In force in Kozani right nowTuesday, 13 October 2026 at 12:05 · Europe/Athens

  • In force Every vehicle on the section of Sperchiou along the southern side of the square, between Modi and Acheloou, and on the section of Acheloou along the eastern side of the square, between Sperchiou and Alfeiou. 🚨 Acheloou is pedestrianised only on that block: between Alfeiou and Askiou the same street is a one-way road and stays open. Vehicles going in and out of parking on properties and premises fronting a pedestrian street are admitted by article 2 §56 of the Greek Highway Code at every hour, and that exemption cannot be expressed as a timetable; it is described in `how_to_comply`.

The empty window list is the act's own shape and not a missing fact. This is a permanent measure — «μόνιμων μέτρων ρύθμισης της κυκλοφορίας» — with no season, no weekday and no hour anywhere in it, so a verdict of "in force" is correct at every hour of every day. 🚫 It must not be read as an hour this project failed to find: nothing in the act names an hour that the gazette then withholds.

🚨 This timetable cannot tell you whether the Sperchiou closure has commenced, and the act is the reason. Its tenth condition defers any pedestrianisation that the town plan did not provide for until «την ολοκλήρωση της διαδικασίας τροποποίησης του ρυμοτομικού σχεδίου», and its own preamble says Modi and Sperchiou are not laid out yet. Nothing in the gazette says whether that amendment has completed. Acheloou is different: clause Α)7 calls it «(πεζόδρομος)» in the present tense.

🚨 And the signing is a second gate. The act orders «Η σήμανση για την υλοποίηση της πεζοδρόμησης» rather than the pedestrianisation in the abstract, it states that the positions of the signs on the drawing are indicative, and article 14 §2 of the Highway Code requires a separate application study, approved by the supervising service, before vertical and horizontal signing may be executed. A verdict of "in force" here means "in force as the gazette has it", not "measured on the street".

⚠️ One hour could still exist somewhere this project has not read. The act makes the operation of the pedestrian streets subject to the municipality's standing regulation on public spaces, which it neither reproduces nor numbers, and which the Δήμος Κοζάνης does not publish anywhere reachable — www.kozanh.gr failed TLS and served an Apache default page over http, and cityofkozani.gov.gr refused the connection, both measured on 2026-09-24. If that regulation admits supply traffic at named hours, this timetable over-warns for those hours, which is the safe direction.

This covers two blocks at the square in Ο.Τ. 597 and nothing else in Kozani. The six one-way orders, the carriageway widths, the pavement widening and the parking bans in the same act are not prohibitions on entering and are deliberately not encoded; the 2021 scheme at Plateia Lassani is a different decision about a different square and is not on this page.

Public holidays are not encoded, because the act does not mention them. It exempts no day and no date.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Kozani has two permanent pedestrianisation schemes, and this is the second one — a different square, a different decision, five years later. The square has no name: the act identifies it only by its town-plan block, «πλατεία στο Ο.Τ. 597», and it sits in the grid east of the centre, ringed by Modi on the west, Alfeiou on the north, Acheloou on the east and Sperchiou on the south.

On 11 June 2026 the Αποκεντρωμένη Διοίκηση Ηπείρου - Δυτικής Μακεδονίας gazetted decision 98/2026 of the Δημοτικό Συμβούλιο Κοζάνης under article 55 of the Highway Code, and two of its items are closures rather than street furniture. 🔑 The section of Sperchiou along the southern side of the square, between Modi and Acheloou, becomes a pedestrian street; so does the section of Acheloou along the eastern side, between Sperchiou and Alfeiou. ⚠️ Everything else the act does leaves the street open.

Six one-way orders are made — two on Modi, two on Alfeiou, one on Acheloou and one on Askiou — the pavements are widened on Modi, Acheloou and Alfeiou, and parking is banned on Modi and Alfeiou. A driver must not read the block as closed. 🚨 Two things in this act decide whether the two closures are on the ground, and the act states both rather than settling either.

First, the publisher frames the pedestrianisation from the signage side: the words are «Η σήμανση για την υλοποίηση της πεζοδρόμησης», the signing for the implementation of the pedestrianisation, and article 14 §2 of the Code lets that signing be installed only after a further application study which the municipality's supervising service has to approve.

