Driving in Nestorio: Limited traffic zone

Nestorio, Greece · Limited traffic zone

Official name The triple sign at the junction of Άξονας 1 with the square of Άνω Νεστόριο — «Ρ-9 (απαγόρευση εισόδου σε μηχανοκίνητα οχήματα), Πρ-16θ (επιτρέπονται μόνο λεωφορεία) και Πρ-16ι (επιτρέπονται μόνο φορτηγά)» — measure A.i of αριθμ. οικ. 161510 of the Αποκεντρωμένη Διοίκηση Ηπείρου - Δυτικής Μακεδονίας, signed at Κοζάνη on 20 October 2016 and published as ΦΕΚ Β' 3618/08.11.2016

In force in Nestorio right nowTuesday, 13 October 2026 at 12:05 · Europe/Athens

  • In force Every motor vehicle except a bus, a trolleybus or a lorry. The sign ordered is Ρ-9, which ν. 5209/2025 article 7 §3 θ) defines as «Απαγορεύεται η είσοδος σε μηχανοκίνητα οχήματα εκτός των δίτροχων μοτοσικλετών», and under it two plates from the Πρ-16 family, which article 7 §5 κδ) introduces as «Επιτρέπεται μόνο για τη συγκεκριμένη κατηγορία οχημάτων που απεικονίζει το σύμβολο»: κδθ) «Πρ-16θ: Λεωφορείο ή τρόλεϊ» and κδι) «Πρ-16ι: Φορτηγό αυτοκίνητο». The act glosses both plates itself, in Greek, as «επιτρέπονται μόνο λεωφορεία» and «επιτρέπονται μόνο φορτηγά». 🚫 A private car is inside the ban however new, however clean and however small — this scheme asks what class of vehicle you are driving and nothing else. ⚠️ Whether a two-wheeled motorcycle may pass is NOT settled by this act; see the caveats.

🔑 There are no hours in this timetable because the act contains none. It calls its measures «μόνιμες» — permanent — and prints no season, no clock and no weekday; `windows` is empty, which this schema reads as all day, and `exceptions` is empty because the act grants none.

🚨 WHETHER A TWO-WHEELED MOTORCYCLE MAY PASS IS GENUINELY UNDECIDED, AND THIS RECORD WILL NOT DECIDE IT. The Highway Code writes an exemption into the Ρ-9 sign itself — «εκτός των δίτροχων μοτοσικλετών» — so on the sign alone a motorcycle is outside the ban. But the two plates beneath it come from the Πρ-16 family, whose Code definition is «Επιτρέπεται ΜΟΝΟ για τη συγκεκριμένη κατηγορία οχημάτων», and the categories depicted are buses and lorries. Read one way the plates ADD two permitted classes to the sign's own exemption; read the other way they CLOSE the permitted set to two classes and the motorcycle falls back inside the ban. The Code has a separate plate for the first reading — «Πρ-17: Εξαιρείται (από την ισχύουσα ρύθμιση) μόνο η συγκεκριμένη κατηγορία οχημάτων» — and the municipality did not order that one. 🚫 Guessing costs €150 and twenty days without a licence in one direction, and wrongly shuts a village road to a motorcyclist in the other. Read the plates on the post.

🚨 THE DIRECTION THE SIGN FACES IS NOT IN THE ACT EITHER. It fixes the sign's POSITION — «στη συμβολή του άξονα 1 με την πλατεία», at the junction of Άξονας 1 with the square — and never says which approach it governs. What is certain either way, and is what this record states: between the Gymnasium–Town Hall road and the square of Άνω Νεστόριο, a motor vehicle that is not a bus or a lorry may not pass that junction. The plan that would show the arrow is published in the same issue and cannot be read; see `boundary_coverage`.

This covers measure A.i of the act and nothing else. The same act also puts Ρ-28 and Ρ-27 turn bans on the side streets of both axes, a Ρ-7 in the area of the square, a Ρ-2 STOP between Ο.Τ. 103 and Ο.Τ. 121, yellow kerb marking around Ο.Τ. 87, and a Κ-5 narrowing warning in Κάτω Νεστόριο. None of those is encoded here and none may inherit this rule.

