Driving in Lucca: ZTL Centro Storico

Lucca, Italy · Limited traffic zone

Official name Zone a Traffico Limitato del Centro Storico (ZTL A, ZTL B, ZTL C)

In force in Lucca right nowTuesday, 13 October 2026 at 11:04 · Europe/Rome

The zones are in force continuously, so this timetable answers "in force" whenever it is asked. What decides a driver's case in Lucca is which of the three zones the street is in and whether the plate is on a list — not the hour.

Public holidays make no difference to the zones themselves. Where a permit's own conditions name Sunday, the rulebook extends those conditions automatically to public holidays, so a holiday can only ever make a permit narrower, never the zone wider.

⏱️ There IS a clock inside ZTL A, and it is not encoded here because it applies to a named list of streets rather than to the zone: access, transit and parking in via Fillungo, via Roma, via Beccheria, via San Paolino, via Santa Croce, via Cenami, via Buia, via Santa Lucia, piazza San Michele (east), piazza Anfiteatro and piazza San Frediano are additionally barred 10:30–14:00 and 18:00–21:00, for permit holders too.

The other two clocks belong to the permit: 30 minutes at a time for an accommodation-registered car, and 10 minutes to be out of ZTL B and A once the permitted period ends.

This record holds the standing regime only. It does not hold whatever temporary orders the Comune issues around events inside the walls, and it does not hold the separate Regolamento d'uso delle Mura Urbane that governs the walls themselves.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Everything inside Lucca's city walls is regulated, but not all of it the same way, and the difference is the one thing worth knowing before you drive there. The rulebook in force — the Piano Attuativo della Mobilità e della Sosta, Disciplinare of February 2026 — divides the walled centre into three zones with "una progressiva e crescente azione delle regole di accesso, transito e sosta".

In ZTL C only the vehicle matters: no permit is needed to drive in, but the whole historic centre caps you at 3.5 tonnes, 6.50 m long, 2.20 m wide and 30 km/h, and parking is in paid blue bays. In ZTL B you may not enter at all without a permit.

In ZTL A "l'accesso e la sosta sono sempre vietati" except for authorised permit holders, and inside ZTL A a further list of streets — via Fillungo, via Roma, via Beccheria, via San Paolino, piazza Anfiteatro, piazza San Frediano and others — is closed to traffic and parking entirely between 10:30–14:00 and 18:00–21:00.

Entry and exit are camera-controlled, and a vehicle that is still inside ZTL B or A more than 10 minutes after its permitted period has ended is treated as an offence. Nothing here is sold to a visitor: every permit category in the tariff table belongs to a resident, a trade or an institution.

The visitor's lawful route in is the accommodation registration — a hotel, guesthouse or B&B inside ZTL B or A enters your plate itself, free of charge, and that covers the shortest way to its door and 30 minutes with a parking disc, after which the car has to leave the zone. The permits are administered for the city by Lucca Plus S.r.l., which runs the permit office and the web portal the accommodation uses.

Daily charge

There is no day rate a visitor can buy, and that is a statement about what Lucca sells rather than about what we could find.

The rulebook's closing tariff table prices every permit category it has, and every one of them is tied to who you are or what you do: residents and people domiciled in each zone (A1–A12), parents of children at schools inside the walls (W), builders and maintenance firms (B1), cleaning companies (B2), undertakers (B3), market traders (B5), goods, perishables, newspapers, catering and cash-in-transit (C1–C5), commercial travellers and shopkeepers (C6), public officials, doctors and the press (D1–D4), and the Z categories for occasional work, exhibitions and removals, weddings and funerals, care homes, the diocese, the courts and named institutions.

The daily permits the concessionaire sells online are the same list — B1, B2, B3, B5, B6, C1, C1/E, C2, C3, C4, C5, C6 — with no tourist or visitor line among them.

The one category a holidaymaker actually falls into, Z4 "Clienti delle strutture ricettive", is priced in that same table as "gratuito" in all six fuel columns, and the rulebook repeats it: "La tariffa è gratuita per tutti i tipi di veicoli e per tutta la durata del soggiorno".

So the honest answer to "what does it cost to drive into Lucca's centre" is that it is not on sale, and the part that is open to a visitor costs nothing. A one-off exemption (permesso in deroga) can be requested with a stated reason, but it needs at least five working days' notice and a formal nulla osta from the Comune's Ufficio Traffico, so it is not a same-day purchase either.

When it operates

The zones themselves do not keep hours — they are in force continuously, and what changes with the clock is a narrower ban inside the strictest zone. ZTL C is a permanent set of vehicle limits (3.5 t, 6.50 m by 2.20 m, 30 km/h). ZTL B is permanently permit-only.

ZTL A is permanently closed: "l'accesso e la sosta sono sempre vietati fatti salvi i veicoli autorizzati muniti di permesso".

On top of that, the rulebook imposes "ulteriori e generali restrizioni per l'accesso, il transito e la sosta nella fascia oraria 10.30 - 14.00 e 18.00 - 21.00" on a named list of ZTL A streets, and that window applies to permit holders too — the accommodation permit spells out that in those hours transit and parking in those streets are interdetto.

Two further clocks belong to the permit rather than to the zone: an accommodation-registered car may stay inside ZTL B or A for at most 30 minutes with a parking disc displayed, and every vehicle must be out of ZTL B and A within 10 minutes of the end of its permitted period. The rulebook also states that wherever a permit's conditions name Sunday, those conditions extend automatically to public holidays.

Area covered

The area inside the Mura Urbane — the complete Renaissance wall circuit that still rings the city — divided into three zones: "L'area all'interno delle Mura Urbane è suddivisa in tre zone a cui corrisponde una progressiva e crescente azione delle regole di accesso, transito e sosta".