Second, the tenth condition says that where a pedestrian street was not provided for in the town plan from the start, the measure «ισχύουν και έχουν εφαρμογή μετά την ολοκλήρωση της διαδικασίας τροποποίησης του ρυμοτομικού σχεδίου» — it takes effect only after the town-plan amendment is completed.

And the act's own preamble says Modi and Sperchiou «δεν είναι διανοιγμένες», are not laid out yet. 🔑 Acheloou is the exception and the act says so in a parenthesis: clause Α)7 widens «της οδού Αχελώου (πεζόδρομος)» to 4.6 m, calling it a pedestrian street in the present tense, so that one is a street that already is what the scheme confirms.

There is no season, no clock, no charge and no permit anywhere in this scheme, and nothing here can be bought or applied for. 🔑 This is not Plateia Lassani. Kozani's central square, about 600 m west, has its own permanent scheme from 2021 and its own page; nothing on this page describes Ermou or Ierolochiton, and nothing on that one describes these streets.

Daily charge

Nothing is charged and there is nothing to buy.

The act is a permanent traffic measure under article 55 of the Highway Code; it creates no permit, no resident card, no day ticket and no tariff, and no sum of money appears anywhere in its operative text or in its ten conditions. ⚠️ One document is deferred to rather than reproduced, and it is the honest limit on this field: the third recital says «H λειτουργία των πεζοδρόμων θα διέπεται από τα αναφερόμενα στον σχετικό κανονισμό λειτουργίας κοινόχρηστων χώρων του Δήμου Κοζάνης» — the operation of the pedestrian streets is governed by the municipality's standing regulation on public spaces. 🚨 And this act is thinner than its 2021 sibling on exactly that point: the Plateia Lassani act at least identified the regulation as council decision 141/2016, while this one names no number at all, so a reader cannot even tell whether it is the same instrument.

It is not in the gazette either way. ⚠️ The Δήμος Κοζάνης web presence could not be reached in this cycle, measured on 2026-09-24: www.kozanh.gr fails TLS on https with ERR_TLS_CERT_ALTNAME_INVALID and, over plain http, serves an «Apache2 Ubuntu Default Page: It works» of 10 671 bytes with a robots.txt of HTTP 404; cityofkozani.gov.gr refuses the connection on both schemes.

So this is an unread document rather than a document known to contain no charge, and this record says so instead of claiming the scheme is free of one.

When it operates

There are no hours, and that is the rule rather than a gap in it. The act approves «μόνιμων μέτρων ρύθμισης της κυκλοφορίας» — permanent traffic measures — and the two pedestrianisations it orders carry no season, no weekday and no clock. The section of Sperchiou between Modi and Acheloou and the section of Acheloou between Sperchiou and Alfeiou are pedestrian streets outright.

A driver arriving at 03:00 in February meets the same rule as one arriving at 18:00 in August. 🔑 What replaces a timetable here is the Highway Code's definition of what a pedestrian street is. Article 2 §56 of ν.

5209/2025 defines a «πεζόδρομος» as a road «η οποία χρησιμοποιείται αποκλειστικά από τους πεζούς και για είσοδο - έξοδο οχημάτων προς και από χώρους στάθμευσης παρόδιων ιδιοκτησιών και παρόδιων χρήσεων» — used exclusively by pedestrians and for vehicles going in and out of parking on properties and premises fronting it.

That exemption is a matter of who you are and where you are going, not of the hour, which is why this record's timetable has no windows at all. 🚨 The date question here is not when the rule starts on the clock but whether it has started at all, and the act answers it in two different directions.

Its closing line says «Η παρούσα απόφαση έχει εφαρμογή μετά τη δημοσίευσή της στην Εφημερίδα της Κυβερνήσεως» — the decision applies once gazetted, which happened on 11 June 2026, and that is what `effective_from` records.

But its tenth condition subtracts the pedestrianisations from that: where the pedestrian streets «δεν προβλέπονταν εξα ρχής στο πολεοδομικό σχέδιο», the measures «ισχύουν και έχουν εφαρμογή μετά την ολοκλήρωση της διαδικασίας τροποποίησης του ρυμοτομικού σχεδίου». The preamble says Modi and Sperchiou «δεν είναι διανοιγμένες» — not yet laid out — and calls for «την εφαρμογή του εγκεκριμένου ρυμοτομικού σχεδίου πόλης».