🚫 THE Ρ-7 IN THE SQUARE IS DELIBERATELY NOT A SECOND ZONE ON THIS PAGE. The act orders «Στην περιοχή της Πλατείας: • Η τοποθέτηση ρυθμιστικών πινακίδων Ρ-7 (απαγόρευση εισόδου)», and Ρ-7 is the Code's no-entry sign for ALL vehicles — on its face a stronger restriction than this one. It is not recorded as a zone because the publisher frames it as circulation signage in its own condition 7: «Να συμπληρωθεί εφόσον απαιτείται, η σήμανση στο σύνολο των συμβαλλόμενων στην πλατεία οδών αναφορικά με την κυκλική πορεία» — the signing of the roads meeting the square is about the CIRCULAR MOVEMENT there, the one-way gyratory that ΦΕΚ Β' 1442/23.05.2016 created with sign Ρ-53. A no-entry plate on the exit arm of a gyratory is the contraflow sign of that scheme, not an access-control zone (D-313). ⚠️ Both sentences are quoted here so a later reader can re-open the question rather than inherit the judgement.

Public holidays are not encoded, because the act names none and grants none. A permanent regulation with no timetable has nothing for a holiday to switch off.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Nestorio is a mountain village in the Kastoria regional unit of Western Macedonia, and the road that climbs from its school past the town hall to the upper square is closed to cars. Not to lorries — to cars. 🚨 THIS IS THE ONLY RESTRICTION IN THIS CORPUS THAT RUNS THE OTHER WAY.

Everywhere else a town bars the heavy vehicle and lets the private car through; here the municipality barred the private car and kept the road for buses and lorries.

The measure is the first operative item of the act: «Η τοποθέτηση τριπλής πινακίδας στη συμβολή του άξονα 1 με την πλατεία: Ρ-9 (απαγόρευση εισόδου σε μηχανοκίνητα οχήματα), Πρ-16θ (επιτρέπονται μόνο λεωφορεία) και Πρ-16ι (επιτρέπονται μόνο φορτηγά)». Άξονας 1 is named in the act by the buildings along it rather than by a street name — «τμήμα οδού AB (δρόμος Γυμνάσιο - Δημαρχείο - Πλατεία)», the Gymnasium–Town Hall–Square road — and the same item puts Ρ-28 and Ρ-27 turn bans on its side streets «προκειμένου να υπάρχει υποχρεωτική πορεία των οχημάτων προς την πλατεία του Άνω Νεστορίου», so that traffic is funnelled towards the square. 🔑 THE AUTHORITY SAYS WHY, AND IT SAID IT WHILE REFUSING AN EARLIER VERSION OF THE SAME SIGN.

Six months before this act, ΦΕΚ Β' 1442/23.05.2016 gave Nestorio a PARTIAL approval and set this very sign aside, because the council had asked for a one-way that applied only to private cars while buses and lorries kept both directions: «υπάρχει αδυναμία διασταύρωσης IX με λεωφορείο και φορτηγό, κατά συνέπεια η προτεινόμενη ρύθμιση δεν επιλύει το πρόβλημα καθώς δεν αποκλείει τέτοιου είδους διασταυρώσεις» — a car and a bus cannot pass each other on this road, and a scheme that still lets them meet does not fix it.

The corrected scheme, approved here, drops the one-way and bars the car outright. That is the whole logic of the zone, in the publisher's words rather than this project's.

Daily charge

Nothing is charged and there is nothing to buy. The measure is a κυκλοφοριακή ρύθμιση approved under article 52 §1 of the Highway Code, and its operative instrument is a prohibitory sign — «απαγόρευση εισόδου».

No permit, resident pass, visitor pass, sticker or price appears anywhere in either act, nor in the eight conditions attached to this approval. 🚫 Do not read the absence of a price as free access: there is no price because there is no way to buy your way past the sign. What decides whether you may pass is the class of the vehicle, and nothing else.

When it operates

All day, every day, all year. The act calls its measures «μόνιμες κυκλοφοριακές ρυθμίσεις» — permanent traffic regulations — in its own title, and prints no season, no clock time and no day of the week anywhere. 🔑 That is worth stating plainly because the other Greek entries in this corpus are seasonal: Mandraki closes from 1 May to 31 October, Pythagoreio from 12:00 to 06:00 between May and September.

This one has no timetable at all. The sign stands and means the same thing in February at midnight as in August at noon. ⚠️ THE ACT DOES NOT SAY WHEN IT STARTED, AND NO PUBLISHER HAS DATED THAT.

