In force in Psathopyrgos right nowTuesday, 13 October 2026 at 12:05 · Europe/Athens

  • In force Every vehicle on any of the three sections the act designates as a pedestrian street in the settlement of Κάτω Ροδινή, Κοινότητα Ψαθοπύργου, Δ.Ε. Ρίου, Δήμος Πατρέων: οδός Κωστή Παλαμά north of οδός Οδυσσέα Ελύτη; οδός Σεφέρη north of οδός Οδυσσέα Ελύτη; and οδός Περικλέους north of οδός Οδυσσέα Ελύτη. 🚫 οδός Οδυσσέα Ελύτη itself is not pedestrianised — it is the line the three designations are measured from, and it carries a one-way order and a rotating-parking rule of its own. 🚫 Neither is the part of any of the three streets south of Οδυσσέα Ελύτη: on Κωστή Παλαμά that southern part is expressly a one-way street with parking rules, which is the same act saying in the same breath that it stays open to traffic. 🔑 The exceptions are real but they are not encoded here, because they are not time-based and because they do not come from this act at all: the Highway Code admits named classes of vehicle to a πεζόδρομος around the clock, and the municipal operating regulation that could narrow or widen that list is unpublished. They are set out in `how_to_comply`.

The empty window list is the act's own shape and not a missing fact. Each of the three items is a bare «Καθορισμός της οδού ως πεζόδρομου» with a limit of extent and a reference to the Highway Code, and the act prints no hour, no weekday and no season for them, so a verdict of "in force" is correct at every hour of every day. 🚫 It must not be read as a timetable this project failed to find, and it must not be given an evening window to resemble this corpus's seasonal Greek records.

🚨 The «εκ περιτροπής, ανά μήνα» parking rule is NOT a window in this closure. It applies to οδός Κωστή Παλαμά between Αγαμέμνονος and Καβάφη and to οδός Οδυσσέα Ελύτη between Κωστή Παλαμά and Σεφέρη — sections this record does not close — and it governs which side of the street a car may stand on in a given calendar month. 🚫 Putting it in `windows` would tell a driver that the three pedestrian stubs are open in alternate months.

🚨 `effective_from` is null and the reason is the act's own. The measures commence «από την τοποθέτηση της προβλεπόμενης κατακόρυφης και οριζόντιας σήμανσης», and the act itself assigns that work to a named municipal crew — «το αρμόδιο συνεργείο κατακόρυφης σήμανσης της Διεύθυνσης Πολεοδομικού - Κυκλοφοριακού Σχεδιασμού και Δόμησης» — after publication in the gazette. No publisher has said when, or whether, it was done. This project could not check the obvious channel either: Δήμος Πατρέων's own site www.e-patras.gr was measured on 2026-09-25 of the previous cycle and has no usable search, so there is no dated municipal announcement to look for the placing in. The designation may or may not be signed on the ground, and this page does not claim either way.

🚨 The terms of access are not in this act and this record does not invent them. The publisher says that questions about managing the pedestrianised streets — «διαχείριση στάθμευσης, χρήσεις γης, κυκλοφορία ειδικών κατηγοριών οχημάτων κ.λπ.» That study is not published: it is not in the gazette, and the council decision it accompanies is identified in the transparency register but its text sits under a path that register's own robots.txt forbids. So this page states the Highway Code's own default access and says plainly that the instrument which may vary it is unread. 🚫 The access list of another Greek municipality's regulation — Aigialeia's, which this corpus does read and which governs the municipality immediately to the east — must not be borrowed onto these streets.

⚠️ Three pedestrian sections are not the settlement and not the community. The same act one-ways Κωστή Παλαμά, Σεφέρη, Καβάφη and Οδυσσέα Ελύτη, bans parking on some stretches, allows rotating parking on others, and puts STOP signs on Καβάφη either side of its junction with Σεφέρη. 🚫 None of that is encoded as this zone, and the absence of a street from this record is not permission to drive it. Item 4 of the act also freezes further regulation of οδός Αγαμέμνονος «έως την πλήρη κατά μήκος διάνοιξη της υπόψη οδού», until that street is fully opened along its length.

Public holidays are not encoded, because the act does not mention them. It exempts no day and no date.

