Driving in Kissamos: Limited traffic zone

Kissamos, Greece · Limited traffic zone

1189 of the Ασκών καθήκοντα Γενικού Γραμματέα of the Αποκεντρωμένη Διοίκηση Κρήτης, ΦΕΚ Β’ 1698/13.06.2016

Not in force in Kissamos right nowTuesday, 13 October 2026 at 12:05 · Europe/Athens

  • Not in force Every vehicle on οδός Αναγνώστου Σκαλίδη. The act writes «όλων των οχημάτων» and names no exempt class at all — not emergency vehicles, not residents, not deliveries, not bicycles. 🚨 That silence is worth reading twice: the corpus's Αρεόπολη act lists seven exempt classes in its operative part and this one lists none. It does not follow that an ambulance may not pass; it follows that this act does not say so, and this record will not invent it.

🚨 THIS TIMETABLE COVERS ONE STREET IN ΚΊΣΣΑΜΟΣ AND NOTHING ELSE. The act regulates οδός Αναγνώστου Σκαλίδη and no other road in the town. A verdict of «in force» here is a verdict about that one street on a summer evening.

🔑 The season needs no split-month arithmetic, and none is encoded. 1 June and 30 September are the first and last days of whole calendar months, so the eight months outside the season are simply excepted. Importing the half-month shape that the Θήρα, Κάρπαθος and Φιλιάτες records need would invent dates this act never wrote.

The window does not cross midnight. «από 18,00 έως 24,00» ends the closure as the day ends, so no part of it belongs to the following morning — again unlike most of the Greek evening closures in this corpus. ⚠️ The publisher's «24,00» is written here as an end of 00:00, which this timetable reads as the end of the same evening and not as the start of the next one; the two notations mean the same instant and the act uses the one a Greek reader expects.

🚨 This timetable cannot tell you whether the rule has commenced. The act applies the measures «από την τοποθέτηση των οικείων πινακίδων σήμανσης ή των διαγραμμίσεων στο οδόστρωμα», and nobody has published the date that happened. What is known is that the council decided in 2015, the approval was signed in May 2016, and the municipality was required under condition 2 to keep the signing maintained «καθ’ όλη την χρονική διάρκεια εφαρμογής».

⚠️ No vehicle is exempt in the act's own words, and no day either. The ban is «καθημερινά» — daily — with no clause for Sundays, for public holidays or for the August holiday that is the busiest evening of the Greek year. This timetable therefore holds every day of the season, which is what the act says.

⚠️ The act does not say how much of the street is closed. It names the street and stops. Where the Αρεόπολη act measures each regulated section to the metre, this one gives no start point, no end point and no length, so the timetable's extent is «this street» and nothing finer.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Κίσσαμος — the town the act calls Καστέλι — sits at the north-west corner of Crete, an hour west of Chania and the ferry port for Kythira and the Peloponnese. One of its streets becomes a pedestrian street every summer evening. From 1 June to 30 September, every day, between six in the evening and midnight, no vehicle of any kind may use οδός Αναγνώστου Σκαλίδη.

The measure is decision 122/2015 of the municipal council of Δήμος Κισσάμου, approved by the acting Γενικός Γραμματέας of the Αποκεντρωμένη Διοίκηση Κρήτης at Ηράκλειο on 19 May 2016 and gazetted the following June. 🔑 THIS IS THE CLEANEST GREEK CLOSURE IN THIS CORPUS, AND THAT IS WORTH SAYING PLAINLY.

Its operative part is one sentence and it settles in that sentence every question the corpus's other Greek acts leave open. It names the street — most of them do not. It writes «για κάθε έτος», of each year, so the annual return is a quotation and not a reading.

And it says what the street becomes: «ώστε αυτή να λειτουργεί ως πεζόδρομος» — so that it functions as a pedestrian street. 🔑 THAT LAST CLAUSE IS ALSO WHAT PRICES IT. The Greek Highway Code has no tariff for disobeying a municipal closure as such; what it has is a tariff for driving on a πεζόδρομος.

Most acts in this set never use the noun, and this corpus has had to reason its way to it — or, on the Φιλιάτες page, to publish no figure at all. Here the authority writes the word itself. ⚠️ ONE NUMBER IN THIS ACT IS NOT A FINE, AND IT LOOKS LIKE ONE.

