municipal company's request to operate open-air car parks in this very moat, and the council's own 2017 decision, which this approval absorbs, was a ban on parking round its perimeter.

What the act does provide for is a single bus bay — «η υλοποίηση μιας θέσης στάθμευσης τουριστικού λεωφορείου», one tourist-coach stopping place, which the published plan marks «Θέση στάσης τουριστικού λεωφορείου». That is one coach position, not public parking.

When it operates

All day, every day, all year. The act calls its measures «μόνιμες κυκλοφοριακές ρυθμίσεις» in its own title — permanent — and there is no clock time, no weekday, no season and no delivery window anywhere in it. A restriction that had hours would print them: this corpus's other Greek entries carry «από 1η Μαΐου μέχρι και 31 Οκτωβρίου», or «12:00 έως 06:00», in the operative sentence.

This one carries nothing of the sort, and the sign it orders, Ρ-8, is ordered without a single supplementary plate. 🚨 WHAT IT CANNOT TELL YOU IS THE DAY IT STARTED, AND THE ACT IS EXPLICIT ABOUT WHY. «Οι κυκλοφοριακές ρυθμίσεις θα ισχύουν από την τοποθέτηση των οικείων πινακίδων σήμανσης ή των διαγραμμίσεων στο οδόστρωμα» — they take effect from the placing of the signs.

The same paragraph adds a second gate that no other act in this corpus has: «Λόγω της ανάγκης γενικότερου συντονισμού για εφαρμογή των μέτρων και την αστυνόμευση αυτών, η έναρξη της εφαρμογής θα γίνει μετά από συνεννόηση με την αρμόδια Αστυνομική Διεύθυνση», and it asks the municipality to publicise the change first.

Nobody has dated any of that, so this record gives no start date at all, and the honest reading is: in force wherever the Ρ-8 plates stand. 🔑 A LATER GAZETTE SHOWS THE APPROVAL STILL STANDING. On 10 November 2020 the same authority, approving a different set of Heraklion measures, recites this one as a live fact — «Την υπ' αρ.

That is fifteen months of standing, not a commencement date.

The 2020 restatement is ΦΕΚ Β' 4963/10.11.2020, cited separately below.

Area covered

The moat and the Venetian walls of Heraklion — the fortification ring round the old town — «στους χώρους όπως αποτυπώνονται στο συν. σχ. 16», in the places shown on the act's plan number 16.

That plan is not a reference to something filed elsewhere: it is printed inside this gazette issue, on four drawing sheets, titled «ΑΠΑΓΟΡΕΥΣΗ ΕΙΣΟΔΟΥ ΣΕ ΟΛΑ ΤΑ ΟΧΗΜΑΤΑ ΣΤΗΝ ΠΕΡΙΟΧΗ ΤΗΣ ΤΑΦΡΟΥ ΚΑΙ ΤΩΝ ΕΝΕΤΙΚΩΝ ΤΕΙΧΩΝ ΗΡΑΚΛΕΙΟΥ», drawn by the Τμήμα Κυκλοφορίας & Συγκοινωνιών of the Δήμος Ηρακλείου in August 2018. 🔑 THE SHEETS NAME THE CIRCUIT FEATURE BY FEATURE, AND IT IS THE WHOLE OF IT.

Read on 2026-09-28: the Venetian harbour and the Νεώρια at the north-east, the Πύλη Σαμπιονάρα and the Επιπρομαχώνας Τζάνε, the Πύλη Αγίου Γεωργίου and the Επιπρομαχώνας Βιττούρι on the east side, the Πύλη Ιησού, the Προμαχώνας Μαρτινέγκο with the «Τάφος Ν. Καζαντζάκη» on it, «Κομμένο Μπεντένι», the Πύλη Παντοκράτορα on the west, and the Πύλη Δερματά and the Επιπρομαχώνας Αγ. Ανδρέα down to the sea.

Between them the sheets label what is in the moat today: Πάρκο Γεωργιάδη, Πάρκο Νεολαίας, the Κηποθέατρο «Νίκος Καζαντζάκης» and the Κηποθέατρο «Μάνος Χατζηδάκις», Στάδιο Ελευθερίας, the Ο.Φ.Η. grounds, a Γεωπονικός Κήπος, playgrounds, kiosks, WCs — and, in several places, «ΧΩΡΟΣ ΣΤΑΘΜΕΥΣΗΣ».

The new plates are marked on the sheets in words: «ΝΕΑ ΠΙΝΑΚΙΔΑ Ρ-8». ✅ THE MAP AGREES WITH THE ACT ON THE NAMES, WHICH IS AS FAR AS AN INDEPENDENT CHECK CAN GO HERE.

