In force in Fidenza right nowTuesday, 13 October 2026 at 11:04 · Europe/Rome

  • In force Monday to Friday, 1 October 2026 to 31 March 2027: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 4; mopeds and motorcycles up to Euro 2

Lifts Tuesday, 13 October 2026 at 18:30 local time.

🚨 There is exactly one rule here and that is the finding, not an omission. The three neighbouring Emilia-Romagna records for the same season under the same regional plan each carry a second rule for Sundays; this order has no Sunday measure, no Saturday measure and no emergency measure for traffic. A later cycle adding a Sunday rule to this timetable from a neighbour would be inventing a restriction, which is the more damaging direction of the two.

The absence was measured rather than inferred from silence. A case-insensitive search for "domenic" over the extracted sixteen pages returns nothing, and the live-file monitor returns [MISS] for the same stem in a run where twenty-two other strings from the file return [OK].

The emergency measures are not in this timetable because this order makes none for traffic. Arpae issues its bulletin on Mondays, Wednesdays and Fridays and the order attaches it to biomass heating and to slurry spreading, measured across the province of Parma; the vehicle ban above does not change on those days and no wider vehicle list exists in the act.

Strike days are not in this timetable: the order suspends the ban on any day of a local public transport strike, and those are called at short notice.

⚠️ This timetable is a clock and says nothing about where you are. The ban applies in the delimited centro abitato shown on the plan attached to the order, and two named routes to park-and-ride car parks are excluded from it, so a vehicle on the banned list can be lawfully moving at every hour in this table.

The order's other measures are outside this timetable because they are not about driving: the heating-season start of 1 November 2026, the indoor temperature limits, the biomass and open-burning rules, the pellet certification duty and the shop-door closing duty all run on their own periods.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Fidenza closes its built-up area to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027. The ban runs Monday to Friday, 08:30 to 18:30, and it catches petrol cars up to and including Euro 2, LPG/petrol and methane/petrol up to and including Euro 2, diesel cars up to and including Euro 4, and mopeds and motorcycles up to and including Euro 2.

Nothing is on sale: there is no day ticket, no charge and no payable derogation.

The fine is the national one and the order states it, a range of €168 to €679 under article 7 paragraph 13-bis of the Highway Code, with fifteen to thirty days' licence suspension for a repeat offence within two years. 🚨 The single most important thing about this scheme is what it does NOT contain, because three neighbouring records in this corpus do contain it: there is no Sunday measure here at all.

Modena, Piacenza and Maranello each close their centres on Sundays as well — Maranello on every Sunday of the season, Piacenza on twenty named dates — and this order does not. It was measured rather than assumed: the word "domenica" does not occur anywhere in the sixteen pages, and the monitor's own extractor returns [MISS] for the stem "domenic" on this file while it reads twenty-two other strings from it.

Saturday and Sunday carry no ban in Fidenza. 🔑 Nor does the ban widen when the air is bad. The order does attach Arpae's emergency bulletin to its heating and manure-spreading measures, but it orders no emergency measure for traffic and names no second vehicle list and no second window, so a Euro 5 diesel is outside this scheme at every hour of the season.

That is the opposite of the neighbouring orders, where the emergency article reaches Euro 5. Electric and hybrid vehicles, cars carrying at least three people, vehicles registered for specific transport or special uses, and vehicles enrolled in the regional Move-In telematics scheme are outside the ban altogether, and two named routes to park-and-ride car parks stay open through it.

Comune di Fidenza (PR) — Ordinanza del Sindaco n. 46 del 18 settembre 2026, signed by the Mayor and published by Arpae Emilia-Romagna, the regional agency that collects the implementing ordinances of the municipalities bound by the PAIR 2030

Daily charge

Nothing is charged and nothing is on sale. The order bans the listed classes from circulating and then lists the vehicles and journeys that are excluded; there is no day ticket, no registration fee and no payable derogation a visitor could buy.

The one route by which a banned vehicle can be authorised is Move-In, the regional telematics scheme, which fits a black box and allows a monitored annual mileage allowance instead of a flat prohibition, on the terms of Annexes A, B and C to regional decision DGR n. 1493 of 22/09/2025. ⚠️ Here the order does not itself grant Move-In: it cites a separate act of the same Comune, "Ordinanza Sindacale n.

