Driving in Conselice: Low emission zone

Conselice, Italy · Low emission zone

Official name Piano Aria Integrato Regionale (PAIR 2030) — provvedimenti temporanei di limitazione della circolazione, Comune di Conselice (RA)

In force in Conselice right nowTuesday, 13 October 2026 at 11:04 · Europe/Rome

  • In force Monday to Friday, 1 October 2026 to 31 March 2027, in all three restricted built-up areas (Conselice, Lavezzola, San Patrizio): petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 4; mopeds and motorcycles up to Euro 2. 🔑 This is the ONLY vehicle list in the order — there is no stricter Sunday list, no ecological Sunday and no emergency list that reaches a vehicle.

Lifts Tuesday, 13 October 2026 at 18:30 local time.

🚨 THE ONE RULE COVERS THREE SEPARATE TOWNS, AND THAT IS THE MOST IMPORTANT THING IN THIS TIMETABLE. Conselice, Lavezzola and San Patrizio are three distinct settlements, each with its own grey-shaded area on the plan and its own list of access roads, all under this single Monday-to-Friday window. No other order in this family restricts more than one settlement.

🚨 There is exactly one rule here and that is the finding, not an omission. This order adopts no ecological Sunday and imposes no emergency measure that touches a vehicle, so Saturday, Sunday and air-quality alert days carry no driving ban at all. Several orders in this family have two or three rules here. No timetable may be copied from one town to another.

A Euro 5 diesel is lawful in all three towns on every day of the season. That is not true at Formigine, Castenaso, Maranello, Piacenza, Carpi, San Lazzaro di Savena or Ozzano dell'Emilia.

🔑 A vehicle enrolled in Move-In may drive here. That is the opposite of the answer at Bagnolo in Piano, whose order confines Move-In to its preamble (D-342).

🚨 THIS TIMETABLE DOES NOT EXCLUDE PUBLIC HOLIDAYS AS A CLASS. Baricella's point 1 writes "festivi esclusi" before naming any feast, so its timetable is narrower than its order. Conselice's point 1 contains no such clause: it names six days and stops. A public holiday that is not one of those six is, on the face of this order, an ordinary day.

🆕 A SECOND PATRON-SAINT SUSPENSION, ON A DIFFERENT DATE, FOUND IN THE SAME CYCLE AS THE FIRST. Bagnara di Romagna's record called its 30 November suspension the only locally specific suspended day in the corpus; Conselice's 11 November disproved that within hours, and the Bagnara record was corrected rather than left standing. What survives is narrower and more useful: the PRACTICE recurs inside this union, the DATE does not, and a six-day list from one town says nothing about the contents of another's.

The order also suspends the ban on days when a strike is called affecting local public transport. That cannot be put in a calendar in advance and is not modelled here; it is stated in hours and in how_to_comply.

The emergency article is real and has two limbs, and neither reaches a vehicle: when the Arpae bulletin for the Province of Ravenna calls for emergency measures, the order bans livestock-slurry spreading and the use of wood-biomass heating below the "5 stelle" class. Control days are Monday, Wednesday and Friday.

⚠️ The roads named at point 7 are ACCESSES, not the extent of the zone. This timetable says WHEN; the area field says WHERE, and the where is defined by a hand-shaded photocopy rather than by the road list.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Conselice closes its built-up areas to older vehicles for the winter season, Monday to Friday 08:30–18:30 from 1 October 2026 to 31 March 2027.

Banned: petrol, LPG/petrol and methane/petrol cars up to Euro 2; diesel cars up to Euro 4; mopeds and motorcycles up to Euro 2. 🚨 THIS IS THE FIRST ORDER IN THE EMILIA-ROMAGNA PLAIN FAMILY TO RESTRICT THREE SEPARATE SETTLEMENTS AT ONCE, and a driver who reads only the comune's name will miss two of them.

Point 7 restricts the centri abitati of Conselice, Lavezzola and San Patrizio, each shown on the plan as its own grey-filled patch and each with its own list of access roads. Every other order in this family draws one zone, or at most two lobes of one town. 🚨 AND THE PLAN THAT DEFINES THEM IS A PHOTOCOPIED CADASTRAL SHEET ANNOTATED BY HAND.

The three areas are filled in grey, the access points are struck through in green highlighter, and the three labels are written in red felt-tip — one of them upside down relative to the other two.

It is a legitimate published annex and this record cites it, but it is not geometry and this record derives no shape from it. 🚨 Like every Bassa Romagna comune read so far, the order prints NO money for driving in: it cites article 7 comma 13 bis of the Highway Code and stops. The fine on this record is null rather than a figure borrowed from a neighbouring town.

Daily charge

Nothing is charged and nothing is on sale. The order bans the listed classes from the three built-up areas during the window and lists who is excluded; there is no ticket, no day pass and no payment that buys entry.

