Driving in Kalamata: Limited traffic zone

Kalamata, Greece · Limited traffic zone

204610, ΦΕΚ Β' 4639/18.10.2018)

In force in Kalamata right nowTuesday, 13 October 2026 at 12:04 · Europe/Athens

  • In force Every vehicle on the three stretches the act designates as pedestrian streets in central Kalamata: οδός Σφακτηρίας between οδός Κολοκοτρώνη and οδός Σταδίου; οδός Καπετάν Κρόμπα between οδός Αριστομένους and οδός Σφακτηρίας; and οδός Αναπλιώτη between οδός Αριστομένους and οδός Σφακτηρίας. 🚫 The cross streets that name the ends — Κολοκοτρώνη, Σταδίου, Αριστομένους — are not themselves designated, and neither is the remainder of any named street beyond the stated ends: the act keeps Κολοκοτρώνη open and reverses the direction of the rest of Αναπλιώτη rather than closing it. 🔑 The exceptions are real but they cannot be expressed as a timetable. The act's fourth condition admits loading and unloading, shop supply, emergency vehicles, works traffic and access to abutting properties, subject to a municipal regulation this project has not been able to read; the Highway Code adds, in article 2 §56 of ν. 5209/2025, the entry and exit of vehicles to and from the parking of abutting properties and abutting uses. Both are described in `how_to_comply` rather than encoded here, because they turn on who you are and where you are going rather than on the hour.

The empty window list is the instrument's own shape and not a missing fact. A pedestrian-street designation is permanent; this act prints no season, no weekday and no hour, so a verdict of "in force" is correct at every hour of every day. 🚫 It must not be read as a timetable this project failed to find.

🚨 One hour could still exist in a document this project could not read, and the act points straight at it. Driving on these streets is governed, in the cases of loading, supply, emergency, works and access, by the municipality's pedestrian-street regulation — council decision 490/08 as amended by 273/12 — which is not in the gazette and which kalamata.gr and www.kalamata.gr would not serve on 2026-09-24, both answering HTTP 403 on the home page and on robots.txt. If that regulation names delivery hours, this timetable over-warns during them, which is the safe direction. 🚫 No other municipality's regulation was read across to fill the gap.

🚨 This timetable cannot tell you whether the signs are up. The act says its measures «ισχύουν από την τοποθέτηση της κατάλληλης οριζόντιας και κατακόρυφης σήμανσης» and leaves the placing to the municipality. There is no gazetted commencement date, `effective_from` is null for that reason, and more than eight years have passed since the act was published.

🚫 Three stretches are not the centre of Kalamata. This act designates these three and nothing else, and it is not a map of every pedestrian street in the town — the streets it designates were already pedestrian streets in the approved town plan, so the plan contains others this project has not read. A street's absence from this record is not permission to drive it.

🚫 οδός Ιατροπούλου is NOT part of this rule and must never be added to it. The pedestrianisation of Ιατροπούλου, between Σιδ. Σταθμού and Χρυσ. Παγώνη and between Χρυσ. Παγώνη and Νέδοντος, was approved by a different act, ΦΕΚ Β' 3796/04.09.2018, «με την προϋπόθεση της ολοκλήρωσης της διαδικασίας τροποποίησης του εγκεκριμένου Σχεδίου Πόλεως Καλαμάτας». The gazette was searched for that plan change on 2026-09-24 and it is not there, so by the act's own words its measures are not in force.

The decision can lapse without another gazette issue: its sixth condition provides that failure to keep the terms set by it «συνεπάγεται την αυτοδίκαιη ανάκληση της». That is a way this record could become wrong quietly, and it is stated rather than assumed away.

Public holidays are not encoded, because the act does not mention them. It exempts no day and no date.

The schedule is derived from `hours` and carries no fact that is not in the act.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Kalamata is the capital of Messinia and the town most drivers pass through on the way to the Mani peninsula and to Pylos, and on 18 October 2018 the Αποκεντρωμένη Διοίκηση Πελοποννήσου, Δυτικής Ελλάδας και Ιονίου gazetted a decision that makes three short stretches of its centre pedestrian streets. 🔑 The three, in the act's own words, are «της οδού Σφακτηρίας από την οδό Κολοκοτρώνη έως την οδό Σταδίου», «της οδού Καπετάν Κρόμπα από την οδό Αριστομένους έως την οδό Σφακτηρίας» and «της οδού Αναπλιώτη από την οδό Αριστομένους έως την οδό Σφακτηρίας».