The schedule is derived from `hours` and carries no fact that is not in the act.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Psathopyrgos is a coastal village on the south shore of the Gulf of Corinth, on the Δ.Ε. Ρίου side of Δήμος Πατρέων, east of the Rio–Antirrio bridge and some 16 km from the city centre — the coastal strip a driver passes on the old national road between Patras and Aigio.

On 6 August 2026 the Decentralised Administration of the Peloponnese, Western Greece and the Ionian approved two council decisions — 100/05.05.2025 of the Patras municipal council and 22/04.05.2026 of the Western Greece regional council — and among the traffic measures they contain are three pedestrian streets in the settlement of Κάτω Ροδινή inside that community. 🔑 The three, in the act's own words, are each «Καθορισμός της οδού ως πεζόδρομου στο τμήμα της βορείως της οδού Οδυσσέα Ελύτη» — designation of the street as a pedestrian street in the part of it north of οδός Οδυσσέα Ελύτη — and they are οδός Κωστή Παλαμά (item 1 ii), οδός Σεφέρη (item 2 ii) and οδός Περικλέους (item 5). ⚠️ Note what the act gives and what it does not: each designation has a southern limit and no northern one.

Κάτω Ροδινή sits on the south shore of the Gulf of Corinth, so «north of Οδυσσέα Ελύτη» is the seaward side, but how far each section runs before it ends is not written down anywhere this project can read. 🔑 What makes this act unusually solid for a Greek pedestrianisation is the sentence the publisher adds after the operative list: «Τα οδικά τμήματα των οδών που καθορίζονται ως πεζόδρομοι, προβλέπονται ως πεζόδρομοι στην ανωτέρω Πολεοδομική Μελέτη» — the road sections designated as pedestrian streets are provided for as pedestrian streets in the town-planning study, the 1991 extension of the street plan approved by decision Χ.15790/05.06.1991 of the Prefect of Achaea (ΦΕΚ Δ' 420).

This corpus has recorded the opposite case twice.

At Xanthi the same kind of authority spelled the doctrine out — a Highway Code order is a traffic measure «και όχι πολεοδομικές ρυθμίσεις», and a street can be treated as a pedestrian street only once the plan says it is one — and at Alexandroupoli it acted on it, refusing one item of a council decision outright because it «δεν εγκρίνεται με την διαδικασία του άρθρου 52 παρ. 1» of the Code.

Here the plan does designate the sections, and the publisher says so in its own sentence. 🚨 Three limits, all of them the publishers' rather than this project's. The measures commence «από την τοποθέτηση της προβλεπόμενης κατακόρυφης και οριζόντιας σήμανσης» — when the vertical and horizontal signing goes in — and nobody has published the day that happened, so `effective_from` is null.

The terms of access are in a «Κανονισμός Λειτουργίας» that is an inseparable part of the municipality's technical traffic study of 9 April 2025, which no publisher has put online, so what a resident or a delivery van may do comes from the Highway Code and not from this act. And the settlement's own name is misspelled in all four places the gazette prints it.

Daily charge

Nothing is charged and there is nothing to buy. The act is a traffic-regulation measure taken under the Highway Code — the operative items designate streets as one-way, as rotating-parking, as no-parking or as pedestrian streets — and it establishes no zone that is entered on payment, no tariff, no camera, no permit and no registration. The word «τέλος» appears nowhere in it.

A driver who has no right to be on one of the three pedestrian sections is not short of a payment; the consequence is the Highway Code penalty recorded under `penalty`.

When it operates

There are no hours on the pedestrian sections, and that is the act's own shape rather than a fact this project failed to find. Each of the three is a bare «Καθορισμός της οδού ως πεζόδρομου στο τμήμα της βορείως της οδού Οδυσσέα Ελύτη, σύμφωνα με τα όσα προβλέπονται από τον ν.

5209/2025 (Κ.Ο.Κ.)» — a designation with a limit of extent and a reference to the Code, and no clock, no weekday, no season and no calendar date.

So the designation stands at every hour of every day. 🚨 The one commencement sentence the act prints is conditional rather than dated: «Τα μέτρα που λαμβάνονται σύμφωνα με την παρούσα, ισχύουν από την τοποθέτηση της προβλεπόμενης κατακόρυφης και οριζόντιας σήμανσης» — the measures take effect from the placing of the prescribed vertical and horizontal signing.

