56 schemes in 42 cities. Every figure comes from an official source and is re-checked.
Italy has 56 driving restrictions that we have checked against an official source, in 42 cities. They are 35 low emission zones, 20 limited traffic zones and 1 heavy vehicle ban.
This page lists no country-wide requirement for Italy. Anything owed before you reach a city is not covered here, so check the national road authority before you leave.
The sources for this country were read between 2026-09-02 and 2026-10-01, from the authorities' own pages. Each check is repeated on a schedule, and a rule we can no longer confirm comes down instead of staying up.
Published daily charges run from €5.00 (Palermo, Zona a Traffico Limitato Centrale) to €10.00 (Perugia, Divieto di transito ai Bus Turistici).

Alfonsine closes the perimeter of its town centre to older vehicles for the winter season, Monday to Friday 08:30–18:30 from 1 October 2026 to 31 March 2027. Banned: petrol, LPG/petrol and methane/petrol cars up to Euro 2; diesel cars up to Euro 4; mopeds and motorcycles up to Euro 2. 🔑 THIS IS THE FIRST RECORD IN THE EMILIA-ROMAGNA PLAIN FAMILY WHOSE PUBLISHER DREW THE ZONE.
Point 1 makes the attached planimetry — Allegato n. 1 — the thing that identifies the area, and point 7 delimits it with five named streets on top of that.
Every sibling read so far either named streets with no map (Baricella) or named neither (Bagnolo in Piano, Soliera, Vignola). ⚠️ The map is a picture, not geometry, so this record carries it as a source and states no shape of its own. 🚨 And the order prints NO money for driving in: it cites article 7 comma 13 bis of the Highway Code and stops, so the fine on this record is null rather than a figure borrowed from a neighbouring town.
Bagnacavallo closes its town centre to older vehicles for the winter season, Monday to Friday 08:30–18:30 from 1 October 2026 to 31 March 2027. Banned: petrol, LPG/petrol and methane/petrol cars up to Euro 2; diesel cars up to Euro 4; mopeds and motorcycles up to Euro 2. 🔑 THIS IS THE BEST-DOCUMENTED PERIMETER IN THE WHOLE EMILIA-ROMAGNA PLAIN FAMILY, AND IT IS DOCUMENTED TWICE OVER.
Point 1 identifies the area by the attached planimetry, Allegato n. 1, and point 7 then names THIRTY-TWO streets and squares that make it up — where Alfonsine named five and Bagnolo in Piano, Soliera and Vignola named none.
The map is also the first in this family that is simply legible: a street plan with the restricted roads drawn in yellow, a printed legend reading AREA SOGGETTA A LIMITAZIONE and seven numbered entry points. ⚠️ It is still a picture rather than geometry, so this record cites it and states no shape of its own. 🚨 And like Alfonsine, the order prints NO money for driving in: it cites article 7 comma 13 bis of the Highway Code and stops.
The fine on this record is null rather than a figure borrowed from a neighbouring town.
Bagnara di Romagna closes its historic centre to older vehicles for the winter season, Monday to Friday 08:30–18:30 from 1 October 2026 to 31 March 2027.
Banned: petrol, LPG/petrol and methane/petrol cars up to Euro 2; diesel cars up to Euro 4; mopeds and motorcycles up to Euro 2. 🔑 THIS IS THE FIRST ORDER IN THE EMILIA-ROMAGNA PLAIN FAMILY THAT DEFINES ITS ZONE AS AN ENCLOSED PERIMETER RATHER THAN AS A LIST OF ROADS, and the difference changes the answer a driver gets. Point 7 delimits the area by naming just TWO streets — via G.
Matteotti and viale G. Garibaldi — as the perimeter, and excludes the parking bays on them. Bagnacavallo named thirty-two roads and its map coloured the carriageways; Alfonsine named five.
Here the map draws a single closed red ring around the walled centre, so the streets INSIDE the ring are in the zone even though the order never names one of them. 🚨 AND THE MAP CARRIES NO LEGEND AT ALL — no key, no title block, no scale, no north arrow, no date and no signature.
The red line's meaning rests entirely on the ordinance's words, which is why this record watches those words rather than the drawing. 🚨 Like its three measured neighbours in the Unione dei Comuni della Bassa Romagna, the order prints NO money for driving in: it cites article 7 comma 13 bis of the Highway Code and stops. The fine on this record is null rather than a figure borrowed from a neighbouring town.
Bagnolo in Piano closes its built-up area — the main town and its outlying hamlets — to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027. Monday to Friday, 08:30 to 18:30, the ban catches petrol cars up to and including Euro 2, LPG/petrol and methane/petrol up to and including Euro 2, diesel cars up to and including Euro 4, and mopeds and motorcycles up to and including Euro 2.
Nothing is on sale: there is no day ticket, no charge and no payable derogation. The fine is set by national law and the order states it, a range of €168 to €679, with fifteen to thirty days' licence suspension for a repeat offence within two years. 🚨 THE FINDING THAT MATTERS MOST HERE IS A NEGATIVE, AND IT IS THE OPPOSITE OF THE NEIGHBOUR PUBLISHED THE SAME WEEK.
Move-In, the regional telematics scheme that lets an enrolled vehicle buy back a monitored mileage allowance instead of a flat ban, is named four times in this order's preamble and NEVER in its operative part.
The exemption list at the second point 6 runs to three letters — electric and hybrid, car-pooling, specific-transport and special-use vehicles — and Move-In is not among them, nor among the eleven further derogations at point 7. 🚫 So a Euro 4 diesel enrolled in Move-In is still banned in Bagnolo in Piano.
At Baricella, published seven days later on the same Arpae index, the identical scheme IS an operative exemption, letter d) of point 8. Same region, same season, same template, opposite answers. 🔑 ONE VEHICLE LIST, ONE CLOCK, AND NO ECOLOGICAL SUNDAYS — the third order in this corpus built that way.
"Domeniche ecologiche" occurs once, in the preamble, describing what Move-In does not cover, and never in the operative part.
The emergency article, the first point 6, is triggered by the Arpae bulletin for the Province of Reggio Emilia and imposes a livestock-slurry ban and a wood-biomass heating ban — neither of them about vehicles. 🚨 So a Euro 5 diesel is lawful here on every day of the season. ⚠️ AND THE ORDER DOES NOT SAY WHERE THE EDGE IS.
It does not even name a plan: the area is "come individuati agli atti del Comune" — as identified in the Comune's own records — with no annex, no map and no street list.
Penalty €168.00
Baricella closes named streets in five of its built-up areas to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027. Monday to Friday, public holidays excluded, 08:30 to 18:30, the ban catches petrol cars up to and including Euro 2, LPG/petrol and methane/petrol up to and including Euro 2, diesel cars up to and including Euro 4, and mopeds and motorcycles up to and including Euro 2.
Nothing is on sale: there is no day ticket, no charge and no payable derogation. The fine is set by national law and the order states it, a range of €168 to €679, with fifteen to thirty days' licence suspension for a repeat offence within two years. 🔑 THIS IS THE FIRST ORDER IN THIS FAMILY THAT SAYS WHERE THE EDGE IS IN WORDS A DRIVER CAN USE.
Point 7 lists the restricted roads one by one — via Giovannini, via Roma, via Marconi, via Bianchetta, via Sant'Anna and via Bocche in Baricella itself; via Savena Vecchia at San Gabriele-Mondonuovo; via Savena Abbandonata and via Bernardi at Boschi. Soliera refers to an unpublished plan, Bagnolo in Piano to nothing at all, and Vignola to a drawing that cannot be read.
This order names streets. 🚨 BUT IT NAMES FIVE SETTLEMENTS IN POINT 1 AND ONLY THREE IN POINT 7, AND THE MISSING ONE IS A REAL GAP RATHER THAN A TYPOGRAPHICAL ONE. Point 1 restricts "le aree dei centri abitati di Baricella, San Gabriele, Mondonuovo, Boschi, Passo Segni".
Point 7, which exists precisely to identify those areas, covers Baricella, San Gabriele-Mondonuovo and Boschi.
Passo Segni appears in the ban and never again. ⚠️ This record does not resolve that and must not: a reader in Passo Segni is inside a ban whose own delimiting article does not reach them. 🔑 MOVE-IN EXEMPTS AN ENROLLED VEHICLE HERE — the opposite of Bagnolo in Piano, published seven days earlier on the same Arpae index, where the scheme appears only in the recitals.
And like its neighbours this order names no ecological Sundays and imposes no emergency vehicle ban, so a Euro 5 diesel is lawful on every day of the season.
Penalty €168.00
Bergamo has no low-emission zone of its own making. The restriction that catches a driver here is Regione Lombardia's, it covers the built-up area of the whole municipality, and it runs every month of the year from Monday to Friday between 07:30 and 19:30.
Bergamo is in Fascia 1 — the region's own band list names it there, and the legend describes Fascia 1 as the Milan, Bergamo and Brescia agglomerations plus four provincial capitals and their belt municipalities — so the diesel floor is already Euro 5: a diesel car of Euro 4 or below may not circulate in those hours.
Petrol, methane and LPG are caught at Euro 1 and below. 🚨 THE EURO 5 DIESEL STEP THAT WAS TO ARRIVE ON 1 OCTOBER 2026 HAS BEEN POSTPONED BY A YEAR, AND THIS PAGE CARRIED THE OLD DATE UNTIL 29 SEPTEMBER 2026. Bergamo is one of the four Lombard municipalities over 100 000 inhabitants that the 2025 regional decision named for that step.
On 28 September 2026, acting on decreto-legge 28 settembre 2026, n. 167, the region resolved by d.G.R.
XII/6846 «il rinvio delle limitazioni alla circolazione per i veicoli diesel Euro 5 al 1° ottobre 2027», and its Allegato 1 — which replaces the 2025 one outright — now stops at Euro 4/IV diesel and contains no Euro 5 clause and no 100 000-inhabitant clause at all. ✅ So a Euro 5 diesel car may circulate here through the 2026-2027 winter.
Nothing is charged and nothing is sold: the ways through are the region's closed lists of exempt vehicles and exempt journeys, the three carved-out road categories, or MoVe-In, a year-long black-box scheme that swaps the clock for a kilometre allowance. ⚠️ Two things a visitor should know before setting off.
The band does not stop at the city limit — the same Fascia 1 list carries ORIO AL SERIO and SERIATE, so crossing out of Bergamo does not necessarily leave the restriction.
And Bergamo's own council website could not be consulted for this record at all: on 2026-09-22 www.comune.bergamo.it answered HTTP 403 to its robots.txt, which under RFC 9309 is a complete disallow, so everything here comes from the region and from the regional law.
Penalty €75.00
Brescello, a municipality of 5,552 people in the province of Reggio Emilia, closes its one built-up area to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027.
The ban runs Monday to Friday, 08:30 to 18:30, and it catches petrol cars up to and including Euro 2, LPG/petrol and methane/petrol up to and including Euro 2, diesel cars up to and including Euro 4, and mopeds and motorcycles up to and including Euro 2. Nothing is on sale: there is no day ticket, no charge and no payable derogation.
