🚨 There is exactly one rule here and that is the finding, not an omission. Three of the four neighbouring Emilia-Romagna records for the same season under the same regional plan carry a second rule for Sundays; this order has no Sunday measure, no Saturday measure and no emergency measure for traffic. A later cycle adding a Sunday rule to this timetable from a neighbour would be inventing a restriction, which is the more damaging direction of the two.

⚠️ The absence was measured, but NOT the way the Fidenza record measures its own. There the stem "domenic" is absent from the whole document and returns [MISS] against the live file. Here it returns [OK], because the preamble recites the regional Move-In rule about ecological Sundays "ove adottate con specifica ordinanza". The valid measurement is scoped to the operative part: a case-insensitive search for "domenic" over the ORDINA section of the extracted thirteen pages returns nothing, and the single whole-document hit is that conditional preamble sentence. A whole-file search here would give the opposite of the right answer.

The emergency measures are not in this timetable because this order makes none for traffic. Arpae issues its bulletin on Mondays, Wednesdays and Fridays and the order attaches it to biomass heating and to slurry spreading, measured across the province of Modena; the vehicle ban above does not change on those days and no wider vehicle list exists in the act.

⚠️ This timetable is a clock and says nothing about where you are. The ban applies in the centro abitato of the capoluogo only, delimited by two council resolutions of 1993 and 1999 that the order cites but does not reproduce, so a vehicle on the banned list can be lawfully moving at every hour in this table — anywhere in the municipality outside the main town.

The order's other measures are outside this timetable because they are not about driving: the heating-season start of 1 November 2026, the indoor temperature limits, the biomass and open-burning rules, the pellet certification duty and the shop-door closing duty all run on their own periods and across the whole municipality.

The additional local measures the order adopts under article 17 of the PAIR 2030 technical rules change nothing in this table. The order records twelve exceedances of the daily PM10 limit at the Gavello (MO) monitoring station since 1 January 2026 and adopts, in response, promotion of cycling and walking to work and school and more frequent street cleaning. Neither is a restriction on driving.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Mirandola closes the built-up area of its main town to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027. The ban runs Monday to Friday, 08:30 to 18:30, and it catches petrol cars up to and including Euro 2, LPG/petrol and methane/petrol up to and including Euro 2, diesel cars up to and including Euro 4, and mopeds and motorcycles up to and including Euro 2.

Nothing is on sale: there is no day ticket, no charge and no payable derogation.

The fine is the national one and the order states it, a range of €168 to €679 under article 7 paragraph 13-bis of the Highway Code, with fifteen to thirty days' licence suspension for a repeat offence within two years. 🚨 This is the second Emilia-Romagna order in this corpus with no Sunday measure, and it reaches that result by a route the first one did not, which is why it is worth being exact.

In Fidenza the word "domenica" does not occur in the order at all. Here it does: the preamble describes the regional Move-In telematics scheme and says that it does not permit its members to drive "in occasione delle domeniche ecologiche, ove adottate con specifica ordinanza" — where adopted by a specific ordinance. This ordinance adopts none.

Its operative part, the ORDINA section, never uses the word, and a reader who searched only the whole document for the stem would get a hit and conclude the opposite of the truth. Saturday carries no ban either. 🔑 Nor does the ban widen when the air is bad.

The order does attach Arpae's emergency bulletin to two measures — a ban on spreading livestock slurry and a restriction on biomass heating, both triggered across the province of Modena — but it orders no emergency measure for traffic, names no second vehicle list and no second window, so a Euro 5 diesel is outside this scheme at every hour of the season. ⚠️ There is one more thing this order does not have that all four of its neighbours do: it does not suspend the ban on local public transport strike days.

Electric and hybrid vehicles, cars carrying at least three people, vehicles registered for specific transport or special uses, and vehicles enrolled in Move-In are outside the ban altogether. Unlike Modena, Piacenza and Fidenza, this order excludes no roads from the restricted area and carves nothing out of it.

