Driving in Bergamo: Low emission zone

Bergamo, Italy · Low emission zone

Official name Misure permanenti per la limitazione del traffico veicolare (Regione Lombardia)

In force in Bergamo right nowTuesday, 13 October 2026 at 11:04 · Europe/Rome

  • In force Cars and other autoveicoli, except urban, interurban and suburban M3 buses in local public transport service: petrol, methane and LPG up to Euro 1, diesel up to Euro 4. The Euro 5 diesel step for cars (M1) was to start on 1 October 2026 and was postponed to 1 October 2027 by d.G.R. XII/6846 of 28 September 2026, so it is not encoded here
  • In force Two-stroke mopeds and motorcycles of class Euro 0, across the whole region
  • In force Two-stroke mopeds and motorcycles of class Euro 1/I, in the urban areas of Fascia 1 municipalities — which includes Bergamo — from 1 October to 31 March only

The region exempts public holidays falling inside the week — "escluse quelle festive infrasettimanali" — and we hold no official, dated and reusable list of the public holidays currently in force in Italy. So on an Italian public holiday falling Monday to Friday this page will say the restriction is in force when the region says it is not. Saturdays and Sundays are handled correctly, because the region names the weekdays itself rather than leaving "feriali" to do that work.

A verdict of "in force" does not settle a driver's case here. Three things decide it together: the hour, the vehicle's fuel and Euro class, and which road you are on. A Euro 4 diesel is banned at 10:00 on a Tuesday on an ordinary Bergamo street and not banned at the same minute on the Circonvallazione, which the region's own annex carves out.

⚠️ The area is the built-up part of the municipality rather than a centre with a gate, so there is no threshold to cross and no camera to notice. A driver who never approaches the middle of Bergamo is inside the scheme for the whole of their stay — and the neighbouring municipalities of Orio al Serio and Seriate are in the same band.

🚨 THE DIESEL LINE WAS TO CHANGE ON 1 OCTOBER 2026 AND IT NO LONGER DOES. This timetable said until 29 September 2026 that Euro 5 diesel cars (M1) would be caught in the same hours from that date. On 28 September 2026, two days before it was to take effect, Regione Lombardia postponed the Euro 5 diesel step to 1 October 2027 by d.G.R. XII/6846, implementing decreto-legge 28 settembre 2026, n. 167, and replaced the 2025 Allegato 1 with one that stops at Euro 4/IV diesel. ✅ The hours are unchanged and the set of vehicles caught is unchanged; what changed is that it does not grow this October.

🚨 This record has no municipal source at all, and that is a measurement rather than an omission: www.comune.bergamo.it returned HTTP 403 for its robots.txt on 2026-09-22, which under RFC 9309 is a complete disallow, so the site was not fetched. Brescia and Monza both publish street-level carve-out lists of their own; if Bergamo publishes anything comparable, this schedule and this record do not reflect it.

The two-stroke rules are separate timetables and are encoded separately. Euro 0 two-strokes are banned across the whole region at every hour of every day, which no car rule in this scheme does; Euro 1/I two-strokes follow the weekday window but only for the winter half of the year.

M3 local-public-transport buses on Euro 0, 1 or 2 diesel are banned across the region Monday to Sunday round the clock, and a separate national rule has banned petrol and diesel M2 and M3 public-transport vehicles up to and including Euro 3 since 1 January 2024. Neither is in this timetable, because neither is a vehicle a visitor drives.

The region may suspend the ban for exceptional meteorological or social events, naming local-public-transport strikes as an example. Such a suspension is announced by the region and cannot be anticipated by this schedule.

Bergamo also sits under the region's temporary anti-smog measures, a different scheme on a different trigger: they can be switched on between 1 October and 31 March when the provincial PM10 daily limit is exceeded for long enough, they add classes to the ban, and unlike this permanent scheme they can apply at weekends. Nothing on this page tells you whether they are active today.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Bergamo has no low-emission zone of its own making. The restriction that catches a driver here is Regione Lombardia's, it covers the built-up area of the whole municipality, and it runs every month of the year from Monday to Friday between 07:30 and 19:30.

