Δ.Σ. 51/2026, ΦΕΚ Β' 5683/22.09.2026)
Not in force in Papagou right nowTuesday, 13 October 2026 at 12:05 · Europe/Athens
Starts Tuesday, 13 October 2026 at 17:00 local time.
🔑 The empty window list on the weekend rule is a statement, not a gap. The act writes «τα Σαββατοκύριακα επί 24ωρου» — weekends for the whole twenty-four hours — so `windows: []` asserts exactly what the act asserts (D-282, D-283). 🚫 It must never be read as "the hours are unknown", and the weekday 17:00 must not be copied into it.
🚨 Public holidays are closed around the clock and this timetable cannot say so. The act closes the stretch «για όλες τις αργίες/εορτές» as well as at weekends, but it names no calendar and the schedule model has no holiday concept. On a weekday public holiday inside the season — 15 August is the clearest one — this page will say the street is open until 17:00 when the act closes it all day. That is an under-warning, stated here rather than papered over.
⚠️ Monday between 00:00 and 06:00 is encoded as open, and the act does not settle whether it is. The weekday window opens at 17:00 on each of Monday to Friday and runs to 06:00 the following morning, which covers the small hours of Tuesday to Saturday; Saturday and Sunday are closed around the clock, and a Sunday's 24 hours end at midnight. Nothing in the act joins Sunday's closure to Monday's morning. The signs at the head of the stretch carry the period and the hours and are what an officer reads.
The weekday window crosses midnight and is encoded that way. 🚫 Flattening it to an end of 00:00 would say the street reopens six hours early every weekday night of the season.
🚨 This timetable cannot tell you whether the rule has commenced. The act makes the closure happen «με την τοποθέτηση κατάλληλων ρυθμιστικών πινακίδων» and gives no date, so a verdict of "in force" means "in force whenever the signs are up". That is why `effective_from` is null.
This covers the stretch from the Πλατεία Αγ. Γεωργίου crossing to Γ. Καρναβία, and nothing else. 🚫 It does not cover the upper part of the same street, which the act deliberately leaves open for parking, and it does not cover anything else the act does — the one-way conversions, the priority assignments, the 20 km/h calm-street designation, the new crossings, the speed limits on Αναστάσεως or the two parking bans in Δ.Ε.
The statutory exemptions cannot be seen by a timetable, and here they have almost nothing to attach to. A Ρ-55 πεζόδρομος admits pedestrians, emergency vehicles and vehicles going in and out of properties fronting it — but the act states that this street «δεν εξυπηρετεί κατοικίες», serves no dwellings, and that its users are visitors to the square and to one food-and-drink premises. The Ρ-7 the act orders at the same point admits nobody at all.
Outside 1 May to 31 October the stretch is not closed at any hour — but it is still a one-way 20 km/h calm street under the same act, which is a different rule and not an access restriction.
Operating times only, read from the source below. It does not check your vehicle.
Papagou is a quiet residential municipality on the western slope of Mount Hymettus, about 8 km from the centre of Athens, and from 1 May to 31 October of every year it closes one short stretch of one street beside a square. The street is **οδός Λοχαγού Γεωργ. Παπαλαμπρίδη**, and the closed part runs from the pedestrian crossing at the entrance of **Πλατεία Αγ.
Γεωργίου** down to **οδός Γ. Inside the season the clock has two halves: **weekends and public holidays are closed around the clock**, and **weekdays are closed from 17:00 until 06:00 the next morning**.
The reason the act gives is the square itself — the playground, the church of Άγ. Γεώργιος and the children who cross to them. 🔑 **The closure is deliberately not the whole street.** The act says so in as many words: there are parking spaces at the top end used by visitors to the square, «και για αυτό τον λόγο δεν καθορίζεται ο αποκλεισμός των οχημάτων σε όλο το μήκος της οδού».
Outside the closed hours the same stretch is not an ordinary street either — the same act makes it a 20 km/h «οδός ήπιας κυκλοφορίας» and one-way from Γρ. Μιχαήλ towards Γ.
🚨 **This gazette item does many other things, and none of them is a closure**: one-way conversions, priority assignments at dozens of junctions, new pedestrian crossings, speed limits on οδός Αναστάσεως, and two parking bans in the neighbouring Δ.Ε.
Those are street furniture and are deliberately outside this record — a page that merged them would tell you a street is shut when it is open. 🔑 One structural thing marks this act out from every other Greek entry in this corpus: **the municipality published it itself.** It is signed at Χολαργός by the president of the municipal council, not by a Secretary of a Decentralized Administration, because the Decentralized Administration of Attica approved it by expiry rather than by decision — a «διαπιστωτική πράξη … περί τεκμαιρόμενης έγκρισης», a declaratory act recording a deemed approval.

