Driving in Alfonsine: Low emission zone

Alfonsine, Italy · Low emission zone

Official name Piano Aria Integrato Regionale (PAIR 2030) — provvedimenti temporanei di limitazione della circolazione, Comune di Alfonsine (RA)

In force in Alfonsine right nowTuesday, 13 October 2026 at 11:05 · Europe/Rome

  • In force Monday to Friday, 1 October 2026 to 31 March 2027: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 4; mopeds and motorcycles up to Euro 2. 🔑 This is the ONLY vehicle list in the order — there is no stricter Sunday list, no ecological Sunday and no emergency list that reaches a vehicle.

Lifts Tuesday, 13 October 2026 at 18:30 local time.

🚨 There is exactly one rule in this timetable and that is the finding, not an omission. This order adopts no ecological Sunday and imposes no emergency measure that touches a vehicle, so Saturday, Sunday and air-quality alert days carry no driving ban at all. Several orders in this family have two or three rules here. No timetable may be copied from one town to another.

A Euro 5 diesel is lawful in Alfonsine on every day of the season. That is not true at Formigine, Castenaso, Maranello or Piacenza.

🔑 A vehicle enrolled in Move-In may drive here. That is the opposite of the answer at Bagnolo in Piano, whose order confines Move-In to its preamble (D-342), and the family now stands at four towns where it exempts — Alfonsine, Baricella, Soliera, Vignola — against one where it does not.

🚨 THIS TIMETABLE DOES NOT EXCLUDE PUBLIC HOLIDAYS AS A CLASS, AND THAT IS A REAL DIFFERENCE FROM ITS NEIGHBOUR. Baricella's point 1 writes "festivi esclusi" before naming any feast, so its timetable is narrower than its order. Alfonsine's point 1 contains no such clause: it names five days and stops. A public holiday that is not one of those five is, on the face of this order, an ordinary day.

The order also suspends the ban on days when a strike is called affecting local public transport. That cannot be put in a calendar in advance and is not modelled here; it is stated in hours and in how_to_comply.

The emergency article is real and has two limbs, and neither reaches a vehicle: when the Arpae bulletin for the Province of Ravenna calls for emergency measures, the order bans livestock-slurry spreading and the use of wood-biomass heating below the "5 stelle" class. Control days are Monday, Wednesday and Friday.

⚠️ The season boundary is watched from the record's dates rather than from a needle, because the order writes it with an en dash the publisher's PDF does not deliver intact (V-067). effective_from and expires_on carry 1 October 2026 and 31 March 2027.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Alfonsine closes the perimeter of its town centre to older vehicles for the winter season, Monday to Friday 08:30–18:30 from 1 October 2026 to 31 March 2027. Banned: petrol, LPG/petrol and methane/petrol cars up to Euro 2; diesel cars up to Euro 4; mopeds and motorcycles up to Euro 2. 🔑 THIS IS THE FIRST RECORD IN THE EMILIA-ROMAGNA PLAIN FAMILY WHOSE PUBLISHER DREW THE ZONE.

Point 1 makes the attached planimetry — Allegato n. 1 — the thing that identifies the area, and point 7 delimits it with five named streets on top of that.

Every sibling read so far either named streets with no map (Baricella) or named neither (Bagnolo in Piano, Soliera, Vignola). ⚠️ The map is a picture, not geometry, so this record carries it as a source and states no shape of its own. 🚨 And the order prints NO money for driving in: it cites article 7 comma 13 bis of the Highway Code and stops, so the fine on this record is null rather than a figure borrowed from a neighbouring town.

Daily charge

Nothing is charged and nothing is on sale. The order bans the listed classes from the perimeter during the window and lists who is excluded; there is no ticket, no day pass and no payment that buys entry.

When it operates

Seasonal, and the season had not begun when this was read. The ban runs from 1 October 2026 to 31 March 2027, Monday to Friday, 08:30 to 18:30. Saturday and Sunday carry no ban. 🔑 There is exactly ONE vehicle list and ONE window — no stricter Sunday list, no ecological Sunday and no emergency limb that reaches a vehicle.

Point 1 suspends the ban on five named feast days and on days when a local public-transport strike is called.