The fine is the national one and the order states it, a range of €168 to €679 under article 7 paragraph 13 bis of the Highway Code, with fifteen to thirty days' licence suspension for a repeat offence within two years. 🔑 This is the smallest municipality in the Emilia-Romagna family of this corpus by a wide margin — Coriano, the next smallest, has 10,455 people — and that size decides the question a visitor is most likely to have got from the headlines.
Italian national law set a structural Euro 5 diesel limitation from 1 October 2026, but it is addressed to comuni above 100,000 inhabitants, so it never reached this town at all. A Euro 5 diesel is legal here at every hour of the season. 🚨 The ban is lifted on six days — 1 November, 8 December, 25 and 26 December, 1 January and 6 January — and on days when local public transport is on strike.
That list is the whole calendar concession: there is no Sunday measure, no Saturday measure, and no emergency measure for traffic.
When Arpae's bulletin calls for emergency action the order bans the spreading of livestock slurry and restricts biomass heating, and leaves the vehicle ban exactly where it is. ⚠️ The word "festività" does not occur anywhere in the eleven pages, and a reader who searched for it would conclude there are no suspended days.
There are six; the order simply writes "sospeso nei seguenti giorni di 1° novembre…" and omits the noun. 🔑 Where the ban applies is one place, not several.
Unlike Coriano, which names eleven built-up areas, or Castellarano, which names eight, this order restricts "l'area del centro abitato di Brescello" and nothing else, and point 7 then delimits it by naming seven central streets: Piazza Matteotti, Via Panizzi, Via Nizzoli, Via Carducci, Via Giglioli, Via Cavallotti and Via De Amicis.
The plan the order calls its Annex 1 and treats as constitutive is not published by either channel that serves this act to the public, so this project holds no boundary and draws none. Electric and hybrid vehicles, cars carrying at least three people, vehicles registered for specific transport or special uses, and vehicles enrolled in the regional Move-In scheme are outside the ban altogether.
Penalty €168.00
Brescia does not run its own low-emission zone. The restriction a visitor meets here belongs to Regione Lombardia, it covers the built-up area of the whole municipality, and it is in force every month of the year from Monday to Friday between 07:30 and 19:30.
Brescia is in Fascia 1, the stricter of the region's two bands, so the diesel floor is Euro 5 — a diesel car of Euro 4 or below may not circulate in those hours — and petrol, methane and LPG vehicles are caught at Euro 1 and below. 🚨 THE EURO 5 DIESEL STEP THAT WAS TO ARRIVE ON 1 OCTOBER 2026 HAS BEEN POSTPONED BY A YEAR, AND THIS PAGE CARRIED THE OLD DATE UNTIL 29 SEPTEMBER 2026.
Brescia is one of the four Lombard municipalities over 100 000 inhabitants that the 2025 regional decision named for that step.
Nothing is for sale — no charge, no visitor day ticket, no permit — and the only ways through are the region's closed lists of exempt vehicles and exempt journeys, or MoVe-In, a year-long black-box scheme that trades the clock for a kilometre allowance.
What makes this page worth reading before you arrive is Brescia's own carve-out, which the council publishes in detail: the Tangenziale Sud is a regional-interest R1 road and therefore outside the ban altogether, and the council names the exact approach roads that let a banned vehicle reach four park-and-ride metro car parks without breaking it. ⚠️ Read the diesel section here rather than the council's own page: the council's text is still the 2024-2025 edition and says nothing about the Euro 5 step.
Penalty €75.00
Carpi closes an area of its built-up town to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027. Monday to Friday, 08:30 to 18:30, the ban catches petrol cars up to and including Euro 2, LPG/petrol and methane/petrol up to and including Euro 2, diesel cars up to and including Euro 4, and mopeds and motorcycles up to and including Euro 2.
On an ecological Sunday the same window applies and diesel reaches Euro 5. When Arpae's bulletin calls for emergency measures the window widens to 08:00–19:00, reaches diesel Euro 5, and expressly runs on Saturdays, Sundays and public holidays too. Nothing is on sale: there is no day ticket, no charge and no payable derogation.
The fine is set by national law and this order prints it, a range of €168 to €678, with fifteen to thirty days' licence suspension for a repeat offence within two years. 🚨 THE ORDER SAYS "THE CENTRO ABITATO" AND ITS OWN MAP DRAWS SOMETHING SMALLER, AND THAT IS THE FIRST THING A DRIVER HERE HAS TO KNOW.
Points 1 and 2 ban circulation "nell'area del centro abitato di Carpi (come delimitata nella planimetria di cui all'Allegato 1)" — the built-up area, as delimited in the Allegato 1 plan.
Allegato 1 was rendered and read on 2026-09-30, and its legend names four separate things in the publisher's own words: an orange line for the "limite Area soggetta alle nuove limitazioni del traffico", a blue P for "Parcheggio Scambiatore", a black line for the "limite Centro Abitato" and a pale yellow fill for the "area Centro Abitato".
The orange boundary and the centro abitato are therefore NOT the same figure on this sheet, and the yellow runs well outside the orange in several directions — the industrial zone to the west, the hauliers' zone and the S. Marino frazione to the north and east, the S. Croce frazione to the south.
A reader who takes the words alone would place the ban over the whole built-up area; the annex the words defer to draws a smaller loop inside it. This record follows the annex, because the sentence itself says "come delimitata nella planimetria". 🔑 IT IS THE FOURTH MAP CONVENTION THIS FAMILY HAS PRODUCED IN ONE REGION AND ONE SEASON.
Bagnacavallo colours the carriageways, Lugo fills the enclosed city blocks, Imola shades the area and draws the permitted routes through it, and Carpi draws a boundary line and then tells you the line itself is drivable. None of the four may be read through another. ⚠️ THE NAMED ROADS ARE THE MAP'S, NOT THE ORDER'S, AND THE TWO LISTS DO NOT AGREE.
The order's point 5 says only that "Le vie perimetrali del centro abitato e i percorsi di accesso/uscita dai parcheggi scambiatori (Via Sigonio, Via Ugo Da Carpi, Via Peruzzi, P.le Donatori di Sangue, Via Lago d'Idro e vie limitrofe) rimangono liberamente percorribili" — freely drivable.
The map names the perimeter properly, nine roads of it, and is stricter about the corridors: they are drivable "ESCLUSIVAMENTE PER ACCEDERE AI RELATIVI PARCHEGGI SCAMBIATORI (INGRESSO/USCITA)". Free passage and access-only are different permissions, and this record encodes the stricter one.

Castellarano, a municipality of 15,130 people in the province of Reggio Emilia, closes its built-up areas to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027.
🔑 The thing that distinguishes this record from the seven Emilia-Romagna orders already in this corpus is not in the act at all — it is in where the act's annex was found.
The order restricts eight named built-up areas "come da planimetria costituente l'allegato n. 1", and Arpae, the regional agency that indexes these ordinances, publishes the act and nothing else. The Comune publishes the same act — byte for byte the same file — and, beside it, the annex: "ALL 1 - Centri abitati planimetria".
This is the first record in this family whose perimeter drawing exists at all, and it exists only because the second publisher was checked. ⚠️ What the drawing gives and what it does not both need saying.
It is a readable raster map, a single 794 × 1123 pixel image, and its legend names exactly the eight settlements the order names — Castellarano, Roteglia, Tressano, Ca' de Fii, Cadiroggio, Telarolo, Montebabbio and San Valentino — so the count of places banned and the count of places drawn agree, which in the neighbouring Coriano order they did not.
But it carries no scale bar and no coordinate reference system, so it cannot put a boundary on the ground, and this project does not trace one from it. 🔑 Where the ban applies is settled on the road rather than in this record: the order delimits the eight areas "lungo le vie di accesso dagli appositi segnali di inizio e fine", by the standard begin-and-end signs of article 3 of the Highway Code, and names no street in either direction — neither as a boundary, as Coriano's order does, nor as a route left open, as Modena's and Fidenza's do.
The ban lifts on six named days — 1 November, 8 December, 25 and 26 December, 1 and 6 January — and on days when local public transport is on strike.
There is no Sunday measure and no Saturday measure, and the ban does not widen when the air is bad: Arpae's emergency bulletin, issued for the province of Reggio Emilia on Mondays, Wednesdays and Fridays, triggers this order's slurry-spreading ban and its biomass heating restriction and nothing for traffic. A Euro 5 diesel is outside this scheme at every hour of the season.
Electric and hybrid vehicles, cars carrying at least three people, vehicles registered for specific transport or special uses, and vehicles enrolled in the regional Move-In telematics scheme are outside the ban altogether.

Castenaso closes two separate built-up areas to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027.
Monday to Friday, 08:30 to 18:30, the ban catches petrol cars up to and including Euro 2, LPG/petrol and methane/petrol up to and including Euro 2, diesel cars up to and including Euro 4, LPG/diesel and methane/diesel up to and including Euro 4, and mopeds and motorcycles up to and including Euro 2. Nothing is on sale: there is no day ticket, no charge and no payable derogation.
The fine is set by national law and the order states it, a range of €168 to €679, with fifteen to thirty days' licence suspension for a repeat offence within two years. 🔑 Three things here have no counterpart in the neighbouring records for the same season and the same regional plan.
The first is that the scheme covers two named places rather than one: every operative point bans the vehicles "su tutta l'area del centro abitato di Castenaso e del centro abitato della frazione di Villanova di Castenaso", and the two sit about three kilometres apart.
The second is the size of the hole cut in them — the order excludes forty-three bulleted itineraries from the ban, forty-six streets and one roundabout, with the stretches spelled out by house number and junction, so a banned vehicle can legally reach car parks, the cemetery, the sports grounds and the Carabinieri barracks inside the restricted areas.
Fidenza's order for the same season excludes two roads; this one excludes a road network. The third is the calendar: the order names twenty-three ecological Sundays as dates, and they are not all the Sundays of the season. 🚨 And the vehicle list is not one list but three.
On a weekday six fuel lines are caught and diesel stops at Euro 4. On an ecological Sunday five lines are caught, diesel reaches Euro 5 — and the LPG/diesel and methane/diesel line, which is banned on weekdays, is not on the Sunday list at all. During the regional emergency measures seven lines are caught and dual-fuel diesel Euro 5 joins them.
Electric and hybrid vehicles, cars carrying at least three people, and vehicles registered for specific transport or special uses are outside the ban altogether. ⚠️ Move-In, the regional telematics scheme, is narrower here than in any neighbouring record: the order excludes enrolled vehicles from point 1 only — "Solo relativamente alle limitazioni strutturali di cui al punto 1" — so a Move-In vehicle is still banned on the twenty-three ecological Sundays and during the emergency measures.