When it operates

Seasonal, and the season had not begun when this was read. The ban runs from 1 October 2026 to 31 March 2027, Monday to Friday, 08:30 to 18:30. Saturday and Sunday carry no ban. 🔑 There is exactly ONE vehicle list and ONE window — no stricter Sunday list, no ecological Sunday and no emergency limb that reaches a vehicle.

Point 1 suspends the ban on six named days and on days when a local public-transport strike is called: Wednesday 11 November 2026 (the patron saint's day), Tuesday 8 December 2026, Friday 25 December 2026, Friday 1 January 2027, Wednesday 6 January 2027 and Monday 29 March 2027. 🆕 THE FIRST OF THOSE IS A LOCAL FEAST — the order writes it as "mercoledì 11 novembre (patrono)", the comune's patron saint's day, where the other five are national holidays. ⚠️ Bagnara di Romagna, in the same union, suspends its own patron's day too, but on 30 November: the practice is shared inside this drafting office and the date is not. 🔑 THE SAME WINDOW APPLIES TO ALL THREE SETTLEMENTS.

The order sets one timetable at point 1 and then identifies three areas at point 7; it does not give Lavezzola or San Patrizio hours of their own.

Area covered

🚨 THREE SEPARATE BUILT-UP AREAS, NOT ONE. Point 1 bans the listed vehicles in "l'area individuata dall'allegata planimetria costituente l'Allegato n. 1"; point 7 then says that area "è delimitata da campitura grigia che individua i tre centri abitati" — delimited by a grey fill identifying the three built-up areas — and names them: Conselice, Lavezzola and San Patrizio.

These are three distinct settlements with open countryside between them, not three lobes of one town, and the plan draws them on two separate sheets. A driver who treats this as a single town-centre restriction will be wrong about two thirds of it. 🔑 FOR EACH ONE THE ORDER LISTS THE ACCESS ROADS RATHER THAN THE STREETS INSIDE, which is a different kind of description again from its neighbours'.

Conselice: Ex S.S. 610, S.P. 91 Guglielma, Ex S.S.

610, Via Gagliazzona, Via Galilei, Via Selice Vecchia, Via Zoppa and S.P. 35 Puntiroli. Lavezzola: S.P.

13, Via Bisa, Ex S.S. 610, Via Fanciullini and S.P. 13.

San Patrizio: Via Selice Vecchia, Via Biscia, Via Gabriella dalle Vacche, S.P. 50, Canalazzo, Via Tagliata and Via Selice Vecchia. ⚠️ THOSE ARE THE WAYS IN, NOT THE EXTENT.

The order calls them "accessi" and leaves the extent to the grey fill on the plan, so the road names tell a driver where they will cross the boundary and not how far the restriction reaches. ⚠️ Two of the three lists repeat a road — Conselice names Ex S.S. 610 twice and San Patrizio names Via Selice Vecchia twice.

That is the publisher's text and is reproduced rather than tidied; the likely reading is two different approaches on the same road, which the order does not say and this record does not claim. 🚨 THE GREY FILL IS HAND-DRAWN ANNOTATION ON A PHOTOCOPY, and it was opened before being described (D-339): the plan is a scanned cadastral sheet with the three areas shaded, the access points struck through in green highlighter and the three names written in red felt-tip, one of them rotated 180° relative to the others.

It is the operative identification of the area and this record cites it, but it yields no coordinates and this record states no shape of its own.

