Driving in Lugo: Low emission zone

Lugo, Italy · Low emission zone

Official name Limitazioni alla circolazione nel centro abitato di Lugo (RA) — misure ordinarie ed emergenziali per la qualità dell'aria 2026/2027 in attuazione del PAIR 2030 (Ordinanza n. 36 del 24/09/2026)

Partly in force in Lugo right nowTuesday, 13 October 2026 at 11:04 · Europe/Rome

  • In force Monday to Friday, 1 October 2026 to 31 March 2027: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 4; mopeds and motorcycles up to Euro 2
  • Not in force Every Sunday of the season, on the stricter Sunday list: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 5; mopeds and motorcycles up to Euro 2

Lifts Tuesday, 13 October 2026 at 18:30 local time.

🚨 The Sunday rule here is a RULE — "tutte le domeniche" — and in the neighbouring records it is something else each time. Castenaso's order names twenty-three Sundays as dates and leaves three of the season's Sundays free; Alfonsine's and Bagnacavallo's have no Sunday rule at all, although both comuni sit in the same union as Lugo. No Sunday calendar may be carried from one town to another in this family.

The Sunday rule bans a stricter set of vehicles than the weekday rule, not the same set at different hours: diesel reaches Euro 5 on a Sunday and stops at Euro 4 on a weekday. The windows differ too, 08:00–19:00 against 08:30–18:30. A reader comparing only the days would miss both.

Saturday carries no rule because the order never names Saturday in its circulation article. That holds only while the emergency measures are off.

The emergency measures are not in this timetable and cannot be. Arpae issues the bulletin on Mondays, Wednesdays and Fridays; when it shows a red mark anywhere in the Provincia di Ravenna the ban runs 08:00–19:00 from the following day until the next control day inclusive, on any day of the week, and reaches diesel Euro 5.

Strike days are not in this timetable for the same reason: the order suspends the ban on any day of a local public transport strike, and those are called at short notice.

⚠️ This timetable is a clock. It says nothing about where you are, and here that matters twice: the ban covers one block of the centro abitato rather than the town, and fifteen named roads inside and around it are excluded from the ban altogether, so a vehicle on the banned list can be entirely lawful at every hour in this table.

⚠️ It also says nothing about the Zona a Traffico Limitato, which the order confirms separately and does not restate. A vehicle clear of every hour here may still be barred from the ZTL.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Lugo closes a compact block of its town centre to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027, and it runs three different rules over that one area.

Monday to Friday, 08:30 to 18:30, the ban catches petrol cars up to and including Euro 2, LPG/petrol and methane/petrol up to and including Euro 2, diesel cars up to and including Euro 4, and mopeds and motorcycles up to and including Euro 2. On every Sunday of the season — the order says "tutte le domeniche", not a list of dates — the window widens to 08:00–19:00 and diesel reaches Euro 5.

When Arpae's bulletin turns red for the province of Ravenna the same 08:00–19:00 window and the same Euro 5 diesel line apply on any day of the week. Nothing is on sale: there is no day ticket, no charge and no payable derogation. 🚨 The order prints NO fine for driving in.

It cites article 7 paragraph 13-bis of the Highway Code and stops, so no figure is given here and none has been borrowed from a neighbour. 🔑 This is the first comune of the Unione dei Comuni della Bassa Romagna to reach this corpus from Arpae's OVER-30,000 register rather than the under-30,000 one, and its own preamble says why: 32,403 residents at 31 December 2025.

The union membership is not inferred from the name — OSM containment on the anchor returns the same level-7 area, area/3608848371, that Alfonsine and Bagnacavallo returned, and the order carries the same union officer's favourable opinion, dott.ssa Alice Dosi.

Its second annex is byte-identical to theirs. ⚠️ And the register a comune sits on turns out to change what it publishes, not merely where: Alfonsine and Bagnacavallo have no ecological Sunday at all and no emergency vehicle rule; Lugo has both. A reader who generalised from the two small neighbours would miss a Sunday ban that catches Euro 5 diesel. ⚠️ Move-In will not carry you through everything here.

The exemption list is attached to point 1, which contains the Sunday rule as well as the weekday one — but the Move-In line is expressly granted "come disposto dall'ordinanza n. 30/25 del 26/09/2025", and this order's own preamble recites that that earlier ordinance disapplies Move-In on ecological Sundays and while emergency limits are running.

The two readings do not agree and the driver should take the narrower one.

