Driving in Formigine

Italy: 1 scheme to know about before you drive in.

The short answer for Formigine

Formigine has one driving restriction on our books: the Misure strutturali ed emergenziali per la tutela della qualità… (low emission zone). What is a low emission zone?

What it means for your car

Petrol or LPG. Petrol cars of Euro 0, Euro 1 and Euro 2 are banned — "veicoli alimentati a benzina EURO 0, EURO 1 ed EURO 2, non conformi alla direttiva 98/69/A CE e successive o alla direttiva 99/96/A CE e successive" — so a petrol car needs to be Euro 3 or better. Bi-fuel vehicles running on LPG/petrol or methane/petrol are treated identically and banned up to and including Euro 2. Mopeds are banned up to and including Euro 2 where they do not comply with Directive 2013/60/EC or later, and motorcycles up to and including Euro 2 where they do not comply with Directive 2003/77/EC or later. None of these four lines moves anywhere in the scheme: they are caught at Euro 2 on weekdays, on the nineteen ecological Sundays and while the emergency measures are running alike. It is only the diesel line that moves. ⚠️ One transcription note, because it is the publisher's and not ours, and because the identical slip appears in Castenaso's order for the same season: in the emergency list at point 8.1 the second line is printed "veicoli alimentati a GPL/benzina o metano/benzina 0, EURO 1 ed EURO 2", with the word EURO missing before the first 0. The same line is complete at points 1 and 3, so the class is not in doubt. 🔑 Two comuni in two different provinces reproducing the same missing word is evidence that both orders are editions of one regional template, which is also why their differences — the Sunday calendars, the Move-In reach, the emergency tier — are worth reading as choices rather than accidents.
Diesel. Diesel cars are banned up to and including Euro 4 from Monday to Friday — "veicoli diesel EURO 0, EURO 1, EURO 2, EURO 3 ed EURO 4 non conformi alla direttiva 2005/55/CE B2 e successive o alla direttiva 99/96 fase III oppure Riga B2 o C e successive" — so a diesel needs to be Euro 5 or better on a weekday. 🚨 On each of the nineteen named ecological Sundays the line moves one class further and Euro 5 is banned as well: point 3 lists "veicoli diesel EURO 0, EURO 1, EURO 2, EURO 3, EURO 4 ed EURO 5 non conformi al regolamento 715/2007*692/2008 (Euro 6 A o Euro 6 B)". So a Euro 5 diesel is legal here on a Tuesday and banned on 18 October, and only a Euro 6 diesel is clear of every list. The emergency list at point 8.1 uses the same five lines as the Sunday list, so it reaches Euro 5 too. 🔑 THE THREE LISTS DIFFER ONLY IN THIS ONE LINE, AND THAT IS ITSELF THE FINDING. Castenaso's order for the same season, one day older and built from the same template, has three lists of six, five and seven lines whose membership changes as well as their thresholds — its weekday list bans LPG/diesel and methane/diesel and its Sunday list silently drops them. Formigine has no dual-fuel diesel line anywhere: five lines on a weekday, the same five on a Sunday, the same five in an emergency, with the diesel threshold the only thing that moves. A reader who has learned the Castenaso shape would go looking for a trap here and there is none. 🚫 Which is also why nothing is carried across: a methane/diesel vehicle is simply not addressed by this order. ⚠️ A reader who has seen that Italian national law set a structural Euro 5 diesel limitation from 1 October 2026 should note that it does not reach Formigine, and not for the reason they might assume: the national duty in Legge n. 105 of 18 July 2025 is aimed at municipalities over 100,000 inhabitants, and Formigine records its own population as 34,496 at 1 January 2026. Emilia-Romagna in any case dispensed with the structural limitation by DGR n. 1505 of 2026, which this order names in its own subject line. Euro 5 is caught here by the calendar and by the bulletin, not by a structural rule.