Nothing is charged and there is nothing to buy. The act creates a seasonal closure and no permit, no day ticket, no resident scheme and no exemption procedure; no figure of any kind appears anywhere in it. ⚠️ Unlike the Kozani and Mithymna acts it does not even defer to a standing municipal regulation, so there is no unread document behind this absence — but the act also names no exempt category at all, which is stated under `how_to_comply` rather than read as a promise that none exists.
Both halves are published — the season and the clock — and the act writes the season with «κάθε έτους», so nothing has to be read into it (contrast D-281, where the corpus had to decide whether an undated season recurs).
🔑 **Read that as two different rules inside one season.** Weekends and public holidays are closed for the whole twenty-four hours; weekdays are closed from five in the afternoon until six the next morning, so the weekday window crosses midnight. 🔑 The 24-hour halves are the third permitted form of an empty window list (D-282, D-283): the publisher states «επί 24ωρου» in words, so a blank clock asserts exactly what the act asserts rather than standing in for an hour that was named and withheld. 🚨 **Public holidays cannot be encoded and this page under-warns on them.** «Αργίες/εορτές» are closed around the clock, but the act names no calendar and the schedule model has no holiday concept, so a weekday that is a public holiday — 15 August falls inside the season, and so does Easter Monday in most years — is shown here as closed only from 17:00 when it is in fact closed all day. ⚠️ Commencement is not given.
The act makes the closure happen «με την τοποθέτηση κατάλληλων ρυθμιστικών πινακίδων» at the head of the stretch and names no date for that, which is why `effective_from` is null (D-275: an event, not a date).
One stretch of one street, described in a single clause of prose, with no coordinates of any kind.
Καρναβία» — from the start of the pedestrian crossing near the entrance of Πλατεία Αγ. Γεωργίου to οδός Γ.
🔑 The street's other end is named in the neighbouring clauses: the one-way conversion and the 20 km/h designation both run «από την οδό Γρ.
Καρναβία», so the closed part is the lower portion of that run and the upper portion, between Γρ.
Μιχαήλ and the crossing, stays open. 🔑 **The act says why, in its own words:** «Στην αρχή της οδού υπάρχουν θέσεις στάθμευσης που χρησιμοποιούνται από τους επισκέπτες και για αυτό τον λόγο δεν καθορίζεται ο αποκλεισμός των οχημάτων σε όλο το μήκος της οδού» — there is visitors' parking at the top of the street, and for that reason the exclusion of vehicles is not set for the whole of its length. 🚫 **No ΕΓΣΑ 87 table, no point, no polygon.** This is the second Greek record in the corpus whose act prints not one coordinate (Kozani is the other), and unlike Kozani it names only one street rather than several. ⚠️ The extent is drawn on «την πινακίδα του σχεδίου Σ1 (Μάιος 2026)» of the municipality's technical department, and the drawing is bound into the gazette — but the four drawing pages decode to no text at all, so this project cannot read a single label off it.

The authority's own map: Δήμος Παπάγου - Χολαργού, Διεύθυνση Τεχνικών Υπηρεσιών, Τμήμα Τοπογραφικών…
This scheme sets no emission threshold, and the absence is structural rather than unrecorded. It is a pedestrianisation under the Greek Highway Code: the test is whether a vehicle may be on that stretch at all during the closed hours, not what comes out of its exhaust.
The same as for petrol, and for the same structural reason: the act contains no emission criterion of any kind, and nothing in it turns on fuel, age or engine.

Article 20 §4 and §8 β) for driving on a pedestrian street; article 7 §3 ζ) and ξ) for what signs Ρ-7 and Ρ-55 mean; article 7 §11 ε) and ζ) for the sign categories; article 108 §5 for the tariff.
Εθνικό Τυπογραφείο (National Printing House) — Εφημερίδα της Κυβερνήσεως, ΦΕΚ Β' 5683/22.09.2026, sole item, with the fine read from ν. 5209/2025 (ΦΕΚ Α' 100/13.06.2025)
Εθνικό Τυπογραφείο (National Printing House) — Εφημερίδα της Κυβερνήσεως, ΦΕΚ Β' 5683/22.09.2026, the issue's sole item: «Αριθμ. 🚨 This item is NOT a decision of an Αποκεντρωμένη Διοίκηση, and it is one of only two Greek records here that are not — the other being the Patras decree of 2022, which is a presidential decree published under the Basic Town Planning Code (D-289, measured 2026-09-24). Papagou remains the only one the MUNICIPALITY ITSELF published: it is decision 51/26-05-2026 of the municipal council of Δήμος Παπάγου - Χολαργού, published by the municipality and signed at Χολαργός on 16 September 2026 by the council's president. The Decentralized Administration of Attica approved it by expiry rather than by decision — point 18 of the recitals cites «Την υπ’ αρ. 49201/23-07-2026 διαπιστωτική πράξη του Γραμματέα Αποκεντρωμένης Διοίκησης Αττικής, περί τεκμαιρόμενης έγκρισης της υπ’ αρ. 51/2026 Απόφασης του Δημοτικού Συμβουλίου». Clause Α1 carries this record; the one-way conversions, priority assignments, crossings, speed limits and the two Δ.Ε. Χολαργού parking bans in clauses Α and Β are street furniture and are deliberately not records.