Area covered

The perimeter of the centro abitato of Alfonsine, and this town is the first in the family whose publisher DREW it. Point 1 bans the listed vehicles "nell'area individuata dall'allegata planimetria costituente l'Allegato n.

1" — the map is what identifies the area — and point 7 delimits the same area with five street segments: Via Reale from the Corso della Repubblica junction to the Via Mazzini/Via Raspona junction; Via Mazzini from Via Reale to Via M. Angeloni; Via M. Angeloni from Via Mazzini to Corso G.

Matteotti; Via A. Costa from Corso G. Matteotti to Corso della Repubblica/Via Fratelli Rosselli/Via G.

Verdi; and Corso della Repubblica from that junction back to Via Reale. ⚠️ THE FIVE SEGMENTS DO NOT QUITE CLOSE ON THEIR OWN. Corso G.

Matteotti appears TWICE as an endpoint — Via M. Angeloni ends there and Via A. Costa starts there — but it is never given a from-and-to of its own, so whether the perimeter runs along a stretch of it is not stated in words. 🔑 This record does not resolve that, because it does not have to: point 1 makes the planimetry the operative definition, and the planimetry is published.

A driver who needs the edge should look at Allegato 1, which this record cites; the street list is the publisher's own description of the same figure.

Why there is no map here
🆕 THE BOUNDARY IS PUBLISHED AND IT IS A PICTURE — the first time in this Emilia-Romagna family that the status is published_unusable rather than not_published. Allegato n. 1 is a one-page PDF, 3 969 028 bytes, carrying a cadastral street plan of Alfonsine with the restricted area hatched in red and outlined; it was rendered at 50 dpi and looked at on 2026-09-30 before this status was chosen, on the D-339 rule that a raster has to be opened before it is judged. It is a genuine map of this zone, and point 1 of the order makes it the thing that identifies the area. ⚠️ It is also a raster inside a PDF, not geometry: no coordinates, no vector boundary, no projection stated. Tracing it would produce OUR line, not the publisher's, which is the D-007 error the boundary README's first rule exists to prevent. So the map is cited and linked and the record states no shape. 🔑 The street list at point 7 is the publisher's own words for the same figure and is watched string by string; it does not quite close on its own, because Corso G. Matteotti appears twice as an endpoint and never as a segment, and the map rather than this record is what settles that.

Petrol standard

Petrol cars of Euro 0, Euro 1 and Euro 2 are banned, and so are bi-fuel LPG/petrol and methane/petrol cars of the same three classes — the order writes them as two separate bullets with the same wording. Mopeds and motorcycles are banned at Euro 0, Euro 1 and Euro 2 as well. A Euro 3 petrol car is lawful here on every day of the season.

Diesel standard

Diesel cars are banned up to and including Euro 4 — "veicoli diesel EURO 0, EURO 1, EURO 2, EURO 3 ed EURO 4".

A Euro 5 diesel is lawful in Alfonsine on every day of the season. 🚨 That is worth stating plainly, because the same regional plan the order implements is pushing a Euro 5 diesel ban and the order's own preamble discusses it: the preamble recites the regional measure on diesel Euro 5 "a decorrere dal 1° ottobre 2026", said to apply in priority to municipalities over 100 000 inhabitants. Alfonsine does not adopt it.

The recital is in the preamble; the operative part after ORDINA bans diesel to Euro 4 and no further (D-334).

Penalty if you do not comply

🚨 THE ORDER PRINTS NO AMOUNT FOR DRIVING INTO THE ZONE, AND NO NUMBER HAS BEEN BORROWED FROM A NEIGHBOUR. The sanctions article says only that breaching the circulation provisions is punished "con sanzione amministrativa pecuniaria prevista ai sensi dell'art. 7, comma 13 bis del vigente Codice della Strada", applied under articles 194 and following, payable within 60 days.

The order does not state a figure and does not state a range. ⚠️ The fine itself is not in doubt — the Highway Code sets one — so a driver should treat it as existing and unread here rather than absent. ⚠️ Sibling records in this family DO print a range, because their own orders print one: Castenaso, Vignola, Bagnolo in Piano and Baricella all run from 168 euro to a top of 679.