Comune di Mirandola (MO) — Atto monocratico del Sindaco Nr. 476 del 24/09/2026, signed by the Mayor, Letizia Budri, and published by Arpae Emilia-Romagna, the regional agency that collects the implementing ordinances of the municipalities bound by the PAIR 2030

Daily charge

Nothing is charged and nothing is on sale. The order bans the listed classes from circulating and then lists the vehicles and journeys excluded from that ban; there is no day ticket, no registration fee and no payable derogation a visitor could buy.

The one route by which a banned vehicle can be authorised is Move-In, the regional telematics scheme, which fits a black box and allows a monitored annual mileage allowance instead of a flat prohibition, on the terms of Annexes A, B and C to regional decision DGR n.

1493 of 22/09/2025. ⚠️ As in the neighbouring Fidenza record, this order does not itself grant Move-In: it cites a separate act of the same Comune, "l'ordinanza Sindacale n.284 del 25.09.2025 con la quale il comune di Mirandola ha stabilito di consentire la circolazione nell'area soggetta alle limitazioni strutturali alla circolazione … ai veicoli che hanno aderito al sistema Move-in", and then lists those vehicles among the exclusions from point 1.

That earlier ordinance was not opened for this record and is not cited as a source here; what is published is that this order excludes Move-In vehicles from its own ban. 🔑 The reach of that exclusion is simple here for the same reason it is simple in Fidenza — there is only one ban for it to reach.

Piacenza's order has to say expressly that Move-In does not survive its ecological Sundays and its emergency measures, and Maranello's has to name the three points it is excused from; this order has neither Sundays nor an emergency traffic measure, so Move-In is outside the single prohibition there is.

Move-In is in any case a scheme for vehicles registered in the participating Italian regions rather than something a foreign visitor can buy on arrival, and neither the order nor the regional decision states a price in the documents read here, so none is given.

When it operates

Seasonal, and the season had not yet begun when this was read. The ban runs from 1 October 2026 to 31 March 2027, Monday to Friday, 08:30 to 18:30 — point 1, "nel periodo dal 1.10.2026 al 31.03.2027 dal lunedì al venerdì, dalle 8.30 alle 18.30, il divieto di circolazione nell'area del centro abitato del capoluogo di Mirandola". 🚨 That is the whole timetable, and the emphasis belongs on what is not in it.

There is no Sunday measure: the ORDINA section never uses the word, and the neighbouring orders for the same season under the same regional plan mostly do. ⚠️ Do not settle that question with a search over the whole file.

The word IS in this document, once, in the preamble, where the order recites that a Move-In vehicle may not drive "in occasione delle domeniche ecologiche, ove adottate con specifica ordinanza" — a conditional about the regional scheme, not an adoption. There is no Saturday measure either.

And there is no emergency window: Arpae's bulletin, issued on Mondays, Wednesdays and Fridays, triggers this order's ban on spreading livestock slurry and its biomass heating restriction — both measured "nell'ambito territoriale della Provincia di Modena" — but the order attaches no traffic measure to it, so the clock above does not move when the air is bad and the vehicle list does not widen. ⚠️ Do not read the 08:00–19:00 emergency window of the Modena, Piacenza and Maranello records onto this city.

The ban is lifted on five named days of festivity: 8 December and 25 December 2026, 1 and 6 January 2027, and 29 March 2027. 🔑 Every one of those five falls Monday to Friday, so every one of them actually changes something, and this is the only one of the five Emilia-Romagna orders in this corpus of which that is true.

Fidenza names seven days, two of them a Sunday and a Saturday it does not ban on anyway; Maranello names six, one of them a Saturday.

Mirandola's list has no such day in it. ⚠️ The dates themselves are shared rather than distinctive — Modena and Piacenza also suspend their bans on 29 March 2027, while Maranello and Fidenza do not — so it is the shape of this list, not its contents, that separates it. ⚠️ And one suspension that four neighbouring orders do carry is missing here: this order says nothing about local public transport strikes.