All three run off or towards Αριστομένους, the long central avenue, in the block of streets behind it. 🔑 What makes this act usable is the clause that introduces them.

The designation is «ως πεζόδρομων, που προβλέπονται στο εγκεκριμένο πολεοδομικό σχέδιο της Καλαμάτας» — as pedestrian streets that are ALREADY provided for in the town's approved plan, certified by the municipal planning department's βεβαίωση 1745/11-4-2018. 🚨 That single phrase is why this record exists and why its sister act in the same city does not have one.

A Greek traffic-regulation decision cannot itself turn a street into a pedestrian street; the town plan has to have done it first, and this act's own tenth condition says so, requiring a separate ministerial procedure «για πεζόδρομους που δεν προβλέπονται στο ισχύον πολεοδομικό σχέδιο».

Six weeks earlier, in ΦΕΚ Β' 3796/04.09.2018, the same authority approved the pedestrianisation of οδός Ιατροπούλου «με την προϋπόθεση της ολοκλήρωσης της διαδικασίας τροποποίησης του εγκεκριμένου Σχεδίου Πόλεως Καλαμάτας» — conditional on a plan change this project searched the gazette for and did not find. 🚫 So Ιατροπούλου is named on this page and encoded nowhere. ⚠️ Two things this act does that are not closures: it widens the pavements of οδός Κολοκοτρώνη between Σφακτηρίας and Αναγνωσταρά and between Αναγνωσταρά and Αγ.

Νικολάου, and it reverses the direction of the remaining, still-driveable part of Αναπλιώτη so that traffic runs away from the pedestrianised stretches.

Κολοκοτρώνη stays open to traffic. 🚨 And the act refuses to give a commencement date: its measures «ισχύουν από την τοποθέτηση της κατάλληλης οριζόντιας και κατακόρυφης σήμανσης», from the moment the signing goes up, which the municipality carries out. `effective_from` is null for that stated reason.

Daily charge

Nothing is charged and there is nothing to buy. The act approves traffic measures under the Highway Code; it creates no permit, no resident card, no day ticket and no tariff, and no sum of money appears in its operative part or in its ten conditions.

It states in terms that «από την παρούσα απόφαση δεν προκαλείται δαπάνη εις βάρος του κρατικού προϋπολογισμού», and it puts the cost of the signing on the municipality. ⚠️ One document could in principle carry a condition with a price on it and this project has not read it: the municipality's own pedestrian-street regulation, approved by council decision 490/08 and amended by 273/12, which this act cites as the thing that governs driving on the designated streets. 🚫 It is not in the gazette — searched on 2026-09-24 — and the Δήμος Καλαμάτας website could not be read: kalamata.gr and www.kalamata.gr both answer HTTP 403 on the home page and on robots.txt alike, which under RFC 9309 this project treats as a full disallow.

So this is an unread document rather than a document known to contain no charge.

When it operates

There are no hours on the closure itself, and that is the instrument's own shape.

A «πεζόδρομος» is a permanent character given to a street, not a timed order: the act attaches no season, no weekday, no clock and no calendar date to any of the three stretches, and a driver arriving at 04:00 in January meets the same rule as one arriving at 19:00 in August. 🚨 But the hours question does not close here, and this page will not pretend that it does.

The act's fourth condition says that traffic on the streets it designates «δύναται να πραγματοποιείται σύμφωνα με τον κανονισμό λειτουργίας πεζόδρομων που αναφέρεται στην αριθμ. 490/08 Α.Δ.Σ.

— so the CATEGORIES of permitted traffic are gazetted, and the CONDITIONS attached to them, including any hours, live in a municipal regulation that is not. 🚫 That regulation is not in the gazette and the municipality's website answered HTTP 403 on 2026-09-24, so if it admits deliveries between named hours this page over-warns during them.

That is the safe direction, and it is stated rather than assumed away. 🚫 No other Greek municipality's regulation may be read across to fill the gap. 🚨 And the start is not a date.