The eighteenth recital records «δαπάνη διακοσίων πενήντα ευρώ (250 €)» — a cost of two hundred and fifty euro, met from the municipality's own budget under account 30-7135.003. That is what the signs cost the council. It is not what anything costs a driver. 🚫 And no drawing is published.

The act approves signing «σύμφωνα με τα προβλεπόμενα στην τεχνική έκθεση και τα σχέδια που έχουν προσκομιστεί» — according to the technical report and the plans that have been submitted — and neither is in the gazette. Measured on 2026-09-28: the eight-page issue contains no image object at all.

Daily charge

Nothing is charged and there is nothing to buy.

The act is a κυκλοφοριακή ρύθμιση under article 52 of the Greek Highway Code, and it creates no permit, no day ticket, no residents' scheme and no application. ⚠️ The one sum of money in it belongs to the council, not to the driver: the eighteenth recital records that the decision «προκαλεί δαπάνη διακοσίων πενήντα ευρώ (250 €) η οποία θα καλυφθεί από τον προϋπολογισμό του Δήμου Κισσάμου (ΚΑΕ 30-7135.003)» — the cost of putting the signs up, charged to the municipal budget.

A reader who met that figure out of context would take it for a fine, and it is not one.

When it operates

Six in the evening until midnight, every day, from 1 June to 30 September.

The act puts the whole timetable in one sentence: «Την απαγόρευση της κυκλοφορίας όλων των οχημάτων στην οδό Αναγνώστου Σκαλίδη καθημερινά από 1ης Ιουνίου έως 30 Σεπτεμβρίου, τις ώρες από 18,00 έως 24,00 για κάθε έτος ώστε αυτή να λειτουργεί ως πεζόδρομος.» 🔑 THE ANNUAL RETURN IS QUOTED HERE, NOT INFERRED. «για κάθε έτος» — for each year — is in the operative sentence.

That is the difference from this corpus's Πλατανιάς and Αρεόπολη pages, where the act names months without a year and the yearly return had to be published as a reading. 🔑 And the season is two pairs of whole calendar months.

It opens on 1 June and closes on 30 September, so there is no split month at either end and no half-week to encode — unlike the Θήρα, Κάρπαθος and Φιλιάτες closures in this corpus, all of which turn on a 15th. ⚠️ The clock is written with a comma where an English reader expects a colon: «από 18,00 έως 24,00». The comma is the decimal separator in Greek, and this is how the publisher set it.

It is quoted that way here and encoded as 18:00 to 24:00, which does not cross midnight — the street reopens as the day ends rather than in the small hours. ⚠️ Commencement is not given.

The act says «Οι εν λόγω κυκλοφοριακές ρυθμίσεις ισχύουν από την τοποθέτηση των οικείων πινακίδων σήμανσης ή των διαγραμμίσεων στο οδόστρωμα» — from the placing of the signs or the road markings — and no publisher has dated that placing. The approval is from May 2016 and the council's decision from 2015, so the scheme has had a decade of summers to be signed in; this record simply has no source for the date.

Area covered

One named street, and this is the rare Greek act in this corpus that names one: «στην οδό Αναγνώστου Σκαλίδη», in the town the act calls Καστέλι and the municipality calls Κίσσαμος. ✅ AND THE STREET IS ON THE MAP, UNAMBIGUOUSLY.

Measured on OpenStreetMap on 2026-09-28 across a bounding box covering the whole of the Kissamos peninsula, exactly one way carries a name containing «Σκαλίδη»: way/418429950, named «Σκαλίδη», tagged as a tertiary road with an asphalt surface and one-way traffic, running 450 m end to end over eighteen nodes, its midpoint 64 m from this record's anchor. ⚠️ OpenStreetMap carries the short form of the name; the act writes it in full, after Αναγνώστης Σκαλίδης, the Cretan insurgent from this district. ⚠️ And this record does not claim the mapped way and the act's street are coextensive — one is a map object and the other is a street name, and nothing published says where either begins or ends. 🚫 THE MAP DOES NOT KNOW ABOUT THE CLOSURE.