Bergamo is in Fascia 1 — the region's own band list names it there, and the legend describes Fascia 1 as the Milan, Bergamo and Brescia agglomerations plus four provincial capitals and their belt municipalities — so the diesel floor is already Euro 5: a diesel car of Euro 4 or below may not circulate in those hours.

Petrol, methane and LPG are caught at Euro 1 and below. 🚨 THE EURO 5 DIESEL STEP THAT WAS TO ARRIVE ON 1 OCTOBER 2026 HAS BEEN POSTPONED BY A YEAR, AND THIS PAGE CARRIED THE OLD DATE UNTIL 29 SEPTEMBER 2026. Bergamo is one of the four Lombard municipalities over 100 000 inhabitants that the 2025 regional decision named for that step.

On 28 September 2026, acting on decreto-legge 28 settembre 2026, n. 167, the region resolved by d.G.R.

XII/6846 «il rinvio delle limitazioni alla circolazione per i veicoli diesel Euro 5 al 1° ottobre 2027», and its Allegato 1 — which replaces the 2025 one outright — now stops at Euro 4/IV diesel and contains no Euro 5 clause and no 100 000-inhabitant clause at all. ✅ So a Euro 5 diesel car may circulate here through the 2026-2027 winter.

Nothing is charged and nothing is sold: the ways through are the region's closed lists of exempt vehicles and exempt journeys, the three carved-out road categories, or MoVe-In, a year-long black-box scheme that swaps the clock for a kilometre allowance. ⚠️ Two things a visitor should know before setting off.

The band does not stop at the city limit — the same Fascia 1 list carries ORIO AL SERIO and SERIATE, so crossing out of Bergamo does not necessarily leave the restriction.

And Bergamo's own council website could not be consulted for this record at all: on 2026-09-22 www.comune.bergamo.it answered HTTP 403 to its robots.txt, which under RFC 9309 is a complete disallow, so everything here comes from the region and from the regional law.

Daily charge

Nothing is charged and nothing is on sale. This is a ban, not a toll: the region bars the listed emission classes from circulating during the hours and then publishes two closed lists — vehicles excluded by what they are and journeys derogated by what they are for — with no entry fee, no visitor ticket, no registration and no payable derogation a banned driver could buy on arrival.

The region also forecloses the obvious workaround, stating that municipalities may not grant special or personal derogations beyond the regional ones.

MoVe-In, the one alternative, is not a payment for entry either: it replaces the time-based ban with an annual kilometre allowance measured by a black box fitted to the vehicle, and it runs for a year from activation rather than for a visit. ⚠️ We could not check whether the Comune di Bergamo publishes anything further on its own site: that host refused its robots.txt with HTTP 403 on 2026-09-22, which under RFC 9309 disallows the whole site, so it was not fetched.

When it operates

07:30 to 19:30, Monday to Friday, excluding public holidays that fall within the week, from 1 January to 31 December of every year — "nelle giornate dal lunedì al venerdì, escluse quelle festive infrasettimanali, dalle ore 7.30 alle ore 19.30, dal 1° gennaio al 31 dicembre di ogni anno".

That is the window for cars and light commercial vehicles and it has no seasonal variation; this is a permanent measure, not a winter anti-smog order. Three further timetables belong to the same scheme and are not this one. Two-stroke mopeds and motorcycles of Euro 0 are banned across the whole region seven days a week, twenty-four hours a day, all year.

Two-stroke mopeds and motorcycles of Euro 1/I are banned Monday to Friday 07:30–19:30 in the urban areas of Fascia 1 municipalities — Bergamo is one — but only from 1 October to 31 March. Urban, suburban and interurban M3 buses in local public transport service running on Euro 0, 1 or 2 diesel are banned across the region Monday to Sunday, round the clock, all year.

Area covered

The urban area of the comune di Bergamo.