That is the usual Greek clause and as usual nobody has published the day it was satisfied. ⚠️ There is one clock in the wider act and it belongs to a different street and a different measure: parking on οδός Κωστή Παλαμά between Αγαμέμνονος and Καβάφη, and on οδός Οδυσσέα Ελύτη between Κωστή Παλαμά and Σεφέρη, is «εκ περιτροπής, ανά μήνα» — alternating by month, the side changing with the calendar month.

That is a parking rule on streets this record does not close, it is not an opening of a pedestrian street, and it is recorded in `how_to_comply` rather than here.

Area covered

The settlement of Κάτω Ροδινή in Κοινότητα Ψαθοπύργου, Δημοτική Ενότητα Ρίου, Δήμος Πατρέων — a grid of streets named after Greek poets a few hundred metres back from the shore of the Gulf of Corinth — and within it three sections rather than the whole.

The act's operative list gives them by street and by one limit each: item 1 ii, οδός ΚΩΣΤΗ ΠΑΛΑΜΑ, «Καθορισμός της οδού ως πεζόδρομου στο τμήμα της βορείως της οδού Οδυσσέα Ελύτη»; item 2 ii, οδός ΣΕΦΕΡΗ, the same sentence; item 5, οδός ΠΕΡΙΚΛΕΟΥΣ, the same sentence as the whole of that item.

Each is bounded on the south by οδός Οδυσσέα Ελύτη and open-ended to the north; the settlement is on the south shore of the Gulf of Corinth, so that is the seaward side, but the act names no northern end point and no length. 🔑 The designations rest on a planning act rather than on the traffic order alone, and the publisher spells the chain out: decision Χ.15790/05.06.1991 of the Prefect of Achaea approved the «Μελέτη Επέκτασης (ρυμοτομικού σχεδίου) οικισμού Κάτω Ροδινήφς Κοινότητας Ζήριας Πατρών (Ν.

🚨 No measurement of any kind is published — no length, no width, no area, not one ΕΓΣΑ 87 coordinate pair.

The extent is given by three street names, one common southern limit and the certified signing diagram of 22 July 2026, which is published with the issue as a single full-page raster this project cannot read. 🚨 And the settlement's name cannot be quoted from this act, because the act never spells it correctly: it prints «Κάτω Ροδιφνής» twice and «Κάτω Ροδινήφς» twice, four occurrences and four misspellings, in two variants that move the same stray φ.

The correct genitive «Κάτω Ροδινής» appears nowhere in the gazette; it is the form the same municipality uses in the transparency register entry for the very decision this act approves.

Εθνικό Τυπογραφείο — Εφημερίδα της Κυβερνήσεως, ΦΕΚ Β' 4964/06.08.2026: the operative items 1 ii, 2 ii and 5 of the decision, recital 40 for the streets and the settlement, and the list of terms for the 1991 plan extension and the sentence that the designated sections are provided for in it

Why there is no map here
The geometry was published and cannot be read, which is the Patras, Aigio and Kozani finding rather than the Agia one. The act grants the measures «σύμφωνα με … το οριστικό διάγραμμα σήμανσης (22.07.2026) που τις συνοδεύει (σχ. 25 - 39)», the final signing diagram of 22 July 2026, and that diagram is in the issue. Measured on 2026-09-25: the eight-page ΦΕΚ Β' 4964/06.08.2026 is 2 277 304 bytes and yields 22 401 characters of text from 8 content streams, all of it the two items' prose; the file carries exactly two image XObjects, one 70 × 70 — the masthead device that appears on every page — and one 1 949 × 2 835, a full A4-portrait raster, and page 55706 yields nothing but its own running head where that page's prose would be. So the extent exists in the published issue as an image and cannot be converted into a boundary from it. 🚫 No boundary was derived from the street names either: the three designations have one named limit each and no northern end point at all — «στο τμήμα της βορείως της οδού Οδυσσέα Ελύτη» stops where the land does — so a polygon drawn from them would be this project's guess about where a street ends, not the publisher's statement, and D-096 forbids presenting it as the latter. 🚨 The 1991 plan extension (ΦΕΚ Δ' 420, decision Χ.15790/05.06.1991 of the Prefect of Achaea) is the document that does define these sections in law, and it was not retrieved for this record; even if it were, the same photo-reduction problem applies to ΦΕΚ Δ' diagrams throughout this corpus.