Cattolica bans older vehicles from its built-up area for the winter half of the year, from 1 October 2026 to 31 March 2027, Monday to Friday, 08:30 to 18:30. The ban catches petrol cars up to and including Euro 2, LPG/petrol and methane/petrol up to and including Euro 2, diesel cars up to and including Euro 4, and mopeds and motorcycles up to and including Euro 2.
Nothing is on sale: there is no day ticket, no charge and no payable derogation, and a banned car does not become admissible by paying. 🔑 This is one of the simplest timetables in the family, and the simplicity is the finding.
There is no Sunday measure, no Saturday measure, no automatic extra hour and no emergency measure that touches traffic at all — so 18:30 means 18:30, Monday to Friday, for the whole season, and nothing in the act can move it. 🚨 That is the opposite of what the two coastal orders immediately north of here do.
Rimini and Riccione both run ecological Sundays, both reach diesel Euro 5 on them, and both widen to an 08:00–19:00 emergency clock; Cattolica is in the same province, on the same coast, eight kilometres from Riccione by the city anchors, and does none of it. ⚠️ Nor does it share their zone wording.
Rimini and Riccione both define their zone as the "Zona urbana a mare della Strada Statale 16"; that sentence does not occur in this act, which was measured.
Here the zone is the centro abitato "individuata dalla segnaletica prevista dal Codice della Strada" — the area marked out by the road signs the Highway Code provides for. 🚨 The act names no road anywhere and publishes no plan, so there is no documentary boundary at all: the signs on the ground are the boundary, and this record says so rather than drawing one.
The ban lifts on six named days — 1 November, 8 December, 25 December and 26 December 2026, and 1 January and 6 January 2027 — and on any day when local public transport is on strike. Electric and hybrid vehicles, cars carrying at least three people, vehicles serving guests at hotels inside the zone, and vehicles enrolled in the regional Move-In telematics scheme are outside the ban.
The fine runs from €168 to €679, with a fifteen- to thirty-day licence suspension if you are caught again within two years. The ban is on circulation, so it is driving, not parking, that is caught.
Penalty €168.00
Como's restricted zone has no timetable, and that is the fact a visitor to Lake Como most needs. Inside the medieval walls — the "Città Murata", plus the piazza Roma/piazza Verdi streets and piazza Volta, via Grassi and via Garibaldi — the city's own order bans the circulation and the parking of every motor vehicle from 00:00 to 24:00, every day of the year, unless the vehicle holds a permit.
There is no evening in which the gates open and no Sunday on which they relax. Seven camera gates read plates on the way in (via Cinque Giornate, via Diaz, via Carducci, via Indipendenza, via Rodari, via Grassi and via Cairoli) and five on the way out. Two things soften that for a traveller, and both are written into the order rather than inferred.
If you are staying in accommodation inside the zone, give the property your registration: it notifies the Polizia Locale and you get an after-the-fact authorisation good for one entry on your check-in day and one on your check-out day, each for at most 45 minutes, purely to load and unload — and if the property has its own parking spaces, the access runs for the whole stay, limited to the spaces it actually has.
And a vehicle heading for the "Arena" car park may enter when the panel at the ZTL entrance shows space inside. Everything else is a permit category applied for online with an Italian SPID or CIE digital identity, so it is not a visitor route.
Three further rules catch people out: parking inside is prohibited round the clock with towing, even for most permit holders; nothing over 3.5 tonnes laden or over 7.00 m long may enter at all without a separate authorisation; and the speed limit inside is 10 km/h. ⚠️ Inside the ZTL there are also two pedestrian areas that are stricter still.
The "Alessandro Volta" area — piazza Volta, piazza Cavour, piazza Grimoldi, via Pretorio, piazza Verdi, via Maestri Comacini, via Vittorio Emanuele, via Porta, via Cinque Giornate, via Bellini — is closed to all motor vehicles 24 hours a day including holders of the disabled badge, and the "Duomo" area is closed the same way from 10:30 to 14:30 and from 15:00 to 06:00. ⚠️ And one restriction here is bigger than the ZTL: Como is a Fascia 1 municipality under Regione Lombardia's permanent air-quality measures, so a diesel of Euro 4 or older may not circulate anywhere in the city's urban area on a weekday between 07:30 and 19:30, walls or no walls.
Conselice closes its built-up areas to older vehicles for the winter season, Monday to Friday 08:30–18:30 from 1 October 2026 to 31 March 2027.
Banned: petrol, LPG/petrol and methane/petrol cars up to Euro 2; diesel cars up to Euro 4; mopeds and motorcycles up to Euro 2. 🚨 THIS IS THE FIRST ORDER IN THE EMILIA-ROMAGNA PLAIN FAMILY TO RESTRICT THREE SEPARATE SETTLEMENTS AT ONCE, and a driver who reads only the comune's name will miss two of them.
Point 7 restricts the centri abitati of Conselice, Lavezzola and San Patrizio, each shown on the plan as its own grey-filled patch and each with its own list of access roads. Every other order in this family draws one zone, or at most two lobes of one town. 🚨 AND THE PLAN THAT DEFINES THEM IS A PHOTOCOPIED CADASTRAL SHEET ANNOTATED BY HAND.
The three areas are filled in grey, the access points are struck through in green highlighter, and the three labels are written in red felt-tip — one of them upside down relative to the other two.
It is a legitimate published annex and this record cites it, but it is not geometry and this record derives no shape from it. 🚨 Like every Bassa Romagna comune read so far, the order prints NO money for driving in: it cites article 7 comma 13 bis of the Highway Code and stops. The fine on this record is null rather than a figure borrowed from a neighbouring town.
Coriano, a municipality of 10,455 people in the province of Rimini, closes its built-up areas to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027.
The fine is the national one and the order states it, a range of €168 to €679 under article 7 paragraph 13-bis of the Highway Code, with fifteen to thirty days' licence suspension for a repeat offence within two years. 🚨 Two things separate this order from every other one of this season in this corpus, and both are absences a visitor would otherwise fill in wrongly. The first: it suspends the ban on NO day at all.
Its five neighbours name a list of days of festivity on which the ban lifts — eight in Modena, seven in Piacenza and Fidenza, six in Maranello, five in Mirandola, an open-ended example list in Quattro Castella — and this order names none. The words "sospeso" and "festività" do not occur in it. Christmas Day 2026 and 1 January 2027 both fall on a Friday, and this order bans on both.
The second: there is no Sunday measure either, which it shares with Fidenza, Mirandola and Quattro Castella, and it reaches that result the way the last two do rather than the way Fidenza does.
The word "domenica" IS in this document, once, in the preamble, where the order recites that a vehicle enrolled in the regional Move-In scheme may not drive "in occasione delle domeniche ecologiche, ove adottate con specifica ordinanza" — where adopted by a specific ordinance. This one adopts none.
A reader who searched the whole file for the stem would get a hit and conclude the opposite of the truth. 🔑 Nor does the ban widen when the air is bad: the order attaches Arpae's emergency bulletin, issued for the province of Rimini on Mondays, Wednesdays and Fridays, to a ban on spreading livestock slurry and a restriction on biomass heating, and orders no emergency measure for traffic at all.
A Euro 5 diesel is outside this scheme at every hour of the season. ⚠️ Where the ban applies is the part of this order a visitor should read twice. It is not one town: point 1 names the centro abitato of Coriano and ten separate frazioni, from Cerasolo Ausa on the SS 72 to Sant'Andrea in Besanigo, and point 7 then delimits nine of those eleven by naming the roads that bound them.
Puglie and Colombarina are banned and never delimited, and the drawing that would settle it — the planimetry the order calls its Annex 1 — is published by neither of the act's two publishers. Electric and hybrid vehicles, cars carrying at least three people, vehicles registered for specific transport or special uses, and vehicles enrolled in Move-In are outside the ban altogether.
Penalty €168.00
Fidenza closes its built-up area to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027.
The fine is the national one and the order states it, a range of €168 to €679 under article 7 paragraph 13-bis of the Highway Code, with fifteen to thirty days' licence suspension for a repeat offence within two years. 🚨 The single most important thing about this scheme is what it does NOT contain, because three neighbouring records in this corpus do contain it: there is no Sunday measure here at all.
Modena, Piacenza and Maranello each close their centres on Sundays as well — Maranello on every Sunday of the season, Piacenza on twenty named dates — and this order does not. It was measured rather than assumed: the word "domenica" does not occur anywhere in the sixteen pages, and the monitor's own extractor returns [MISS] for the stem "domenic" on this file while it reads twenty-two other strings from it.
Saturday and Sunday carry no ban in Fidenza. 🔑 Nor does the ban widen when the air is bad. The order does attach Arpae's emergency bulletin to its heating and manure-spreading measures, but it orders no emergency measure for traffic and names no second vehicle list and no second window, so a Euro 5 diesel is outside this scheme at every hour of the season.
That is the opposite of the neighbouring orders, where the emergency article reaches Euro 5. Electric and hybrid vehicles, cars carrying at least three people, vehicles registered for specific transport or special uses, and vehicles enrolled in the regional Move-In telematics scheme are outside the ban altogether, and two named routes to park-and-ride car parks stay open through it.

The Scudo Verde is an environmental limited-traffic zone covering most of built-up Florence, switched on for enforcement on 1 April 2025 and watched by 77 camera gates. It is not a charge and there is nothing to buy: it is an outright ban on the oldest and dirtiest vehicle classes, in force around the clock every day of the year.
The city's own estimate is that it affects fewer than 10% of the vehicles on Italian roads, broadly those built before 1997. It sits on top of the historic-centre ZTL, which keeps its own separate and stricter rules.
The whole of Florence's historic centre is a limited traffic zone, split into five sectors (A, B, O, F and G) and watched by camera gates. In sectors A, B and O the gates are live 07:30–20:00 Monday to Friday and 07:30–16:00 on Saturday. From the first Thursday of April to the first Sunday of October a summer night ZTL closes all five sectors on Thursday, Friday and Saturday nights as well.
There is nothing to pay at the gate: entry needs an authorisation obtained beforehand, which for a visitor means either a daily permit bought in advance or the hotel putting the number plate on a temporary white list.
Formigine closes the built-up area at its centre to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027.
The fine is set by national law and the order states it, a range of €168 to €678, with fifteen to thirty days' licence suspension for a repeat offence within two years. 🔑 THE BOUNDARY IS WRITTEN OUT AS A RING OF ROADS THAT STAY OPEN, AND THAT IS UNUSUAL IN THIS CORNER OF THE CORPUS.
Point 9 names eleven perimeter roads and says of them, in as many words, "è delimitata dalle seguenti vie, che risultano percorribili" — the area is bounded by the following roads, which remain passable. Via Gatti, Via Giardini Sud, Via Achille Grandi, Via Sassuolo, Via Ferrari, Via Radici, Via Pascoli, Via Rivi, Via Giardini Nord, Via Sant'Onofrio and Via Sant'Antonio, most of them cut at a named junction.
A banned vehicle may drive the edge; it may not cross into the middle. The access routes to the park-and-ride car parks are excluded from the ban as well. 🚨 THE SUNDAYS ARE NAMED DATES AND DECEMBER HAS NONE.