The act's third condition reads «Τα μέτρα που λαμβάνονται σύμφωνα με την παρούσα απόφαση ισχύουν από την τοποθέτηση της κατάλληλης οριζόντιας και κατακόρυφης σήμανσης, εκτός αν κατά το χρόνο ισχύος των μέτρων αυτών η κυκλοφορία ρυθμίζεται από στελέχη της αρμόδιας Αστυνομικής Αρχής» — the measures apply from the placing of the horizontal and vertical signing, carried out by the municipality at its own expense, and the signs are to carry the number of the council decision, 584/2017.

There is therefore no gazetted day on which this began; `effective_from` is null for that reason and not for want of looking, and more than eight years have passed since publication.

Area covered

Three street stretches in the centre of Kalamata, in the grid between οδός Αριστομένους and the sea-facing end of the old commercial quarter, and the act gives them by name and end point rather than as an area. In its own words, the designation is «στο καθορισμό, ως πεζόδρομων, που προβλέπονται στο εγκεκριμένο πολεοδομικό σχέδιο της Καλαμάτας, σύμφωνα με την αριθμ.

⚠️ Two further items in the same act are about the same block and are NOT closures, and they are set out here so that nobody reads them as part of the pedestrian area: the first is «στη διαπλάτυνση των πεζοδρομίων επί της οδού Κολοκοτρώνη, μεταξύ των οδών Σφακτηρίας και Αναγνωσταρά και μεταξύ των οδών Αναγνωσταρά και Αγ.

Νικολάου, με την τοποθέτηση της απαιτούμενης σήμανσης» — the widening of the pavements of οδός Κολοκοτρώνη between Σφακτηρίας and Αναγνωσταρά and between Αναγνωσταρά and Αγ. Νικολάου, with priority rules at those junctions, pedestrian crossings, a parking ban except for supply and cash-in-transit vehicles, and a speed limit — Κολοκοτρώνη remains a street you may drive.

The third is «στην αντιδρόμηση της οδού Αναπλιώτη από την οδό Σφακτηρίας έως Αναγνωσταρά … με φορά κίνησης των οχημάτων από Σφακτηρίας προς Αναγνωσταρά, ώστε να αποτρέπεται η κίνηση οχημάτων προς τα τμήματα των οδών Αναπλιώτη και Σφακτηρίας που πεζοδρομούνται» — a reversal of the one-way direction on the part of Αναπλιώτη that stays open, precisely so that traffic is steered away from the pedestrianised stretches.

The fourth item creates parking spaces on οδός Αγ. Νικολάου, one of them for disabled drivers. 🚫 There is no geometry.

The act publishes no coordinates of any kind — no ΕΓΣΑ 87 table, no sign position, no bounding point — and locates everything by street name and junction. It governs by drawing «αρ. Σχ.

Ρ.1 (κλ. 1: 200, «Προτεινόμενες κυκλοφοριακές ρυθμίσεις»)», and directs that «η απόφαση αυτή, με το σχέδιο που τη συνοδεύει, να δημοσιευθεί στην Εφημερίδα της Κυβερνήσεως». That drawing is published with it as pictures: pages 56254 to 56257 of the issue yield nothing but the running head.

Why there is no map here
The geometry was published and cannot be read, which is the Patras finding rather than the Thessaloniki one. The act governs by «το σχέδιο: αρ. Σχ. Ρ.1 (κλ. 1: 200, «Προτεινόμενες κυκλοφοριακές ρυθμίσεις»)» and closes with the direction that «η απόφαση αυτή, με το σχέδιο που τη συνοδεύει, να δημοσιευθεί στην Εφημερίδα της Κυβερνήσεως» — so the drawing is in the issue rather than annexed to an unpublished study. 🔑 It is in the issue as pictures. Measured on 2026-09-24, scripts/read-source.mjs returns «3035230 bytes · 11 content stream(s) · 12243 chars of text» from this file and all of it is the decision's prose; pages 56254, 56255, 56256 and 56257 produce nothing but the running head «ΕΦΗΜΕΡΙ∆Α ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ … Τεύχος Β' 4639/18.10.2018». scripts/pdf-stream-prose.py scores the file «prose 0 · unmapped 11 · noise 8 · did-not-inflate 16», which under D-272 is a statement about the eleven unmapped streams and not a verdict that the file has no text. The act publishes no coordinates of any kind — no ΕΓΣΑ 87 table, no sign position, no bounding point — and locates its three designated stretches by street name and junction. 🚫 No boundary was derived from the street names: a line drawn between named junctions would be this project's line, not the publisher's, and D-096 forbids presenting it as the latter. ⚠️ It does not heal by asking the municipality: kalamata.gr and www.kalamata.gr both answered HTTP 403 on the home page and on robots.txt on 2026-09-24, which under RFC 9309 this project treats as a full disallow.

