Driving in Genoa: ZTL Nervi Oberdan

Genoa, Italy · Limited traffic zone

Official name Zona a Traffico Limitato "Nervi Centro" (Oberdan)

In force in Genoa right nowTuesday, 13 October 2026 at 11:04 · Europe/Rome

The zone itself is not conditional on the clock. It is valid on every day of the year through the whole 24 hours, so this timetable answers "in force" whenever it is asked. What decides an ordinary driver's case in Nervi Centro is which category the vehicle belongs to, not the hour.

⚠️ The 08:00–13:00 goods window is deliberately not encoded as a rule above, and the reason matters. It is not an hour at which the zone opens: it is a cap on one category, goods vehicles making a delivery or distribution, and the rulebook says expressly that what paragraph 2.5 provides for MER_01 and MER_02 is limited to those hours here. Writing it into the timetable would tell every driver the ban lifts in the morning, which is the opposite of what the publisher wrote.

Public holidays make no difference to the ban, and the operator says so about the hardware as well as the rule: the electronic gates listed for the city are active every day 0–24, public holidays included.

🚨 The category list, not the clock, is what makes this zone strict. Nervi Centro is the only Genoese ZTL whose chapter admits an enumerated subset of the rulebook's paragraphs rather than the whole of chapter 2, and AUT_09 — under which guests of hotels and other accommodation are authorised everywhere else in the city — is absent from it. A driver who has read about Genoa's hotel route and assumes it works here would be wrong, and nothing at the roadside would say so.

Nervi Centro is one of nine Genoese ZTLs and a permit is issued for one ZTL at a time. Nervi (Gazzolo), a few hundred metres away at the harbour, is a separate zone with a separate camera, a more generous category list and a €11.00 daily boat permit that does not exist here. Centro Storico, Molo, Boccadasse, Bolzaneto, Rivarolo, Vernazzola and Caracciolo are separate again.

Genoa runs a second scheme over different ground and on its own terms: the restriction on the most polluting vehicles, whose outer area is the whole comune di Genova. The ZTL rulebook expressly excludes those areas from its own scope and states that the measure acts autonomously and alongside it. Being clear of this zone says nothing about that one, and this record does not hold it.

One thing we looked for and did not find, stated rather than guessed: the Disciplinare never mentions taxis or hire cars with driver among the ZTL's own categories — the word does not occur in its 54 pages. So we do not tell a driver that arriving by taxi is exempt from this ZTL; we do not know that from the publisher, and the gap is the publisher's, not a lapse in the search.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Nervi Centro is one street — Via Guglielmo Oberdan between Piazza Antonio Pittaluga and Viale Goffredo Franchini, the main street of Nervi village — and it is closed to unauthorised vehicles every day of the year through the whole 24 hours. There is no hour at which it opens. One camera watches it, in Via Oberdan, and the operator states that every Genoese gate is live all days 0–24 including public holidays.

The camera reads plates remotely with nobody on the spot, so an unauthorised entry is not stopped at the gate: it is recorded and dealt with afterwards by post. 🚨 This is the strictest of Genoa's nine ZTLs for a visitor, and the reason is not the hours but the list of who may enter.

Every other Genoese zone inherits the rulebook's full set of categories; Nervi Centro is written the other way round, as a named subset — emergency and police, public transport, disabled-badge vehicles, liveried public-service vehicles on operational work, a narrow slice of unliveried contractor vehicles, electric vehicles, residents, and holders of a private parking space with a regular vehicle crossing.

The category that admits guests of hotels and B&Bs everywhere else in Genoa, AUT_09, is not in the list. So the answer a visitor most wants — "my hotel will put my plate on the list" — is no here, unless the property has its own off-street parking inside the zone. Goods vehicles get the one clock-based opening: delivery or distribution between 08:00 and 13:00.

Electric vehicles are free, and bicycles need nothing anywhere. ⚠️ Nervi has a second ZTL, at the harbour end in Via Gazzolo, and it is not this one.

Daily charge

There is no daily charge here and no daily permit of any kind. Three Genoese zones price one — Boccadasse at €11.00 for boat work, Nervi Gazzolo at €11.00 for canoe clubs and slipway users, and the general trade categories in the rulebook's chapter 2 — and none of them reaches Nervi Centro, because this zone's access rule admits only a named list of paragraphs and the paragraphs that carry daily permits are not on it.

Nor is there an annual route a visitor's accommodation could buy: the category under which hotels and B&Bs elsewhere in Genoa register their guests' plates, AUT_09, is absent from this zone's list.