Condition 3 of the approval reads «Τα μέτρα που λαμβάνονται με την παρούσα απόφαση να ισχύουν από την τοποθέτηση των οικείων πινακίδων σήμανσης, των σηματοδοτών ή των διαγραμμίσεων στο οδόστρωμα, εκτός αν κατά το χρόνο ισχύος των μέτρων αυτών η κυκλοφορία ρυθμίζεται από στελέχη της αρμόδιας Αστυνομικής Αρχής» — the measures bind from the moment the signs go up, and if a police officer is directing traffic, the officer governs instead.

This is why `effective_from` is null.

Area covered

One junction and the road that leads to it: «η συμβολή του άξονα 1 με την πλατεία» — where Άξονας 1 meets the square of Άνω Νεστόριο. Άνω Νεστόριο is the upper of the two parts of the village; OpenStreetMap carries Κάτω Νεστόριο, the lower part, as a separate node about a kilometre to the south-east, and the act treats them separately too — section Α is Άνω Νεστόριο, section Β is Κάτω Νεστόριο and contains nothing but a warning sign. 🔑 THE ACT NAMES NO STREET, AND NAMES THREE BUILDINGS INSTEAD. Άξονας 1 is «τμήμα οδού AB (δρόμος Γυμνάσιο - Δημαρχείο - Πλατεία)» — the section of road from the Gymnasium past the Town Hall to the Square.

Its letters, A and B, belong to the plan and not to the ground. ⚠️ OpenStreetMap has no name for any street inside the village: queried on 2026-09-27, the only named ways in the settlement bbox are the roads BETWEEN settlements — «Καστοριάς - Νεστορίου», «Νεστόριο - Πεύκος» and «Χιονάτο - Νεστόριο». So this record cannot give you a street name, because neither the publisher nor the map has one.

It can give you the buildings, and in a village of this size those are the better landmark anyway. 🔑 WHAT ANCHORED THIS RECORD WAS ONE OF THOSE BUILDINGS. The geocoder was no use at settlement level: queried on 2026-09-27 with boundary.country=GRC, «Νεστόριο» and "Nestorio" BOTH return exactly one candidate and it is the same one — a `localadmin`, not a `locality`, at 40.41278/21.06222, confidence 1.0.

That is the municipality's centroid, and it sits between the two halves of the village: 609 m from the upper settlement and 428 m from the lower one, so the single confident answer leans towards the half this act does NOT restrict.

OpenStreetMap carries a `place=village` node named «Νεστόριο» at 40.4167995/21.0573267, and the deciding instrument is the Gymnasium the act prints: the way tagged «Γυμνάσιο - Λύκειο Νεστορίου» is 182 m from the village node and 429 m from the geocoder's point.

The village node is the anchor. 🔑 The act's other landmark survives the same test — Άξονας 2 runs «Πλατεία - Διασταύρωση Στενών», and Στενά is a real OSM hamlet 2.5 km north-west of the anchor.

Containment was measured on the anchor on 2026-09-27 and every level the act names is present: level 2 Ελλάς, level 4 «Αποκεντρωμένη Διοίκηση Ηπείρου - Δυτικής Μακεδονίας» — the authority that signed this act — level 5 Περιφέρεια Δυτικής Μακεδονίας, level 6 «Περιφερειακή Ενότητα Καστοριάς», which is new to this corpus, and level 7 «Δήμος Νεστορίου», the municipality whose council decision 122/2016 this act approves.

