In force in Patras right nowTuesday, 13 October 2026 at 12:05 · Europe/Athens

  • In force Every vehicle on any of the seven sections the decree converts, in the traditional part of the Patras town plan: οδός Σισίνη for its whole length between οδός Παλαιών Πατρών Γερμανού and the north perimeter road of πλατεία Υψηλών Αλωνίων; οδός Μαιζώνος between οδός Αράτου and οδός Γούναρη; the north branch of οδός Τριών Ναυάρχων between οδός Αγίου Ανδρέου and οδός Όθωνος Αμαλίας; οδός Παντοκράτορος between οδός 25ης Μαρτίου and οδός Ηλείας, plus the streets ringing the western side of πλατεία Παντοκράτορος; οδός Σωτηριάδου between οδός Μητροπολίτη Νεόφυτου and οδός Εισοδίων; οδός Εισοδίων; and an unnamed lane west of the Church of Pantokratoras. 🚫 The cross streets that name the ends are not themselves converted, and neither is the remainder of any named street beyond the stated ends. 🔑 The decree grants no exception itself, but it does not need to: what it creates is a «πεζόδρομος» in the Highway Code's own sense, and article 2 §56 of ν. 5209/2025 defines that as a road used exclusively by pedestrians and for vehicles going in and out of the parking of abutting properties and abutting uses. That entry-and-exit right comes from the Code, not from this decree, and it is recorded in `how_to_comply` rather than encoded here.

The empty window list is the instrument's own shape and not a missing fact. A town-planning decree converts a street permanently; this one prints no season, no weekday and no hour, so a verdict of "in force" is correct at every hour of every day. 🚫 It must not be read as a timetable this project failed to find.

🚨 This timetable says what the streets legally are; it cannot tell you what is on the ground. The decree took effect on publication on 1 July 2022 and ordered no signs, no works and no implementation date. More than four years later this project holds nothing that says whether the conversions were built, whether bollards or plates are in place, or whether a stretch is still carrying traffic in practice. The decree is the authority for the character of the street; the sign at the kerb is what you will be reading when you drive it.

⚠️ One of the seven items cannot be named. Item ζ is «ανώνυμης οδού δυτικά του Ιερού Ναού Παντοκράτορος» — an unnamed lane west of the Church of Pantokratoras — and item δ ends with «των οδών περιμετρικά του δυτικού τμήματος της πλατείας Παντοκράτορος», the streets around the western side of Pantokratoros square, also as a group rather than by name. Those two are identified on the decree's diagrams, and those diagrams are published only as photo-reductions this project cannot read. They are stated here as the decree states them rather than guessed at from a map.

⚠️ Seven street sections are not the city. This decree converts these pieces of the traditional core and nothing else in Patras. 🚫 The absence of any other street from this record is not permission to drive it: the municipality runs its own traffic regulations under article 52 of the Highway Code, two of which this project read for this cycle and both of which turned out to be about pavements, cycle lanes, one-way orders and parking rather than closures, and there will be others it has not read.

Public holidays are not encoded, because the decree does not mention them. It exempts no day and no date.

The schedule is derived from `hours` and carries no fact that is not in the decree.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Patras is the largest city of the north-western Peloponnese and the Greek end of the ferry crossing from Italy, so a great many drivers meet it with a car they have just landed.

Its old core, the grid climbing from the waterfront towards the castle, has been designated «παραδοσιακό» — traditional — since a presidential decree of 25 April 1996, and on 1 July 2022 a second presidential decree turned seven pieces of that core into pedestrian streets. 🔑 This record was the first of its kind in this corpus, and the difference is worth understanding before you read the rest — it is now shared with one other Greek page, Alexandroupoli, and with no third.

Most Greek pages here rest on a traffic-regulation act: a municipal council decides, a decentralised administration approves, and the measure takes effect when the signs go up. This one rests on a town-planning decree signed by the President of the Republic on the proposal of the Minister of Culture and Sports and the Deputy Minister of Environment and Energy, after an opinion of the Council of State.

It does not order signs.

It changes what these streets legally are, in the city's own approved plan, and the Highway Code then does the prohibiting. 🔑 The six streets it names: οδός Σισίνη for its whole length from Palaion Patron Germanou to the north perimeter road of Ypsila Alonia square; the stretch of οδός Μαιζώνος between Aratou and Gounari; the north branch of οδός Τριών Ναυάρχων between Agiou Andreou and Othonos Amalias; the stretch of οδός Παντοκράτορος between 25is Martiou and Ileias, together with the streets ringing the western side of Pantokratoros square; the stretch of οδός Σωτηριάδου between Mitropoliti Neofytou and Eisodion; and οδός Εισοδίων.