The only paid permits that reach Nervi Centro are AUT_01 for residents and assimilated persons, AUT_02 limited to people who hold a private parking space with a regular vehicle crossing, and AUT_06 for public-utility vehicles for as long as the work takes. A visitor who is not staying at a property with its own off-street parking inside the zone has nothing to buy, at any price, on any timescale.

When it operates

All day, every day, all year. The operator says it in the same words it uses for the district's other zone — the ZTL "Nervi centro Oberdan" is valid on every day of the year and through the whole 24 hours — and nothing takes it off for a weekday, a weekend, a holiday or a season. The gate agrees: Genova Parcheggi states that the electronic gates listed for the city are active every day 0–24, public holidays included.

One opening in this zone does turn on the clock, and it is the only one in Genoa's ZTL scheme that is written as an entry window rather than as a permit-class window: goods vehicles may enter Nervi Centro for delivery or distribution between 08:00 and 13:00, and the rulebook says expressly that what it provides at paragraph 2.5 for the goods categories MER_01 and MER_02 is limited to those hours here.

That is narrower than the general scheme, not wider — elsewhere those categories are not capped to a morning. ⚠️ It is a delivery window, not an open door: a car is not a veicolo merci, and arriving at 09:00 changes nothing for an ordinary visitor.

Area covered

One street, one stretch: Via Guglielmo Oberdan between Piazza Antonio Pittaluga and Viale Goffredo Franchini. The rulebook and the operator's boundary page give the same delimitation in the same words, which makes this the only Genoese ZTL boundary in this corpus where the two publishers agree exactly — elsewhere, notably at Boccadasse, they do not.

There is no list of further streets whose residents may apply, and no second stretch. One electronically controlled gate serves the zone, in Via Oberdan. ⚠️ Nervi has two ZTLs about 500 metres apart and they are not interchangeable.

This one is the village's main street; the other, "Nervi (Gazzolo)", is the descent to the little harbour at Via Gazzolo, Via Caboto and Via Ganduccio, and it runs on a materially more generous list of who may enter. A permit is issued for one ZTL at a time, so a Gazzolo permit is not a Nervi Centro permit and the reverse is also true.

Genoa's other seven zones — Centro Storico, Molo, Boccadasse, Bolzaneto, Rivarolo, Vernazzola and Caracciolo — are separate ground again, and this record does not hold them.

Comune di Genova, Direzione Smart Mobility — "Disciplina dell'accesso alle Zone a Traffico Limitato", §3.10.1, the delimitation of the area of the Z.T.L. "Nervi Centro", which Genova Parcheggi's "Confini" page restates word for word

Why there is no map here
Genoa publishes the ZTL polygons under CC BY 4.0 and we still will not take them, and for this zone the disqualification is total rather than partial. The dataset "Zone a traffico limitato" ships a GeoJSON of 75 WGS84 polygons whose release and modification dates are the same day, 01-03-2018, and it carries NERVI as ONE zone. The Comune and Genova Parcheggi now publish two, and Nervi Centro is the half with the stricter access rules — so there is no polygon in the file that is this zone, only a shape that may or may not contain it. Assigning it would be us deciding, unsourced, what the 2018 publisher meant by a name that has since been split in two. The boundary a driver needs is a single stretch of a single street and it is in the area field, worded identically by both current publishers. It heals when the Direzione Mobilità e Trasporti republishes. ⚠️ Genoa's GeoPortale at mappe.comune.genova.it is separately closed to us — its robots.txt answers HTTP 403, and an unreadable robots.txt is a complete disallow under RFC 9309 — but that host is not where this dataset lives and is not the reason for this status.

Petrol standard

No Euro class lets a petrol car into Nervi Centro and none keeps it out: entry here turns on which category your vehicle belongs to, not on the exhaust. The rulebook never sets an emission floor for entering any Genoese ZTL, for any fuel. What fuel does decide is the electric case, and here it matters more than anywhere else in the city, because it is one of the few categories this zone admits at all.

The rulebook's paragraph 2.2.2.3, category ESE_06, is on Nervi Centro's list: a fully electric vehicle has free access to every ZTL in Genoa on all days 00:00–24:00 for as long as the errand strictly needs — cars, motorcycles and mopeds alike — and is issued a single free annual windscreen pass valid across the whole city. The pass is obligatory even though the access is free.

Emission class does reach the price of a goods-vehicle permit elsewhere in the scheme, where methane, LPG, hybrid or electric pays €15.00 a year and pre-Euro €300.00, but that is the cost of a trader's permit, not a threshold for getting in. ⚠️ Genoa's actual emissions restriction is a different scheme with its own order, and the ZTL rulebook expressly puts it outside its own scope and says it operates autonomously alongside.

This record does not hold it.