66 del 26 settembre 2025 con la quale il comune di Fidenza ha stabilito di consentire la circolazione nell'area soggetta alle limitazioni strutturali… ai veicoli che hanno aderito al sistema Move-In", and then lists those vehicles among the exclusions from point 1.

That earlier ordinance was not opened for this record and is not cited as a source here; what is published is that this order excludes Move-In vehicles from its own ban. 🔑 The reach of that exclusion is simpler than in the neighbouring records only because there is less for it to reach: Maranello's order has to say whether Move-In survives the ecological Sundays and the emergency measures, and Piacenza's says expressly that it does not, while this order has neither, so Move-In is outside the one ban there is.

Move-In is in any case a scheme for vehicles registered in the participating regions rather than something a foreign visitor can buy on arrival, and neither the order nor the regional decision states a price in the documents read here, so none is given.

When it operates

Seasonal, and the season had not yet begun when this was read. The ban runs from 1 October 2026 to 31 March 2027, Monday to Friday, 08:30 to 18:30 — point 1, "nel periodo 01/10/2026 – 31/03/2027, dal lunedì al venerdì, dalle 8.30 alle 18.30, il divieto di circolazione nell'area del centro abitato di Fidenza". 🚨 That is the whole timetable, and the emphasis belongs on what is not in it.

There is no Sunday measure: the order never uses the word, and the neighbouring orders for the same season under the same regional plan all do. There is no Saturday measure either.

And there is no emergency window: Arpae's bulletin, issued on Mondays, Wednesdays and Fridays, triggers this order's heating restriction and its ban on spreading livestock slurry — both measured "nell'ambito territoriale della Provincia di Parma" — but the order attaches no traffic measure to it, so the clock above does not move when the air is bad and the vehicle list does not widen. ⚠️ Do not read the neighbouring records' 08:00–19:00 emergency window onto this city.

The ban is lifted entirely on days when local public transport is on strike, which cannot be put in a calendar, and on seven named days: 9 October, 1 November, 8 December, Christmas Day and St Stephen's Day 2026, and 1 and 6 January 2027. 🔑 Two of those seven suspend nothing at all, and the reason is the absence above: 1 November 2026 is a Sunday and 26 December 2026 a Saturday, and this order bans nothing on either day to begin with.

The 9 October date has no counterpart in any neighbouring order in this corpus.

Area covered

The centro abitato of Fidenza, as drawn on the plan bound into the order. Point 1 bites "nell'area del centro abitato di Fidenza, come da planimetria costituente l'allegato n. 1", and the DEFINISCE article fixes that area as the one "individuata nella planimetria costituente l'allegato n.

1 parte integrante di questa ordinanza", adding that the perimeter is the one "così come disposto dalla Regione Emilia-Romagna".

The order names no streets as the boundary and lists no excluded localities, so unlike Piacenza's scheme there is nothing carved out of the inside of the perimeter. 🔑 Two roads are nevertheless excluded from the ban, and both exist so that a banned vehicle can still reach a park-and-ride car park: the stretch running from the intermediate junction of the northern ring road to the Marconi Park car park, which is the first part of Via Spiessens, and the southern road network of Fidenza used to reach the car park of the Vaio hospital campus.

A driver of a banned vehicle may use those two approaches and nothing else. ⚠️ The plan itself is published but it cannot be read as data, and it was opened before that was written down: the PDF carries twenty-nine image objects, twenty-six of which are horizontal bands 6 867 pixels wide — twenty-five of 384 pixels and one of 175 — which together make a single raster roughly 6 867 by 9 775 pixels.

They are stored as raw FlateDecode pixel streams with no image container, so no viewer opens them, and the monitor confirms it from the other side: "Delimitazione del centro abitato" returns [MISS] on this file while twenty-two of the order's own sentences return [OK]. There is no coordinate reference system on it either.

On the ground the practical test is the one the Highway Code gives: a centro abitato is bounded on its approach roads by the begin and end signs bearing the town's name.

