Driving in Mandraki: Limited traffic zone

Mandraki, Greece · Limited traffic zone

Official name «Απαγόρευση εισόδου σε μηχανοκίνητα οχήματα εντός του οικισμού του Μανδρακίου» — the first operative measure of αριθμ. 20241/ΜΟΕ of the Αποκεντρωμένη Διοίκηση Αιγαίου, «Έγκριση κυκλοφοριακών ρυθμίσεων στους οικισμούς του Δήμου Νισύρου», signed at Piraeus on 2 April 2018 and published as ΦΕΚ Β' 1401/25.04.2018

In force in Mandraki right nowTuesday, 13 October 2026 at 12:04 · Europe/Athens

  • In force Every motor vehicle entering the settlement of Μανδράκι. The act orders sign Ρ-19 at four positions, and the Highway Code defines Ρ-19 as «Απαγορεύεται η είσοδος σε μηχανοκίνητα οχήματα» with no exemption written into the sign. 🔑 A motorcycle is inside this ban: the Code carries a separate sign, Ρ-9, for «απαγόρευση εισόδου σε μηχανοκίνητα οχήματα εκτός των δίτροχων μοτοσικλετών», and the municipality did not order that one. 🚫 Nor does having a parking space of your own inside the village put you outside it — the act says so in its own sentence.

🔑 There are no hours in this timetable because the act contains none. Within the season the ban is continuous, day and night; `windows` is empty, which this schema reads as all day.

🚨 March and April answer `unknown` rather than yes or no, and that is the honest state of this record. The act's second period is Σάββατο του Λαζάρου to Κυριακή του Θωμά, which moves with Orthodox Easter, and no calendar in this corpus can date it. A verdict for those two months would be invented either way.

⚠️ The delivery carve-out is not encoded, because it has no hours to encode. The act says «εκτός του ωραρίου τροφοδοσίας» and never states when that is. 🚫 It is also not a general opening: it is the shops' supply time, and a private car is not inside it whatever hour it turns out to be.

🚨 This timetable cannot tell you whether the rule has commenced. Condition 3 of the approval makes the measures effective «από την τοποθέτηση των οικείων πινακίδων σήμανσης, των σηματοδοτών ή των διαγραμμίσεων στο οδόστρωμα» — from the placing of the signs — and no publisher has dated that. A verdict of "in force" here means "in force whenever the signs are up", which is why `effective_from` is null.

This covers the first operative measure of the act and nothing else. The same act forbids PARKING on five named routes through the village under sign Ρ-39, bans mopeds from the villages of Νικειά and Εμπορειό under sign Ρ-12, and signs four parking areas and three bicycle stands. Those measures are described in `area` and `how_to_comply`; none of them is encoded here, and none of them may inherit this rule's season.

Public holidays are not encoded as exemptions, because the act exempts none. It does the opposite: it uses two moveable feast days to EXTEND the closure. 15 August, the busiest day of the Greek summer, falls inside the printed season.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Mandraki is a village on Nisyros, a small island in the Dodecanese, and for six months of the year motor vehicles may not enter it at all. The act's own plan is titled for «Μανδράκι και Πάλους της Νισύρου» and its parking measures sign a harbour inside the village, «Στο λιμάνι (Π1)»; the municipality that made the decision is Δήμος Νισύρου, and the certifying services the act cites are the Dodecanese ones.

On 25 April 2018 the Αποκεντρωμένη Διοίκηση Αιγαίου gazetted its approval of Nisyros council decision 92/2017, and the first of its operative measures is this one: «Απαγόρευση εισόδου σε μηχανοκίνητα οχήματα εντός του οικισμού του Μανδρακίου για τη χρονική περίοδο από 1η Μαΐου μέχρι και 31 Οκτωβρίου κάθε έτους καθώς και την περίοδο από Σάββατο του Λαζάρου μέχρι και Κυριακή του Θωμά κάθε έτους, εκτός του ωραρίου τροφοδοσίας, με τοποθέτηση κατακόρυφης πινακίδας σήμανσης (Ρ-19)».