Whether that amendment has completed for the Sperchiou section is not something the gazette records and not something this project can read from the municipality, whose sites were unreachable on 2026-09-24. ⚠️ Acheloou does not carry that doubt: clause Α)7 already calls it «(πεζόδρομος)» in the present tense. ⚠️ And one deferral that could hide an hour.

The operation of the pedestrian streets is handed to the municipality's standing public-spaces regulation, which the act never reproduces and never numbers; article 55 of the Highway Code is the power under which the measure is taken and the corresponding operating regulation belongs with the study rather than with the gazette.

If that regulation admits supply traffic between named hours — as the comparable regulations in Mytilene and elsewhere in this corpus do — then this page over-warns during those hours. That is the safe direction, and it is stated rather than assumed away.

Εθνικό Τυπογραφείο — Εφημερίδα της Κυβερνήσεως, ΦΕΚ Β' 3318/11.06.2026, Αριθμ. οικ. 19694ΕΜΚ: the operative clause Γ)2 for the two pedestrianisations, the closing application line, the tenth condition, the first recital for the un-laid-out streets and the third recital for the deferral to the municipal public-spaces regulation; read together with ν. 5209/2025 article 2 §56 for what a pedestrian street is, article 14 §2 for the signage application study and article 55 for the power the measure is taken under

Area covered

Two blocks at the square in town-plan block Ο.Τ.

597, in the grid east of Kozani's centre, and the act names them one at a time rather than drawing a zone. 🔑 The pedestrianisations are «Η σήμανση για την υλοποίηση της πεζοδρόμησης του τμήματος της οδού Σπερχειού κατά μήκος της νότιας πλευράς της πλατείας, μεταξύ των οδών Μόδη και Αχελώου και του τμήματος της οδού Αχελώου κατά μήκος της ανατολικής πλευράς της πλατείας, μεταξύ των οδών Σπερχειού και Αλφειού» — the section of Sperchiou along the square's southern side between Modi and Acheloou, and the section of Acheloou along its eastern side between Sperchiou and Alfeiou.

The square is bounded by Modi on the west, Alfeiou on the north, Acheloou on the east and Sperchiou on the south; the wider scheme also reaches Dadamogia, Ch. Sakali, Nestou, Askiou and Ailiostrata. ⚠️ The rest of the act describes how that grid is driven, and none of it closes a street.

Modi is made one-way twice — along the western side between Alfeiou and Sperchiou towards Sperchiou, with a 3.0 m carriageway, and again between Sperchiou and Dadamogia towards Dadamogia. Alfeiou is made one-way twice — along the northern side between Modi and Acheloou, with a 3.25 m carriageway, and again between Ch. Sakali and Nestou towards Nestou.

Acheloou is made one-way between Alfeiou and Askiou towards Askiou, and Askiou between Nestou and Ailiostrata towards Ailiostrata. Pavements are widened or created on Modi, Acheloou and Alfeiou around the square «με ελεύθερο πλάτος όδευσης πεζών σε κάθε περίπτωση τουλάχιστον 1,5 μ.», and parking is banned on Modi and Alfeiou, on the western and northern sides of the square respectively.

New pedestrian crossings are marked at positions shown only on the drawing. 🚨 One item of the publisher's own text is printed here rather than repaired. Clause Α)3 makes Alfeiou one-way «μεταξύ των οδών Μόδη και Αχελώου με κατεύθυνση προς την οδό Αλφειού» — a one-way on Alfeiou whose stated direction is towards Alfeiou itself, which cannot be read as a direction.

Every other one-way in the act names a different street as its destination.

This record does not guess which street was meant, and a driver should read the sign. ⚠️ The square is also steep, and the act says so: the streets east and west of it carry gradients of «(16% - 19%)» and a very large difference in level, which is why the act records that continuous-surface pavements for wheelchair users are not achievable here and that an outdoor lift is a future possibility rather than a present provision. 🚫 There is no geometry.

The act governs «σύμφωνα και με τα συνημμένα θεωρημένα σχέδια της διαμόρφωσης - προτεινόμενης σήμανσης της μελέτης» and the gazette carries those drawings as pictures: scripts/read-source.mjs extracts 15 927 characters from the 4.4 MB issue, all of it from the text pages, while the four drawing pages 33844 to 33847 yield nothing but the running header.