Copying that 168-to-679 band here would have been the easiest error in this cycle and it would have been fabrication: the band in the Highway Code is indexed and restated periodically, and which restatement applies on a given day is not something this order says. The two money figures this order DOES print are for other offences entirely — 300 to 3 000 euro for unlawful burning of vegetation under D.L.

69/2023, and 50 to 500 euro for a shop leaving its door open under L.R.

16/2017 article 42 comma 2 — and neither is the fine for driving in. ⚠️ A DANGLING CROSS-REFERENCE IS PRESERVED RATHER THAN CORRECTED: the sanctions article attaches that 50-to-500 shop-door fine to "il precedente punto 4.3", and this order has no point 4.3 — point 4 is a single paragraph about when heating may be switched on, and the shop-door duty is at point 5.2.

Baricella's order carries the same class of error at the same numbers (D-343). The publisher's text is kept as written.

How to comply
  • Check the date first. The scheme is dormant from 1 April to 30 September and bites from 1 October 2026 to 31 March 2027, Monday to Friday, 08:30 to 18:30.
  • 🔑 Saturday and Sunday carry no ban at all, and this order names no ecological Sunday. If you have read that comuni in Emilia-Romagna close their centres on named Sundays, that is Formigine's, Castenaso's, Maranello's and Piacenza's rule — it is not this one. The words "domeniche ecologiche" do appear in this order, but only in the preamble and only to explain that the Move-In scheme does not let you drive on one "ove adottate con specifica ordinanza". Alfonsine adopted none.
  • Work out your Euro class against a single list, which is all this order has. Banned: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 4; mopeds and motorcycles up to Euro 2. There is no stricter list on any day.
  • Find the edge on the map, not in your head. Point 1 identifies the area by the attached planimetry, Allegato n. 1, which this record links; point 7 lists the five streets that delimit it — Via Reale, Via Mazzini, Via M. Angeloni, Via A. Costa and Corso della Repubblica.
  • 🚨 If you have signed up to Move-In, you may drive. Point 8 lists "veicoli che hanno aderito al sistema Move-In" among the vehicles excluded from the ban, on the terms of regional resolution DGR 1493 of 22/09/2025 and Alfonsine's own earlier order n. 26/25 of 26/09/2025. ⚠️ DO NOT CARRY THAT ANSWER TO THE NEXT TOWN. Bagnolo in Piano's order mentions Move-In four times in its preamble and never once after ORDINA, which means a Move-In Euro 4 diesel is lawful in Alfonsine and unlawful in Bagnolo in Piano (D-342).
  • An electric or hybrid car is excluded outright, and so is car-pooling: three or more people on board in a car homologated for four or more seats, or two or more in a car homologated for two or three.
  • Taxis, hire cars with driver, line buses and school buses are excluded, as are emergency and breakdown vehicles, security-firm vehicles and vehicles of court officers on duty.
  • A disabled person's vehicle displaying the parking badge under D.P.R. 151/2012 is excluded.
  • Vehicles carrying someone to indispensable and non-deferrable treatment, or to a booked appointment, are excluded on production of the medical certificate and the booking; so are paramedics and home-care staff on duty, and doctors and vets on an urgent home visit carrying their professional badge.
  • Vehicles taking children to and from nursery, infant, primary or lower-secondary school are excluded for 30 minutes either side of the school's start and finish times, with an attendance certificate or a self-declaration stating those times.
  • 🔑 There is a low-income exemption, and it is worth knowing about: a vehicle belonging to someone whose ISEE is below 19 000 euro, who owns no vehicle that is already exempt, one vehicle per household, registered and insured, with a self-declaration.
  • Blood donors on the day of donation, hearses and the cortege, vehicles going to a booked roadworthiness test, historic vehicles on one of the named registers during organised events, driving-school cars during lessons, and traders going to and from an authorised market or fair are all excluded.
  • Goods vehicles over 3.5 tonnes (N2 and N3) are excluded only for the trip between the operator's premises and roads outside the ban, and back.
  • Carry the paperwork and show it. The order requires badges to be displayed visibly and certificates produced on request, and says a badge misused is a badge withdrawn.
  • 🚨 The order prints no fine for driving in. It cites article 7 comma 13 bis of the Highway Code and leaves the amount to that article. Do not assume the figure a neighbouring town prints applies here — this record does not, and neither should you.