No entry for motor vehicles, all day, from 1 May to 31 October — and again over the Orthodox Easter period, which moves. 🚨 THE ACT SHUTS THE ONE DOOR THIS CORPUS USUALLY HAS TO LEAVE OPEN: «ΟΙ ΠΕΡΙΟΡΙΣΜΟΙ ΤΗΣ ΚΥΚΛΟΦΟΡΙΑΣ ΙΣΧΥΟΥΝ ΚΑΙ ΓΙΑ ΤΑ ΟΧΗΜΑΤΑ ΠΟΥ ΠΑΡΚΑΡΟΥΝ ΣΕ ΙΔΙΩΤΙΚΟΥΣ ΧΩΡΟΥΣ ΕΝΤΟΣ ΤΟΥ ΟΙΚΙΣΜΟΥ.» In most Greek closures a reader has to be warned not to assume they may drive to their own gate.

Here the publisher says it in its own sentence: having a parking space of your own inside the village does not buy you a way in. 🔑 That is the same conclusion this corpus reached for Pythagoreio by reading the Highway Code, reached here by reading the municipality. 🔑 THE SIGN IS Ρ-19, AND THE TWO PLATES UNDER IT ARE NOT AN EXEMPTION.

The act orders «κατακόρυφης πινακίδας σήμανσης (Ρ-19) και δυο πρόσθετων πινακίδων αναγραφής της χρονικής περιόδου» — two supplementary plates that print the SEASON, not a class of vehicle allowed through. Measured on ν. 5209/2025 on 2026-09-27, article 7 §3 defines «ιθ) Ρ-19: Απαγορεύεται η είσοδος σε μηχανοκίνητα οχήματα», with no carve-out written into the sign.

So the only thing outside this ban is the delivery timetable the act names and never prints.

Εθνικό Τυπογραφείο — Εφημερίδα της Κυβερνήσεως, ΦΕΚ Β' 1401/25.04.2018: αριθμ. 20241/ΜΟΕ of the Αποκεντρωμένη Διοίκηση Αιγαίου, «Έγκριση κυκλοφοριακών ρυθμίσεων στους οικισμούς του Δήμου Νισύρου» — the first operative measure in full, with the season, the sign code and the private-parking sentence

Daily charge

Nothing is charged and there is nothing to buy. The measure is a κυκλοφοριακή ρύθμιση approved under articles 52 §1, 52Α and 109 of the Highway Code, and its operative word is «απαγόρευση εισόδου» — a prohibition of entry.

No permit, sticker, resident pass, visitor pass or price appears anywhere in the act, nor in the seven conditions attached to the approval. 🚫 Do not read the absence of a price as free access: there is no price because during the closed months there is no way to buy your way in.

The act does provide somewhere to leave the car instead — four signed parking areas at the edge of the village, Π-31, listed in `how_to_comply` — and it charges nothing for those either.

When it operates

All day, every day, from 1 May to 31 October — and again over the Orthodox Easter period. The act gives a season and no clock at all: «για τη χρονική περίοδο από 1η Μαΐου μέχρι και 31 Οκτωβρίου κάθε έτους καθώς και την περίοδο από Σάββατο του Λαζάρου μέχρι και Κυριακή του Θωμά κάθε έτους».

Both ends of the summer season are whole days, so there are no part-months, and within those months there is no hour at which the village opens. 🚨 THE SECOND PERIOD MOVES AND THIS PROJECT CANNOT DATE IT. Σάββατο του Λαζάρου and Κυριακή του Θωμά are the Saturday before Palm Sunday and the Sunday after Easter in the Orthodox calendar, and Orthodox Easter is not on the same date two years running.

This corpus holds holiday calendars for England and Wales, France, Catalonia and two Swedish cities and none for Greece, so it cannot turn those two names into days. 🚫 It does not guess them: the schedule answers `unknown` for March and April rather than telling a driver a closure is off in a week when it may be on. ⚠️ THE ONE CARVE-OUT THE ACT NAMES, IT NEVER PRINTS: «εκτός του ωραρίου τροφοδοσίας» — except the supply timetable.

The act uses the same phrase for its parking measure and its moped measure, and in none of the three does it state a start or an end. There is therefore a window in every closed day that this record cannot give you, and it is not for private cars in any case — it is the delivery hour of the village's shops. 🚫 Nothing here may be read as a general morning opening.