Area covered

The centro abitato of the capoluogo — the main town of Mirandola — and not the whole municipality. Point 1 bites "nell'area del centro abitato del capoluogo di Mirandola, come definito da Codice della strada, di cui alla delibera di GC n.1152 del 09.12.1993 e delibera di GC n.56 del 30.03.1999". 🔑 That sentence is doing something none of the four neighbouring orders does, and it is the reason this record has no map.

The area is not a perimeter drawn for this scheme: it is the statutory built-up-area delimitation that every Italian comune adopts under the Highway Code, fixed here by two council resolutions from 1993 and 1999, and this order simply borrows it. Those two resolutions are not reproduced in the order and were not opened for this record.

The practical consequence for a driver is the one the Highway Code itself provides: a centro abitato is bounded on its approach roads by the begin and end signs bearing the town's name, so the boundary is signposted even though no drawing of it is published here. 🔑 The word capoluogo matters.

Mirandola's outlying localities are outside the restricted area; the order restricts the main town only, while its other measures — the heating, burning and slurry rules — are expressly taken "in tutto il territorio comunale", across the whole municipality. The order draws that distinction itself in consecutive points. ⚠️ This area article is the leanest of the five Emilia-Romagna orders in this corpus.

It names no street as a boundary, excludes no locality from the inside of the area, and — unlike Modena with its twenty-six park-and-ride routes and Fidenza with its two — opens no road through it for banned vehicles. There is nothing carved out and nothing let through.

Comune di Mirandola (MO) — Atto monocratico del Sindaco Nr. 476 del 24/09/2026, point 1 for the restricted area and the two council resolutions that delimit it, points 2 to 5 for the measures that instead apply across the whole municipality

Why there is no map here
No perimeter is published with this order, and the file was opened before that was written down, which is what D-321 point 7 requires. scripts/pdf-images.py reports exactly ONE image object in the thirteen pages, 95 by 111 pixels — too small to carry a boundary whatever it depicts, and in any case stored as a raw FlateDecode pixel stream with no image container, so writing it out yields bytes no viewer opens. The monitor agrees from the other side: "planimetria" returns [MISS] against this file in a run where fifteen needles from the order's text return [OK]. ⚠️ This is NOT the Fidenza case and must not be recorded as it. There the plan IS published — twenty-six raster bands making a drawing this project could not open, hence published_unusable. Here there is no drawing at all: the order defines its area by pointing at the comune's statutory centro abitato delimitation, fixed by "delibera di GC n.1152 del 09.12.1993 e delibera di GC n.56 del 30.03.1999", and those two resolutions are not attached and were not opened for this record. 🔑 The consequence is not that the boundary is unknowable on the ground — a centro abitato is signposted at every approach road under the Highway Code — but that this project has no geometry for it and will not draw one. Tracing a line off nothing and serving it as what decides whether a visitor's older car is committing an offence would be this project's invention. Mirandola is warned from its city anchor instead.
Petrol standard

Petrol cars of Euro 0, Euro 1 and Euro 2 are banned — "veicoli alimentati a benzina EURO 0, EURO 1 ed EURO 2, non conformi alla direttiva 98/69/A CE e successive o alla direttiva 99/96/A CE e successive" — so a petrol car needs to be Euro 3 or better. Bi-fuel vehicles running on LPG/petrol or methane/petrol are treated identically and banned up to and including Euro 2.

Mopeds are banned up to and including Euro 2 where they do not comply with Directive 2013/60/EC or later, and motorcycles up to and including Euro 2 where they do not comply with Directive 2003/77/EC or later. 🔑 As in Fidenza, there is nothing for these four lines to hold steady against: the order has one vehicle list and one window, so Euro 2 is the line at every hour of the season for all four.

In Modena, Piacenza and Maranello the same four lines are described as staying put while the diesel line moves on Sundays and emergency days; here no such day exists.

Diesel standard

Diesel cars are banned up to and including Euro 4 — point 1 sub-point 1.3, "veicoli diesel EURO 0, EURO 1, EURO 2, EURO 3 ed EURO 4 non conformi alla direttiva 2005/55/CE B2 e successive o alla direttiva 99/96 fase III oppure Riga B2 o C e successive" — so a diesel needs to be Euro 5 or better, and that answer holds for every hour the scheme is in force. 🚨 A reader who has seen the Modena, Piacenza or Maranello records should note that the Euro 5 extension in them is absent here.

