Driving in Bagnacavallo: Low emission zone

Bagnacavallo, Italy · Low emission zone

Official name Piano Aria Integrato Regionale (PAIR 2030) — provvedimenti temporanei di limitazione della circolazione, Comune di Bagnacavallo (RA)

In force in Bagnacavallo right nowTuesday, 13 October 2026 at 11:05 · Europe/Rome

  • In force Monday to Friday, 1 October 2026 to 31 March 2027: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 4; mopeds and motorcycles up to Euro 2. 🔑 This is the ONLY vehicle list in the order — there is no stricter Sunday list, no ecological Sunday and no emergency list that reaches a vehicle.

Lifts Tuesday, 13 October 2026 at 18:30 local time.

🚨 There is exactly one rule in this timetable and that is the finding, not an omission. This order adopts no ecological Sunday and imposes no emergency measure that touches a vehicle, so Saturday, Sunday and air-quality alert days carry no driving ban at all. Several orders in this family have two or three rules here. No timetable may be copied from one town to another.

A Euro 5 diesel is lawful in Bagnacavallo on every day of the season. That is not true at Formigine, Castenaso, Maranello or Piacenza.

🔑 A vehicle enrolled in Move-In may drive here. That is the opposite of the answer at Bagnolo in Piano, whose order confines Move-In to its preamble (D-342), and the family now stands at five towns where it exempts — Alfonsine, Bagnacavallo, Baricella, Soliera, Vignola — against one where it does not.

🚨 THIS TIMETABLE DOES NOT EXCLUDE PUBLIC HOLIDAYS AS A CLASS. Baricella's point 1 writes "festivi esclusi" before naming any feast, so its timetable is narrower than its order. Bagnacavallo's point 1 contains no such clause: it names five days and stops. A public holiday that is not one of those five is, on the face of this order, an ordinary day.

The order also suspends the ban on days when a strike is called affecting local public transport. That cannot be put in a calendar in advance and is not modelled here; it is stated in hours and in how_to_comply.

The emergency article is real and has two limbs, and neither reaches a vehicle: when the Arpae bulletin for the Province of Ravenna calls for emergency measures, the order bans livestock-slurry spreading and the use of wood-biomass heating below the "5 stelle" class. Control days are Monday, Wednesday and Friday.

⚠️ The ban attaches to thirty-two named roads rather than to an enclosed area, so this timetable says WHEN and the area field says WHERE. A driver inside the same block on a road the order does not name is not in the zone.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Bagnacavallo closes its town centre to older vehicles for the winter season, Monday to Friday 08:30–18:30 from 1 October 2026 to 31 March 2027. Banned: petrol, LPG/petrol and methane/petrol cars up to Euro 2; diesel cars up to Euro 4; mopeds and motorcycles up to Euro 2. 🔑 THIS IS THE BEST-DOCUMENTED PERIMETER IN THE WHOLE EMILIA-ROMAGNA PLAIN FAMILY, AND IT IS DOCUMENTED TWICE OVER.

Point 1 identifies the area by the attached planimetry, Allegato n. 1, and point 7 then names THIRTY-TWO streets and squares that make it up — where Alfonsine named five and Bagnolo in Piano, Soliera and Vignola named none.

The map is also the first in this family that is simply legible: a street plan with the restricted roads drawn in yellow, a printed legend reading AREA SOGGETTA A LIMITAZIONE and seven numbered entry points. ⚠️ It is still a picture rather than geometry, so this record cites it and states no shape of its own. 🚨 And like Alfonsine, the order prints NO money for driving in: it cites article 7 comma 13 bis of the Highway Code and stops.

The fine on this record is null rather than a figure borrowed from a neighbouring town.

Daily charge

Nothing is charged and nothing is on sale. The order bans the listed classes from the perimeter during the window and lists who is excluded; there is no ticket, no day pass and no payment that buys entry.

When it operates

Seasonal, and the season had not begun when this was read. The ban runs from 1 October 2026 to 31 March 2027, Monday to Friday, 08:30 to 18:30. Saturday and Sunday carry no ban. 🔑 There is exactly ONE vehicle list and ONE window — no stricter Sunday list, no ecological Sunday and no emergency limb that reaches a vehicle.

Point 1 suspends the ban on five named feast days and on days when a local public-transport strike is called.

Area covered

The centro abitato of Bagnacavallo, and this publisher describes it twice rather than once. Point 1 bans the listed vehicles in the area identified by the attached planimetry, Allegato n.

1; point 7 then says the same area "è costituita dalle seguenti strade e piazze" and lists thirty-two of them: Via Baracca, Via Battisti, Via Berti, Via Brandolini, Via De Amicis, Via Dei Martiri, Via Del Canale, Via Diaz, Via Ercolani, Via Farini, Via Fiume, Via Forni, Via Gaiani, Via Garibaldi, Via Garzoni, Vicolo Graffagnini, Via Graziani, Via Manzoni, Via Matteotti, Via Mazzini, Via Montanari, Via Oberdan, Via Ramenghi, Via Sauro, Via Taglioni, Via Trento-Trieste, Via Vecchia Darsena, Via Verdi, Via Vittorio Veneto, Piazza Carducci, Piazza della Libertà and Largo Kennedy. 🔑 TWO OF THE THIRTY-TWO ARE PART-STREETS AND THE ORDER SAYS SO: Via Mazzini only from Via Cadorna to Piazza della Libertà, and Via Vittorio Veneto only from Via della Fiera to Via Garibaldi.