Queried on 2026-09-28, OpenStreetMap carries 32 ways named «Ενετικά Τείχη» / "Venetian city walls" round this old town, and three city gates whose names are printed on the act's own sheets: Πύλη του Παντοκράτορα at 35.336996/25.1249377, Κομμένο Μπεντένι at 35.3335102/25.1287223 and Πύλη του Ιησού at 35.3341994/25.1349508.

The circuit those features describe is about 1,5 km across and lies 212 m to 1 439 m from this record's city anchor. 🚫 That is a confirmation of place, not a boundary: the wall lines are the monument, and the regulated thing is the ground round and on it. 🚫 NO STREET IS NAMED IN THE ACT AND NONE IS INVENTED HERE.

The gazette regulates a monument and leaves the signed points to the plan. Where a road crosses or skirts the fortification the plan is the only thing that says which side of the plate you are on, and the plan cannot be georeferenced, for the reason set out under the map note below. ⚠️ The ring boulevards outside the walls carry the city's traffic and the act does not name them; do not read this closure onto them.

Εθνικό Τυπογραφείο — Εφημερίδα της Κυβερνήσεως, ΦΕΚ Β' 3291/27.08.2019, αριθμ. 1809: the named extent, the reference to plan 16, and the four drawing sheets of the plan itself, which are published as images inside the same issue (objects 10, 14, 18 and 22 of the PDF, 1961×2823 px and 1961×2443 px). The three gate positions are OpenStreetMap via Overpass, queried for this record on 2026-09-28.

Why there is no map here
The authority did publish its map, and it still cannot be turned into geometry. Measured on 2026-09-28: the issue carries four DCTDecode images — objects 10, 14, 18 and 22, 1961×2823 px three times and 1961×2443 px once — and they are the certified plan, not decoration. The title block on the fourth sheet reads «ΔΗΜΟΣ ΗΡΑΚΛΕΙΟΥ / ΔΙΕΥΘΥΝΣΗ ΤΕΧΝΙΚΩΝ ΕΡΓΩΝ ΚΑΙ ΜΕΛΕΤΩΝ», «ΘΕΜΑ: ΑΠΑΓΟΡΕΥΣΗ ΕΙΣΟΔΟΥ ΣΕ ΟΛΑ ΤΑ ΟΧΗΜΑΤΑ ΣΤΗΝ ΠΕΡΙΟΧΗ ΤΗΣ ΤΑΦΡΟΥ ΚΑΙ ΤΩΝ ΕΝΕΤΙΚΩΝ ΤΕΙΧΩΝ ΗΡΑΚΛΕΙΟΥ», «ΑΥΓΟΥΣΤΟΣ 2018 ΣΧΕΔΙΟ 16», and the sheets label their sign positions «ΝΕΑ ΠΙΝΑΚΙΔΑ Ρ-8». 🚨 THE SHEET STATES A SCALE AND THEN WITHDRAWS IT. The title block prints «ΚΛΙΜΑΚΑ 1:2000»; the first sheet carries a boxed producer's note reading «Για τεχνικούς λόγους στο σχεδιάγραμμα, από το ηλεκτρονικό αρχείο, έγινε σμίκρυνση κατά ποσοστό ___», with the percentage left blank. A drawing that declares its own scale wrong by an unstated factor is worse than one that never declared a scale, and there is no coordinate pair, no grid and no scale bar anywhere on the four sheets. 🔑 This is the THIRD Greek plan in this corpus to carry that identical unfilled sentence — Nisyros 2018 and Nestorio 2016 were the first two, two different Αποκεντρωμένες Διοικήσεις and three different years — which confirms it as the National Printing House's routine practice rather than one office's slip. 🚫 Nothing may be traced off these images: a polygon drawn from a raster whose own producer will not say what scale it is at would be a line this project invented. 🚫 Nor is the municipal relation a substitute: Δήμος Ηρακλείου (OSM relation/2187393) is 22,7 km by 23,6 km and this scheme is a 1,5 km fortification ring inside it. The city-level warning stands instead, and the regulated extent is stated in words — the moat and the Venetian walls.

The authority's own map: Δήμος Ηρακλείου, Διεύθυνση Τεχνικών Έργων και Μελετών, Τμήμα Κυκλοφορίας &…

Petrol standard

This scheme sets no emission threshold, and the absence is structural rather than unrecorded. It asks one question — are you inside the fortification or outside it — and no Euro class, fuel type, registration year or engine size appears anywhere in the act. A vehicle registered last week is barred from the moat exactly as a twenty-year-old one is.