Why there is no map here
THE BOUNDARY IS PUBLISHED, IT IS A PICTURE, AND IT IS A HAND-ANNOTATED PHOTOCOPY — THE LEAST FORMAL DOCUMENT THIS FAMILY HAS PRODUCED. Allegato n. 1 is a TWO-page A4 landscape PDF, 2 085 802 bytes, each page holding a single raster and no selectable text at all: PyMuPDF reports zero characters on both pages. Both pages were rendered at 50 dpi and looked at on 2026-10-01 before this status was chosen, on the D-339 rule that a raster has to be opened before it is judged, and one label was re-rendered at 260 dpi to read it. 🔑 WHAT IT SHOWS, AND WHY TWO PAGES: page 1 carries the built-up areas of CONSELICE and S. PATRIZIO side by side; page 2 carries LAVEZZOLA alone. That is the three centri abitati point 7 names, and it is the first boundary annex in this family to need more than one sheet. Each area is filled solid grey — the "campitura grigia" the order refers to — against an unshaded cadastral background, and the access points named at point 7 are struck through with a green highlighter marker, several with a black triangle beside them. 🚨 ALL THREE PLACE NAMES ARE HANDWRITTEN IN RED FELT-TIP, AND ONE IS UPSIDE DOWN. Page 1 reads "CENTRO ABITATO CONSELICE", "CENTRO ABIT. OVE HA SEDE CASA COMUNALE" with a hand-drawn arrow pointing into the Conselice patch, and "CENTRO ABITATO S. PATRIZIO". Page 2's "CENTRO ABITATO LAVEZZOLA" is rotated 180° relative to the sheet and had to be read at 260 dpi to be certain of it. The sheet also shows photocopier fold lines and scan noise. 🚫 NONE OF THIS MAKES THE ANNEX INVALID — it is the operative identification of the area under point 1 and the corpus cites it as published. It does mean there is no legend, no scale, no north arrow and no coordinate system, and that the grey edge is a felt-tip edge rather than a surveyed one. ⚠️ Tracing it would produce OUR line, not the publisher's, which is the D-007 error the boundary README's first rule exists to prevent. So the map is cited and linked and the record states no shape. 🔑 WHAT CARRIES THE BOUNDARY UNDER WATCH INSTEAD is point 7's text, and it is watched one settlement at a time so that a town appearing or disappearing from the order reports on its own string. ⚠️ The limitation is stated rather than hidden: the road lists are ACCESSES, so even the watched text does not fix the extent — only the shading does, and the shading cannot be monitored. That is the reason this record's stale_after is short.

Petrol standard

Petrol cars of Euro 0, Euro 1 and Euro 2 are banned, and so are bi-fuel LPG/petrol and methane/petrol cars of the same three classes — the order writes them as two separate bullets with the same wording. Mopeds and motorcycles are banned at Euro 0, Euro 1 and Euro 2 as well. A Euro 3 petrol car is lawful here on every day of the season, in all three built-up areas.

Diesel standard

Diesel cars are banned up to and including Euro 4 — "veicoli diesel EURO 0, EURO 1, EURO 2, EURO 3 ed EURO 4". A Euro 5 diesel is lawful in Conselice, Lavezzola and San Patrizio on every day of the season. 🚨 That is worth stating plainly, because the order's own preamble spends several recitals on a Euro 5 diesel ban and then does not adopt it.

The preamble recites Legge n. 105 of 18 July 2025 on a structural diesel Euro 5 limitation "a decorrere dal 1° ottobre 2026", said to apply in priority to municipalities over 100 000 inhabitants; regional law L.R. n.

9 of 28/07/2026 article 15 comma 1, which sets the same limitation for centri abitati of comuni above 100 000; and DGR n. 1505 of 07/09/2026, which identifies compensating measures so that those comuni may be spared it. Conselice has 9 804 residents and adopts none of it.

The recitals are before ORDINA; the operative part after ORDINA bans diesel to Euro 4 and no further (D-334).

Penalty if you do not comply

🚨 THE ORDER PRINTS NO AMOUNT FOR DRIVING INTO THE ZONE, AND NO NUMBER HAS BEEN BORROWED FROM A NEIGHBOUR. The sanctions article says only that breaching the circulation provisions is punished "con sanzione amministrativa pecuniaria prevista ai sensi dell'art. 7, comma 13 bis del vigente Codice della Strada", applied under articles 194 and following, payable within 60 days.

The order does not state a figure and does not state a range. ⚠️ The fine itself is not in doubt — the Highway Code sets one — so a driver should treat it as existing and unread here rather than absent. ⚠️ Sibling records elsewhere in this family DO print a range, because their own orders print one: Castenaso, Vignola, Bagnolo in Piano and Baricella all run from 168 euro to a top of 678 or 679.

Copying that band here would be fabrication. 🔑 THIS IS THE FIFTH ORDER MEASURED TO PRINT NOTHING AT ALL, AND ALL FIVE BELONG TO THE SAME UNION — Alfonsine, Bagnacavallo, Lugo, Bagnara di Romagna and Conselice, every one confirmed by the is_in check returning area/3608848371 at level 7. 🚫 FIVE FROM FIVE IS STILL A CORRELATION AND THIS RECORD STILL DOES NOT TURN IT INTO A RULE, and the reason is not caution for its own sake.

D-359 measured at Ozzano dell'Emilia that a shared union fails to predict an ordinance; and this very comune proves the same point from the other side, because its ZONE is nothing like Bagnara di Romagna's — three grey-filled settlements against one closed ring — although the two orders share a number, a date, a union and a signing officer. One drafting office agrees about money and disagrees about geography.

The four unread union comuni are each read in full. The two money figures this order DOES print are for other offences entirely — 300 to 3 000 euro for unlawful burning of vegetation under D.L. 69/2023, and 50 to 500 euro for a shop leaving its door open under L.R.