Why there is no map here
The perimeter is published and the file was opened before this status was written, which is what D-321 point 7 requires. scripts/pdf-images.py reports twenty-nine image objects in the order. Twenty-six of them are horizontal bands 6 867 pixels wide — twenty-five at 384 pixels tall and one at 175 — which stacked make a single raster of roughly 6 867 by 9 775 pixels: that is Allegato 1, the planimetria, sliced into strips by the producing software. The remaining three are a 460 × 581 illustration and two 250 × 250 marks. ⚠️ The bands cannot be looked at, and the reason is mechanical rather than a failure to try: they are stored as raw FlateDecode pixel streams with no image container, so writing one out yields bytes no viewer will open, as scripts/pdf-images.py says of itself when it does so. Object 115 was written out on 2026-09-28 to confirm that rather than assume it. So unlike the Maranello record, where the attached scan could at least be read as a picture and its eight lettered patches counted, nothing structural has been taken from this drawing either — not the number of areas, not their shape. What is published about the area comes from the order's text alone. The monitor agrees from the other side: "Delimitazione del centro abitato" returns [MISS] against this file while twenty-two needles from the order's text layer return [OK]. There is no coordinate reference system anywhere in it, and tracing a boundary off a raster and serving it as the line that decides whether a visitor's older car is committing an offence would be this project's drawing rather than the Comune's. The order itself gives the practical test instead, and it is the one the Highway Code gives: the centro abitato is bounded on its approach roads by the begin and end signs. Fidenza is warned from its city anchor.

Petrol standard

Petrol cars of Euro 0, Euro 1 and Euro 2 are banned — "veicoli alimentati a benzina EURO 0, EURO 1 ed EURO 2, non conformi alla direttiva 98/69/A CE e successive o alla direttiva 99/96/A CE e successive" — so a petrol car needs to be Euro 3 or better. Bi-fuel vehicles running on LPG/petrol or methane/petrol are treated identically and banned up to and including Euro 2.

Mopeds are banned up to and including Euro 2 where they do not comply with Directive 2013/60/EC or later, and motorcycles up to and including Euro 2 where they do not comply with Directive 2003/77/EC or later. 🔑 In the neighbouring records these four lines are described as holding steady while the diesel line moves on Sundays and emergency days.

Here there is nothing for them to hold steady against: the order has one vehicle list and one window, so Euro 2 is the line at every hour of the season for all four.

Diesel standard

Diesel cars are banned up to and including Euro 4 — point 1, third indent, "veicoli diesel EURO 0, EURO 1, EURO 2, EURO 3 ed EURO 4 non conformi alla direttiva 2005/55/CE B2 e successive o alla direttiva 99/96 fase III oppure Riga B2 o C e successive" — so a diesel needs to be Euro 5 or better, and that answer holds for every hour the scheme is in force. 🚨 A reader who has seen the neighbouring Emilia-Romagna records should note that the Euro 5 extension in them is absent here.

Maranello bans diesel Euro 5 on every Sunday of the season and Piacenza on twenty named ones, in both cases by cross-referring the emergency article; this order has no Sunday measure and no emergency traffic measure to cross-refer to, so Euro 5 is never caught. ⚠️ And a reader who has seen that Italian national law set a structural Euro 5 diesel limitation from 1 October 2026 should note that it does not reach Fidenza — but not for the reason the Piacenza record gives, and the difference is worth being exact about because the two look interchangeable.

In Piacenza the population is above the threshold and the limitation was averted only because the Region substituted compensating measures. Fidenza never entered the scope at all: the duty in Legge n. 105 of 18 July 2025, as enacted for this region by L.R. n.

9 of 28/07/2026 article 15 paragraph 1, is addressed to comuni with more than 100,000 inhabitants, and this order records on its own face that "la popolazione residente nel Comune di Fidenza alla data del 31/12/2025 è pari a 27.573 abitanti". The regional opt-out by DGR n.

1505 of 07/09/2026 is cited in this preamble too, and the compensating measures it lists and this order implements are about heating rather than driving — the civil heating season starting on 1 November 2026, and a biomass restriction on emergency days.

Penalty if you do not comply
€168.00 The order sets a range, not a fixed sum: under "art. 7 comma 13 bis del vigente Codice della Strada" a breach of the circulation limits carries a "sanzione amministrativa pecuniaria da € 168,00 a € 679,00, salvo adeguamenti previsti ai sensi dell'articolo 195 del D. Lgs. 30/04/1992, n. 285" — those amounts are revised nationally for inflation every two years. A repeat offence within two years also carries suspension of the driving licence for fifteen to thirty days. The order's other measures carry their own separate penalties, which are not the circulation fine: open burning in breach of point 2 letters b) and c) runs from €300 to €3,000 under article 10 paragraph 4 of D.L. 69/2023, the heating restrictions in point 3 and the biomass, pellet and shop-door duties in point 5 from €25 to €500 under article 7-bis of D.Lgs. 267/2000, and spreading livestock slurry on an emergency day from €516 to €5,160 under article 12 of regional law 4/2007. Enforcement is widely delegated: alongside the road-police bodies of article 12 of the Highway Code and the Comando di Polizia Locale, the order names the volunteer ecological guards (GEV), the Associazione Europea Operatori Polizia and Legambiente's volunteer guards (GEL). 🔑 That this order states a figure is worth knowing beside the neighbouring records rather than assumed from them: Modena's and Maranello's orders for the same season name the same €168 to €679 range under the same article, while Piacenza's refers only to Law 689/1981 and to articles 7 and 157 of the Highway Code and names no amount, which is why the Piacenza record carries none.Source: Comune di Fidenza, read 2026-09-28