Petrol standard

This scheme sets no emission threshold, and the absence is structural rather than unrecorded. A pedestrianisation asks whether a vehicle may be on the street at all, not what comes out of its exhaust. The act names no Euro class, no fuel type and no registration year anywhere, and the only vehicle distinctions it draws are by function and by manoeuvre — one-way direction, stopping, parking, STOP signs.

Its own stated purposes include «τη μείωση των περιβαλλοντικών επιπτώσεων και του επιπέδου της ατμοσφαιρικής ρύπανσης», a reduction in environmental impact and air pollution, but that is a purpose rather than a criterion and no vehicle is admitted or refused by it.

Diesel standard

The same as for petrol, and for the same structural reason. No Euro class, fuel type or registration year appears anywhere in the act. ⚠️ The municipal operating regulation that governs access to these streets is unpublished, so this project cannot state that it contains no emission criterion either — only that the act which created the streets does not, and that a Greek «κανονισμός λειτουργίας πεζοδρόμων» of the kind this corpus has read elsewhere distinguishes vehicles by what they are doing and how much they weigh rather than by what they burn.

Penalty if you do not comply
€350.00 🔑 The chain turns on one word, and on this page the word lines up as well as it ever does in Greece — better, in fact, because two publishers use it of the same road sections. The Highway Code forbids driving «σε πλατείες, πεζόδρομους, πεζοδρόμια», and the question on every Greek page in this corpus has been whether the local instrument's own word maps onto the Code's noun «πεζόδρομος». Here the act's operative verb is «Καθορισμός της οδού ως πεζόδρομου», it cites the Code by number in the same sentence — «σύμφωνα με τα όσα προβλέπονται από τον ν. 5209/2025 (Κ.Ο.Κ.)» — and the approving authority adds that the sections «προβλέπονται ως πεζόδρομοι» in the town-planning study of 1991. The traffic word, the planning word and the Code's word are the same word, and that is the combination the publisher itself demands elsewhere in this corpus before it will approve a pedestrianisation at all. 🔑 Every figure below was read from the statute for this cycle on 2026-09-25 rather than inherited from this corpus's other Greek records: article 20 §4 of ν. 5209/2025 forbids the driver to circulate on pedestrian streets «εκτός από περιπτώσεις απολύτου ανάγκης ή όταν ειδικές ρυθμίσεις το επιτρέπουν»; article 20 §8 β) classifies a breach of §4 «στην κατηγορία Ε3-Β και στην κατηγορία Σ»; article 108 §5 γ) γα) prices a category Ε3-Α breach at «διοικητικό πρόστιμο τριακοσίων πενήντα (350) ευρώ»; §5 γ) γβ) adds, for Ε3-Β, withdrawal of the driving licence and of the vehicle's registration documents for thirty (30) days; and §5 δ) adds a further forty (40) days' withdrawal of the licence for the category Σ classification. ⚠️ For a visitor in a hire car, the measure against the vehicle's registration documents is a matter between the renter and the rental company that the Code does not address. 🚨 The honest limit is the ground rather than the tariff, and there are two parts to it. The measures commence when the signing goes in and no one has published that date, so this project cannot tell you what plate or bollard stands at the top of οδός Σεφέρη today. And the act provides its own way of ceasing to exist: «η απόφαση αυτή ανακαλείται αυτοδίκαια, σε περίπτωση μη τήρησης των όρων και των προϋποθέσεων που έχουν τεθεί από τους αρμοδίους φορείς» — it is revoked automatically if the conditions set are not kept. A reader who finds these streets carrying traffic should treat that sentence, not this page, as the explanation to look into.

