Driving in Pyrgi: Limited traffic zone

Pyrgi, Greece · Limited traffic zone

Official name Έγκριση κυκλοφοριακής ρύθμισης στην Τοπική Κοινότητα Πυργίου Δήμου Χίου (αριθμ. 26248/ΜΟΕ, ΦΕΚ Β' 5529/04.10.2024)

In force in Pyrgi right nowTuesday, 13 October 2026 at 12:05 · Europe/Athens

  • In force Every vehicle entering the side lane in the Κάτω Παναγιά area of Pyrgi at either of the two positions the act signs with Ρ-7. The act writes «για όλα τα οχήματα», for all vehicles, and names no class of vehicle and no holder of any permit as excepted.

The empty window list is the act's own shape and not a missing fact. The act approves an entry ban carried by sign Ρ-7 and orders no supplementary plate, no season and no hour, so a verdict of "in force" is correct at every hour of every day. 🚫 It must not be read as an hour this project failed to find: nothing in the act names an hour that the gazette then withholds.

🚨 The empty exception list is also the act's own shape, and it is the sharpest difference between this record and the pedestrian-street records around it. Those are streets signed Ρ-55, and the Highway Code writes the exceptions into that sign's own definition — «απαγορευμένης της διέλευσης άλλων εκτός πεζών, οχημάτων άμεσης ανάγκης και οχημάτων για την είσοδο - έξοδο σε παρόδιες ιδιοκτησίες». Article 7 §3 ζ) defines Ρ-7 with no exception at all. 🚫 So the pedestrian-street carve-out for reaching a property you are staying at does not apply here, and this record must not borrow it from its neighbours.

🚨 This timetable cannot tell you whether the ban has commenced. The act's third condition makes the measures effective «από την τοποθέτηση των οικείων πινακίδων σήμανσης», from the moment the signs go up, and no act, and nothing the Δήμος Χίου publishes that this project could reach, says when that was. A verdict of "in force" here means "in force as the gazette has it", not "measured on the street".

The same condition puts a police officer above the sign: the measures apply «εκτός αν κατά τον χρόνο ισχύος των μέτρων αυτών η κυκλοφορία ρυθμίζεται από στελέχη της αρμόδιας Αστυνομικής Αρχής». If an officer is directing traffic there, follow the officer.

This covers one unnamed side lane in the Κάτω Παναγιά area and nothing else in Pyrgi or on Chios. 🚫 The act regulates no other street, and this record does not claim that the rest of the village is or is not restricted by anything unwritten.

Public holidays are not encoded, because the act does not mention them. It exempts no day and no date.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Pyrgi is the best known of the Chios mastic villages — the medieval one whose house fronts are covered in black-and-white «ξυστά» scraped plaster — and in October 2024 the Αποκεντρωμένη Διοίκηση Αιγαίου gazetted one vehicle prohibition for it. 🔑 It is a small rule stated exactly: entry is banned for ALL vehicles into a side lane in the Κάτω Παναγιά part of the village, and it is carried by two positions signed Ρ-7.

That is the whole of the scheme. There is no season, no clock, no charge, no permit and no exception written anywhere in the act. 🚨 And what the act calls it is the whole of why this page reads differently from the other Greek ones.

Every other street closure in this corpus's Greek set rests on an act that uses the word «πεζοδρόμηση» — a street turned into a pedestrian street, signed Ρ-55, a sign whose own definition in the Highway Code admits pedestrians, emergency vehicles and vehicles going in and out of parking on properties that front it. 🚫 This act never uses that word, and Ρ-7 admits nobody: article 7 §3 ζ) of the Code defines it in six words — «Απαγορεύεται η είσοδος σε όλα τα οχήματα», entry is prohibited for all vehicles — and attaches no exception to it at all.

So a visitor whose accommodation is up that lane cannot lean on the pedestrian-street carve-out, because this is not a pedestrian street. 🔑 That also makes the penalty unusually settled.

At Sifnos the act says «περιοδική πεζοδρόμηση» about two villages it then signs Ρ-7, and that record has to publish both readings because the word points at €350 and the sign at €150; at Mytilene the word and the sign disagree the same way.

Here the word and the sign say the same thing, so the answer is the sign's: €150 and twenty days' withdrawal of the driving licence, with no competing reading to publish alongside it. ⚠️ The honest limit of this page is that the act does not name the lane. It identifies the place by area — Κάτω Παναγιά — and by two ΕΓΣΑ 87 grid references about 47 m apart, which it calls «ενδεικτικές», indicative.