The rest are named whole. ⚠️ THIS IS A LIST OF ROADS, NOT AN ENCLOSED AREA, and the map confirms that reading rather than contradicting it: the planimetry colours the individual streets yellow under a legend reading AREA SOGGETTA A LIMITAZIONE, and marks seven numbered points where a driver crosses into them. So the restriction bites on the named roads themselves.

A driver on an unnamed side street inside the same block is not, on the face of this order, in the zone.

Why there is no map here
THE BOUNDARY IS PUBLISHED, IT IS A PICTURE, AND IT IS THE CLEAREST ONE THIS FAMILY HAS PRODUCED. Allegato n. 1 is a one-page A3 landscape PDF, 535 596 bytes, holding a single raster 3 308 x 2 338 px with no selectable text at all. It was rendered at 55 dpi and looked at on 2026-09-30 before this status was chosen, on the D-339 rule that a raster has to be opened before it is judged. What it shows: the street grid of central Bagnacavallo with the restricted roads drawn in solid yellow, a printed legend reading AREA SOGGETTA A LIMITAZIONE, seven numbered entry points marked in red around the edge, and two parking symbols on streets it leaves uncoloured. Alfonsine's equivalent was a cadastral hatch; this one a driver could actually use. 🔑 IT ALSO SETTLES A QUESTION THE TEXT LEAVES OPEN. Point 7 lists thirty-two streets without saying whether the ban covers the enclosed blocks or only the roads themselves, and the map answers it: the yellow follows the carriageways, not the city blocks. ⚠️ It is still a raster inside a PDF, not geometry — no coordinates, no vector boundary, no projection stated. Tracing it would produce OUR line, not the publisher's, which is the D-007 error the boundary README's first rule exists to prevent. So the map is cited and linked and the record states no shape. 🚨 AND IT CARRIES A DATE OF ITS OWN THAT THE ORDER DOES NOT MENTION: the title block reads "Aggiornato a Settembre 2021" and is signed by the Responsabile dell'Area Tecnica, Ing. Luigi Cipriani. A 2026 order is therefore identifying its restricted area by a plan last updated five years earlier. That is the publisher's arrangement and not an error this record may fix, but it is the reason the street list at point 7 is watched string by string: if the two ever diverge, the words are what this corpus can prove.

Petrol standard

Petrol cars of Euro 0, Euro 1 and Euro 2 are banned, and so are bi-fuel LPG/petrol and methane/petrol cars of the same three classes — the order writes them as two separate bullets with the same wording. Mopeds and motorcycles are banned at Euro 0, Euro 1 and Euro 2 as well. A Euro 3 petrol car is lawful here on every day of the season.

Diesel standard

Diesel cars are banned up to and including Euro 4 — "veicoli diesel EURO 0, EURO 1, EURO 2, EURO 3 ed EURO 4". A Euro 5 diesel is lawful in Bagnacavallo on every day of the season. 🚨 That is worth stating plainly, because the order's own preamble spends five separate recitals on a Euro 5 diesel ban and then does not adopt it.

The preamble recites the regional measure on diesel Euro 5 "a decorrere dal 1° ottobre 2026", said to apply in priority to municipalities over 100 000 inhabitants, and discusses N1, N2 and N3 commercial vehicles of the same class. Bagnacavallo adopts none of it. The recitals are before ORDINA; the operative part after ORDINA bans diesel to Euro 4 and no further (D-334).

Penalty if you do not comply

🚨 THE ORDER PRINTS NO AMOUNT FOR DRIVING INTO THE ZONE, AND NO NUMBER HAS BEEN BORROWED FROM A NEIGHBOUR. The sanctions article says only that breaching the circulation provisions is punished "con sanzione amministrativa pecuniaria prevista ai sensi dell'art. 7, comma 13 bis del vigente Codice della Strada", applied under articles 194 and following, payable within 60 days.

The order does not state a figure and does not state a range. ⚠️ The fine itself is not in doubt — the Highway Code sets one — so a driver should treat it as existing and unread here rather than absent. ⚠️ Sibling records in this family DO print a range, because their own orders print one: Castenaso, Vignola, Bagnolo in Piano and Baricella all run from 168 euro to a top of 679.

Copying that band here would be fabrication, and this is now the SECOND order in the family measured to print nothing at all — Alfonsine, made the same day under the same union, is the first. Two towns is enough to say the silence is a drafting choice rather than an accident of one document, and not enough to say what the Highway Code figure is on a given day.

The two money figures this order DOES print are for other offences entirely — 300 to 3 000 euro for unlawful burning of vegetation under D.L. 69/2023, and 50 to 500 euro for a shop leaving its door open under L.R.