Article 2 §56 for the definition of a pedestrian street and for the access it carries; article 20 §4 and §8 β) for driving on one and for the category it falls in; article 108 §5 γ) and δ) for the tariff and the licence measures

How to comply
  • Do not drive the three pedestrian sections in Κάτω Ροδινή, the coastal settlement of Κοινότητα Ψαθοπύργου: οδός Κωστή Παλαμά, οδός Σεφέρη and οδός Περικλέους, each in the part of it north of οδός Οδυσσέα Ελύτη — the seaward side, since the settlement is on the south shore of the Gulf of Corinth. The designation is all day, every day. ⚠️ The act gives no northern end point for any of the three, so treat the whole seaward part of each as closed rather than guessing where it stops.
  • 🔑 οδός Οδυσσέα Ελύτη is the line, not the subject. It is how the act says where each pedestrian section begins, and it is not itself pedestrianised: between Κωστή Παλαμά and Σεφέρη it is a one-way street running from Κωστή Παλαμά towards Σεφέρη, with parking permitted on alternating sides by calendar month.
  • ⚠️ The southern parts of the same three streets stay open, and the act says so in the same items. οδός Κωστή Παλαμά between Αγαμέμνονος and Οδυσσέα Ελύτη is one-way downhill from Αγαμέμνονος towards Οδυσσέα Ελύτη, with rotating monthly parking between Αγαμέμνονος and Καβάφη and no parking on either side between Καβάφη and Οδυσσέα Ελύτη. οδός Σεφέρη between Οδυσσέα Ελύτη and Αγαμέμνονος is one-way uphill from Οδυσσέα Ελύτη towards Αγαμέμνονος, with no parking on either side. Driving the open part of a street whose far end is pedestrianised is the normal situation here, not a contradiction.
  • ⚠️ Two more rules apply nearby and neither is a closure. οδός Καβάφη between Κ. Παλαμά and Σεφέρη is one-way from Κ. Παλαμά towards Σεφέρη with parking banned on both sides, and it carries STOP signs on either side of its junction with Σεφέρη. Watch for them.
  • 🔑 There is one access right that you can rely on, and it comes from the Highway Code rather than from this act. Article 2 §56 of ν. 5209/2025 defines a pedestrian street as one used exclusively by pedestrians and for vehicles entering and leaving the parking of abutting properties and abutting uses, and it extends that to supply and emergency vehicles. If you are driving to or from a legitimate parking space on one of these three stubs, that is the provision to know. Article 20 §4 adds the general exception for cases of absolute necessity or where special regulations permit.
  • 🚨 What this page cannot tell you is the local detail, and the reason is that the document containing it was never published. The act says that parking management, land uses and the circulation of special categories of vehicle on these streets are governed by their «Κανονισμός Λειτουργίας», which is an inseparable part of the municipality's technical traffic study of 9 April 2025. That study is not in the gazette and not obtainable: the council decision it accompanies is identified in the transparency register — decision 100/05.05.2025 of the Patras municipal council, ΑΔΑ ΨΖΘΓΩΞΙ-ΩΓΔ, classified by the publisher as a ΚΑΝΟΝΙΣΤΙΚΗ ΠΡΑΞΗ — but its text sits under a path that register's robots file forbids. 🚫 So do not assume a residents' permit, a delivery hour or an exempt class beyond what the Code itself grants; and do not assume there is none. Ask Δήμος Πατρέων.
  • 🚨 Expect the ground to be the thing you actually obey, and treat this page as the authority for the rule rather than for the kerb. The designation takes effect when the vertical and horizontal signing goes in, the act assigns that work to the municipality's own signing crew after publication, and no publisher has said when it was done. If a section is open and signed as open, that is a question for Δήμος Πατρέων, not something this page can answer.
  • 🚫 Nothing here says the rest of Ψαθόπυργος, of Δ.Ε. Ρίου or of Δήμος Πατρέων is unrestricted. This act covers five streets in one seaside settlement. Patras itself has a separate scheme in this corpus, seven sections of its traditional core created by a presidential planning decree, and the municipality makes further traffic regulations under the Highway Code that this project has not read — its own transparency register shows a council decision of 12 March 2025 designating streets around the church of Άγιος Διονύσιος Αρεοπαγίτης in Patras as pedestrian streets, and whether that one has been gazetted is not known here.
  • Nothing is payable and nothing is to be bought in advance. There is no entry charge, no ticket and no registration anywhere in this act.