A seventh item is an unnamed lane west of the Church of Pantokratoras, which the decree locates but does not name. 🚨 Read the timing honestly. Article 2 of the decree says its force begins on publication in the government gazette, with no condition attached — that is a real commencement date, 1 July 2022, and it is firmer than the sign-dependent commencement the rest of this corpus's Greek set carries.

But more than four years have passed, this project holds nothing that says whether the works were built or how the streets are signed today, and a plan designation and a kerb are not the same object. The decree is the authority for what these streets are; the sign on the street is what you will actually be looking at.

Αχαΐας), με την έγκριση πεζοδρόμων», signed at Athens on 6 June 2022 by the President of the Republic and countersigned by the Deputy Minister of Environment and Energy and the Minister of Culture and Sports

Daily charge

Nothing is charged and there is nothing to buy. The decree creates pedestrian streets in the approved town plan; it establishes no zone to be entered on payment, no permit, no camera and no tariff. The word «τέλος» does not appear in it.

A driver who is not entitled to be on one of these streets is not short of a payment — the street is simply not for driving on, and the consequence is the Highway Code penalty recorded under `penalty` rather than a charge.

When it operates

There are no hours, and that is the decree's own shape rather than a fact this project failed to find. A town-planning decree does not set a timetable: it changes what a street is, permanently and for every hour of every day, until another decree changes it back.

The decree prints no season, no weekday, no clock and no calendar date other than its own commencement. 🚨 What it does print, in Article 2, is the one sentence the Greek acts in this corpus usually withhold: «Η ισχύς του παρόντος διατάγματος αρχίζει από τη δημοσίευσή του στην Εφημερίδα της Κυβερνήσεως» — force begins on publication in the gazette.

There is no clause tying anything to the placing of signs, because the decree orders no signs.

Area covered

The traditional part of the Patras town plan — the area characterised as «παραδοσιακό» by the presidential decree of 25 April 1996 (ΦΕΚ Δ' 499) — and within it seven specific pieces rather than the whole.

🚨 No measurement of any kind is published — no length, no area, no coordinate, not one ΕΓΣΑ 87 pair.

The extent is given entirely by street names and end points, and by four original 1:1.000 diagrams certified under act 34776/2022 of the Directorate of Topographic Applications, which are published with the decree only in photo-reduction.

Twelve pages of this gazette issue carry those reductions and every one of them yields zero extractable characters, so the geometry exists in the published issue and cannot be read from it.

Why there is no map here
The geometry was published and cannot be read, which is the Kozani and Nafplio finding rather than the Agia one. Article 1 of the decree certifies «τέσσερα (4) πρωτότυπα διαγράμματα σε κλίμακα 1:1.000», approved by the Head of the Directorate of Topographic Applications under act 34776/2022, and states that copies are published with the decree in photo-reduction. They are: pages 5601 to 5612 of ΦΕΚ Δ' 424 carry them. Measured on 2026-09-24, those twelve pages yield zero extractable characters between their running heads — the whole issue gives 11 284 characters of text from 21 content streams, and all of it is the two items' prose. So the drawings that define the converted extent, including the two items the decree does not name, exist in the published issue as images and cannot be converted into a boundary from it. 🚫 No boundary was derived from the street names either: a line drawn between named junctions would be this project's line, not the publisher's, and D-096 forbids presenting it as the latter.

The authority's own map: Υπουργείο Περιβάλλοντος και Ενέργειας, Διεύθυνση Τοπογραφικών Εφαρμογών…

Petrol standard

This scheme sets no emission threshold, and the absence is structural rather than unrecorded.

A pedestrianisation asks whether a vehicle may be on the street at all, not what comes out of its exhaust, and a town-planning decree is even further from an emission instrument: the decree amends a ρυμοτομικό σχέδιο under the Basic Town Planning Code and the New Building Regulation, neither of which contains an emission criterion. Nothing in the decree distinguishes one engine from another.

Diesel standard

The same as for petrol, and for the same structural reason: neither the decree nor the 1996 decree that designated the traditional area contains an emission criterion of any kind, and no Euro class, fuel type or registration year appears anywhere in the published text.