The region attaches the limits to the centro abitato as each municipality has perimetered and signposted it under the Highway Code, and states the fallback where a municipality has not: "In assenza della perimetrazione del centro abitato e della apposizione della prevista segnaletica da parte del Comune le limitazioni si applicano all'intero territorio comunale." So the smallest the restricted area can be is Bergamo's signed built-up area and the largest is the whole municipality; because the council's own site is closed to us, we cannot say which of the two applies here and we do not guess.

Three road categories are carved out region-wide: motorways; roads classified of regional interest R1; and the connecting stretches between them, the motorway junctions, and the car parks at peripheral public-transport stations inside the restricted area.

For the province of Bergamo the region publishes that carve-out road by road in its own annex, and the entry that matters most in the city is "Bergamo — Circonvallazione di Bergamo: collegamento a BGSP35 – BGSPEXSS470 – BGSPEXSS671AI".

The same annex lists the BGSPEXSS470DIR from its junction with the BGSPEXSS342 in Curno to the area boundary at Mozzo, the BGSPEXSS470 from the Circonvallazione in Bergamo to the boundary at Ponteranica, the BGSPEXSS42 from the boundary of Azzano to the junction with the BGSPEX671AI (asse interurbano) in Bergamo, the BGSP35 from the built-up area of Bergamo to the junction with the BGSPEXSS671, and the SS42 from Grassobbio to San Paolo d'Argon. ⚠️ The band itself does not stop at the city boundary: the region's Fascia 1 list also carries ORIO AL SERIO and SERIATE, so leaving Bergamo is not in itself leaving the restriction.

Why there is no map here
The boundary is published in one usable-looking form and it is not geometry. At regional level there is "Mappa ambito di applicazione — Comuni di fascia 1 e fascia 2", a shaded drawing of Lombardy showing which municipalities fall in which band; the authoritative form of that same fact is the 570-name list this record already cites and watches, so the drawing adds nothing better. At municipal level the operative perimeter is Bergamo's centro abitato as perimetered and signposted under the Highway Code, and the region is explicit that the limits attach to it. ⚠️ Whether Bergamo publishes that perimeter at all is a question this record could not ask: www.comune.bergamo.it answered HTTP 403 to its robots.txt on 2026-09-22, which under RFC 9309 disallows the whole site, so it was not fetched. That makes this a different state from Brescia's and Monza's, whose councils were read and found to publish the carve-out in prose and no geometry. Here the finding is that the question is closed at the gate, and the status records what the region publishes rather than what the municipality might.

Petrol standard

Euro 1 and below, for petrol, methane and LPG alike, in both of the region's bands. The permanent measures set no further petrol step — there is no Euro 2, Euro 3 or Euro 4 petrol line anywhere in them — and the phase-in that was to begin on 1 October 2026, and that the region postponed to 1 October 2027 on 28 September 2026, was written for diesel only.

Nothing about a petrol, methane or LPG vehicle changed either way. A petrol vehicle fitted with a natural-gas or LPG system, from the factory or retrofitted and including bi-fuel installations that keep the petrol tank, is excluded from the ban outright provided the vehicle is of class Euro 2/II or better, which is a more generous line than the one that catches petrol on its own.

Two-stroke mopeds and motorcycles are governed by their own rule rather than by fuel, and it is stricter than anything in the car list: Euro 0 two-strokes are banned across the entire region, seven days a week, twenty-four hours a day, all year.

Diesel standard

Euro 4 and below. The region bans diesel of Euro 0, Euro 1/I, Euro 2/II and Euro 3/III in both Fascia 1 and Fascia 2 municipalities, and then bans Euro 4/IV diesel as well in Fascia 1 and in the Fascia 2 municipalities over 30 000 inhabitants, which the region now names as four — Varese, Lecco, Vigevano and Abbiategrasso (⚠️ this list read five until 28 September 2026, when S. Giuliano Milanese was dropped from it).