Comune di Lugo (RA) — Ordinanza n. 36 del 24/09/2026, prot. n. 0020475/2026, signed by the Mayor, Elena Zannoni, and published by Arpae Emilia-Romagna, the regional agency that collects the implementing ordinances of the municipalities bound by the PAIR 2030

Daily charge

Nothing is charged and there is no such charge to pay. The order bans the listed classes from circulating inside the area of Allegato n. 1, excludes a named set of roads from the ban, and then lists the vehicles that are exempt; there is no day ticket, no registration fee, no permit price and no payable derogation a visitor could buy on arrival.

The one route by which a banned vehicle can be authorised is Move-In, the regional telematics scheme, which fits a black box and allows a monitored annual mileage allowance instead of a flat prohibition, on the terms of Annexes A, B and C to regional decision DGR n. 1493 of 22/09/2025 as applied here by the Comune's own earlier ordinance n.

30/25 of 26/09/2025. ⚠️ Move-In is a scheme for vehicles registered in the participating regions rather than something a foreign visitor can buy, and neither this order nor the regional decision states a price in the documents read here, so none is given. 🚨 And its reach is contested inside this one document, which matters more than its price.

The exemption list is introduced as applying to "il precedente punto 1", and point 1 contains the Sunday rule at 1.2 as well as the weekday rule at 1.1 — but the Move-In indent itself is granted only "come disposto dall'ordinanza n.

30/25 del 26/09/2025 del Comune di Lugo", and this order's preamble recites what that ordinance disposed: to "non applicare" the Move-In exemption "durante le domeniche ecologiche individuate con ordinanza sindacale e in caso di attivazione delle eventuali limitazioni emergenziali alla circolazione".

Both sentences are in this order, quoted above as they are written, and this record does not choose between them beyond telling a driver to plan for the narrower one.

When it operates

Seasonal, and the season had not yet begun when this was read. The ban runs from 1 October 2026 to 31 March 2027. Monday to Friday the window is 08:30 to 18:30. 🔑 Every Sunday of the season is an ecological Sunday and the order says so as a rule rather than as a calendar — "tutte le domeniche (domeniche ecologiche)" — with a different window, 08:00 to 19:00, and a vehicle list that reaches diesel Euro 5.

Counted against the season on 2026-09-30 that is twenty-six Sundays, of which two are then suspended by name, leaving twenty-four that bite. ⚠️ That shape is the opposite of Castenaso's, whose order for the same season names twenty-three Sundays as dates and leaves three of the season's Sundays unrestricted, and it is a third thing again from Alfonsine and Bagnacavallo, whose orders have no Sunday rule at all.

No timetable in this family may be carried from one town to another. Saturday carries no ordinary ban; the order never names Saturday in its circulation article.

Seven days are suspended by name, and the order writes each with its weekday: domenica 1 novembre, martedì 8 dicembre and venerdì 25 dicembre 2026, venerdì 1 gennaio, mercoledì 6 gennaio, domenica 28 marzo and lunedì 29 marzo 2027, plus any day of a local public transport strike. ✅ All seven weekday labels were recomputed on 2026-09-30 and all seven are correct, which is worth stating in a family where publishers' own calendars have slipped.

Five of them fall Monday to Friday and suspend the weekday rule; two — 1 November 2026 and 28 March 2027, which is Easter Sunday — fall on a Sunday and suspend the Sunday rule instead. 29 March 2027 is Easter Monday. ⚠️ 26 December 2026 is NOT on this list, although Castenaso's order names it; it falls on a Saturday here in any case, where nothing is banned.

Separately, the region's emergency measures can be triggered on any day of the week: they run 08:00 to 19:00 and reach diesel Euro 5, they start the day after Arpae's bulletin shows a red mark and last until the next control day inclusive, and Arpae issues that bulletin on Mondays, Wednesdays and Fridays. 🔑 The trigger here is measured across the whole Provincia di Ravenna — "nell'ambito territoriale della Provincia di Ravenna" — not in Lugo itself, which is the provincial tier Modena and Piacenza use and not the metropolitan tier Castenaso uses.

Area covered

A single compact block of the centro abitato of Lugo, not the whole built-up area and not the comune. The order says the ban applies to "la porzione del centro abitato di 'Lugo' come da allegata planimetria (Allegato n. 1)" and then names the roads that bound and cross it, all of which are themselves outside the ban.

Eight perimeter roads: Viale Orsini between Via Ricci Curbastro and Via Baracca, Via Sassoli, via Biancoli, Viale Bertacchi, Via Circondario Ponente between Viale Bertacchi and Via Mazzini, Via Foro Boario, Via Aquacalda, and Viale Masi between Via Matteotti and Viale Marconi.