The same measurement found no access, motor-vehicle or conditional restriction on that way at all: to a routing engine reading OpenStreetMap, it is an ordinary one-way tertiary road at eight in the evening in July. That is a fact about the map rather than about the street, and it is the reason a page like this one exists. 🚫 No extent is published along the street.

The act names it and stops: no start point, no end point, no length, no coordinates. Where the Αρεόπολη act in this corpus measures each of its three sections to the metre and the Φιλιάτες act surveys both ends in the national grid, this one does neither. 🚫 And no drawing is published either.

The act approves signing «σύμφωνα με τα προβλεπόμενα στην τεχνική έκθεση και τα σχέδια που έχουν προσκομιστεί» — according to the technical report and the submitted plans — and measured on 2026-09-28 the eight-page issue holds no image object of any kind, so there is nothing in the file to open and rule unusable. There is nothing in it.

Why there is no map here
No drawing is published, and the measurement that establishes it is the same one that found the opposite on this cycle's other new record. The act names plans — it approves signing «σύμφωνα με τα προβλεπόμενα στην τεχνική έκθεση και τα σχέδια που έχουν προσκομιστεί» — and neither the technical report nor the plans are in the gazette. Measured on 2026-09-28 with scripts/pdf-images.py: the 159 424-byte, eight-page issue contains ZERO image objects. That is a different answer from «the plan is there and we cannot use it»: the Αρεόπολη issue in the same cycle carried seven full-sheet rasters and 14.6 MB, and this one carries none. There is nothing in the file to open. 🔑 What IS published is a street name, which is more than most acts in this set give — «στην οδό Αναγνώστου Σκαλίδη» — and OpenStreetMap carries exactly one way of that name in the district, 450 m long. 🚫 That way is not a boundary and is not held as one. The act publishes no start point, no end point and no length along the street, so nothing says the mapped way and the regulated stretch are the same thing; adopting the way as the zone would be this project drawing a line the authority did not. 🚫 Nor would the municipality serve: relation/2187317, «Δήμος Κισσάμου», spans 42.49 km north to south and 24.33 km east to west with its furthest corner 30.32 km from this anchor, against one street in one town. The city-level warning stands.

Petrol standard

This scheme sets no emission threshold, and the absence is structural rather than unrecorded: it is a seasonal pedestrianisation under the Greek Highway Code, not a low-emission zone. The act contains no Euro class, no fuel type and no vehicle age. It says «όλων των οχημάτων» — all vehicles — and means it.

Diesel standard

The same as for petrol, and for the same structural reason: the act contains no emission class of any kind, for any fuel. ⚠️ Worth stating separately for diesel, because a reader arriving from this corpus's Italian or German pages will expect a diesel-specific rung and there is none here. An electric car is inside this closure too, and so, on the act's own wording, is a bicycle — this act carves out no vehicle type at all, where the Αρεόπολη one exempts bicycles by name.