How to comply
  • Check the date and the day. The scheme is dormant from 1 April to 30 September and bites from 1 October 2026 to 31 March 2027, Monday to Friday 08:30–18:30.
  • 🚨 There is no weekend ban in Fidenza, and this is the thing most likely to be got wrong here. Three other Emilia-Romagna cities in this corpus close their centres on Sundays as well — Maranello every Sunday, Piacenza on twenty named dates, Modena every Sunday — and Fidenza does not. Its order does not mention Sunday at all. Saturday is free too.
  • Work out your Euro class. Banned: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 4; mopeds and motorcycles up to Euro 2. There is no ticket, no permit and no payment that changes it.
  • 🔑 A Euro 5 diesel is legal here at every hour of the season. Do not carry across the Euro 5 rule you may have read for a neighbouring city: this order has no ecological Sundays and no emergency traffic measure, so it has nothing that widens the list to Euro 5.
  • Watch Arpae's emergency bulletin if you are heating a house or spreading slurry, not if you are driving. When it calls for measures anywhere in the province of Parma, this order restricts biomass heating and bans slurry spreading from the following day until the next control day inclusive. It orders nothing for traffic.
  • Two roads stay open to banned vehicles, and both lead to a park-and-ride. One runs from the intermediate junction of the northern ring road to the Marconi Park car park, along the first stretch of Via Spiessens. The other is the southern road network used to reach the car park of the Vaio hospital campus. Park there and continue on foot or by bus.
  • The fine is €168 to €679 under article 7 paragraph 13-bis of the Highway Code, with fifteen to thirty days' licence suspension for a repeat offence within two years.
  • Electric and hybrid vehicles are never caught, and neither are cars carrying at least three people where the vehicle is approved for four or more seats — two people where it is approved for two or three. Vehicles registered for specific transport or special uses are outside the ban as well.
  • Vehicles enrolled in the regional Move-In telematics scheme may drive in the restricted area. The order grants this by reference to the Comune's own earlier ordinance n. 66 of 26 September 2025 and to annexes A, B and C of regional decision DGR n. 1493 of 22/09/2025. Move-In is for vehicles registered in the participating Italian regions; it is not something a visitor can buy on arrival.
  • A disabled person's parking badge issued under D.P.R. 151/2012 exempts the vehicle serving them, and so do journeys carrying someone to urgent or scheduled medical treatment, home-care patients and their carers, and blood donors on the day of donation. Emergency, rescue, breakdown-recovery, public-security and utility-maintenance vehicles are exempt, as are buses and school buses, doctors and vets on urgent home visits with their professional badge, vehicles carrying perishable goods or medicines, vehicles going to a booked roadworthiness test, market and fair traders, and lorries over 3.5 tonnes limited to the run between their operator's base and the roads outside the ban. Postal vehicles under the universal service licence and vehicles on trade plates are exempt under national and EU law.
  • Historic vehicles get less than you might expect: registration in ASI, Storico Lancia, Italiano Fiat, Italiano Alfa Romeo or Storico FMI exempts the vehicle only for organised events, not for ordinary driving.
  • Staying in the zone? A vehicle serving someone lodged at hotel-type accommodation inside the delimited area is exempt for the journey to and from the accommodation itself. Carry the booking, or send the Corpo di Polizia Locale within the following ten days an attestation stamped by the property or a copy of its invoice showing your name and the vehicle's plate.
  • Strikes and seven named days lift the ban outright: 9 October, 1 November, 8 December, 25 December and 26 December 2026, and 1 and 6 January 2027. ⚠️ Two of those are already free days here — 1 November is a Sunday and 26 December a Saturday — so five of them actually change anything. The 9 October date is this city's alone; no neighbouring order in this corpus names it.