Seven internal roads are left open as well, and the order gives its reason — they carry traffic to the park-and-ride car parks: Viale Marconi, Via Ricci Curbastro, Viale Manzoni between via Ricci Curbastro and Via Poveromini, Via F.lli Cortesi, Via Baracca between F.lli Cortesi and Viale Orsini, Piazza Garibaldi in two stretches, and L.go Tricolore, the last of these "per consentire il raggiungimento dei parcheggi scambiatori situati in Piazza Garibaldi e nel cortile della Collegiata". 🔑 THE MAP SETTLES WHAT THE STREET LIST LEAVES OPEN, AND IT SETTLES IT THE OPPOSITE WAY FROM BAGNACAVALLO'S.

Allegato n. 1 was rendered and looked at on 2026-09-30: it fills the enclosed city BLOCKS with pink under a printed legend reading "Limitazione alla circolazione", and it draws the excluded roads as red lines under a separate legend entry, "Strade direttrici". Bagnacavallo's map for the same season and the same union colours the carriageways instead.

So in Lugo the ban covers the area between the named roads, and in Bagnacavallo it covers the named roads themselves — two orders from one drafting office, answering the same question in opposite directions. ⚠️ The order also confirms, separately and without restating them, the existing Zona a Traffico Limitato measures: "sono confermati i provvedimenti in essere relativi alla Zona a Traffico Limitato".

Those are a different scheme with different rules, and this record does not carry them. ⚠️ One name is spelled two ways in one document: the perimeter list has "Via Aquacalda" and the internal list has "Via Acquacalda", which is also the spelling printed on the map. Both are quoted as the publisher wrote them and neither is repaired.

Comune di Lugo (RA) — Ordinanza n. 36 del 24/09/2026, the area paragraph following point 1.3 with its lists a) and b), and Allegato n. 1, the planimetry point 1 makes part of the order

Why there is no map here
THE BOUNDARY IS PUBLISHED, IT IS A PICTURE, AND IT ANSWERS A QUESTION ITS SIBLING ANSWERED THE OTHER WAY. Allegato n. 1 is a one-page A3 landscape PDF, 354 968 bytes. scripts/pdf-text-local.mjs reports zero characters from zero content streams — "no selectable text at all" — and scripts/pdf-images.py reports seventy-four raster tiles, so the whole sheet is an image. It was rendered at 55 dpi and looked at on 2026-09-30 before this status was chosen, on the D-339 rule that a raster has to be opened before it is judged. What it shows: the street grid of central Lugo, the restricted area filled in pink, a printed legend headed "Legenda", and symbols for the railway station, the coach station, the hospital, the "Globo" shopping centre and the schools. 🔑 THE FILL ANSWERS WHAT THE STREET LIST LEAVES OPEN, AND IT IS THE OPPOSITE OF BAGNACAVALLO'S. The legend reads "Limitazione alla circolazione" against the pink and "Strade direttrici" against a red line, and the pink covers the enclosed city BLOCKS while the red lines follow the roads the order excludes. Bagnacavallo's map for the same season, from the same drafting office, colours the carriageways themselves. So one union's two published maps mean different things by their colour, and neither may be read through the other. ⚠️ It is still a raster inside a PDF, not geometry — no coordinates, no vector boundary, no projection stated. Tracing it would produce OUR line, not the publisher's, which is the D-007 error the boundary README's first rule exists to prevent. So the map is cited and linked and this record states no shape. ⚠️ AND IT CARRIES NO DATE AT ALL. The top and bottom strips were rendered at 150 dpi and read on 2026-09-30: the sheet holds its title, "Limitazione alla circolazione per alcune classi di veicoli in ottemperanza al PAIR", and nothing else — no revision date, no signature, no scale bar. That is not better than Bagnacavallo's "Aggiornato a Settembre 2021", which at least tells a reader how old the plan is; here the age of the plan the 2026 order delimits by is simply unknown, and it is recorded as unknown rather than assumed current. The fifteen named roads at the area paragraph are what carry this boundary under watch instead.

The authority's own map: Comune di Lugo (RA), published by Arpae Emilia-Romagna

Petrol standard

Petrol cars of Euro 0, Euro 1 and Euro 2 are banned — "veicoli alimentati a benzina EURO 0, EURO 1 ed EURO 2, non conformi alla direttiva 98/69/A CE e successive o alla direttiva 99/96/A CE e successive" — so a petrol car needs to be Euro 3 or better. Bi-fuel vehicles running on LPG/petrol or methane/petrol are treated identically and banned up to and including Euro 2.

Mopeds are banned up to and including Euro 2 where they do not comply with Directive 2013/60/EC or later, and motorcycles up to and including Euro 2 where they do not comply with Directive 2003/77/EC or later. 🔑 None of these four lines moves anywhere in the scheme.