Area covered

The settlement of Μανδράκι, whole: «εντός του οικισμού του Μανδρακίου».

The act draws no line through the village and names no street for this measure — it bars entry to the built-up area itself, and marks that boundary with four signposts, positions «17, 25, 34 και 39» in the numbered table, each carrying «Ρ-19 ΜΕ ΠΡΟΣΘΕΤΕΣ ΠΙΝΑΚΙΔΕΣ». 🔑 THE PLAN IS ACTUALLY PUBLISHED HERE, WHICH IS RARE IN THIS CORPUS — AND IT STILL CANNOT BE USED.

The act ties its numbered positions to «το επισυναπτόμενο θεωρημένο σχέδιο Χ.45 με τίτλο "Μελέτη Κυκλοφορίας, Στάθμευσης και Ανάπλασης Δημοσίων Χώρων σε Μανδράκι και Πάλους της Νισύρου"», and unlike most Greek acts this corpus has read, the gazette carries it: pages 15236 to 15239 of the issue are four full-page drawings, measured on 2026-09-27 as JPEG images of 1961×2823 and 1961×2457 pixels, 426 KB to 934 KB each.

They are the act's own plan, keyed by the same numbers — sheet 2 shows markers 25, 28, 78, 79 and 97 beside the label «P1 ΚΕΠ - ΚΑΚΑΚΙΟΣ», which is the parking area the act lists as «78,79 PI (ΚΕΠ - ΚΑΚΑΚΙΟΣ) Π-31». ⚠️ What they do not carry is anything that could become geometry: no coordinate, no grid, no scale bar, and a note printed on the sheet itself that reads «Για τεχνικούς λόγους στο σχεδιάγραμμα, από το ηλεκτρονικό αρχείο, έγινε σμίκρυνση κατά ποσοστό» — the drawing was reduced, and the publisher left the percentage blank. 🔑 WHAT ANCHORS THIS RECORD TO NISYROS IS THE ACT'S OWN SURVEY POINTS, NOT THE GEOCODER — and here the geocoder was worse than useless. «Μανδράκι» is one of the commonest village names in Greece.

Queried on 2026-09-27 with boundary.country=GRC, the Greek spelling returns exactly ONE candidate at confidence 1.0, and it is a Mandraki in Central Macedonia; the Latin "Mandraki" returns three, in Central Greece, the South Aegean and Central Macedonia, all at confidence 1.0.

The act publishes three ΕΓΣΑ 87 points for its moped measure, and converting them places the regulated ground 3.6 to 5.8 km from the South Aegean candidate, 338 km from the Central Greece one and 626 km from the single confident Greek-alphabet answer. 🚫 A cycle that had trusted one confident candidate would have put this village on the mainland, five hundred kilometres from the sea it stands on. 🚨 THREE OTHER MEASURES SIT IN THE SAME ACT AND ARE NOT THIS ZONE.

Parking is forbidden along five named routes through Mandraki under sign Ρ-39, in the same seasons and with the same unprinted delivery carve-out — route 1 «από το εστιατόριο Κακακιού μέχρι το Πίκολο», route 2 «Πίκολο - Νεκροταφείο - Πορφυρίς - Ταβέρνα Πανόραμα - Πλατεία Ηλικιωμένη», route 3 «Πίκολο - Αλέξανδρο - Αρχαιολογικό Μουσείο - σιντριβάνι - Δημαρχείο - Ποταμός - Ποταμίτισσα», route 4 «Πιερράκος - Βαβέλ - Ηρώον - Φούρνος - Μύλος - Λιοτρίδια - Αποοτολίδαινα - Πιαούλι - Τάβλα Γιαλού» and route 5 «Πλατύς - Καθολική - Ποταμίτισσα - Πιαούλι».

Mopeds are separately barred from the villages of Νικειά and Εμπορειό under sign Ρ-12, at three points the act gives in ΕΓΣΑ 87. And four parking areas are signed Π-31 at the edge of the settlement. ⚠️ The route names are tavernas, chapels and landmarks rather than street names, so this project cannot map them; they are quoted because a driver standing in the village will recognise them and OpenStreetMap will not.