There is no street name, no map and no boundary anywhere in the gazette, so this record can tell you the rule and where in the village to expect it, and then you must read the sign. ⚠️ And the operative sentence of the decision is not in the extractable text of the gazette PDF: the page it sits on is set in a subset font with no usable character map, so it is quoted below in the publisher's own search index — lower-cased and stripped of accents, which is not how the gazette spells it. 🔑 Nothing else in Pyrgi is covered here.

This act regulates one lane; the searches this project ran found no second traffic act for the village and no amendment to this one, and a narrow village street that a car cannot physically take is not a gazetted prohibition.

Daily charge

Nothing is charged and there is nothing to buy.

The act approves a prohibition and orders signs; it creates no permit, no resident card, no day ticket and no tariff, and the decision it approves is a council decision about signage rather than about access rights. 🔑 The only sum of money in the whole item is the municipality's own cost of buying the plates: the preamble records that decision 261/2024 causes expenditure on the Δήμος Χίου budget line κ.α.ε 30.7135.130, «με εγγεγραμμένη πίστωση 15.000,00 € συμπεριλαμβανομένου Φ.Π.Α οικονομικού έτους 2024», under the heading «προμήθεια ειδών σήμανσης σημάτων και καθρεπτών κυκλοφορίας» — a supply budget for signs, signals and traffic mirrors.

That is what the municipality pays, not what a driver pays. ⚠️ That sentence is quoted from the gazette's own search index and not from the PDF text, for the reason set out in `summary`; it is content, not spelling.

When it operates

There are no hours, and the absence is the rule rather than a gap in it. The act approves «την απαγόρευση εισόδου για όλα τα οχήματα» — an entry ban for all vehicles — and orders it to be carried by vertical signs of type Ρ-7. It names no season, no day of the week, no start hour and no end hour, and it orders no supplementary plate of any kind.

A driver arriving at 04:00 in January meets the same sign as one arriving at 19:00 in August. 🔑 The sign itself is what carries the timelessness. Article 7 §3 ζ) of ν.

5209/2025, the Greek Highway Code in force since 13 September 2025, defines Ρ-7 as «Απαγορεύεται η είσοδος σε όλα τα οχήματα» and gives it no time dimension; article 7 §11 makes the driver's obligation turn on the sign «ή τον συνδυασμό αυτών με πρόσθετες πινακίδες», the sign or its combination with supplementary plates, and this act orders no supplementary plate.

So an empty timetable is the claim the act makes, not an hour this project failed to find. ⚠️ The one thing the act will not tell you is the day it started.

Its third condition is explicit that «Τα μέτρα που λαμβάνονται με την παρούσα απόφα -ση να ισχύουν από την τοποθέτηση των οικείων πινακί -δων σήμανσης, των σηματοδοτών ή των διαγραμμίσεων στο οδόστρωμα» — the measures take effect from the placement of the signs — and the placement is the municipality's job, with no date given for it anywhere.

That is a commencement tied to an event rather than to a date, so `effective_from` is null. ⚠️ And there is a second, smaller unknown in the same clause: the same condition adds «εκτός αν κατά τον χρόνο ισχύος των μέτρων αυτών η κυκλοφορία ρυθμίζεται από στελέχη της αρμόδιας Αστυνομικής Αρχής» — unless traffic is being directed by police officers at the time.

A police officer on the spot overrides the sign, which no timetable can encode.

Area covered

One side lane, and the act never names it.

What it approves is «την απαγόρευση εισόδου για όλα τα οχήματα σε πάροδο της περιοχής Κάτω Παναγιάς της Τοπικής Κοινότητας Πυργίου στον Δήμο Χίου» — an entry ban for all vehicles on a πάροδος, a side lane, of the Κάτω Παναγιά area of the local community of Pyrgi in the municipality of Chios. 🚫 There is no street name in the act, no map, no polygon and no list of adjoining streets. 🔑 What the act does publish instead is a two-row table headed «ΣΗΜΕΙΑ ΤΟΠΟΘΕΤΗΣΗΣ ΚΑΤΑΚΟΡΥΦΩΝ ΠΙΝΑΚΙΔΩΝ», positions for the placement of vertical signs, with columns ΠΙΝΑΚΙΔΑ, Α/Α, Χ and Υ.

The two rows are labelled ΑΡΧΗ and ΤΕΛΟΣ — start and end — at ΕΓΣΑ 87 grid references 674832/4232561 and 674830/4232514, and the sign column carries a single Ρ-7 for both of them.

Those two references are 47 m apart on the grid, so the signed length is a lane about as long as four parked cars, closed at each end. ⚠️ The publisher hedges the coordinates itself: the operative sentence calls them «ενδεικτικές συντεταγμένες», indicative coordinates, so they locate the lane rather than survey it. ⚠️ Because the ΠΙΝΑΚΙΔΑ cell is set once against two rows, this record does not claim whether that means one plate or two: it says what the table says, which is one sign type at two named positions. 🔑 Where that is, in words a driver can use: the grid references fall inside Pyrgi village, a few hundred metres from its centre, in the part the act calls Κάτω Παναγιά.