Those orders reach Euro 5 diesel on ecological Sundays or on emergency days by cross-referring their emergency article; this order has neither, so Euro 5 is never caught. ⚠️ And a reader who has seen that Italian national law set a structural Euro 5 diesel limitation from 1 October 2026 should note that it does not reach Mirandola — for the same reason it does not reach Fidenza, and NOT for the reason the Piacenza record gives.

The two look interchangeable and are not. Piacenza is above the 100,000 threshold and escaped the limitation only because the Region substituted compensating measures by DGR n. 1505 of 07/09/2026.

Mirandola never entered the scope at all: the duty in Legge n. 105 of 18 July 2025, as enacted for this region by L.R. n.

9 of 28/07/2026 article 15 paragraph 1, is addressed to comuni with more than 100,000 inhabitants, and this order records on its own face that "la popolazione residente nel Comune di Mirandola alla data del 31/12/2025 era pari a 24.951 abitanti". The regional opt-out by DGR n.

1505 is recited in this preamble too, and the order is explicit that what it did was identify compensating measures "nei Comuni con popolazione superiore a 100.000 abitanti dell'Emilia-Romagna" — a set this comune is not in. The compensating measures this order does implement are about heating rather than driving: the civil heating season starting on 1 November 2026, and a biomass restriction on emergency days.

Penalty if you do not comply
€168.00 The order sets a range, not a fixed sum: under "art. 7 comma 13 bis del vigente Codice della Strada" a breach of the circulation limits carries a "sanzione amministrativa pecuniaria da € 168,00 a € 679,00, salvo adeguamenti previsti ai sensi dell'articolo 195 del D. Lgs. 30/04/1992, n. 285" — those amounts are revised nationally for inflation every two years. A repeat offence within two years also carries suspension of the driving licence for fifteen to thirty days, "da quindici a trenta giorni". Payment is due within sixty days of the notice, and a late payment is increased by 20% when the payment order is issued. The order's other measures carry their own separate penalties, which are not the circulation fine: open burning and the burning of vegetable residues in breach of points 2.2 and 2.3 run from €300 to €3,000 under article 10 paragraph 4 of D.L. 69/2023; the biomass, pellet and slurry duties in points 2.1, 2.4, 5.1, 6.1 and 6.2 from €50 to €300 under article 7-bis of D.Lgs. 267/2000; the shop-door closing duty in point 5.2 from €50 to €500 under article 42 paragraph 2 of regional law 16/2017, charged to the shopkeeper; and using a photocopy of one of the order's documents, or using one improperly, adds €25 to €500 under article 7-bis of the TUEL, on top of the circulation fine. A forged or altered document is seized by the officer. Enforcement is widely delegated: alongside the road-police bodies of article 12 of the Highway Code and the officers and agents of the judicial police, the order names the volunteer ecological guards (GEV) and Legambiente's volunteer guards (GEL). 🔑 That this order states a figure is worth knowing beside the neighbouring records rather than assumed from them: Modena's, Maranello's and Fidenza's orders for the same season name the same €168 to €679 range under the same article, while Piacenza's refers only to Law 689/1981 and to articles 7 and 157 of the Highway Code and names no amount, which is why the Piacenza record carries none.Source: Comune di Mirandola, read 2026-09-28