The order lists nineteen ecological Sundays. Counted against the calendar on 2026-09-29, the season holds twenty-six Sundays, so seven are not on the list — and four of those seven are every Sunday in December.
On an ecological Sunday the vehicle list is the same five lines but diesel reaches Euro 5, so a Euro 5 diesel is legal here on a Tuesday and banned on 18 October. ⚠️ Move-In, the regional telematics scheme, is narrow here: the order excludes enrolled vehicles from point 1 only — "solo relativamente alle limitazioni strutturali di cui al punto 1" — so a Move-In vehicle is still banned on the nineteen ecological Sundays and during the emergency measures.
Electric and hybrid vehicles, cars carrying at least three people, and vehicles registered for specific transport or special uses are outside the ban altogether.
Penalty €168.00
Genoa runs a low-emission restriction over two areas at once, and the wider of the two is the entire municipality.
From Monday to Friday between 07:00 and 19:00, a diesel car of Euro 2 or below may not circulate anywhere in the comune, and inside AREA 1 — a ring drawn street by street from Piazza Dinegro round to Via Venezia, taking in the old town, the waterfront, Foce, Albaro, San Martino, Marassi and the lower Val Bisagno — the diesel line rises to Euro 4. Petrol cars are caught at Euro 1 in both areas.
There is no ticket, no charge and no permit on sale: the only way through is one of the twenty-five exemptions the mayor's order lists, and one of them is written for exactly our reader — a vehicle whose owner lives outside Liguria or abroad and holds a hotel booking in Genoa is excluded, for the arrival and the departure journey. The order in force is Ordinanza della Sindaca n.
256 of 05/08/2025, which revoked and replaced n. 206 of 01/07/2025 six weeks after it; both descend from Ordinanza Sindacale n. 59/2023, the act the city's ZTL rulebook names when it excludes this scheme from its own scope.
Boccadasse is the old fishing village inside Genoa — a handful of lanes dropping to a pebble cove at Piazza Nettuno — and the lanes are closed to unauthorised vehicles every day of the year through the whole 24 hours. There is no hour at which it opens. One camera watches it, in Via Boccadasse, and the operator states that every Genoese gate is live all days 0–24 including public holidays.
The camera reads plates remotely with nobody on the spot, so an unauthorised entry is not stopped at the gate: it is recorded and dealt with afterwards by post. Boccadasse is not a place to drive to.
It is small, it is steep, the zone has no public parking of its own inside it, and the only day permit the scheme sells here — €11.00, category BOC_01 — is written for two purposes that are not a visit: maintaining or laying up a boat at Piazza Bassano, and carrying bulky gear for the boatyards.
A visitor staying inside the zone gets in a different way and pays nothing for it: the accommodation holds an annual authorisation for its guests' cars and reports your plate to the operator within 48 hours of the entry.
Electric vehicles are free everywhere in the city on a free annual pass, and bicycles need nothing. ⚠️ One warning a driver cannot get from a map: the operator's boundary page and the rulebook it links do not list the same streets.
Two streets swap sides between them, one is named from a different junction and one loses its house numbers, so the safe reading is the wider one — treat every street either document names as inside, and see the area field for exactly which four disagree.
Genoa's historic centre is closed to unauthorised vehicles every day of the year and around the whole 24 hours — the operator says so in one sentence, and there is no hour at which it opens.
The zone is not one shape but five numbered sectors, and eleven camera gates let a plate into one named sector only: Via di Porta Soprana, Via del Campo, Vico Giannini and Piazza della Raibetta for Sector 1, Via San Giorgio, Vico delle Camelie, Mura delle Grazie and Via Ravasco for Sector 2, Via Lomellini for Sector 3, Via Cairoli for Sector 4 and Via Garibaldi for Sector 5.
The cameras work remotely with no officer present, so an unauthorised entry is not stopped at the gate — it is recorded and dealt with afterwards. No authorisation is issued at all to a vehicle over 3.5 tonnes laden or wider than 2.10 metres.
For a visitor arriving by car there is one opening that works and it costs the visitor nothing: a hotel, guesthouse or other accommodation buys an annual authorisation for its guests and reports your plate to the operator by e-mail within 48 hours of your entry. There is nothing to buy at the gate and no day ticket a tourist can hold — every daily permit the rulebook prices belongs to a named trade.
Electric cars are the other free way in, with a free annual windscreen pass valid in every Genoese ZTL, and bicycles need nothing anywhere. ⚠️ Two warnings that a driver cannot guess. Via Cairoli is inside Sector 4, and between 11:30 and 19:00 the ZTL there stops and a pedestrian area takes over with a shorter list of who may drive — a ZTL permit is not a permit for it.
And Genoa runs a second, separate scheme against the most polluting vehicles under Ordinanza Sindacale 59/2023, which this rulebook expressly excludes from its own scope and says works alongside it; being clear of the ZTL says nothing about that one.
Molo is the seaward edge of Genoa's old town — Via del Molo and the lanes around Piazza San Marco, between the Porta del Molo and Piazza Cavour — and it is closed to unauthorised vehicles every day of the year through the whole 24 hours. There is no hour at which it opens. One camera watches it, in Via del Molo, and the operator states that every Genoese gate is live all days 0–24 including public holidays.
The camera reads plates remotely with nobody on the spot, so an unauthorised entry is not stopped at the gate: it is recorded, and dealt with afterwards by post. Two limits keep a vehicle out whatever its paperwork says, and Molo is one of only two Genoese zones where the operator publishes both: access is for vehicles of not more than 3.5 tonnes laden and not more than 2.10 metres wide.
For a visitor there is one opening and it costs the visitor nothing — a hotel, guesthouse or B&B inside the zone holds an annual authorisation for its guests' cars and reports your plate to the operator within 48 hours of your entry. You buy nothing and display nothing; you hand the property your registration number before you drive in.
Electric vehicles are the other free way in, on a free annual windscreen pass good for every ZTL in the city, and bicycles need nothing anywhere. ⚠️ Molo is not the Centro Storico ZTL. They touch along Piazza Cavour, they are governed by the same rulebook, and a permit is issued for one zone or sector at a time — the old-town permit is not a Molo permit.
And Genoa's emissions scheme under Ordinanza Sindacale 256/2025 covers the whole comune on separate terms that this record does not hold.
This is the harbour end of Nervi — Via Gazzolo dropping to Via Caboto and Via Ganduccio by the little port, where the seafront walk begins — and it is closed to unauthorised vehicles every day of the year through the whole 24 hours. There is no hour at which it opens. One camera watches it, in Via Felice Gazzolo, and the operator states that every Genoese gate is live all days 0–24 including public holidays.
The camera reads plates remotely with nobody on the spot, so an unauthorised entry is not stopped at the gate: it is recorded and dealt with afterwards by post. Inside the zone there is a tighter thing still — the area of the porticciolo, the little harbour itself, is excluded from the ZTL because an outright transit ban applies there instead, so a ZTL permit is not an answer for it.
Nervi sells a permit by the day, €11.00, and it is not a visitor's ticket: it belongs to canoe and rowing clubs based in the zone carrying their boats, to the concessionaires of the maritime state land, and to boat owners reaching the public slipway.
A visitor staying inside the zone gets in a different way and pays nothing: the accommodation holds an annual authorisation for its guests' cars and reports your plate to the operator within 48 hours of the entry. Electric vehicles are free everywhere in the city on a free annual pass, and bicycles need nothing. ⚠️ Nervi has two separate ZTLs, and this is the one by the harbour.
The other, "Nervi Centro" in Via Oberdan, runs on a shorter list of who may enter — and that list has no place for a hotel guest at all.
Nervi Centro is one street — Via Guglielmo Oberdan between Piazza Antonio Pittaluga and Viale Goffredo Franchini, the main street of Nervi village — and it is closed to unauthorised vehicles every day of the year through the whole 24 hours. There is no hour at which it opens. One camera watches it, in Via Oberdan, and the operator states that every Genoese gate is live all days 0–24 including public holidays.
The camera reads plates remotely with nobody on the spot, so an unauthorised entry is not stopped at the gate: it is recorded and dealt with afterwards by post. 🚨 This is the strictest of Genoa's nine ZTLs for a visitor, and the reason is not the hours but the list of who may enter.
Every other Genoese zone inherits the rulebook's full set of categories; Nervi Centro is written the other way round, as a named subset — emergency and police, public transport, disabled-badge vehicles, liveried public-service vehicles on operational work, a narrow slice of unliveried contractor vehicles, electric vehicles, residents, and holders of a private parking space with a regular vehicle crossing.
The category that admits guests of hotels and B&Bs everywhere else in Genoa, AUT_09, is not in the list. So the answer a visitor most wants — "my hotel will put my plate on the list" — is no here, unless the property has its own off-street parking inside the zone. Goods vehicles get the one clock-based opening: delivery or distribution between 08:00 and 13:00.
Electric vehicles are free, and bicycles need nothing anywhere. ⚠️ Nervi has a second ZTL, at the harbour end in Via Gazzolo, and it is not this one.
Imola closes the whole of its built-up area to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027.
When Arpae's bulletin calls for emergency measures the window widens to 08:00–19:00, on any day of the week, again reaching diesel Euro 5. Nothing is on sale: there is no day ticket, no charge and no payable derogation.
The fine is set by national law and this order prints it, a range of €168 to €679, with fifteen to thirty days' licence suspension for a repeat offence within two years. 🔑 With 69,702 residents at 1 January 2026 this is the third-largest scheme in the Emilia-Romagna family after Modena and Piacenza, and the zone is the whole centro abitato rather than a town-centre block. 🚨 The exception that makes that workable is the largest in the family and it is a road network, not a list of side streets: point 9 lets a banned vehicle enter the built-up area anyway, "esclusivamente per raggiungere i parcheggi scambiatori serviti dal servizio pubblico" and to reach the trunk routes to the other provincial capitals and to the A14 motorway entrance, over forty-seven named streets and eleven numbered itineraries running to the hospital car parks, the railway station, the Autodromo paddock and two supermarkets. 🚨 AND MOVE-IN IS NOT AN EXEMPTION HERE ON A SUNDAY — IT IS ON THE BANNED LIST.
Point 2.6 names vehicles enrolled in the regional telematics scheme among the classes forbidden on an ecological Sunday, and point 8.1 does the same for the emergency measures; point 10.4 grants the exemption "Solo relativamente alle limitazioni strutturali di cui al punto 1".
That is the clearest statement of Move-In's reach anywhere in this family, and it is the opposite of what a driver would infer from the word "exemption". ⚠️ One thing this order does NOT do is say which Sundays are ecological Sundays. It bans on "le DOMENICHE ECOLOGICHE comprese nel periodo" without naming them, and then names ten days on which the ban is suspended.
The suspension list is what this record publishes; the Sunday calendar is discussed under hours and is not asserted as a fact the publisher stated.