16/2017 article 42 comma 2 — and neither is the fine for driving in. ⚠️ A DANGLING CROSS-REFERENCE IS PRESERVED RATHER THAN CORRECTED, AND IT IS NOW THE FIFTH SIGHTING: the sanctions article attaches that 50-to-500 shop-door fine to "il precedente punto 4.3", and this order has no point 4.3 — point 4 is a single paragraph about when heating may be switched on, and the shop-door duty is at point 5.2.

Baricella (D-343), Alfonsine, Bagnacavallo and Bagnara di Romagna carry the same error at the same numbers. Five towns copying one regional template is what this looks like, and the publisher's text is kept as written.

How to comply
  • Check the date first. The scheme is dormant from 1 April to 30 September and bites from 1 October 2026 to 31 March 2027, Monday to Friday, 08:30 to 18:30.
  • 🚨 Check WHICH town, because this order restricts three. Conselice, Lavezzola and San Patrizio each have their own restricted built-up area under the same single timetable. If you are heading for Lavezzola or San Patrizio and have read only the comune's name, you have still read the rule that applies to you.
  • 🔑 Saturday and Sunday carry no ban at all, and this order names no ecological Sunday. If you have read that comuni in Emilia-Romagna close their centres on named Sundays, that is Formigine's, Castenaso's, Maranello's, Piacenza's, Carpi's, San Lazzaro's and Ozzano's rule — it is not this one.
  • Work out your Euro class against a single list, which is all this order has. Banned: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 4; mopeds and motorcycles up to Euro 2. There is no stricter list on any day and no different list for any of the three towns.
  • ⚠️ The roads the order names are the WAYS IN, not the extent. Point 7 lists the access roads for each settlement — for Conselice the Ex S.S. 610, S.P. 91 Guglielma, Via Gagliazzona, Via Galilei, Via Selice Vecchia, Via Zoppa and S.P. 35 Puntiroli; for Lavezzola the S.P. 13, Via Bisa, Ex S.S. 610 and Via Fanciullini; for San Patrizio Via Selice Vecchia, Via Biscia, Via Gabriella dalle Vacche, S.P. 50, Canalazzo and Via Tagliata. Those tell you where you cross the boundary. How far the restriction reaches is shown only by the grey shading on the plan.
  • The plan is worth opening and you should know what you are opening. Allegato n. 1, which this record links, is a two-page photocopy of a cadastral map with the three areas shaded grey by hand, the access points marked in green highlighter and the three place names written in red felt-tip. It has no legend and no scale. It is the official annex, and it is a drawing rather than a dataset.
  • 🚨 If you have signed up to Move-In, you may drive. Point 8 lists vehicles enrolled in Move-In among those excluded from the ban, on the terms of regional resolution DGR 1493 of 22/09/2025 and Conselice's own earlier order n. 15/25 of 26/09/2025. ⚠️ DO NOT CARRY THAT ANSWER TO THE NEXT TOWN. Bagnolo in Piano's order mentions Move-In in its preamble and never once after the operative verb, which means a Move-In Euro 4 diesel is lawful here and unlawful there (D-342).
  • An electric or hybrid car is excluded outright, and so is car-pooling: three or more people on board in a car homologated for four or more seats, or two or more in a car homologated for two or three.
  • Taxis, hire cars with driver, line buses and school buses are excluded, as are emergency and breakdown vehicles, security-firm vehicles and vehicles of court officers on duty.
  • A disabled person's vehicle displaying the parking badge under D.P.R. 151/2012 is excluded.
  • Vehicles carrying someone to indispensable and non-deferrable treatment, or to a booked appointment, are excluded on production of the medical certificate and the booking; so are paramedics and home-care staff on duty, and doctors and vets on an urgent home visit carrying their professional badge.
  • 🔑 There is a low-income exemption, and it is worth knowing about: a vehicle belonging to someone whose ISEE is below 19 000 euro, who owns no vehicle that is already exempt, one vehicle per household, registered and insured, with a self-declaration.
  • Goods vehicles over 3.5 tonnes (N2 and N3) are excluded only for the trip between the operator's premises and roads outside the ban, and back.
  • 🔑 Six days are free, and one of them is local. The ban is suspended on Wednesday 11 November 2026 — the patron saint's day, which the order marks "(patrono)" — and on 8 December, 25 December 2026, 1 January, 6 January and 29 March 2027, plus any day a local public-transport strike is called. ⚠️ Bagnara di Romagna, in the same union, also suspends its patron's day, but on 30 November. The practice is shared; the date is not.
  • Carry the paperwork and show it. The order requires badges to be displayed visibly and certificates produced on request, and says a badge misused is a badge withdrawn.
  • 🚨 The order prints no fine for driving in. It cites article 7 comma 13 bis of the Highway Code and leaves the amount to that article. Do not assume the figure a neighbouring town prints applies here — this record does not, and neither should you.