Bergamo is Fascia 1: the region's band list names BERGAMO under province code BG inside the ELENCO COMUNI FASCIA 1, the 209-municipality band whose legend reads "agglomerati di MI, BG, BS più i capoluoghi di Pavia, Lodi, Cremona e Mantova e relativi comuni di cintura". So the diesel floor here is Euro 5. 🚨 THE EURO 6 STEP WAS TWO DAYS AWAY AND HAS BEEN POSTPONED TO 1 OCTOBER 2027.

Until 28 September 2026 the governing act was d.G.R. n. 4843 del 28/07/2025, which confined a Euro 5/V diesel step to "Comuni aventi popolazione superiore ai 100.000 abitanti (Milano, Brescia, Monza e Bergamo)" and phased it by vehicle category, starting with M1 cars on 1 October 2026.

On 28 September 2026 the region adopted d.G.R. XII/6846, which resolves «il rinvio delle limitazioni alla circolazione per i veicoli diesel Euro 5 al 1° ottobre 2027» in implementation of decreto-legge 28 settembre 2026, n. 167, and whose Allegato 1 «modifica e sostituisce l'Allegato 1 della d.G.R n.

4843 del 28/07/2025». ✅ Read on 2026-09-29, that replacement Allegato 1 lists the banned classes in full and stops at Euro 4/IV diesel: there is no Euro 5 row in it, and its scope section names Fascia 1, Fascia 2 and the 30 000-inhabitant threshold but no 100 000-inhabitant threshold anywhere.

The region's own page states the consequence in terms: «non entrano in vigore dal 1° ottobre 2026 le limitazioni per i veicoli Euro 5 diesel previste dalla delibera n. 4843 del 28 luglio 2025, mentre restano confermate le limitazioni per le altre categorie fino a Euro 4 diesel». ⚠️ The later phases of the 2025 scheme fell with the first.

That decision also set M2, N1 and N2 for 1 October 2027 and N3 and M3 for 1 October 2028; since its Allegato 1 has been replaced outright rather than amended date by date, this record states no future date for them. What is published is the postponement of the Euro 5 step to 1 October 2027 and an instruction to the region to identify replacement measures inside the PRIA update «attualmente in corso di definizione».

A diesel of any class fitted with an abatement system effective against both particulates and nitrogen oxides is excluded, but the bar is high and was deliberately raised: the system must hold real-driving emissions at or below the values set for Euro 6 D / Euro VI diesel, and since 1 October 2024 a particulate-only filter no longer counts for any vehicle class. ⚠️ The band is drawn municipality by municipality and Bergamo's neighbours are in it too — ORIO AL SERIO and SERIATE are both on the same Fascia 1 list — so a driver who leaves the city to escape the rule may not have escaped it.

Penalty if you do not comply
€75.00 The regional law sets a band rather than a single figure: from €75.00 to €450.00. The amount recorded here is the bottom of that band, because that is the only number in it a driver is certain to owe.