They are caught at Euro 2 on a weekday, on every ecological Sunday and while the emergency measures are running alike, and the three lists are word-for-word the same on these four indents. It is only the diesel line that moves.

Comune di Lugo (RA) — Ordinanza n. 36 del 24/09/2026, point 1.1 for the weekday list, point 1.2 for the ecological Sundays and point 6.1 for the emergency list

Diesel standard

Diesel cars are banned up to and including Euro 4 from Monday to Friday — "veicoli diesel EURO 0, EURO 1, EURO 2, EURO 3 ed EURO 4 non conformi alla direttiva 2005/55/CE B2 e successive o alla direttiva 99/96 fase III oppure Riga B2 o C e successive" — so a diesel needs to be Euro 5 or better on a weekday. 🚨 On every Sunday of the season the line moves one class further and Euro 5 is banned as well: point 1.2 lists "veicoli diesel EURO 0, EURO 1, EURO 2, EURO 3, EURO 4 ed EURO 5 non conformi al regolamento 715/2007*692/2008 (Euro 6 A o Euro 6 B)".

So a Euro 5 diesel is legal here on a Tuesday and banned every Sunday from 1 October to 31 March, and only a Euro 6 diesel is clear of every list.

The emergency list at point 6.1 repeats the Sunday line word for word, so a red bulletin extends the Euro 5 ban to whatever weekday it falls on. ⚠️ Unlike Castenaso's order, this one carries no separate LPG/diesel or methane/diesel indent in any of its three lists; the dual-fuel lines it does carry are the petrol ones.

Nothing should be read into that beyond what is written — the order lists what it lists. ⚠️ A reader who has seen that Italian national law set a structural Euro 5 diesel limitation from 1 October 2026 should note that it does not reach Lugo as a structural rule: Emilia-Romagna dispensed with the structural limitation by DGR n.

1505 of 07/09/2026, which this order cites in its preamble and whose compensating measures — including the widened 08:00–19:00 emergency window — this order then implements. Euro 5 is caught here by the calendar and by the bulletin, not by a structural rule.

Penalty if you do not comply

🚨 THE ORDER PRINTS NO AMOUNT FOR DRIVING INTO THE ZONE, AND NO NUMBER HAS BEEN BORROWED FROM A NEIGHBOUR. The DISPONE article says only that breaching the circulation provisions is punished "con sanzione amministrativa pecuniaria prevista ai sensi dell'art. 7, comma 13 bis del vigente Codice della Strada e s.m.i.", applied under articles 194 and following, payable within 60 days of the notice.

The order does not state a figure and does not state a range. ⚠️ The fine itself is not in doubt — the Highway Code sets one — so a driver should treat it as existing and unread here rather than absent. ⚠️ Sibling records in this family DO print a range, because their own orders print one: Castenaso, Vignola, Bagnolo in Piano and Baricella all run from 168 euro to a top of 679.

Copying that 168-to-679 band onto this record would have been fabrication of the single number a driver would act on: the band in the Highway Code is indexed and restated periodically, and which restatement applies on a given day is not something this order says. 🔑 This is the third Bassa Romagna order in a row to stop at the article number — Alfonsine and Bagnacavallo did the same — and the three are not independent witnesses but one drafting office seen three times, on the same union's favourable opinion.

It is now also the first of the three from the over-30,000 register, so the silence is not a property of small comuni. The two money figures this order DOES print are for other offences entirely: "da euro 300 a euro 3.000" for unlawful burning of vegetation under article 10 paragraph 4 of D.L. 69/2023, and "non inferiore a € 50,00 e non superiore a € 500,00" for a shopkeeper leaving the door open, under L.R.

16/2017 article 42 paragraph 2. Neither is the fine for driving in. Breaches of the order's other measures fall under article 7-bis of the Testo Unico on local government, again with no figure stated here.