How to comply
  • Check the date and the day. The scheme is dormant from 1 April to 30 September and bites from 1 October 2026 to 31 March 2027, Monday to Friday 08:30–18:30.
  • 🚨 There is no weekend ban in Mirandola, and this is the thing most likely to be got wrong here. Three other Emilia-Romagna cities in this corpus close their centres on Sundays as well — Maranello every Sunday, Piacenza on twenty named dates, Modena every Sunday — and Mirandola does not. Saturday is free too. Its order mentions ecological Sundays only in the preamble, to recite what the regional Move-In scheme does where a comune has adopted them by a specific ordinance. This comune has not.
  • Work out your Euro class. Banned: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 4; mopeds and motorcycles up to Euro 2. There is no ticket, no permit and no payment that changes it.
  • 🔑 A Euro 5 diesel is legal here at every hour of the season. Do not carry across the Euro 5 rule you may have read for a neighbouring city: this order has no ecological Sundays and no emergency traffic measure, so it has nothing that widens the list to Euro 5.
  • Only the main town is restricted. The ban applies in the centro abitato of the capoluogo, the statutory built-up area of Mirandola town delimited by council resolutions n. 1152 of 09/12/1993 and n. 56 of 30/03/1999. On the ground that boundary is the one the Highway Code marks: the signs bearing the town's name where a road enters and leaves it. The order's other measures — heating, burning, slurry — apply across the whole municipality instead, but they are not about driving.
  • Nothing is carved out and no road is let through. Unlike Modena, which excludes twenty-six routes to park-and-ride car parks, and Fidenza, which excludes two, this order opens no road across the restricted area for a banned vehicle and excludes no locality from inside it.
  • Watch Arpae's emergency bulletin if you are heating a house or spreading slurry, not if you are driving. When it calls for measures anywhere in the province of Modena, this order bans slurry spreading and restricts biomass heating from the following day until the next control day inclusive. It orders nothing for traffic.
  • ⚠️ Do not expect a strike to lift the ban. The orders of Modena, Piacenza, Maranello and Fidenza all suspend their bans on days when local public transport is on strike. This one does not mention strikes at all.
  • The fine is €168 to €679 under article 7 paragraph 13-bis of the Highway Code, with fifteen to thirty days' licence suspension for a repeat offence within two years. You have sixty days to pay, and paying late adds 20%.
  • Electric and hybrid vehicles are never caught, and neither are cars carrying at least three people where the vehicle is approved for four or more seats — two people where it is approved for two or three. Vehicles registered for specific transport or special uses are outside the ban as well.
  • Vehicles enrolled in the regional Move-In telematics scheme may drive in the restricted area. The order grants this by reference to the Comune's own earlier ordinance n. 284 of 25/09/2025 and to annexes A, B and C of regional decision DGR n. 1493 of 22/09/2025. Move-In is for vehicles registered in the participating Italian regions; it is not something a visitor can buy on arrival.
  • A disabled person's parking badge issued under D.P.R. 151/2012 exempts the vehicle serving them, and so do journeys carrying someone to urgent or scheduled medical treatment, home-care patients and their carers, and blood donors on the day of donation. Emergency, rescue, breakdown-recovery, public-security and utility-maintenance vehicles are exempt, as are buses and school buses, doctors and vets on urgent home visits with their professional badge, vehicles carrying perishable goods or medicines, vehicles going to a booked roadworthiness test, market and fair traders, and lorries over 3.5 tonnes limited to the run between their operator's base and the roads outside the ban. Postal vehicles under the universal service licence and vehicles on trade plates are exempt under national and EU law.
  • Historic vehicles get less than you might expect: registration in ASI, Storico Lancia, Italiano Fiat, Italiano Alfa Romeo or Storico FMI exempts the vehicle only for organised events, not for ordinary driving.
  • Staying in the zone? A vehicle serving someone lodged at hotel-type accommodation inside the delimited area is exempt for the journey to and from the accommodation itself. Carry the booking, or send the Corpo di Polizia Locale within the following ten days an attestation stamped by the property or a copy of its invoice showing your name and the vehicle's plate.
  • Five named days lift the ban outright: 8 December and 25 December 2026, and 1 January, 6 January and 29 March 2027. 🔑 All five fall Monday to Friday, so all five change something. That is not true of any other Emilia-Romagna order in this corpus: two of Fidenza's seven named days and one of Maranello's six fall at a weekend those orders do not ban on. ⚠️ The dates themselves are shared — Modena and Piacenza also stop on 29 March 2027 — so do not read this list as a shorter version of a neighbour's.