Εθνικό Τυπογραφείο — Εφημερίδα της Κυβερνήσεως, ΦΕΚ Β' 1401/25.04.2018, αριθμ. 20241/ΜΟΕ: the «εντός του οικισμού» extent and the sign positions of the first measure, the reference to certified plan Χ.45, the five parking routes, the moped measure with its ΕΓΣΑ 87 table and the four Π-31 parking areas — plus the four drawing pages of the same issue, 15236 to 15239, measured as images rather than read

Why there is no map here
The authority's own plan IS in the gazette, and it still cannot become a boundary. Measured on 2026-09-27: pages 15236 to 15239 of the issue are four full-page raster images — JPEG, 1961×2823 pixels for three of them and 1961×2457 for the fourth, 426 KB to 934 KB each — and they are unmistakably this act's plan, because they are keyed by the act's own position numbers and label the parking area the act calls «P1 (ΚΕΠ - ΚΑΚΑΚΙΟΣ)». What they carry is markers on a dark line drawing: no coordinate, no grid, no scale bar, and a note the publisher printed on the sheet itself, «Για τεχνικούς λόγους στο σχεδιάγραμμα, από το ηλεκτρονικό αρχείο, έγινε σμίκρυνση κατά ποσοστό», whose percentage is left blank. A scan whose own producer says it was reduced by an unstated amount cannot be georeferenced into a polygon, and tracing one would put a line on the ground that nobody published. 🚫 The city-level warning stands instead. ⚠️ Note also what is NOT missing here: the regulated extent is stated in words — «εντός του οικισμού του Μανδρακίου», the settlement itself — so the gap is in precision at the edges, not in knowing where the rule applies. Drawing the Δήμος Νισύρου relation would be the opposite error: the municipality is the whole island including Νικειά, Εμπορειό and Πάλοι, and this measure covers one village of it.

Petrol standard

This scheme sets no emission threshold, and the absence is structural rather than unrecorded. The measure asks where you are and what month it is, and about the vehicle it asks only whether it is motorised. No Euro class, no fuel type and no registration year appears anywhere in the act. A Euro 6 car is barred from Mandraki in July exactly as a Euro 2 one is.

Diesel standard

The same as for petrol, and for the same structural reason: the act contains no emission class of any kind, for any fuel. ⚠️ Worth saying explicitly for diesel, because a reader arriving from this corpus's Italian and Spanish pages will expect a diesel-specific rung and there is none here. An electric car is inside the closure too — «μηχανοκίνητο» is about the motor, not about what feeds it.

Penalty if you do not comply
€150.00 €150 AND twenty days without a driving licence. The act prints no figure; every step below was read on the statute on 2026-09-27 for this record rather than inherited from this corpus's other Greek pages.Source: Εθνικό Τυπογραφείο, read 2026-09-27

Εθνικό Τυπογραφείο — Εφημερίδα της Κυβερνήσεως, ΦΕΚ Α' 100/13.06.2025: ν. 5209/2025, «Κώδικας Οδικής Κυκλοφορίας» — article 7 §11 ε), which names Ρ-19 explicitly among the signs whose breach «κατατάσσονται στην κατηγορία Ε2-Β», and article 108 §5 β), which prices Ε2-Β. Article 7 §3 «ιθ) Ρ-19» supplies the sign's meaning and «θ) Ρ-9» the contrast drawn in this record.