Lucca's older-vehicle ban is a separate scheme from the walled centre's ZTL and it covers far more ground: the "Zona Verde/Area LEZ", signposted across the built-up part of the municipality, where a list of vehicle classes is simply forbidden to drive — "è istituito il divieto di transito per i seguenti veicoli".
It is an air-quality measure against PM10, made by mayoral order in 2019 and in force since 1 November 2019 "fino a nuova disposizione": no hours, no season, no charge and no permit to buy.
What is banned, as the city's February 2026 rulebook states it, is Euro 0 petrol cars; Euro 0, Euro 1, Euro 2 and Euro 3 diesel cars and motor caravans; Euro 0 and Euro 1 mopeds and motorcycles; Euro 0 to Euro 2 diesel goods vehicles both under and over 3.5 tonnes; Euro 0 special-purpose vehicles; and Euro 0 buses, whether on public service or on tourist work.
Twelve named through-routes stay open so that traffic can cross the area without entering it, and eleven categories of vehicle are exempt — emergency and utility services, funeral processions, cars carrying a disabled person's badge, people travelling to booked medical appointments, vehicles on their way to a scheduled roadworthiness test, historic vehicles with a certificate carried on board, and diesels fitted with a type-approved particulate filter.
A visitor's car is not exempt merely for being foreign or hired, and the ban applies whether or not you also hold a ZTL permit.
Everything inside Lucca's city walls is regulated, but not all of it the same way, and the difference is the one thing worth knowing before you drive there. The rulebook in force — the Piano Attuativo della Mobilità e della Sosta, Disciplinare of February 2026 — divides the walled centre into three zones with "una progressiva e crescente azione delle regole di accesso, transito e sosta".
In ZTL C only the vehicle matters: no permit is needed to drive in, but the whole historic centre caps you at 3.5 tonnes, 6.50 m long, 2.20 m wide and 30 km/h, and parking is in paid blue bays. In ZTL B you may not enter at all without a permit.
In ZTL A "l'accesso e la sosta sono sempre vietati" except for authorised permit holders, and inside ZTL A a further list of streets — via Fillungo, via Roma, via Beccheria, via San Paolino, piazza Anfiteatro, piazza San Frediano and others — is closed to traffic and parking entirely between 10:30–14:00 and 18:00–21:00.
Entry and exit are camera-controlled, and a vehicle that is still inside ZTL B or A more than 10 minutes after its permitted period has ended is treated as an offence. Nothing here is sold to a visitor: every permit category in the tariff table belongs to a resident, a trade or an institution.
The visitor's lawful route in is the accommodation registration — a hotel, guesthouse or B&B inside ZTL B or A enters your plate itself, free of charge, and that covers the shortest way to its door and 30 minutes with a parking disc, after which the car has to leave the zone. The permits are administered for the city by Lucca Plus S.r.l., which runs the permit office and the web portal the accommodation uses.
Lugo closes a compact block of its town centre to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027, and it runs three different rules over that one area.
On every Sunday of the season — the order says "tutte le domeniche", not a list of dates — the window widens to 08:00–19:00 and diesel reaches Euro 5.
When Arpae's bulletin turns red for the province of Ravenna the same 08:00–19:00 window and the same Euro 5 diesel line apply on any day of the week. Nothing is on sale: there is no day ticket, no charge and no payable derogation. 🚨 The order prints NO fine for driving in.
It cites article 7 paragraph 13-bis of the Highway Code and stops, so no figure is given here and none has been borrowed from a neighbour. 🔑 This is the first comune of the Unione dei Comuni della Bassa Romagna to reach this corpus from Arpae's OVER-30,000 register rather than the under-30,000 one, and its own preamble says why: 32,403 residents at 31 December 2025.
The union membership is not inferred from the name — OSM containment on the anchor returns the same level-7 area, area/3608848371, that Alfonsine and Bagnacavallo returned, and the order carries the same union officer's favourable opinion, dott.ssa Alice Dosi.
Its second annex is byte-identical to theirs. ⚠️ And the register a comune sits on turns out to change what it publishes, not merely where: Alfonsine and Bagnacavallo have no ecological Sunday at all and no emergency vehicle rule; Lugo has both. A reader who generalised from the two small neighbours would miss a Sunday ban that catches Euro 5 diesel. ⚠️ Move-In will not carry you through everything here.
The exemption list is attached to point 1, which contains the Sunday rule as well as the weekday one — but the Move-In line is expressly granted "come disposto dall'ordinanza n. 30/25 del 26/09/2025", and this order's own preamble recites that that earlier ordinance disapplies Move-In on ecological Sundays and while emergency limits are running.
The two readings do not agree and the driver should take the narrower one.
Maranello closes its built-up areas to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027.
🚨 Every Sunday of the season is an ecological Sunday — the order says so in as many words, "Tutte le domeniche comprese nel periodo 01/10/2026 – 31/03/2027 sono domeniche ecologiche" — and on those Sundays the ban runs on the wider emergency vehicle list, which reaches diesel Euro 5.
Nothing is on sale: there is no day ticket, no charge and no payable derogation. The fine is set by national law and the order states it, a range of €168 to €679, with fifteen to thirty days' licence suspension for a repeat offence within two years. 🔑 Two things here have no counterpart in the neighbouring records.
The first is where the ban applies: the order writes "the centro abitato of Maranello (MO)" in the singular, but the plan it attaches shows the delimited built-up area as eight separate patches lettered A to H, scattered across a large and mostly rural municipality, so this is a scheme covering several distinct settlements rather than one town centre.
The second is an exemption that fits the town: motoring events organised or sponsored by the council are excluded from the ban outright, "che di volta in volta verranno programmati" — programmed case by case, and therefore not something this page can put in a calendar.
Electric and hybrid vehicles, cars carrying at least three people, vehicles registered for specific transport or special uses, and vehicles enrolled in the regional Move-In telematics scheme are outside the ban altogether — and here, unlike in Piacenza, Move-In covers the Sundays and the emergency days as well.
Penalty €168.00
Area B is Milan's low-emission zone. There is nothing to pay: vehicles that meet the emission rules enter free, and vehicles that do not are banned outright. It is active Monday to Friday, 07:30–19:30, excluding public holidays.
Besides the most polluting vehicles, it also bans goods vehicles over 12 metres long, vehicles carrying dangerous goods, and vehicles without blind-spot warning systems.
Area C is a limited-traffic zone in central Milan — the ZTL Cerchia dei Bastioni — that you must buy a daily ticket to enter. Forty-three electronic gates read number plates. It is active on working days, Monday to Friday, 07:30–19:30, and not on Italian public holidays.
Separately from the ticket, the most polluting vehicle classes are banned outright and cannot buy their way in, as are vehicles longer than 7.5 metres; goods vehicles are also barred between 08:00 and 10:00.
Charge €7.50
Mirandola closes the built-up area of its main town to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027.
The fine is the national one and the order states it, a range of €168 to €679 under article 7 paragraph 13-bis of the Highway Code, with fifteen to thirty days' licence suspension for a repeat offence within two years. 🚨 This is the second Emilia-Romagna order in this corpus with no Sunday measure, and it reaches that result by a route the first one did not, which is why it is worth being exact.
In Fidenza the word "domenica" does not occur in the order at all. Here it does: the preamble describes the regional Move-In telematics scheme and says that it does not permit its members to drive "in occasione delle domeniche ecologiche, ove adottate con specifica ordinanza" — where adopted by a specific ordinance. This ordinance adopts none.
Its operative part, the ORDINA section, never uses the word, and a reader who searched only the whole document for the stem would get a hit and conclude the opposite of the truth. Saturday carries no ban either. 🔑 Nor does the ban widen when the air is bad.
The order does attach Arpae's emergency bulletin to two measures — a ban on spreading livestock slurry and a restriction on biomass heating, both triggered across the province of Modena — but it orders no emergency measure for traffic, names no second vehicle list and no second window, so a Euro 5 diesel is outside this scheme at every hour of the season. ⚠️ There is one more thing this order does not have that all four of its neighbours do: it does not suspend the ban on local public transport strike days.
Electric and hybrid vehicles, cars carrying at least three people, vehicles registered for specific transport or special uses, and vehicles enrolled in Move-In are outside the ban altogether. Unlike Modena, Piacenza and Fidenza, this order excludes no roads from the restricted area and carves nothing out of it.
Penalty €168.00
Modena closes its built-up area to older vehicles for the winter half of the year.
From 1 October 2026 to 31 March 2027 the ban runs Monday to Friday and on every Sunday, and it catches petrol cars up to and including Euro 2, LPG/petrol and methane/petrol up to and including Euro 2, diesel cars up to and including Euro 4, and mopeds and motorcycles up to and including Euro 2 — and on Sundays the diesel line moves up to include Euro 5.
A particulate filter does not help: the city states the diesel classes are banned "anche se dotati di filtro antiparticolato". Saturday is free unless the region's emergency measures are running.
The ordinary hours are 08:30 to 18:30, but they are not the hours in force at the start of this season: a monitoring station in Via Giardini has already logged the twenty-fifth daily PM10 exceedance of the calendar year, so the additional local measures are switched on and until 31 December 2026 the ban runs from 08:00 to 19:00.
This is not a charging scheme — nothing is on sale, no ticket exists and a banned car does not become admissible by paying. It is a mayoral order under article 7 of the Italian Highway Code implementing the region's air-quality plan, the PAIR 2030, and it is re-issued every year: the order in force is Prot. n.
358710 of 17 September 2026. Two things make it survivable for a visitor whose car is on the list. The perimeter roads themselves stay drivable, and the order excludes one by one the routes leading in and out of twenty-six park-and-ride car parks, so a banned vehicle can still reach a car park at the edge and continue by bus.
And a guest staying at accommodation inside the zone is exempt for the journey to and from the accommodation itself, on a booking or on a later attestation from the hotel. Electric and hybrid vehicles, cars carrying at least three people, and vehicles registered for specific transport or special uses are outside the ban altogether.
Penalty €168.00
Modena's historic centre is closed to unauthorised vehicles permanently, not for part of the day. The coordinated order forbids movement, stopping and parking inside a perimeter drawn along the ring of viali, and the perimeter streets themselves stay open — they bound the zone without being inside it.
Thirteen camera gates read the plate of every vehicle going in and coming out, around the clock, and a plate that is not on the authorised list is fined. Bicycles, mopeds, motorcycles and L5e three-wheelers with two front wheels need nothing at all; nor do buses on tourist or school services setting down and picking up, taxis, hire cars with driver, emergency services and the named utility fleets.
For a visitor arriving by car there are two openings that work: a hotel, B&B, hostel or room rental inside the zone, which issues a windscreen pass and reports your plate, and a guarded paid car park inside the zone, which may be reached by the direct route only. ⚠️ A hybrid is not an electric car here.
The city's own answer page states that the order in force bars hybrid cars and that only fully electric vehicles may enter the historic centre — the opposite of Modena's other scheme, the winter antismog ban, where an electric or hybrid car is exempt outright. The two rules run over different ground in the same city, and a driver who reasons from one to the other is wrong in the direction that ends in a fine.