Why there is no map here
The authority's own plan IS in the gazette, and it still cannot become a boundary — the second time this corpus has measured that exact shape, and the second time the reason is a sentence the printer left half-finished. Measured on 2026-09-27 with scripts/pdf-images.py: the issue carries two full-page raster images, JPEG, 1961×2823 pixels, 846 KB and 1 285 KB. Opened and read, they are unmistakably this act's plan. Sheet 1 is titled «ΣΧΕΔΙΟ ΠΡΟΤΕΙΝΟΜΕΝΩΝ ΚΥΚΛΟΦΟΡΙΑΚΩΝ ΡΥΘΜΙΣΕΩΝ», carries the point labels the act quotes and cannot otherwise explain — A, B, B', Γ, Δ, Ε, Η, Θ, Ι — and the Ο.Τ. block numbers it cites, including Ο.Τ. 87, 103 and 121; it is signed «Η ΣΥΝΤΑΞΑΣΑ ΑΓΝΗ ΓΚΟΥΡΑ ΠΟΛΙΤΙΚΟΣ ΜΗΧΑΝΙΚΟΣ» and «ΘΕΩΡΗΘΗΚΕ Ο ΠΡΟΪΣΤΑΜΕΝΟΣ ΤΗΣ Δ/ΝΣΗ Τ.Υ. Δ. ΝΕΣΤΟΡΙΟΥ ΑΘΑΝΑΣΙΟΣ ΜΕΛΛΙΟΣ». Sheet 2 is labelled «Περιοχή Κάτω Νεστορίου» and its legend holds one sign, Κ-5, which is precisely what section Β of the act orders. What neither sheet carries is anything that could become geometry: no coordinate, no grid, no scale bar, and a note printed on both sheets that reads «Για τεχνικούς λόγους στο σχεδιάγραμμα, από το ηλεκτρονικό αρχείο, έγινε σμίκρυνση κατά ποσοστό» — the drawing was reduced, and the percentage is blank. 🚨 THAT IS THE SAME BOILERPLATE, WITH THE SAME EMPTY PERCENTAGE, THAT ΦΕΚ Β' 1401/25.04.2018 CARRIED FOR NISYROS (D-317) — a different year, a different Αποκεντρωμένη Διοίκηση and a different island, so it is the National Printing House's standard plan-annex note and not one office's slip. A scan whose own producer says it was reduced by an unstated amount cannot be georeferenced, and tracing one would put a line on the ground that nobody published. 🔑 ONE THING THE SHEET DOES DECIDE, AND IT IS WORTH KEEPING: its legend confirms the two plates in the municipality's own words — «Πρ-16θ Επιτρέπεται μόνο για τη συγκεκριμένη κατηγορία οχημάτων - Λεωφορεία» and «Πρ-16ι Επιτρέπεται μόνο για τη συγκεκριμένη κατηγορία οχημάτων - Φορτηγό αυτοκίνητο», which is what the Highway Code says too. ⚠️ AND ONE TRAP IT SETS: the legend is the CONSOLIDATED scheme of both 2016 acts, so it also lists Ρ-40, Ρ-53, Π-23 and Κ-6α, which this act never orders — they come from ΦΕΚ Β' 1442/23.05.2016. Reading the legend as if it were this act's order list would attribute four measures to the wrong decision. The prose is the authority; the drawing is the scheme.

The authority's own map: Εθνικό Τυπογραφείο — Εφημερίδα της Κυβερνήσεως, ΦΕΚ Β' 3618/08.11.2016: the…

Petrol standard

This scheme sets no emission threshold, and the absence is structural rather than unrecorded. It asks one question about your vehicle — is it a bus, a trolleybus or a lorry — and nothing else. No Euro class, no fuel type and no registration year appears anywhere in either act.

A Euro 6 petrol car is barred from this junction exactly as a Euro 1 one is, and an old diesel lorry is waved through.

Diesel standard

The same as for petrol, and worth saying separately because this record inverts what a reader arriving from this corpus's Italian, Spanish and German pages will expect. There, the diesel lorry is the vehicle a town centre is protecting itself from. Here the lorry is the permitted class and the clean private car is the excluded one.

An electric car is excluded too: «μηχανοκίνητο» is about the motor, not about what feeds it.

Penalty if you do not comply
€150.00 €150 AND twenty days without a driving licence. Neither act prints a figure; every step below was read on the statute in force on 2026-09-27 for this record rather than inherited from this corpus's other Greek pages. 🔑 The chain closes without a single inference, because the Code names the combination explicitly: article 7 §11 ε) covers «τις πινακίδες Ρ-7, Ρ-8, Ρ-9, … ή τον συνδυασμό αυτών ΜΕ ΠΡΟΣΘΕΤΕΣ ΠΙΝΑΚΙΔΕΣ» — a Ρ-9 carrying supplementary plates, which is exactly what stands at this junction.Source: Εθνικό Τυπογραφείο, read 2026-09-27

Εθνικό Τυπογραφείο — Εφημερίδα της Κυβερνήσεως, ΦΕΚ Α' 100/13.06.2025: ν. 5209/2025, «Κώδικας Οδικής Κυκλοφορίας» — article 7 §11 ε), which puts Ρ-9 and its combinations with supplementary plates in category Ε2-Β, and article 108 §5 β), which prices Ε2-Β. Article 7 §3 θ) and ζ) supply the meanings of Ρ-9 and Ρ-7, and article 7 §5 κδ), κδθ) and κδι) those of the Πρ-16 family, Πρ-16θ and Πρ-16ι, used throughout this record.