Petrol standard

This scheme sets no emission threshold, and the absence is structural rather than unrecorded. A pedestrian-street designation asks whether a vehicle may be on the street at all, not what comes out of its exhaust.

Nothing in the act distinguishes one engine from another: no Euro class, no fuel type and no registration year appears anywhere in its text, and the municipal regulation it points to is described in its own title as being about supply hours, pedestrian-street operation and one-way orders.

Diesel standard

The same as for petrol, and for the same structural reason: the act contains no emission criterion of any kind, and the one vehicle property it does turn on — whether a vehicle is a supply, emergency, works or frontage-access vehicle — is about what the vehicle is doing rather than about what it burns.

Penalty if you do not comply
€350.00 The act prints no figure, and every number here is read from ν. 5209/2025, the Greek Highway Code, which was read for this cycle on 2026-09-24 rather than inherited from this corpus's other Greek records. 🔑 The chain closes on the noun, and that is the reason this page does not hedge where some of its neighbours must. The Code prohibits driving «σε πλατείες, πεζόδρομους, πεζοδρόμια» and the question on every Greek page here is whether the local act's own word maps onto the Code's noun «πεζόδρομος». This act's operative words are «στο καθορισμό, ως πεζόδρομων», its published title ends «και καθορισμό πεζόδρομων», and its fourth condition speaks of «τις οδούς που έχουν καθορισθεί ως πεζόδρομοι». The instrument's word and the Code's word are the same word, three times over and in the operative sentence. Article 20 §4 of ν. 5209/2025 forbids a driver to circulate on pedestrian streets «εκτός από περιπτώσεις απολύτου ανάγκης ή όταν ειδικές ρυθμίσεις το επιτρέπουν»; article 20 §8 β) classifies a breach of §4 «στην κατηγορία Ε3-Β και στην κατηγορία Σ»; article 108 §5 γ) γα) prices a category Ε3 breach at «διοικητικό πρόστιμο τριακοσίων πενήντα (350) ευρώ»; §5 γ) γβ) adds withdrawal of the driving licence and of the vehicle's registration documents for thirty (30) days; §5 δ) adds a further forty (40) days' withdrawal of the licence for the category Σ classification. ⚠️ For a visitor in a hire car, the measure against the vehicle's registration documents is a matter between the renter and the rental company that the Code does not address. ⚠️ Note that the act itself cites the Code as it stood in 2018 — its fifth condition requires that «να εφαρμόζεται ο Κ.Ο.Κ. και ειδικότερα το άρθρο 34 που αφορά τη στάθμευση, καθώς και η τροποποίηση του Κ.Ο.Κ. (ν. 4530/2018 ΦΕΚ 59/Α'/18)», which was ν. 2696/1999 as amended. That Code has since been replaced by ν. 5209/2025, and the figures above are from the Code in force, not from the one the act names. 🚨 The honest limit is the ground rather than the classification. The act orders signs and ties its own commencement to them, and this project holds nothing that says when they went up or what stands on οδός Σφακτηρίας today, eight years later.