How to comply
  • From 1 May to 31 October, do not drive into Mandraki. The ban covers the whole settlement and runs day and night; there is no hour at which it lifts for a car.
  • Leave the car at the edge. The act signs four parking areas with Π-31 for private cars — «PI (ΚΕΠ - ΚΑΚΑΚΙΟΣ)», «Ρ2 (ΠΕΡΙΦΕΡΕΙΑΚΟΣ)», «Ρ3 (ΤΡΟΥΛΟΣ)» and «Ρ4 (ΠΛΑΤΥΣ)» — and says they are «στην είσοδο και περιφερειακά του οικισμού», at the entrance and around the edge of the village. Nothing is charged for them.
  • ⚠️ WHERE THE QUAY ITSELF FALLS, THE ACT DOES NOT SETTLE, AND THIS RECORD WILL NOT SETTLE IT EITHER. Position 78 appears in two of the act's lists at once. In the car-park list it is «PI (ΚΕΠ - ΚΑΚΑΚΙΟΣ)», one of the spaces the act introduces with «Χώροι στάθμευσης για τα αυτοκίνητα ιδιωτικής χρήσης βρίσκονται στην είσοδο και περιφερειακά του οικισμού» — at the entrance and around the edge. In the bicycle-stand list the same position 78 is «i) Στο λιμάνι (Π1)», under a sentence that reads «Χώροι στάθμευσης για τα ποδήλατα βρίσκονται εντός του οικισμού» — inside the settlement. 🚫 So the publisher's own prose puts one numbered point both at the edge and inside, and this project cannot tell you which side of the Ρ-19 signs the harbour is on. Read the plates on the post when you come off the ferry.
  • 🚨 A parking space of your own inside the village does not let you in. The act's own sentence: «Οι περιορισμοί της κυκλοφορίας ισχύουν και για τα οχήματα που παρκάρουν σε ιδιωτικούς χώρους εντός του οικισμού.» 🚫 This is the exemption a driver is most likely to assume and the one the publisher explicitly removed.
  • 🚨 Check the Orthodox Easter date for your year before you rely on the season. Besides the summer months the act closes the village «από Σάββατο του Λαζάρου μέχρι και Κυριακή του Θωμά» — the Saturday before Palm Sunday to the Sunday after Easter. Those days move, this project holds no Greek calendar, and a week that looks like ordinary April can be inside the closure.
  • A motorcycle is a motor vehicle here. The sign ordered is Ρ-19, «Απαγορεύεται η είσοδος σε μηχανοκίνητα οχήματα»; the Highway Code has a different sign, Ρ-9, for a ban that lets two-wheeled motorcycles through, and the municipality did not order that one. Bicycles are not motorised — and the act signs three bicycle stands inside the village, at the harbour, at Πλατεία Ηρώων and at the town hall, where «φυλάσσονται τα κοινόχρηστα ποδήλατα που ο Δήμος διαθέτει με επίδειξη ταυτότητας».
  • ⚠️ There is a delivery window and this record cannot tell you when it is. The act suspends the ban «εκτός του ωραρίου τροφοδοσίας» and never prints the hours, for this measure or for the parking one. 🚫 Do not treat it as a morning opening for visitors: it is the supply time of the village's shops.
  • Do not park on the five signed routes through the village either, in the same months. That is a separate measure of the same act, sign Ρ-39, and it runs along the lines the villagers know by name — Κακακιού to Πίκολο, the cemetery and Πορφυρίς, the archaeological museum and the town hall, the mill and Λιοτρίδια, Πλατύς and Ποταμίτισσα.
  • If you ride a moped, two other villages on the island are closed to you in the same seasons: Νικειά and Εμπορειό, under sign Ρ-12, at three signed points the act fixes in ΕΓΣΑ 87 coordinates.
  • If you are stopped, the cost is not only the fine. Measured on ν. 5209/2025 on 2026-09-27: article 7 §11 ε) puts a Ρ-19 offence — including the sign combined with supplementary plates — in category Ε2-Β, and article 108 §5 β) prices Ε2-Β as «το διοικητικό πρόστιμο της υποκατηγορίας Ε2-Α», which is «εκατόν πενήντα (150) ευρώ», «και το διοικητικό μέτρο αφαίρεσης της άδειας οδήγησης για είκοσι (20) ημέρες». 🔑 That is five times the €30 of category Ε1-Α, where the same Code puts an offence against the Ρ-55 pedestrian-street sign used in most Greek towns in this corpus.
  • The approval's own condition 3 puts the measure on the ground before it binds: «Τα μέτρα που λαμβάνονται με την παρούσα απόφαση να ισχύουν από την τοποθέτηση των οικείων πινακίδων σήμανσης, των σηματοδοτών ή των διαγραμμίσεων στο οδόστρωμα». The signs on the road are what tell you the closure is live; no publisher has dated their placing.