The conversion that established this was a check on which of the geocoder's five Greek candidates named Pyrgi is the right one — the Chios candidate is 336 to 374 m away and the next nearest is 283 km away — and it is recorded in the city registry rather than published here as anybody's coordinate. 🚫 No converted latitude or longitude appears on this record, because it would be this project's arithmetic presented as the municipality's decision.

Εθνικό Τυπογραφείο — Εφημερίδα της Κυβερνήσεως, ΦΕΚ Β' 5529/04.10.2024, αριθμ. 26248/ΜΟΕ: the operative clause for the place and the sign-position table for the two ΕΓΣΑ 87 references

Why there is no map here
The act publishes coordinates and they still do not make a boundary. What it prints is a two-row table of sign positions in ΕΓΣΑ 87 — ΑΡΧΗ 674832/4232561 and ΤΕΛΟΣ 674830/4232514 — which are two points 47 m apart, not an area, and the operative sentence calls them «ενδεικτικές», indicative. Our boundary contract is a MultiPolygon; two indicative points on an unnamed lane cannot be turned into one without drawing a shape the municipality never drew. 🚫 And the grid references may not be republished as WGS 84 either: converting them is arithmetic this project did, and a derived latitude and longitude presented on the record would read as the authority's. The conversion was used once, as a candidate check for the city anchor, and lives in the city registry's provenance where it is labelled as such. ⚠️ There is no study drawing to fall back on: the act refers to the «εισήγηση και θεωρημένη μελέτη από τη Διεύθυνση Τεχνι-κής Υπηρεσίας του Δήμου Χίου», the stamped study of the municipality's technical service, and the gazette does not carry it. ✅ Unusually for this corpus, the municipality was asked rather than assumed away, and it answered: www.chios.gov.gr is open — HTTP 200, WordPress, a robots.txt of 120 bytes disallowing only /wp-admin/, measured on 2026-09-23 — and it does publish traffic-regulation decisions. 🚫 It does not publish this one. Its own search returns twenty items for «Πυργί», none of them about traffic, and nothing at all for «261/2024». So the study is unpublished rather than unreachable, which is a different and more hopeful state than the closed municipal hosts elsewhere in this corpus. ✅ It heals if the Δήμος Χίου publishes that study as geometry, or if a later act names the lane. ⚠️ The gazette PDF itself is only half readable and this was measured rather than assumed: scripts/pdf-stream-prose.py scores it prose 0 · unmapped 15 · noise 10 · did-not-inflate 21 on 2026-09-23, while scripts/read-source.mjs returns 37 511 characters of clean Greek from it — the table of contents, the sign-position table, the seven conditions and the signature all read, and the page carrying the decision's preamble and operative sentence does not. That is the D-272 shape again, on a third publisher's file, and it is a statement about which streams carry a usable character map rather than about the document.

The authority's own map: Αποκεντρωμένη Διοίκηση Αιγαίου / Δήμος Χίου, Διεύθυνση Τεχνικής Υπηρεσίας…

Petrol standard

This scheme sets no emission threshold, and the absence is structural rather than unrecorded. It asks one question about a vehicle — is it entering that lane — and it asks nothing at all about what leaves the exhaust. A 2025 hire car is barred exactly as a 1995 one is.

Diesel standard

The same as for petrol, and for the same structural reason: the act contains no emission criterion of any kind, and nothing in it turns on fuel, age or engine.