Article 2 §56 for the definition of a pedestrian street and for the abutting-property entry and exit it allows; article 20 §4 and §8 β) for driving on one and for the category it falls in; article 108 §5 γ) and δ) for the tariff and the licence measures

How to comply
  • Do not drive the three designated stretches in central Kalamata: οδός Σφακτηρίας between Κολοκοτρώνη and Σταδίου; οδός Καπετάν Κρόμπα between Αριστομένους and Σφακτηρίας; and οδός Αναπλιώτη between Αριστομένους and Σφακτηρίας.
  • 🔑 The cross streets that name the ends are not closed. Κολοκοτρώνη, Σταδίου and Αριστομένους are how the act says where a designated stretch starts and stops; they are the boundary, not the subject. Αριστομένους is the town's central avenue and stays open.
  • ⚠️ Αναπλιώτη is half open and half not, and the act made it that way on purpose. The part between Αριστομένους and Σφακτηρίας is a pedestrian street; the part between Σφακτηρίας and Αναγνωσταρά stays driveable but had its one-way direction reversed, «με φορά κίνησης των οχημάτων από Σφακτηρίας προς Αναγνωσταρά», precisely so that a driver is carried away from the pedestrianised stretches rather than into them. Follow the arrow and it will take you out.
  • 🔑 Κολοκοτρώνη is not closed either. What the act does there is widen the pavements between Σφακτηρίας and Αναγνωσταρά and between Αναγνωσταρά and Αγ. Νικολάου, set priority at those junctions, mark pedestrian crossings, ban parking except for supply and cash-in-transit vehicles, and set a speed limit. Expect a narrower carriageway and no parking, not a barrier.
  • 🔑 There are exceptions and the act names their categories, but not their conditions. Its fourth condition allows traffic on the designated streets «στις περιπτώσεις φορτοεκφόρτωσης, τροφοδοσίας καταστημάτων, κίνησης οχημάτων έκτακτης ανάγκης, κατασκευής εργασιών, εξυπηρέτησης παρόδιων ιδιοκτησιών κ.λπ.» — loading and unloading, shop supply, emergency vehicles, works traffic and access to abutting properties — in accordance with the municipality's pedestrian-street regulation, council decision 490/08 as amended by 273/12. 🚫 That regulation is not in the gazette and kalamata.gr answered HTTP 403 on 2026-09-24, so this page cannot tell you what hours or permits it attaches to those categories. Treat it as unread rather than as empty, and do not assume a delivery window exists.
  • 🔑 One access right comes from the Highway Code rather than from the act. Article 2 §56 of ν. 5209/2025 defines a pedestrian street as one used exclusively by pedestrians «και για είσοδο - έξοδο οχημάτων προς και από χώρους στάθμευσης παρόδιων ιδιοκτησιών και παρόδιων χρήσεων» — and for vehicles entering and leaving the parking of abutting properties and abutting uses. If you are driving to or from a legitimate parking space on one of these streets, that is the provision to know.
  • 🚫 οδός Ιατροπούλου is not covered by this page, and that is a finding rather than an omission. Its pedestrianisation, from Σιδ. Σταθμού to Χρυσ. Παγώνη and from Χρυσ. Παγώνη to Νέδοντος, was approved six weeks earlier by ΦΕΚ Β' 3796/04.09.2018 but only «με την προϋπόθεση της ολοκλήρωσης της διαδικασίας τροποποίησης του εγκεκριμένου Σχεδίου Πόλεως Καλαμάτας», and the gazette was searched for that plan change on 2026-09-24 without finding it. By the act's own words its measures are not yet in force. ⚠️ That is a statement about the paperwork, not a promise about the kerb: if Ιατροπούλου is signed as a pedestrian street when you reach it, obey the sign.
  • ⚠️ The rule starts when the signing goes up, not on a date. The act says its measures «ισχύουν από την τοποθέτηση της κατάλληλης οριζόντιας και κατακόρυφης σήμανσης», leaves the placing to the municipality at its own expense, and requires the plates to carry the council decision number, 584/2017. Eight years on, this project holds nothing that says what is in place. What is on the post in front of you is the rule.
  • ⚠️ The cost of getting it wrong is €350 plus licence measures, and it comes from the Highway Code rather than from this act, which prints no figure at all. See `penalty` for the chain.
  • Nothing is payable and nothing is to be bought in advance. There is no permit, no registration and no charge attached to this scheme, and the act records that it costs the state budget nothing.
  • 🚫 Nothing here says the rest of Kalamata is unrestricted. These three stretches were already pedestrian streets in the town's approved plan before this act signed them, which means the plan holds others; the municipality also makes its own traffic regulations, and this project read two of them for this cycle. Park on the far side of Αριστομένους and walk into the block.