Monza has no low-emission zone of its own.
The restriction that catches a visitor here is written by Regione Lombardia and applies across the whole built-up area of the municipality, all year, Monday to Friday between 07:30 and 19:30 — and Monza's own council states in one sentence which band it lands in: "Il Comune di Monza rientra tra i Comuni in fascia 1." Fascia 1 is the strictest of the region's two bands, so the diesel floor here is Euro 5: a diesel car of Euro 4 or below may not circulate during those hours, and petrol, methane and LPG vehicles are caught at Euro 1 and below. 🚨 THE EURO 5 DIESEL STEP THAT WAS TO ARRIVE ON 1 OCTOBER 2026 HAS BEEN POSTPONED BY A YEAR, AND THIS PAGE CARRIED THE OLD DATE UNTIL 29 SEPTEMBER 2026.
Monza is one of the four Lombard municipalities over 100 000 inhabitants — Milan, Brescia, Monza and Bergamo — that the 2025 regional decision named for that step.
There is no charge, no day ticket and no permit counter: the only alternatives the region publishes are a fixed list of exempt vehicles, a fixed list of exempt journeys, and MoVe-In, an annual black-box scheme that swaps the clock for a kilometre allowance.
What Monza adds on top of the regional text, and what makes this page worth reading before you drive in, is its own list of streets the block does not apply to — the SS 36 and a named chain of viali running from viale Lombardia round to viale delle Industrie, plus the run through Cinisello to the A52 junctions.
Penalty €75.00
Ozzano dell'Emilia, a comune of the Città Metropolitana di Bologna, closes its built-up area to older vehicles for the 2026-2027 winter under Ordinanza del Sindaco n. 138 of 29 September 2026, signed for the Mayor by the Deputy Mayor, Mariangela Corrado, and published by Arpae Emilia-Romagna.
There is no charge and no permit to buy: a vehicle is either allowed in or it is not. 🔑 THE SUNDAY RULE IS STRICTER THAN THE WEEKDAY RULE, AND THIS IS THE SECOND ORDER IN THE FAMILY MEASURED TO RUN THAT WAY. Monday to Friday, 08:30–18:30, the ban reaches diesel up to Euro 4.
On the order's twenty-four named ecological Sundays, in the same window, it reaches diesel up to Euro 5 — one generation further. The petrol, LPG/petrol, methane/petrol, moped and motorcycle lists are identical in both: Euro 0 to Euro 2. A diesel Euro 5 may therefore drive through the zone on a Tuesday and may not on the Sunday after it.
San Lazzaro di Savena, read immediately before this record, is the other. 🚫 Two orders is an observation, not a property of the family. 🔑 AND THE SUNDAYS ARE PRINTED AS DATES, NOT AS A FORMULA.
Point 3 lists twenty-four of them, 04/10/2026 through 21/03/2027. Recomputing the calendar rather than trusting the count: all twenty-four are genuinely Sundays, none repeats, the season contains twenty-six, and the two that are absent are 1 November 2026 and 28 March 2027 — both of which point 2 separately names among the suspended days.
Two independent mechanisms agree on both dates. ⚠️ The order also declines an option the PAIR gives it: the recital notes that the Sunday scheme may be suspended between 1 December and 6 January, and this order suspends none of those five Sundays.
The zone is one connected area — the centro abitato of Ozzano dell'Emilia, including the Zona Studentato lobe that joins it along via Nardi Ettore — drawn on an annexed plan the order makes part of itself. Five named road itineraries are carved out of the ban so that the park-and-ride car parks stay reachable.
Emergency measures, when Arpae's bulletin calls for them, widen the window to 08:00–19:00 and add diesel Euro 5 to the weekday list. ⚠️ Move-In does not help on a Sunday. Point 10(d) exempts vehicles enrolled in the regional Move-In telematics scheme "Solo relativamente alle limitazioni strutturali di cui al punto 1" — the Monday-to-Friday ban only.
On an ecological Sunday and under emergency measures the enrolment buys nothing. 🚨 NOTHING IN THIS DOCUMENT CAN BE WATCHED BY ITS TEXT, AND THAT IS A PROPERTY OF THE FILE RATHER THAN OF THE PUBLISHER. Every font in the ordinance is a Type0 subset in Identity-H encoding with no /ToUnicode map, so the character codes in the file are glyph numbers and no conformant reader can turn them back into words.
The pages render as crisp vector text and extract as nothing: 34,482 strings are dropped on that ground, and the needles "Ozzano", "ORDINANZA", "EURO 5" and "678" all miss on both readers this project has. The record therefore watches the file's bytes instead of its sentences, and the facts below were read from rendered images of the pages.
The fine for breaching the circulation limits is an administrative penalty of €168.00 to €678.00, with the licence suspended for fifteen to thirty days on a repeat within two years.
Penalty €168.00
Inside Padua's limited-traffic zone sit a further set of areas that are stricter again, and the difference matters more to a visitor than the name suggests: a ZTL authorisation is not an authorisation for these streets. They run under their own order — Ordinanza n.
464 del 25/05/2023, "Disciplina delle aree pedonali situate all'interno della zona a traffico limitato (Ztl) del centro storico" — and the permit that opens them is a different document, the "tipo 1 - Area pedonale", held by people with a private parking space behind the line. There is no visitor's version of it. ⚠️ And there is no single timetable to learn.
Each area carries its own clock, and they do not resemble each other: via San Francesco/Santa Sofia and via Manin are pedestrian 00:00–24:00 every day of the year; the piazze open and close three different ways depending on whether it is a weekday, a Saturday or a Sunday; Contrada Antenore is pedestrian from 09:30 to midnight and an ordinary ZTL for the ninety minutes before that; the Liston and the Ghetto are called permanent and given no clock at all.
So the question "is the centre of Padua walkable-only right now?" has no one answer — it depends which street you are on, and the streets are a few minutes apart. 🔑 The practical reading for a driver is simpler than the rules are. These are the streets where the city has decided a car does not belong, the enforcement is automatic where it exists, and nothing can be bought at the edge.
If your destination is inside one, the car does not go to the door: it goes to the loading bays outside the walls, or to a garage, and you walk the last part.
Where the city does open a door for a visitor it is through the accommodation, not through the driver — the ZTL rulebook covers premises "con sede in ZTL o area pedonale", so a hotel inside one of these areas can declare a guest's plate exactly as it does inside the ZTL.
Padua's historic centre is one restricted zone run on two clocks, and which clock you are under depends on the street rather than on your vehicle. The city divides it into Zona A, closed to unauthorised traffic 08:00–23:30 on working days and 14:00–23:30 on Sundays and public holidays, and Zona B, closed around the clock every day of the year.
Camera gates read the plate at the ways in and out; the two gates that watch Zona B run 00:00–24:00, the rest follow Zona A's hours. Inside the whole zone the speed limit is 30 km/h. Nothing is sold at the gate and there is no day ticket for a visitor to buy: access is granted by an authorisation, or by a plate having been registered in advance, or it is an offence.
Bicycles, kick scooters, mopeds, motorcycles and fully electric vehicles are free to enter — but the electric case is not automatic either, because the city requires the plate to be notified by email with the registration document attached before it counts. ⚠️ The visitor's opening here is real and it is not in the driver's hands.
A hotel, B&B or guarded garage inside the zone may let its guests drive in, and the law then puts the duty on the business, not on you: it must declare your plate and the hour of your transit within 48 hours, for every day you drive in. The rulebook says in as many words that without that declaration the guest's transit is unauthorised.
So the question to ask at check-in is not whether you may drive to the door — it is whether they will register the plate, and for which days.
If nobody can do it for you, the short authorisation exists but the website is shut to you: the city states that the two-hour online permit needs SPID or CIE, Italy's own digital identities, so a visitor's route is the ZTL office counter, where two hours costs 5 euro and 48 hours costs 15 plus a revenue stamp.
And if what you are driving is a van rather than a car, none of the zone's hours above are yours: a diesel or petrol goods vehicle gets two loading windows a day, 05:00–11:00 and 15:00–17:00, weekends and holidays included.
Penalty €80.00
Padua runs three restricted zones that exist only after dark, and none of them is in the historic centre.
They sit in ordinary residential streets — via Anelli and its neighbours east of the centre, the Pescarotto quarter and a stretch of via Mortise, and a block of the Arcella north of the railway — and the city says plainly why they exist: not air quality, not the old town, but street prostitution and drug dealing, and the disorder that comes with the kerb-crawling around them.
That is worth knowing before you read the rules, because it explains every unusual thing about them. There is no permit to buy and no plate to register. There are no camera gates: the check is a police officer at the roadside, and the city names the Polizia Stradale as the authority that makes it.
And the way an ordinary visitor gets through is not a document the city issues but one you write yourself — the city's page says a driver who is not a resident may enter if they can produce a self-certification stating that they are going to a relative, an acquaintance or a business, and giving the address. ⚠️ Three zones, three different clocks, and they are not interchangeable: via Anelli closes 22:00–07:00, the Pescarotto and via Mortise 22:00–05:00, the Arcella 22:00–04:30.
Every one of them runs every night of the week, working days and holidays alike. An unauthorised entry is 71 euro plus costs. 🔑 The practical warning for a visitor is narrow but real: these are through-streets in residential districts with nothing to mark them out as special during the day, and the restriction switches on at ten at night.
If your accommodation, your host or your late booking is on one of the streets listed below, the drive that was legal at nine o'clock is an offence at eleven — and the only thing standing between you and the fine is a piece of paper you can write yourself, which is worth knowing before an officer asks for it rather than after.
Penalty €71.00
Palermo closes its historic centre to unauthorised vehicles on two different clocks over the same ground, and a visitor driving a rental car is caught by both. The zone runs from Piazza Giulio Cesare to Via Cavour and from Porta Nuova to Porta Felice — what the city's traffic plan calls ZTL 1 — and the streets that form the perimeter itself stay freely drivable, as does the run to the Ospedale dei Bambini.
The daytime ZTL is Monday to Friday, 08:00 to 20:00, all year. The night ZTL then takes the same area on Friday and Saturday nights only, and it moves with the season: from 1 May to 31 October it starts at 20:00 and runs to 06:00 the next morning, and from 1 November to 30 April it starts at 23:00 and runs to 06:00.
Nothing runs in the daytime on Sunday or a public holiday — but a Sunday morning before 06:00 is still the tail of Saturday night.
Unlike Genoa or Siena, there is a day ticket and it is sold to anyone: a visitor buys a daily pass for €5.00 for a petrol car from Euro 3 up or a diesel from Euro 4 up, €2.50 for a petrol/electric, petrol/methane or petrol/LPG hybrid, and pays nothing at all for a fully electric car or with a disabled badge. That is the whole of what most travellers need — but there are two catches worth knowing before you drive.
The pass must be activated BEFORE you enter, not afterwards, and an older car cannot buy its way in at any price: a petrol car below Euro 3 or a diesel below Euro 4 is not admitted on a daily pass at all, only on a resident's permit.