Unlike the Aegean acts in this corpus, this one publishes no coordinates of any kind — no ΕΓΣΑ 87 table, no sign position, no bounding point.

Why there is no map here
The scheme was drawn before it was gazetted and the drawing is a picture. The act governs «σύμφωνα και με τα συνημμένα θεωρημένα σχέδια της διαμόρφωσης - προτεινόμενης σήμανσης της μελέτης», and ΦΕΚ Β' 3318/2026 carries them as image pages: scripts/read-source.mjs extracts 15 927 characters from the 4.4 MB issue, all of it from the text pages 33839 to 33843 and the signature page 33848, while pages 33844 to 33847 produce nothing but the running header. 🔑 Unlike the Aegean acts in this corpus, this one publishes no coordinates of any kind: there is no ΕΓΣΑ 87 table, no sign position and no bounding point, only street names and the sides of an unnamed square they run along. Our boundary contract is a MultiPolygon, and turning «the section of Acheloou along the eastern side of the square, between Sperchiou and Alfeiou» into one would mean drawing a line the municipality never drew. ⚠️ It does not heal by reading the gazette in a better viewer, and this cycle measured that rather than assuming it. scripts/pdf-stream-prose.py scores this file «prose 0 · unmapped 12 · noise 9 · did-not-inflate 22» — the sixth confirmation of the D-272 shape, because the reader returns 15 927 fully watchable characters from the same file and all twenty-five strings watched on it hold. The missing pages are missing because they are drawings, not because the extraction failed. ✅ It heals if the Δήμος Κοζάνης publishes the technical service's study as geometry. ⚠️ That question could not be asked in this cycle either: www.kozanh.gr fails TLS with ERR_TLS_CERT_ALTNAME_INVALID and serves an «Apache2 Ubuntu Default Page» of 10 671 bytes over plain http with a robots.txt of HTTP 404, and cityofkozani.gov.gr refuses the connection on both schemes, both measured on 2026-09-24. Διαύγεια, where council decision 98/2026 sits, is closed by its own robots.txt and we respect it.

Petrol standard

This scheme sets no emission threshold, and the absence is structural rather than unrecorded. It asks one question about a vehicle — is it on one of the two pedestrianised blocks — and it asks nothing at all about what leaves the exhaust. A Euro 6 hire car is barred from the Acheloou block exactly as a Euro 1 one is.

Diesel standard

The same as for petrol, and for the same structural reason: the act contains no emission criterion of any kind, and nothing in it turns on fuel, age or engine.

Penalty if you do not comply
€350.00 The act prints no figure at all, and it prints no sign code either; every number here is read from the statute, and the statute was read for this cycle on 2026-09-24 rather than inherited. Driving a vehicle on a pedestrian street is prohibited by article 20 §4 of ν. 5209/2025, the Greek Highway Code in force since 13 September 2025, which forbids a driver to circulate «σε πλατείες, πεζόδρομους, πεζοδρόμια, νησίδες ασφαλείας» except in cases of absolute necessity or where special regulations permit it. Article 20 §8 β) classifies a breach of §4 «στην κατηγορία Ε3-Β και στην κατηγορία Σ». Article 108 §5 γ) γα) prices a category Ε3 breach at «διοικητικό πρόστιμο τριακοσίων πενήντα (350) ευρώ»; §5 γ) γβ) adds withdrawal of the driving licence and of the vehicle's registration documents for thirty (30) days; §5 δ) adds a further forty (40) days' withdrawal of the licence for the category Σ classification. ⚠️ For a visitor in a hire car, the measure against the vehicle's registration documents is a matter between the renter and the rental company that the Code does not address. 🚨 The honest limit is the same one the Plateia Lassani page carries, and it is worth stating twice because both Kozani acts behave this way: this act prints no sign code anywhere. Its signage clause orders «κατακόρυφες πινακίδες αναγγελίας κινδύνου, ρυθμιστικές, πληροφοριακές και πρόσθετες πινακίδες» as categories, says the positions on the drawing are indicative, and leaves the final placement to the supervising service under article 14 §2. 🔑 And there is a second limit here that the sibling page does not have. The word the act uses — «πεζοδρόμηση» — does not occur anywhere in ν. 5209/2025: the Code was searched for it in this cycle across all 846 956 characters scripts/read-source.mjs extracts, and the count is zero. What the Code supplies is the noun «πεζόδρομος» in article 2 §56 and the article 55 power to impose «περιορισμών ή απαγορεύσεων κυκλοφορίας». So the €350 classification rests on the act calling these blocks pedestrian streets — which for Acheloou it does in the present tense, «(πεζόδρομος)» — and not on a plate this project has read or on a tariff attached to the act's own verb.