How to comply
  • If you are driving a car, do not try to reach the upper square of Nestorio along the Gymnasium–Town Hall road. The triple sign at the junction admits buses, trolleybuses and lorries, and nothing else motorised.
  • 🔑 Understand which way round this restriction runs before you plan around it. It is not an environmental zone and not a lorry ban — it is a lorry and bus PRIORITY. The authority's reason, printed while it was refusing an earlier and weaker version of the same scheme: «υπάρχει αδυναμία διασταύρωσης IX με λεωφορείο και φορτηγό» — a private car and a bus cannot pass each other on this road. The car is the vehicle that has to stay out.
  • Expect to be funnelled. The same measure puts Ρ-28 «απαγορεύεται η δεξιά στροφή» and Ρ-27 «απαγορεύεται η αριστερή στροφή» on the side streets of Άξονας 1, and the act says why: «προκειμένου να υπάρχει υποχρεωτική πορεία των οχημάτων προς την πλατεία του Άνω Νεστορίου» — so that vehicles are obliged to travel towards the square.
  • ⚠️ If you ride a two-wheeled motorcycle, this record cannot tell you whether you may pass, and it will not pretend otherwise. The Ρ-9 sign exempts two-wheeled motorcycles in the Highway Code's own definition; the Πρ-16θ and Πρ-16ι plates beneath it say only buses and only lorries are allowed. The Code has a different plate for adding an exemption — Πρ-17 — and the municipality ordered the other family. Read what is actually bolted to the post.
  • The square itself has a gyratory, and the no-entry plates around it belong to that. ΦΕΚ Β' 1442/23.05.2016 signed the square for «κυκλική πορεία» with Ρ-53 and made Άξονας 2 — the section ΒΓΔΕ from the square to the Στενά junction — a one-way with Π-23. Follow the arrows on the ground; they are older than this act and this act did not undo them.
  • Άξονας 2 is one-way and this act assumes it. Its own words, ordering turn bans there: «καθώς ο άξονας 2 είναι μονόδρομος». 🚫 Do not read that as something this act created — it is the state left by the earlier approval.
  • In Κάτω Νεστόριο, the lower village, there is no entry restriction at all. The whole of section Β of this act is one warning sign: «Η τοποθέτηση πινακίδας κινδύνου Κ-5 (στένωση και στις δύο πλευρές) στο σημείο Η πλησίον του Ο.Τ. 156 για τα οχήματα με πορεία προς το Κάτω Νεστόριο» — the road narrows on both sides as you come down.
  • If you are stopped, the cost is not only the fine. Measured on ν. 5209/2025 on 2026-09-27: article 7 §11 ε) puts a Ρ-9 offence — including the sign combined with supplementary plates — in category Ε2-Β, and article 108 §5 β) prices Ε2-Β as «το διοικητικό πρόστιμο της υποκατηγορίας Ε2-Α», which is «εκατόν πενήντα (150) ευρώ», «και το διοικητικό μέτρο αφαίρεσης της άδειας οδήγησης για είκοσι (20) ημέρες». 🔑 That is five times the €30 of category Ε1-Α, where the same Code puts an offence against the Ρ-55 pedestrian-street sign used in most Greek towns in this corpus.
  • The approval's own condition 3 puts the measure on the ground before it binds: the measures apply «από την τοποθέτηση των οικείων πινακίδων σήμανσης» — from the placing of the signs — and no publisher has dated that. It also yields to a person: «εκτός αν κατά το χρόνο ισχύος των μέτρων αυτών η κυκλοφορία ρυθμίζεται από στελέχη της αρμόδιας Αστυνομικής Αρχής». If an officer is directing traffic at the square, the officer governs.
  • ⚠️ A bus service is protected here, not merely permitted. Condition 1 of the approval requires «να λαμβάνεται μέριμνα έτσι ώστε … να μην επηρεάζονται οι υπηρεσίες των μέσων οδικής μαζικής μεταφοράς», and condition 2 requires the scheme to support the needs of «Ατόμων με Αναπηρία (ΑμεΑ)». Neither condition prints a permit, a route or a contact, so this record cannot tell a disabled driver how the second one is honoured on the ground — only that the approval requires it.