Penalty if you do not comply
€350.00 €350, plus thirty days without the driving licence AND the vehicle's registration documents, plus a further forty days without the licence. The act prints no figure — the only sum in it is the council's €250 sign budget, which is not a penalty — and every step below was located in ν. 5209/2025 on 2026-09-28 for this record rather than inherited from this corpus's other Greek pages. 🔑 WHAT MAKES THIS CHAIN THE STRONGEST IN THE GREEK SET IS THAT THE AUTHORITY WRITES THE WORD ITSELF. The Code prices driving on a πεζόδρομος; it does not price disobeying a municipal closure as such. Most of the acts in this corpus never use that noun, and the Αγιά page has to reason from «πεζοδρόμηση» to «πεζόδρομος» while saying so. This act ends its operative sentence «ώστε αυτή να λειτουργεί ως πεζόδρομος» — so that it functions as a pedestrian street — which is the statutory term, in the approving authority's own words. ➡️ From there the chain closes without an inference. Article 20 §4 forbids a driver to circulate «σε πλατείες, πεζόδρομους, πεζοδρόμια, νησίδες ασφαλείας … εκτός από περιπτώσεις απολύτου ανάγκης ή όταν ειδικές ρυθμίσεις το επιτρέπουν». Article 20 §8 β) classifies that breach «στην κατηγορία Ε3-Β και στην κατηγορία Σ». Article 108 §5 γ) γα) prices Ε3-Α at «διοικητικό πρόστιμο τριακοσίων πενήντα (350) ευρώ»; γβ) adds for Ε3-Β «το διοικητικό μέτρο αφαίρεσης της άδειας οδήγησης και των στοιχείων κυκλοφορίας του οχήματος για τριάντα (30) ημέρες»; and §5 δ) adds for category Σ «επιπρόσθετα και το διοικητικό μέτρο αφαίρεσης της άδειας οδήγησης του οδηγού για σαράντα (40) ημέρες». Article 108 §1 ε) is what category Σ means: «κατηγορία Σ (αντικοινωνικής οδικής συμπεριφοράς)», antisocial road behaviour. ⚠️ THE CHEAPER PLATE ROUTE CANNOT BE RUN HERE, AND THAT IS WHY IT IS NOT PUBLISHED. Article 7 §11 prices disobedience sign by sign — Ρ-55 into Ε1-Α at €30, Ρ-7 into Ε2-Β at €150 — and this act names no sign code at all: it orders «κατάλληλης σήμανσης», appropriate signing, and leaves the code to the technical report. So the figure above rests on what the street IS, not on what stands at the end of it. ⚠️ If the street is in fact signed Ρ-55, the plate offence is €30 and the street offence is still €350, as the corpus's Ναύπλιο, Πλατανιάς and Αρεόπολη pages set out; the larger is the one to plan for either way. ⚠️ The act carves out nobody, but the Code does: article 20 §4 excepts «περιπτώσεις απολύτου ανάγκης» — cases of absolute necessity — and situations where special regulations permit the movement. That carve-out comes from the statute, not from this municipality. ⚠️ For a visitor in a hire car, the measure against the vehicle's registration documents is a matter between the renter and the rental company that the Code does not address.Source: Εθνικό Τυπογραφείο, read 2026-09-28

How to comply
  • From 1 June to 30 September, do not drive into οδός Αναγνώστου Σκαλίδη after six in the evening. It reopens at midnight. There is no ticket to buy and no permit to hold, and the act exempts nobody.
  • 🔑 The rest of the year and the rest of the day are open. The restriction is four months of the year and six hours of the evening; outside those it is an ordinary one-way street.
  • 🔑 The street is findable, which is not true of most of the Greek closures on this site. Measured on OpenStreetMap on 2026-09-28, exactly one way in the whole district carries the name «Σκαλίδη», running about 450 m through the centre of the town. ⚠️ But the map does not know about the closure: that way carries no access or time restriction at all, so a satnav will route you into it at eight in the evening in July.
  • ⚠️ Do not read the €250 in the act as a fine. It is the cost of the signs to the municipality — «δαπάνη διακοσίων πενήντα ευρώ (250 €) … από τον προϋπολογισμό του Δήμου Κισσάμου» — and it has nothing to do with what a driver pays.
  • ⚠️ There is no emergency-vehicle clause, no residents' clause and no delivery window in this act. If you live on the street, it does not say you may drive to your door. What the Highway Code supplies instead is a general exception for «περιπτώσεις απολύτου ανάγκης», cases of absolute necessity, which is a matter for the officer rather than a permit you can hold.
  • 🚨 And there is no holiday or Sunday relief either. The ban is «καθημερινά», daily. 15 August falls inside the season every year and the act says nothing about it.
  • ⚠️ The signs are the authority on the ground, and the act does not say which ones they are. It requires «κατάλληλης σήμανσης σύμφωνα με τα προβλεπόμενα στην τεχνική έκθεση και τα σχέδια που έχουν προσκομιστεί», and neither document is published. Expect a plate and possibly road markings; the act's commencement clause names both.
  • 🚨 What it costs to get it wrong is set out under the penalty heading on this page, and it is not small: the act's own words make this street a πεζόδρομος, which the Highway Code prices at €350 plus thirty days without licence and registration documents, plus forty more days without the licence.
  • The town has two names and you will meet both. The act's title regulates «την πόλη Καστελίου» — Καστέλι — while the municipality, the port and the road signs say Κίσσαμος. They are the same place.