Diesel standard

The same as for petrol, and for the same structural reason: the act contains no emission class of any kind, for any fuel. What it protects is a monument, not the air.

Penalty if you do not comply
€150.00 €150 AND twenty days without a driving licence. The act prints no figure of its own; every step below was read on the statute on 2026-09-28 for this record rather than inherited from this corpus's other Greek pages.Source: Εθνικό Τυπογραφείο, read 2026-09-28

Εθνικό Τυπογραφείο — Εφημερίδα της Κυβερνήσεως, ΦΕΚ Α' 100/13.06.2025: ν. 5209/2025, «Κώδικας Οδικής Κυκλοφορίας» — article 7 §11 ε), which names Ρ-8 explicitly among the signs whose breach «κατατάσσονται στην κατηγορία Ε2-Β», and article 108 §5 β), which prices Ε2-Β. Article 7 §3 η) supplies the sign's meaning and §3 ζ) that of Ρ-7, the neighbouring code whose legend matches the authority's prose.

How to comply
  • Do not drive into the moat or onto the walls of Heraklion, at any hour, on any day. The act is permanent, it names no season and no clock, and the sign it orders — Ρ-8 — means «Κλειστή οδός για όλα τα οχήματα και προς τις δύο κατευθύνσεις».
  • 🚨 THE MOST LIKELY WAY TO BREAK THIS RULE IS TO GO LOOKING FOR A PARKING SPACE. The moat is open ground round the old town — parks, sports grounds, an open-air theatre, the Kazantzakis tomb — and vehicles used it. The act's own file records the Ministry of Culture refusing a municipal request to run car parks there in 2014, a council decision banning parking round the perimeter in 2017, and the Heraklion antiquities service writing repeatedly to the municipality to get the measures enforced. This approval absorbs the 2017 parking measures as «υποσύνολο» of its own.
  • Look for the plate where the ground opens off the ring road. The act orders new signage and its plan marks the positions in words, «ΝΕΑ ΠΙΝΑΚΙΔΑ Ρ-8»; it names no street, so the plate on the ground is what tells you which side of the line you are on.
  • 🚫 Do not expect a resident or delivery exception written on the sign. The act orders Ρ-8 alone, with no supplementary plate of any kind, and Ρ-8 carries no exception in the Code — unlike Ρ-55, the pedestrian-street sign, into which the Code writes access for emergency vehicles and for your own property. ⚠️ Condition 4 of the approval does require the municipality to keep access open for «όλων των περιοίκων και των οχημάτων έκτακτης ανάγκης» to every dwelling, property and business in the area, but that is an instruction to whoever builds the scheme, not a class you can claim at the plate.
  • There is exactly one vehicle position the act provides for, and it is not yours unless you are driving a coach: «η υλοποίηση μιας θέσης στάθμευσης τουριστικού λεωφορείου», one tourist-coach stopping place, marked on the plan as «Θέση στάσης τουριστικού λεωφορείου».
  • 🔑 The boulevards outside the walls are a different question and this page does not answer it. The act regulates the fortification — «την Τάφρο και τα Ενετικά Τείχη» — and names no through road. Driving round the old town is not what this rule is about; driving into the fortification ground is.
  • If you are stopped, the cost is not only the fine. Measured on ν. 5209/2025 on 2026-09-28: article 7 §11 ε) lists «τις πινακίδες Ρ-7, Ρ-8, Ρ-9, Ρ-10, Ρ-11, Ρ-12, Ρ-13, Ρ-14, Ρ-18, Ρ-19, …» in category Ε2-Β, and article 108 §5 β) prices Ε2-Β as «το διοικητικό πρόστιμο της υποκατηγορίας Ε2-Α», which is «εκατόν πενήντα (150) ευρώ», «και το διοικητικό μέτρο αφαίρεσης της άδειας οδήγησης για είκοσι (20) ημέρες».
  • The act's own commencement clause puts the measure on the ground before it binds: «Οι κυκλοφοριακές ρυθμίσεις θα ισχύουν από την τοποθέτηση των οικείων πινακίδων σήμανσης ή των διαγραμμίσεων στο οδόστρωμα», and the start of enforcement was to follow «μετά από συνεννόηση με την αρμόδια Αστυνομική Διεύθυνση». No publisher has dated either step; the plate you can see is what tells you the closure is live.
  • ⚠️ Two Greek cities are called Ηράκλειο and this page is the one on Crete. The act says «Ηρακλείου Κρήτης» and was signed by the Αποκεντρωμένη Διοίκηση Κρήτης. The other Ηράκλειο is a suburb of Athens, 326 km away, and has its own, entirely different page in this corpus.