Diesel standard

A diesel car stands exactly where a petrol one does: the Euro class changes nothing about whether it may enter Nervi Centro, and the category decides. Diesel does not appear in the ZTL access rules at all.

What does bar a vehicle here, whatever it burns, is weight: chapter 2 of the rulebook states that every type of permit in the document is issuable only to vehicles whose laden mass does not exceed 3.5 tonnes, so there is no permit above that figure anywhere in the city. ⚠️ Do not import the other limit from Genoa's Molo and Centro Storico pages.

Those two zones publish a maximum width of 2.10 metres as well, and they are the only two — all eight of the operator’s zone pages were checked for that sentence on 2026-09-22 and six returned nothing, this one among them; the Nervi page does not, and the string does not occur anywhere in the rulebook's 54 pages — measured on 2026-09-22.

So we state the tonnage, which is sourced and general, and we do not state a width here, which would be a figure carried across from a different zone. ⚠️ The restriction that is about diesel in Genoa is the separate scheme under Ordinanza Sindacale 256/2025, which the ZTL rulebook excludes from its scope; do not read this field as saying an old diesel is free to drive in Genoa.

Penalty if you do not comply

Genoa does not state a figure for the offence a visitor would actually commit, and we will not supply one. Driving into a ZTL without authorisation is an offence under the Codice della Strada, not under the city's rulebook, and the operator says only that an unauthorised entry "sarà segnalato per l'applicazione delle sanzioni previste" — reported for the application of the penalties provided for.

The 54-page Disciplinare uses the word "sanzione" exactly once, in that sentence, and prices nothing.

What is worth knowing instead is how the offence is detected here, because it changes what a driver should expect: the single camera in Via Oberdan reads plates remotely with no officer present, so nobody stops you and nothing happens at the barrier — the operator states in as many words that the violation will be established later and without immediate challenge.

This zone deserves the warning more than the others, because it is the one where a visitor is most likely to believe they are covered and be wrong: the accommodation route that works everywhere else in Genoa does not exist here, and nothing at the roadside will tell you that.

How to comply
  • 🚨 Start from the assumption that your car does not go in. Nervi Centro does not inherit the rulebook's categories the way Genoa's other zones do; it admits a named list, and the category under which hotels and B&Bs elsewhere in the city register their guests' plates — AUT_09 — is not on it. If you are booked into a property on Via Oberdan, ask before you arrive whether it has its own off-street parking inside the zone, and plan to park outside and walk if it does not.
  • The one route that can cover a visitor's car is AUT_02, and it is narrow: the rulebook admits it here only for vehicles of residents and non-residents alike who have a private parking area with a regular passo carrabile — a licensed vehicle crossing over the pavement. That is a property with a garage or a gated yard, not a property on a street where you would like to stop. The permit belongs to the parking space, so the property applies, not you.
  • Goods vehicles have the only clock-based opening, and it is narrow too: delivery or distribution between 08:00 and 13:00, and the rulebook states that the general goods provisions are limited to those hours in this zone. A car is not a veicolo merci; this window is not a way in for a visitor.
  • If your car is fully electric, you may enter, and here that matters more than elsewhere because so little else is admitted. Category ESE_06 is on this zone's list: access on any day between 00:00 and 24:00, for as long as the errand strictly needs, free — but the windscreen pass is not optional. One is issued, free, valid a year, and good for every ZTL in the city.
  • Arrive by bicycle and nothing applies to you: cycles may enter every ZTL in Genoa freely. Nervi is walkable from the station and the seafront promenade begins a few minutes away.
  • One camera, in Via Oberdan, and it is live on every day of the year including public holidays. Nothing about the hour of your arrival changes your case.
  • ⚠️ A permit for Nervi Gazzolo is not a permit for here. The two zones are a few hundred metres apart, share the district's name, and have different lists of who may enter — Gazzolo's includes AUT_09 and a €11.00 daily boat permit, neither of which exists in this zone. Genoa issues a permit for one ZTL at a time.
  • If your vehicle weighs more than 3.5 tonnes laden there is no way in: no permit of any type anywhere in Genoa is issued above that figure.
  • The other categories this zone admits are not ones a visitor can join: police, rescue and emergency; public transport; vehicles serving disabled people; liveried public-service vehicles on operational or maintenance work; a narrow slice of unliveried contractor vehicles doing street cleaning, urban hygiene, street furniture, public lighting, signage, municipal-property maintenance and roadside recovery; residents under AUT_01; and public-utility vehicles under AUT_06 for the time the work takes.
  • Being clear of this zone is not being clear of Genoa. The city's separate restriction on the most polluting vehicles runs over the whole comune under its own order, and the ZTL rulebook expressly excludes those areas from its own scope.