How to comply
  • Check the date. The scheme is dormant from 1 April to 30 September and bites from 1 October 2026 to 31 March 2027.
  • Then check the day, because there are two ordinary clocks. Monday to Friday the ban runs 08:30–18:30. Every Sunday of the season is an ecological Sunday and runs 08:00–19:00 on a stricter list. Saturday carries no ordinary ban.
  • 🚨 Work out your Euro class against the right list. Banned Monday to Friday: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 4; mopeds and motorcycles up to Euro 2. Banned on a Sunday: the same, except that diesel reaches Euro 5. A Euro 5 diesel is legal here on a Tuesday and banned on every Sunday of the season.
  • 🔑 Work out where you are. The ban covers one block of central Lugo shown on the order's Allegato n. 1, not the whole town and not the comune. The map fills the enclosed city blocks in pink and draws the excluded through-roads as red lines.
  • Fifteen named roads are outside the ban and several of them cross the area. The perimeter ones are Viale Orsini (Ricci Curbastro to Baracca), Via Sassoli, via Biancoli, Viale Bertacchi, Via Circondario Ponente (Bertacchi to Mazzini), Via Foro Boario, Via Aquacalda and Viale Masi (Matteotti to Marconi). The internal ones, left open so that traffic can reach the park-and-ride car parks, are Viale Marconi, Via Ricci Curbastro, Viale Manzoni (Ricci Curbastro to Poveromini), Via F.lli Cortesi, Via Baracca (F.lli Cortesi to Viale Orsini), two stretches of Piazza Garibaldi and L.go Tricolore. The car parks they serve are in Piazza Garibaldi and in the courtyard of the Collegiata.
  • ⚠️ Being outside this scheme is not the same as being allowed in. The order confirms the town's existing Zona a Traffico Limitato without restating it, and that is a separate set of rules with its own hours and its own permits.
  • Seven days are suspended by name and the order writes the weekday of each: Sunday 1 November, Tuesday 8 December and Friday 25 December 2026, Friday 1 January, Wednesday 6 January, Sunday 28 March and Monday 29 March 2027 — Easter Sunday and Easter Monday — plus any day of a local public transport strike. ⚠️ 26 December is not on this list; Castenaso's order names it and this one does not.
  • Watch the emergency bulletin if you are driving an older car in a cold spell, and watch it for the whole Provincia di Ravenna rather than for Lugo. Arpae publishes it on Mondays, Wednesdays and Fridays; when it shows a red mark the ban runs 08:00–19:00 from the following day until the next control day inclusive, on any day of the week, and it reaches diesel Euro 5.
  • 🚨 The order prints no fine for driving in. It cites article 7 paragraph 13-bis of the Highway Code and says payment is due within sixty days, and it states no figure. Do not assume a neighbouring town's €168–€679 band applies; this project does not know that it does.
  • ⚠️ Do not rely on Move-In on a Sunday or during an alert. The exemption list points at point 1, which includes the Sunday rule — but the Move-In line is granted on the terms of the Comune's ordinance n. 30/25 of 26/09/2025, which this order's own preamble records as disapplying it on ecological Sundays and while emergency limits are running. The two sentences do not agree; plan for the narrower one.
  • Electric and hybrid vehicles are never caught, and neither are cars carrying at least three people where the vehicle is approved for four or more seats — two people where it is approved for two or three. Vehicles registered for specific transport or special uses are outside the ban as well.
  • A disabled person's parking badge issued under D.P.R. 151/2012 exempts the vehicle serving them, and so do journeys carrying someone to urgent or scheduled medical treatment, home-care patients and their carers, and blood donors on the day of donation. Emergency, rescue, breakdown-recovery and public-security vehicles are exempt, as are taxis, hire cars with driver, buses and school buses, security-firm and court-officer vehicles, shift and on-call workers with their employer's certificate, doctors and vets on urgent home visits with their professional badge, vehicles carrying perishable goods or medicines, newspaper-distribution vehicles, driving-school cars during lessons, hearses, vehicles going to a booked roadworthiness test, market and fair traders, postal vehicles and vehicles on trade plates.
  • A household whose ISEE is below €19,000 may use one vehicle, on a self-declaration, provided it owns no vehicle that is already exempt and the vehicle is registered and insured.
  • Historic vehicles get less than you might expect: registration in ASI, Storico Lancia, Italiano Fiat, Italiano Alfa Romeo or Storico FMI exempts the vehicle only for organised events, not for ordinary driving.
  • Staying in the zone? A vehicle serving someone lodged at hotel-type accommodation inside the delimited area is exempt for the journey to and from it. Carry the booking, or send the Corpo di Polizia Locale within ten days an attestation stamped by the property or a copy of its invoice showing your name and the vehicle's plate; the property must be inside the comune.
  • Lorries over 3.5 tonnes (categories N2 and N3) are exempt only for the run between their operator's base and the roads outside the ban. Site vehicles working on reconstruction after the May 2012 earthquakes are exempt on the route from the firm's base to the site, with an employer's attestation.
  • School runs are exempt for nursery, infant, primary and lower-secondary pupils, limited to the thirty minutes before and after the school's stated opening and closing times, with an attendance certificate or self-declaration.
  • Display your exemption badge where it can be seen and produce the certificate or self-declaration if you are asked. The order makes that an express duty so that the enforcing officers can do their job.