Penalty if you do not comply
€150.00 The act prints no figure, and every number here is read from the statute; the Code was read for this cycle on 2026-09-23 rather than inherited from this corpus's other Greek records. 🔑 What is unusual here is not the figure but that there is only one of it. This is the first Greek street closure in this corpus whose act never says «πεζοδρόμηση» — it says «απαγόρευση εισόδου», an entry ban, and it signs it Ρ-7. Word and sign agree, so one provision reaches it and the record does not have to publish a competing reading. 🚨 Compare the two places in this corpus where they disagree: at Sifnos the act calls Vathy and Faros «περιοδική πεζοδρόμηση» while signing them Ρ-7 alone, and at Mytilene the acts say πεζοδρόμηση while printing only Ρ-19 — in both the word points at €350 and the sign at a smaller figure, and both records publish the higher one because a driver should plan for the worse case. Here there is no higher one to fall back on. The route runs entirely through the sign the act orders. Article 7 §3 ζ) of ν. 5209/2025, the Greek Highway Code in force since 13 September 2025, defines the sign: «Ρ-7: Απαγορεύεται η είσοδος σε όλα τα οχήματα.» Article 7 §11 ε) classifies a driver who does not comply with «τις πινακίδες Ρ-7, Ρ-8, Ρ-9, Ρ-10, Ρ-11, Ρ-12, Ρ-13, Ρ-14, Ρ-18, Ρ-19, Ρ-20, Ρ-21, Ρ-22, Ρ-23, Ρ-24, Ρ-25, Ρ-26, Ρ-27, Ρ-28, Ρ-30, Ρ-31, Ρ-45, Ρ-46, Ρ-64, Ρ-73α, Ρ-73δ, Ρ-74α, Ρ-74δ» in category Ε2-Β. Article 108 §5 β) βα) prices a category Ε2-Α breach at «διοικητικό πρόστιμο εκατόν πε- νήντα (150) ευρώ», and §5 β) ββ) makes Ε2-Β that same fine plus «το διοικητικό μέτρο αφαίρεσης της άδειας οδήγησης για είκοσι (20) ημέρες» — twenty days' withdrawal of the driving licence. 🔑 Three things this is NOT, and each one is a figure a reader might otherwise carry over from the neighbouring Greek pages. It is not €350: that is category Ε3, which article 20 §8 β) reaches by way of driving on a πεζόδρομος, and this lane is not one — no act in this project calls it one. There is no measure against the vehicle's registration documents: that belongs to Ε3-Β under §5 γ) γβ), not to Ε2-Β. And there is no extra forty days: that is the category Σ addition under §5 δ), and article 7 §11 puts only the Ρ-33/Ρ-54/Ρ-55/Ρ-56/Ρ-65/Ρ-66/Ρ-67/Ρ-76 group and the Ρ-71/Ρ-72 pair into Σ — Ρ-7 is in neither. ⚠️ One honest limit about the law that applies. The act was made in 2024 under article 52 §1 of ν. 2696/1999, the Highway Code then in force; the figures above are from ν. 5209/2025, the Code in force now. The scheme is not re-enacted by the new Code and nothing in this project says an officer in Pyrgi writes this rather than something else — what it says is which provisions of the Code now in force reach the sign this act ordered. 🚫 And no price is stated for anything else the act does, because it does nothing else.

Article 7 §3 ζ) for the definition of sign Ρ-7; article 7 §11 ε) for the category it puts non-compliance in, and §11 ζ) and η) for the groups that also carry category Σ; article 108 §5 β) for the tariff and the licence measure, and §5 γ) and δ) for the pedestrian-street figures this record deliberately does not use

How to comply
  • Do not drive into the side lane in the Κάτω Παναγιά part of Pyrgi that carries a round red-bordered Ρ-7 sign. The ban is on all vehicles, at every hour, all year; there is no season and no opening time.
  • 🚨 Read the sign, because this page cannot name the street. The act identifies the lane only by the area it is in and by two grid references about 47 m apart, and it calls those references indicative. It publishes no street name and no map. What you are looking for is the sign at either end of a short lane.
  • 🚫 Do not assume the pedestrian-street exemption applies here, because this is not a pedestrian street. On the Greek pedestrian streets elsewhere in this corpus, the Highway Code's own definition of sign Ρ-55 admits emergency vehicles and vehicles going in and out of parking on properties that front the street. Article 7 §3 ζ) defines Ρ-7 as «entry is prohibited for all vehicles» and attaches no exception whatever. If your accommodation is up that lane, arrange it with whoever you are staying with rather than assuming a right of access.
  • ⚠️ The cost of getting it wrong is €150 and twenty days without your driving licence. That is category Ε2-Β under article 7 §11 ε) and article 108 §5 β) ββ) of the Greek Highway Code. It is less than the €350 that driving on a pedestrian street costs elsewhere in Greece, and unlike that one it does not reach the vehicle's registration documents and carries no additional forty-day measure.
  • If a police officer is directing traffic at the spot, follow the officer: the act's own third condition says the measures apply except where traffic is being regulated by officers of the competent police authority at the time.
  • There is nothing to buy and nowhere to buy it. The act creates no permit, no resident card and no day pass, and it sets no charge. The only money in it is the municipality's own €15,000 budget line for buying signs, signals and traffic mirrors.
  • 🔑 This page is about one lane. Pyrgi is a medieval mastic village with narrow streets, and a street a car cannot get down is not the same thing as a street a car is banned from — this record covers only what the gazette prohibits. The searches this project ran found no second traffic act for Pyrgi and no amendment to this one, but that is a statement about what was searched and not a guarantee about every lane in the village.
  • ⚠️ Do not expect the ban to be datable. Its third condition makes it effective from the placement of the signs, and no document this project could reach says when they went up.