Mopeds and motorcycles may enter. ⚠️ Palermo publishes no map or dataset of the boundary, and the governing rulebook is a scan we cannot read — the perimeter here is the operator's own description, and the streets between the four named corners are not published anywhere we could find.
Charge €5.00
Perugia's hill town is closed to tourist coaches, and the rule is keyed to a single number: 9 metres. Ordinanza n. 1259 of 26 November 2008 bans the transit of tourist coaches — which the city's own vademecum defines as vehicles longer than 9 m — through Perugia's urban area, and it does not ban them by weight, by emission class or by the hour.
A coach either is over 9 m or it is not. What makes this a usable page rather than a prohibition notice is that the city publishes the alternative route in the same breath, street by street and junction by junction.
Without a permit, a coach may enter the city only from the "Madonna Alta" exit of the Perugia–Bettolle raccordo and only along Via Centova, and from there it may drive either to a destination outside the ban area or to the Pian di Massiano car park — from which the Minimetrò, the city's automated people mover, climbs to the historic centre.
That is the route a coach carrying visitors is expected to take, and it works without any paperwork at all.
With a permit, the route changes completely: the coach enters from the "Perugia Piscille" exit instead and drives to the Bus Terminal in Piazza Partigiani, for the length of a drop-off and no longer, unless Busitalia — which runs the terminal — has separately authorised a long stay inside it. ⚠️ Piazza Italia, the balcony at the top of the old town that a driver might assume is the obvious set-down point, is barred to anything over 9 m in every case, permit or no permit; the vademecum states it as a standing exception rather than as a detail.
The permit costs €10.00 a day and is bought online at least five working days ahead, paid through PagoPA and printed for the dashboard. That price is new: Deliberazione di Giunta n. 283 of 25 June 2025 introduced it, and the same deliberation records that until then no payment at all was required for bus permits.
The €10.00 is also not the whole bill, and the second half of it is now a number rather than a warning: the terminal is run by Busitalia, whose own published prospectus charges an unscheduled tourist coach €6.00 for a 15-minute set-down slot, or €18.00 for the first hour and €12.00 for each hour after that if a longer stay is authorised at all.
A single drop-off at the foot of the old town therefore starts at €16.00 between the two of them. And the permit buys eligibility rather than a place: the prospectus ranks tourist coaches behind local and long-distance service buses and admits them only if a stall happens to be free. 🆕 Two things this page said it could not tell you until 2026-09-23, and both are now answered from the ordinance itself.
The ban runs "dal lunedì alla Domenica 0-24" — every hour of every day, with no night window and no season.
And the area is the centro abitato of Perugia with two named exceptions, the via Settevalli axis outbound from via Dottori and the via Cortonese axis outbound from viale Centova, which is why the compulsory approach runs along via Centova in the first place. ⚠️ What changed was our reading, not the city's publishing: three cycles recorded Ordinanza n.
1259/2008 as an unreadable scan, and it is not one — it carries a full text layer set glyph by glyph, and scripts/pdf-all-literals.py recovers every word of it. The one thing that stays out of reach is the planimetria attached to the order, which is a drawing of a legal boundary the city does not publish as coordinates.

Piacenza closes its built-up area to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027.
🚨 On top of that the order names twenty individual Sundays — "domeniche ecologiche" — on which the same hours apply and the diesel line moves one class further to catch Euro 5 as well.
This is the point where Piacenza parts company with its neighbours: the Sunday ban here is a closed list of dates, not "every Sunday", and there is no ecological Sunday at all in December. Nothing is on sale. There is no day ticket, no charge and no payable derogation — a banned car does not become admissible by paying.
It is a mayoral order under articles 5, 6 and 7 of the Italian Highway Code implementing the region's air-quality plan, the PAIR 2030, and it is re-issued every year. Three things make it survivable for a visitor whose car is on the list.
The order excludes three whole neighbourhoods inside the perimeter — Besurica, Montale and Le Mose — on the express ground that they are not yet sufficiently served by public transport.
It excludes some thirty-five named roads and stretches so that traffic arriving from outside does not have to cross the city and can reach the park-and-ride sites, among them the whole Tangenziale Sud, Via Emilia Parmense, Via Caorsana and Via Cremona.
And a guest staying at hotel-type accommodation inside the restricted area is exempt for the journey to and from the accommodation itself, on a booking or on a later attestation. Electric and hybrid vehicles, cars carrying at least three people, and vehicles registered for specific transport or special uses are outside the ban altogether.
The ban is on circulation — the order says "circolazione dinamica" — so it is driving, not parking, that is caught.
Pisa's historic centre is shut to traffic around the clock.
The ordinance in force since 1 January 2025 organises it as two sectors — Centro Storico Nord, which contains Piazza del Duomo and the Leaning Tower, and Centro Storico Sud on the other side of the Arno — and inside both it forbids access, transit and parking to every vehicle 0–24 on every day of the year, with a 30 km/h limit throughout, subject only to the exemptions it lists.
Nothing is sold at the gate and there is no visitor's day ticket: bicycles, mopeds, light quadricycles and motorcycles are exempt outright, holders of a disabled person's badge and taxis are on a standing white list, and a visitor driving a car gets in through their accommodation.
A hotel, guesthouse or B&B inside the zone puts the plate on the portal's "lista bianca T" within ten hours of the car entering, recording the plate and the time of entry, for at most three days at a time. Permits are tied to one sector, so an authorisation for the north side does not open the south.
Pisa closes its riverside to traffic on Friday, Saturday and Sunday nights. From 22:00 to 05:00 the next morning, nine streets and squares along the Arno — Lungarno Pacinotti, Piazza Carrara, Via San Nicola, the stretch of Via Santa Maria between them, Lungarno Mediceo, Piazza Mazzini, Lungarno Galileo Galilei, Lungarno Gambacorti and the Ponte di Mezzo itself — become a limited traffic zone with a 30 km/h limit.
The measure was seasonal for years and was made permanent from 1 January 2025 because of the number of people on foot there at night. Bicycles, mopeds, light quadricycles and motorcycles are exempt, and a car already parked inside at 22:00 may stay where it is and drive out at any point before 05:00. A permit for either historic-centre sector, temporary or permanent, is automatically valid here as well.
Pisa's third limited traffic zone is a football zone. The Porta a Lucca district, north-east of the centre around the Arena Garibaldi stadium, became a ZTL in 2026 with twenty-four camera gates, and the ordinance switches it on only for home matches of Pisa S.C.: the cameras read plates from two hours before kick-off until the end of the first half, on the dates and at the times of the league calendar.
Outside that window the streets are ordinary streets and nothing is being enforced. There is nothing to buy — access is either exempt, on a standing white list, or covered by a free authorisation issued by PisaMo to people who live in the zone or in the block immediately north of it.
Customers of shops and restaurants inside the zone are covered too, and the deadline is the trap: the business enters the plate and the time of entry within twenty-four hours of the car arriving, which is a different number from the ten hours Pisa's hotels get in the historic centre.
Quattro Castella closes FOUR separate built-up areas to older vehicles for the winter half of the year: the main town and the villages of Montecavolo, Roncolo and Puianello.
🚨 Two things about this order are unlike every other Emilia-Romagna record in this corpus, and both are things a reader would otherwise fill in from a neighbour. First, IT NAMES NO FINE FOR DRIVING.
Its sanctions article says only that breaches of the road-traffic provisions are penalised "ai sensi delle disposizioni dettate dal Codice della Strada" — under the Highway Code, with no article and no figure — and the one range it does print, €25 to €500 under article 7-bis of D.Lgs. 267/2000, is expressly for the order's OTHER measures, not for driving.
Three neighbouring orders print €168 to €679; this one does not, and neither those figures nor the €25 to €500 belong to a driver here. Second, ITS LIST OF SUSPENDED DAYS IS EXPRESSLY AN EXAMPLE, NOT A CALENDAR: "sospeso nei giorni di festività: es. 1° novembre, 8 dicembre, Natale, Santo Stefano, ecc." — with "es." for "for example" and "ecc." for "and so on".
Every other order in this family names a closed list. This one cannot be turned into a complete calendar without inventing the rest of it, and this record does not. 🔑 There is no Sunday measure and no Saturday measure, and the phrase "domeniche ecologiche" appears once, in the preamble, reciting what the regional Move-In scheme does where a comune has adopted ecological Sundays "ove adottate con specifica ordinanza".
This comune has not. Nor does the ban widen when the air is bad: Arpae's bulletin triggers only a ban on spreading livestock slurry, so a Euro 5 diesel is outside this scheme at every hour of the season. Four road itineraries stay open right through the restricted areas, including the SS 63 trunk road over the Cerreto pass.
Riccione closes its seafront to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027. Monday to Friday, 08:30 to 18:30, the ban catches petrol cars up to and including Euro 2, LPG/petrol and methane/petrol up to and including Euro 2, diesel cars up to and including Euro 4, and mopeds and motorcycles up to and including Euro 2.
The zone is the urban area on the sea side of the SS16 — "Zona urbana a mare della Strada Statale 16" — so one trunk road and the Adriatic are the whole boundary, and the SS16 itself is excluded along with a long list of named routes to the main car parks and the hospital. 🚨 That sentence is word for word the one Rimini's order uses next door, and it is the only thing the two coastal orders have in common once you read past it.
Sundays are stricter than weekdays: every Sunday of the season is an ecological Sunday except 1 November 2026 and 28 March 2027, and on those twenty-four Sundays the diesel line moves one class further and catches Euro 5 as well. Nothing is on sale. There is no day ticket, no charge and no payable derogation; a banned car does not become admissible by paying.
The weekday ban is also lifted on six named days and on any day when local public transport is on strike. ⚠️ One of those six is not a national holiday: the order lists Wednesday 11 November 2026 among its "giorni festivi" and gives no reason for it.
The regional emergency measures can be switched on for the whole province of Rimini on any day of the week, and then the ban runs 08:00 to 19:00 and reaches diesel Euro 5. 🔑 Unlike Rimini, Riccione sets no automatic extra hour: its preamble recites the PAIR rule that adds one after twenty-five PM10 exceedances, and its operative part never enacts it, so 18:30 means 18:30 here for the whole season.
Electric and hybrid vehicles, electric mopeds and motorcycles, cars carrying at least three people, and guests driving to and from hotel-type accommodation inside the zone are outside the ban. The ban is on circulation, so it is driving, not parking, that is caught.
Penalty €168.00
Rimini closes part of the city to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027.
Monday to Friday, 08:30 to 18:30, the ban catches petrol cars up to and including Euro 2, methane/petrol and LPG/petrol up to and including Euro 2, diesel cars up to and including Euro 4, and mopeds and motorcycles up to and including Euro 2. 🚨 The zone is not drawn as a perimeter and does not need to be, because the order defines it with one line and the coast: "Zona urbana a mare della Strada Statale 16" — the urban area on the sea side of the SS16 trunk road.