16/2017 article 42 comma 2 — and neither is the fine for driving in. ⚠️ A DANGLING CROSS-REFERENCE IS PRESERVED RATHER THAN CORRECTED, AND IT IS NOW THE THIRD SIGHTING: the sanctions article attaches that 50-to-500 shop-door fine to "il precedente punto 4.3", and this order has no point 4.3 — point 4 is a single paragraph about when heating may be switched on, and the shop-door duty is at point 5.2.

Baricella (D-343) and Alfonsine carry the same error at the same numbers. Three towns copying one regional template is what this looks like, and the publisher's text is kept as written.

How to comply
  • Check the date first. The scheme is dormant from 1 April to 30 September and bites from 1 October 2026 to 31 March 2027, Monday to Friday, 08:30 to 18:30.
  • 🔑 Saturday and Sunday carry no ban at all, and this order names no ecological Sunday. If you have read that comuni in Emilia-Romagna close their centres on named Sundays, that is Formigine's, Castenaso's, Maranello's and Piacenza's rule — it is not this one. The word for Sunday does not appear anywhere after the operative verb in this order.
  • Work out your Euro class against a single list, which is all this order has. Banned: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 4; mopeds and motorcycles up to Euro 2. There is no stricter list on any day.
  • 🔑 Know which roads, because this order tells you. Point 7 names thirty-two streets and squares, and the ban is on those roads: Via Baracca, Via Battisti, Via Berti, Via Brandolini, Via De Amicis, Via Dei Martiri, Via Del Canale, Via Diaz, Via Ercolani, Via Farini, Via Fiume, Via Forni, Via Gaiani, Via Garibaldi, Via Garzoni, Vicolo Graffagnini, Via Graziani, Via Manzoni, Via Matteotti, Via Mazzini, Via Montanari, Via Oberdan, Via Ramenghi, Via Sauro, Via Taglioni, Via Trento-Trieste, Via Vecchia Darsena, Via Verdi, Via Vittorio Veneto, Piazza Carducci, Piazza della Libertà and Largo Kennedy.
  • Two of those are part-streets. Via Mazzini counts only from Via Cadorna to Piazza della Libertà, and Via Vittorio Veneto only from Via della Fiera to Via Garibaldi. Outside those stretches the two roads are not in the zone.
  • The map is worth opening, and unlike most in this family it is easy to read. Allegato n. 1, which this record links, draws the restricted roads in yellow, marks seven numbered points where you would cross into them, and marks two car parks on streets it does not colour. ⚠️ It carries its own date — it says it was updated in September 2021 — while the order is from 2026.
  • 🚨 If you have signed up to Move-In, you may drive. Point 8 lists vehicles enrolled in Move-In among those excluded from the ban, on the terms of regional resolution DGR 1493 of 22/09/2025 and Bagnacavallo's own earlier order n. 27/25 of 26/09/2025. ⚠️ DO NOT CARRY THAT ANSWER TO THE NEXT TOWN. Bagnolo in Piano's order mentions Move-In four times in its preamble and never once after the operative verb, which means a Move-In Euro 4 diesel is lawful in Bagnacavallo and unlawful in Bagnolo in Piano (D-342).
  • An electric or hybrid car is excluded outright, and so is car-pooling: three or more people on board in a car homologated for four or more seats, or two or more in a car homologated for two or three.
  • Taxis, hire cars with driver, line buses and school buses are excluded, as are emergency and breakdown vehicles, security-firm vehicles and vehicles of court officers on duty.
  • A disabled person's vehicle displaying the parking badge under D.P.R. 151/2012 is excluded.
  • Vehicles carrying someone to indispensable and non-deferrable treatment, or to a booked appointment, are excluded on production of the medical certificate and the booking; so are paramedics and home-care staff on duty, and doctors and vets on an urgent home visit carrying their professional badge.
  • Vehicles taking children to and from nursery, infant, primary or lower-secondary school are excluded for 30 minutes either side of the school's start and finish times, with an attendance certificate or a self-declaration stating those times.
  • 🔑 There is a low-income exemption, and it is worth knowing about: a vehicle belonging to someone whose ISEE is below 19 000 euro, who owns no vehicle that is already exempt, one vehicle per household, registered and insured, with a self-declaration.
  • Guests at a hotel inside the restricted area may drive to and from it, with a booking, or by sending the local police a receipt showing their name and registration within ten days — provided the hotel is inside this comune.
  • Blood donors on the day of donation, hearses and the cortege, vehicles going to a booked roadworthiness test, historic vehicles on one of the named registers during organised events, driving-school cars during lessons, and traders going to and from an authorised market or fair are all excluded.
  • Goods vehicles over 3.5 tonnes (N2 and N3) are excluded only for the trip between the operator's premises and roads outside the ban, and back.
  • Carry the paperwork and show it. The order requires badges to be displayed visibly and certificates produced on request, and says a badge misused is a badge withdrawn.
  • 🚨 The order prints no fine for driving in. It cites article 7 comma 13 bis of the Highway Code and leaves the amount to that article. Do not assume the figure a neighbouring town prints applies here — this record does not, and neither should you.