How to comply
  • Work out your fuel and Euro class first, because nothing else here is negotiable. Petrol, methane and LPG: banned at Euro 1 and below. Diesel: banned at Euro 4 and below. Bergamo is a Fascia 1 municipality, so the stricter of the region's two diesel lines applies. ✅ A Euro 5 diesel car was to be caught from 1 October 2026; the region postponed that step to 1 October 2027 by d.G.R. XII/6846 of 28 September 2026, so it does not apply this winter.
  • Then check the clock. The ban runs 07:30–19:30, Monday to Friday, every month of the year. Saturdays, Sundays and public holidays falling inside the week are outside it, and so is every evening and every night. A banned vehicle that arrives after 19:30 and leaves before 07:30 never meets the rule.
  • 🚨 If you are passing rather than stopping, the carve-out is what decides your case. The ban does not apply on motorways, on roads classified of regional interest R1, or on the connecting stretches, motorway junctions and park-and-ride car parks at peripheral public-transport stations inside the restricted area. For Bergamo the region names the Circonvallazione di Bergamo — the ring road linking the BGSP35, the BGSPEXSS470 and the BGSPEXSS671AI — along with the BGSPEXSS470DIR through Curno towards Mozzo, the BGSPEXSS470 out to Ponteranica, the BGSPEXSS42 from Azzano to the asse interurbano, the BGSP35 from the built-up area towards the BGSPEXSS671, and the SS42 between Grassobbio and San Paolo d'Argon.
  • ⚠️ Do not assume that leaving Bergamo leaves the restriction. The region's Fascia 1 list is drawn municipality by municipality and carries ORIO AL SERIO and SERIATE as well as BERGAMO, so the same diesel floor applies in them.
  • Electric, hybrid and multimodal vehicles are excluded outright, as are light electric city vehicles, micro electric vehicles and ultralight electric vehicles. A petrol vehicle with a natural-gas or LPG system — factory-fitted or retrofitted, bi-fuel included — is excluded provided it is Euro 2/II or better.
  • A retrofit filter on a diesel is not automatically enough, and this rule tightened recently. The abatement system has to be effective against nitrogen oxides as well as particulates, holding real-driving emissions at or below the Euro 6 D / Euro VI diesel values, and since 1 October 2024 a particulate-only device no longer qualifies for any vehicle class.
  • Historic and collector vehicles are excluded under article 60 comma 4 of the Highway Code, as are vehicles more than twenty years old that meet article 215 of DPR 495/1992 and carry a FIVA identity document issued by a FIVA-affiliated collectors' association.
  • Car pooling is a derogation with a stated threshold and no paperwork: "veicoli con a bordo almeno tre persone (car pooling)". Three people in the vehicle and that journey is not caught.
  • Other derogated journeys, each needing its own evidence: public-service or public-utility vehicles performing emergency maintenance, identifiable by badge or by an employer's certificate; vehicles carrying a person undergoing indispensable and non-deferrable treatment for serious illness, on production of the medical certificate; and driving-school vehicles on lessons and tests for the C, CE, D, DE, C1, C1E, D1, D1E and BE licences.
  • Vehicles displaying the disabled badge and used for that person's own journeys are derogated, as are vehicles authorised by the mayor for disabled-assistance services. Diplomatic (CD) and consular (CC) plates are derogated. So is a vehicle travelling to a booked roadworthiness test, for that journey only.
  • MoVe-In is the only way to keep a banned vehicle moving inside the hours, and it is a year-long commitment rather than a visitor pass: a black box is fitted to the vehicle, the time-based ban stops applying, and an annual kilometre allowance replaces it — for a car, 800 km at Euro 0, 1 600 km at Euro 1/I, 3 200 km at Euro 2/II diesel, 5 600 km at Euro 3/III diesel and 6 400 km at Euro 4/IV diesel. ⚠️ Motorway kilometres count against the MoVe-In allowance even though motorways are outside the time-based ban, and reaching the threshold stops the vehicle for the rest of the service year at every hour of every day.
  • Do not look to the council for a personal exception: the region states that "I Comuni non possono concedere deroghe speciali e personali al di fuori di quelle previste dai provvedimenti regionali." The lists above are the whole of it.
  • 🚨 Bergamo's council website could not be read for this record. On 2026-09-22 www.comune.bergamo.it answered HTTP 403 to its own robots.txt with an empty body, which under RFC 9309 disallows the entire site, so it was not fetched — and unlike Brescia and Monza, which both publish their own street-level carve-out lists, no municipal restatement of this scheme was available here. If the council does publish local detail, this record does not have it. Everything above comes from the region and from the regional law.
  • ⚠️ This is not Bergamo's only restriction, and clearing it clears nothing else. The region can switch on additional temporary anti-smog measures between 1 October and 31 March when the provincial PM10 daily limit is exceeded for long enough; those add classes and, unlike this permanent scheme, can reach into Saturdays and Sundays. Whether the city operates traffic-limited zones of its own is a question this record cannot answer, for the reason in the previous step.