If you are between the SS16 and the Adriatic, inside the built-up area, you are in it; if you are on the inland side, you are not.
That makes this one of the two easiest zones in the Emilia-Romagna antismog family to place yourself in without a map. 🚨 The other is Riccione, immediately to the south, whose order uses the identical sentence — and the two are not otherwise alike, so the shared boundary formula is a coast-specific drafting pattern rather than anything that can be read across to the rest of the family.
The SS16 itself is excluded, and so are four named stretches of the boundary roads and some two dozen named access routes to the park-and-ride sites and to the hospital, so a banned car can still reach a car park and leave again.
Sundays are stricter than weekdays: every Sunday of the season is an ecological Sunday except two — 4 October and 1 November 2026 — and on those twenty-four Sundays the diesel line moves one class further and catches Euro 5 as well. Nothing is on sale.
There is no day ticket, no charge and no payable derogation; a banned car does not become admissible by paying. ⚠️ Two switches can make the clock later than the one above. If a monitoring station in the municipality records twenty-five daily PM10 exceedances during calendar year 2026, an extra hour is added automatically and the window becomes 08:30 to 19:30.
Separately, when Arpae's bulletin triggers the regional emergency measures for the province of Rimini, the ban runs 08:00 to 19:00 on any day of the week and reaches diesel Euro 5. 🔑 The order is unusually frank about the air it is regulating: it records that in 2025 the traffic monitoring station in viale Flaminia exceeded the PM10 daily limit sixteen times against a legal ceiling of thirty-five, and that NO2 stayed inside its annual limit.
Electric and hybrid vehicles, cars carrying at least three people, and guests driving to and from hotel-type accommodation inside the zone are outside the ban. The ban is on circulation — the order says "circolazione stradale dinamica privata" — so it is driving, not parking, that is caught.
Penalty €168.00
Rome's Fascia Verde is a large low emission zone around the city. Since 1 November 2025 the oldest vehicles may not enter, drive or even park inside it from Monday to Saturday, around the clock, except on midweek public holidays. It bans petrol, LPG and methane cars up to Euro 2 and diesel cars up to Euro 3 — residents' own cars included.
This is a separate scheme from the ZTL in the historic centre, which this record does not cover.
Rome's historic centre is closed to vehicles without a permit for most of the working day: 06:30–18:00 Monday to Friday and 14:00–18:00 on Saturday, public holidays excluded. A separate night-time ZTL closes it 23:00–03:00 on Friday and Saturday nights, and is not active during August. Cameras at the gates read number plates, and this is the scheme that catches visitors who follow a satnav straight into the centre.
It is one of five limited traffic zones in central Rome and is separate from the city-wide Fascia Verde emissions zone.
San Lazzaro di Savena, a comune of the Città Metropolitana di Bologna, closes two separate built-up areas to older vehicles for the 2026-2027 winter under Ordinanza sindacale n. 21/2026, signed by the Mayor, Marilena Pillati, on 29 September 2026 and published by Arpae Emilia-Romagna.
There is no charge and no permit to buy: a vehicle is either allowed in or it is not. 🔑 THE SUNDAY RULE IS STRICTER THAN THE WEEKDAY RULE, AND THAT IS THE THING A DRIVER HERE MOST NEEDS TO KNOW. Monday to Friday, 08:30–18:30, the ban reaches diesel up to Euro 4.
On the order's twenty-five named ecological Sundays, in the same window, it reaches diesel up to Euro 5 — one generation further. The petrol, LPG/petrol, methane/petrol, moped and motorcycle lists are identical in both: Euro 0 to Euro 2. A diesel Euro 5 may therefore drive through the zone on a Tuesday and may not on the Sunday after it. 🔑 AND THE SUNDAYS ARE PRINTED AS DATES, NOT AS A FORMULA.
Point 3 lists twenty-five of them, 04/10/2026 through 21/03/2027. Recomputing the calendar rather than trusting the count: the season contains twenty-six Sundays and exactly one is absent from the list, 28 March 2027 — which is Easter Sunday, computed, and which point 2 separately names among the suspended days. Two independent mechanisms in the order say the same thing about that one date.
This matters beyond San Lazzaro: Carpi, read a day earlier, defines its Sundays as a class and leaves the PAIR recital's "4 domeniche al mese" unreconciled, so its calendar is a reading. San Lazzaro's is a quotation. The zone is two disjoint pieces — the built-up area of San Lazzaro di Savena itself and the built-up area of Ponticella — drawn on two annexed plans that the order makes part of itself.
Twelve named road itineraries are carved out of the ban so that the park-and-ride car parks stay reachable. Emergency measures, when Arpae's bulletin calls for them, widen the window to 08:00–19:00, add diesel Euro 5 to the weekday list and run on Saturdays and Sundays too. ⚠️ Move-In does not help on a Sunday.
Point 11(d) exempts vehicles enrolled in the regional Move-In telematics scheme "solo relativamente alle limitazioni strutturali di cui al punto 1" — the Monday-to-Friday ban only. On an ecological Sunday and under emergency measures the enrolment buys nothing.
The fine for breaching the circulation limits is an administrative penalty of €168.00 to €679.00, with the licence suspended for fifteen to thirty days on a repeat within two years.
Penalty €168.00
Siena's walled historic centre is closed to unauthorised traffic around the clock, every day of the year, and the gates are cameras.
The permit rulebook in force, approved by the Giunta Comunale on 19 May 2026, says the ZTL "ha validità tutti i giorni nell'orario 0/24" and that entry, driving and parking are all forbidden to vehicles that are not authorised — so nothing here turns on the hour you arrive, only on whether your plate is on a list.
The zone is split into six sectors with their own entrances and exits (Ovile, Romana, Tufi, Fontebranda, San Marco, Camollia), and inside it sit two stricter areas: the "Zona Y storica", which is mostly pedestrian and takes in Il Campo and Banchi di Sopra, and the "Zona A". In both of those, parking is banned permanently and only the vehicles named in their own orders may drive through at all.
There is no ticket on sale at the gate to a visitor who simply wants to look at the city.
What a visitor gets instead is an accommodation route: a hotel, guesthouse or B&B inside the zone registers your plate itself, free of charge, at most twice a day, and that authorises you to drive the shortest way to its door and to stop for luggage for no more than 45 minutes at a time — but explicitly not through the Zona Y storica streets, which are listed one by one.
A private individual can otherwise be issued a short permit with a stated reason: 30 minutes free, capped at four a month per vehicle, an hour for €5, a day for €10, and €30 more on top for any transit in the Zona Y storica.
Soliera closes the built-up area at its centre to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027.
The fine is set by national law and the order states it, a range of €168 to €678, with fifteen to thirty days' licence suspension for a repeat offence within two years. 🔑 ONE VEHICLE LIST, ONE CLOCK — the second order in this corpus built that way, and the first was published one day earlier eighteen kilometres away.
Like Vignola's, this order names no ecological Sundays: the phrase occurs once in the preamble, describing what Move-In does not cover, and never in the operative part.
Its emergency article, point 6, is triggered by the Arpae bulletin for the Province of Modena and imposes two measures, a livestock-slurry ban and a wood-biomass heating ban — neither of them about vehicles. 🚨 So a Euro 5 diesel is lawful here on every day of the season, and a reader carrying Formigine's, Castenaso's, Maranello's or Piacenza's Sunday calendar across will over-restrict themselves. 🚨 AND THE PAPERWORK RULE IS HARSHER HERE THAN ANYWHERE ELSE IN THE FAMILY, WHICH IS THE FINDING A VISITOR CAN ACTUALLY BE CAUGHT BY.
Where the neighbouring orders punish misuse of an exemption document with a smaller separate fine, this one says that failing to produce it, or using it improperly, "equivale al mancato rispetto del divieto di circolazione" — it counts as the driving offence itself, and carries the same €168 to €678. 🔑 The 20% late-payment surcharge then reaches that fine, because the surcharge clause names "lettere a), b)" and the circulation fine is letter a).
At Formigine the same clause deliberately excludes it. ⚠️ The order identifies the restricted area only on "la planimetria costituente l'allegato n. 1", and no annex is published.
Arpae's page for Soliera carries one file, the ordinance.
Penalty €168.00
Verona's historic centre, inside the inner bend of the Adige, has been a limited traffic zone since 1997, and since 2005 eleven camera gates photograph every number plate entering it and send the picture straight to the municipal police. What decides whether you may drive in is not a payment but whether your plate is on a list.
Guests of a hotel or other registered accommodation inside the zone circulate freely once the property has passed the plate on — and the city states in the same breath that this does not extend to short-term tourist lets. Bicycles, mopeds, two- and three-wheeled motorcycles and vehicles carrying a disabled person's badge are not restricted at all.
Everybody else needs an authorisation obtained beforehand: since 28 October 2024 a car belonging to somebody living in Verona or its province is allowed at most four booked entries a month, in published windows, and a visitor who is not a hotel guest has to ask the operator's permit desk. Vehicles over 5.5 tonnes laden are normally barred outright.
Vignola closes the built-up area at its centre to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027.
🔑 THIS ORDER HAS ONE VEHICLE LIST AND ONE CLOCK, WHICH MAKES IT THE SIMPLEST OF ITS FAMILY AND IS ITSELF THE FINDING.
Its neighbours in this corpus run two or three lists on two or three calendars: Formigine names nineteen ecological Sundays on which diesel reaches Euro 5, Castenaso names twenty-three, Maranello declares every Sunday of the season, and all of them carry an emergency vehicle list that bites on the strength of an Arpae bulletin.
Vignola has no ecological Sunday at all — the phrase appears once in the preamble, describing what Move-In does not cover, and never in the operative part.
Its emergency article, point 6, is triggered by the same Arpae bulletin for the Province of Modena, and the only measure it triggers is a ban on spreading livestock slurry. 🚨 So a Euro 5 diesel is legal here on every day of the season, in every weather, and a reader who has learned a neighbouring town's shape will over-restrict themselves here rather than under-restrict. ✅ AND THE MAP IS PUBLISHED, WHICH IS RARE IN THIS CORNER OF THE CORPUS.
Point 1.1 identifies the area on "la planimetria costituente l'Allegato n. 1", and that annex is a real drawing: a single-sheet plan titled "TERRITORIO COMUNALE E PERIMETRAZIONE DEL CENTRO ABITATO ai sensi del D.Lgs.
30 Aprile 1992, n°285", at 1:10.000, whose legend distinguishes the municipal boundary in red from the "Delimitazione Centro Abitato" in blue. ⚠️ It is a bitonal scan carrying no coordinates and its own update stamp reads March 2008, eighteen years before the order that adopts it, so it can be looked at and not measured. 🚨 FIVE ROADS ARE CARVED OUT OF THE BAN BY NAME, and they are the through-routes: the Tangenziale Ovest, and the stretches of Via per Spilamberto, Viale Vittorio Veneto, Via Frignanese and Via per Sassuolo that run from that bypass outwards.
A banned vehicle may use them.