Article 2 §56 for the definition of a pedestrian street; article 20 §4 and §8 β) for driving on one and for the category it falls in; article 108 §5 γ) and δ) for the tariff and the licence measures; article 14 §2 for the signage application study the act defers to; article 55 for the power under which the measure is taken

How to comply
  • Do not drive into the section of Acheloou that runs along the eastern side of the square, between Sperchiou and Alfeiou. The act calls it a pedestrian street in the present tense — «της οδού Αχελώου (πεζόδρομος)» — while widening it to 4.6 m, so this is the block of the scheme that is least in doubt.
  • Do not drive into the section of Sperchiou that runs along the southern side of the square, between Modi and Acheloou. It is the second pedestrianisation the act orders. ⚠️ Whether it is yet on the ground is genuinely open: the act's tenth condition defers a pedestrianisation the town plan did not provide for until the town-plan amendment is completed, and the act's own preamble says Sperchiou is not laid out yet. Treat the sign on the street as the authority.
  • 🔑 The rest of the block is open, and it is a one-way grid rather than a closed area. Modi runs one-way southwards along the western side of the square towards Sperchiou, and again from Sperchiou towards Dadamogia. Alfeiou is one-way along the northern side, and one-way again from Ch. Sakali towards Nestou. Acheloou is one-way from Alfeiou towards Askiou — that is a different block of Acheloou from the pedestrianised one — and Askiou is one-way from Nestou towards Ailiostrata.
  • ⚠️ One of those one-ways is unreadable as printed and you should not try to derive it from this page. The act makes Alfeiou one-way between Modi and Acheloou «με κατεύθυνση προς την οδό Αλφειού» — towards Alfeiou, which is the street being made one-way. Every other clause names a different street as the destination. Read the sign.
  • Do not plan to park beside the square. Parking is banned on Modi and on Alfeiou, on its western and northern sides respectively, and the act creates no spaces to replace them.
  • You are admitted onto a pedestrian street only if you are reaching parking on a property or premises that fronts it. Article 2 §56 of the Greek Highway Code defines a pedestrian street as one used exclusively by pedestrians and for vehicles going in and out of parking on adjoining properties and premises, so if your accommodation is on the Acheloou or Sperchiou block, that is the exemption you are relying on — and it is about the property, not about the hour.
  • Expect the walking surface to be uneven and steep rather than flat. The act records gradients of 16% to 19% on the streets east and west of the square and a very large difference in level, states that a continuous-surface pavement for wheelchair users cannot be built here, and holds out an outdoor lift only as a future possibility. Pavements are being widened to at least 1.5 m of clear width where they can be.
  • ⚠️ The cost of getting it wrong is €350 plus licence measures. The Highway Code reaches driving on a pedestrian street at €350, thirty days' withdrawal of the driving licence and of the vehicle's registration documents, and a further forty days' withdrawal of the licence for the antisocial-conduct classification. The act itself prints no figure and no sign code, so `penalty` sets out exactly what that reading rests on.
  • There is nothing to buy and nowhere to buy it. No permit, no resident card, no day pass and no charge appears anywhere in the act — but it does defer the operation of the pedestrian streets to a standing municipal regulation on public spaces which it does not reproduce and, unlike the 2021 Plateia Lassani act, does not even number. Treat that document as unread rather than as empty; the municipality's own websites did not serve anything when this record was written.
  • 🔑 This page is about the square in block Ο.Τ. 597 only. Kozani's central square, Plateia Lassani, about 600 m west, has its own permanent scheme from 2021 with its own pedestrian streets on Ermou and Ierolochiton. If you are driving there, nothing on this page describes it.