Penalty if you do not comply
€350.00 🔑 This is the strongest penalty chain in this corpus's Greek set, and it is worth saying why, because the neighbouring pages have to hedge and this one does not have to hedge in the same place. The chain turns on one word. The Highway Code prohibits driving «σε πλατείες, πεζόδρομους, πεζοδρόμια» — on squares, pedestrian streets and pavements — and the question on every other Greek page here has been whether the local act's own word maps onto the Code's noun «πεζόδρομος». Kozani's act only calls a block a pedestrian street in passing; Agia's act never uses the noun at all and its €350 is an openly stated reading rather than a sourced figure. This decree's operative words are «μετατροπή σε πεζόδρομο» and its published title is «με την έγκριση πεζοδρόμων»: the instrument's word and the Code's word are the same word, and the instrument is the one that fixes the legal character of the street. 🔑 Every figure below was read from the statute for this cycle on 2026-09-24 rather than inherited from this corpus's other Greek records. Article 20 §4 of ν. 5209/2025 forbids a driver to circulate on pedestrian streets «εκτός από περιπτώσεις απολύτου ανάγκης ή όταν ειδικές ρυθμίσεις το επιτρέπουν» — except in cases of absolute necessity or where special regulations permit. Article 20 §8 β) classifies a breach of §4 «στην κατηγορία Ε3-Β και στην κατηγορία Σ». Article 108 §5 γ) γα) prices a category Ε3-Α breach at «διοικητικό πρόστιμο τριακοσίων πενήντα (350) ευρώ»; §5 γ) γβ) adds, for Ε3-Β, withdrawal of the driving licence and of the vehicle's registration documents for thirty (30) days; §5 δ) adds a further forty (40) days' withdrawal of the licence for the category Σ classification. ⚠️ For a visitor in a hire car, the measure against the vehicle's registration documents is a matter between the renter and the rental company that the Code does not address. 🚨 The honest limit here is not the classification but the ground. The decree orders no sign and sets no signing programme, so this project cannot tell you what plate, bollard or marking you will meet on οδός Σισίνη today, and more than four years have passed since publication. What the decree settles is what the street is; what an officer at the kerb responds to is what the street shows.Source: Εθνικό Τυπογραφείο, read 2026-09-24

Article 2 §56 for the definition of a pedestrian street and for the abutting-property entry and exit it allows; article 20 §4 and §8 β) for driving on one and for the category it falls in; article 108 §5 γ) and δ) for the tariff and the licence measures

How to comply
  • Do not drive the seven converted sections in the traditional core of Patras. The named six are οδός Σισίνη between Palaion Patron Germanou and the north side of Ypsila Alonia square; οδός Μαιζώνος between Aratou and Gounari; the north branch of οδός Τριών Ναυάρχων between Agiou Andreou and Othonos Amalias; οδός Παντοκράτορος between 25is Martiou and Ileias, with the streets ringing the west side of Pantokratoros square; οδός Σωτηριάδου between Mitropoliti Neofytou and Eisodion; and οδός Εισοδίων. The seventh is an unnamed lane west of the Church of Pantokratoras.
  • 🔑 The cross streets that name the ends are not closed. Palaion Patron Germanou, Aratou, Gounari, Agiou Andreou, Othonos Amalias, 25is Martiou, Ileias and Mitropoliti Neofytou are how the decree says where a converted section starts and stops; they are the boundary, not the subject.
  • 🔑 There is one access right, and it comes from the Highway Code rather than from the decree. Article 2 §56 of ν. 5209/2025 defines a pedestrian street as one used exclusively by pedestrians «και για είσοδο - έξοδο οχημάτων προς και από χώρους στάθμευσης παρόδιων ιδιοκτησιών και παρόδιων χρήσεων» — and for vehicles entering and leaving the parking of abutting properties and abutting uses, subject to the area's permitted land uses. If you are driving to or from a legitimate parking space on one of these streets, that is the provision to know. Article 20 §4 adds the general exception for cases of absolute necessity or where special regulations permit.
  • ⚠️ The decree itself grants nothing further. It names no exempt vehicle, no supply window, no residents' permit and no emergency category, because it is not a traffic-regulation act and does not work that way. 🚫 Do not read silence on deliveries or on residents as permission; read it as the decree not being the instrument that deals with them.
  • 🚨 Expect the ground to be the thing you actually obey. The decree took effect on 1 July 2022 and ordered no signs. This project has not verified what is built or signed on any of these streets and cannot do so from the gazette. If a street is open and signed as open, that is a question for the municipality, not something this page can answer.
  • ⚠️ If you arrive by ferry with a car, the traditional core is the part of Patras to plan around, not the waterfront route past the port. Park outside the converted grid and walk in.
  • 🚫 Nothing here says the rest of Patras is unrestricted. The municipality makes its own traffic regulations under article 52 of the Highway Code — this project read ΦΕΚ Β' 2156/2023 and ΦΕΚ Β' 366/2025 for this cycle and both proved to be about pavements, cycle lanes, one-way orders and parking rather than closures — and there is no reason to assume those are the only two.
  • Nothing is payable and nothing is to be bought in advance. There is no permit, no registration and no charge attached to this scheme.