ZTL C is the outer ring of the walled centre, open to any vehicle within the size and weight limits; ZTL B is permit-only; ZTL A is the core, closed to all but authorised vehicles. The rulebook shows which streets fall in which zone only as a drawing ("Figura 1: Zone regolamentate del Centro Storico") and nowhere writes the perimeters out, so the three boundaries cannot be reproduced here in words.

What it does enumerate is the stricter inner list — the ZTL A streets where access, transit and parking are additionally barred between 10:30 and 14:00 and between 18:00 and 21:00, and these are exactly the addresses a visitor aims for: via Fillungo (from via Roma to via Busdraghi), via Roma, via Beccheria, via San Paolino, via Santa Croce (between piazza Bernardini and via Roma), via Cenami, via Buia, via Santa Lucia, piazza San Michele (east side), piazza Anfiteatro and piazza San Frediano.

The walls themselves are part of the picture: the monumental Mura Urbane complex is governed by the ZTL A rules plus the separate Regolamento d'uso delle Mura Urbane (DCC n. 36 of 20/6/2011 and DCC n. 88 of 28/3/2017), so the tree-lined promenade on top is not a road you may drive on.

Why there is no map here
Lucca does publish where the three zones are, and it publishes it as a picture. The only official depiction we found is "Figura 1: Zone regolamentate del Centro Storico", a figure printed inside the February 2026 rulebook: the surrounding text runs to 271 843 extracted characters and enumerates no perimeter for ZTL A, B or C — it describes what each zone means and leaves which street is in which zone entirely to the drawing. Measured on 2026-09-22: the rulebook names streets only for the stricter 10:30–14:00 and 18:00–21:00 list inside ZTL A, which is an inner subset and not a boundary. No separate map file is published: the Comune's site search returns nothing for "mappa", "zona verde" or "qualità dell'aria", the concessionaire's document list on its permits page carries only the rulebook, the 2019 Zona Verde ordinance and the application forms, and no open-data catalogue for the municipality could be found from here. Drawing the line between ZTL A and ZTL B ourselves would decide whether a driver needs a permit at all, so Lucca is warned from its city anchor instead and the area field carries the inner street list — the part of the centre a visitor actually drives towards — in the rulebook's own words.

Petrol standard

The historic-centre ZTL does not decide anything by emissions class: what gets you through a Lucca gate is a permit, and what the rulebook limits is mass, size and speed. Lucca does have an emissions rule, but it is a different scheme covering a much larger area — the municipal Zona Verde / Area LEZ, published here as a separate record (it-lucca-zona-verde) — and a driver coming to the centre has to clear both.

The one place emissions touch this record is renewal: the rulebook states that holders of ZTL permits driving Euro 0, Euro 1, Euro 2 or Euro 3 diesel vehicles will not be able to renew the permit once it expires, and it warns that the 2023 area-wide air-quality action plan foresees further progressive diesel restrictions, after which "le norme del presente disciplinare saranno da interpretarsi ed applicarsi adeguatamente".

No petrol threshold is set for entry to the ZTL itself, so none is stated here and none is inferred from the Zona Verde.

Diesel standard

See the note on the petrol standard: entry to the ZTL turns on a permit, not on a Euro class. The diesel classes that matter in Lucca are the ones the separate Zona Verde / Area LEZ bans from circulation across the municipality, and they are recorded there rather than duplicated here with a different scope.

Penalty if you do not comply

No amount is published by either the city or its concessionaire. The rulebook refers throughout to "le ordinarie sanzioni amministrative previste dal vigente Codice della Strada" — for driving in without a permit, for failing to display one, for overstaying the permitted period, and for staying inside ZTL B or A more than ten minutes after it ends — and never gives a figure.

The Comune's "Tributi, finanze e contravvenzioni" service category was checked and publishes no ZTL penalty page; the only related services are applications to have a notice cancelled. Not estimated.

Two consequences a driver should know even without the number: the rulebook makes every unauthorised access separately punishable, so a stay inside the zone can produce more than one notice, and an accommodation found to have registered plates that do not belong to its guests loses the right to register plates at all for 10 days, then 20 days, then a year.

How to comply
  • Staying at a hotel, guesthouse or B&B inside ZTL B or ZTL A: the property does it for you and it is free. It has credentials for the city's web portal and enters your plate, the room, and your arrival and departure dates itself. The entry may be filed up to 3 days (72 hours) after you actually passed the gate, so arriving before it is done is not automatically a fine — but only the property can file it, and it may issue no more permits in a day than it has rooms.
  • What that permit covers is narrow: access and transit "seguendo il percorso più breve" — the shortest way to the property — for check-in and luggage, for a maximum of 30 minutes at a time with a parking disc displayed. After that the car must go to a car park outside ZTL A and B, or to private space belonging to the property. Parking in the yellow bays is not allowed.
  • 🚨 The accommodation permit does NOT let you drive the ZTL A core streets between 10:30 and 14:00 or between 18:00 and 21:00: via Fillungo (via Roma to via Busdraghi), via Roma, via Beccheria, via San Paolino, via Santa Croce (piazza Bernardini to via Roma), via Cenami, via Buia, via Santa Lucia, piazza San Michele east side, piazza Anfiteatro and piazza San Frediano. Follow the property's own directions rather than a satnav's shortest line.
  • Not staying inside the walls: treat the centre as closed and park outside. The concessionaire's own visitor page says the historic centre is small and closed to traffic, that it is best seen on foot or by bicycle, and that there are car parks outside the walls along the wall circuit with bus and shuttle links into the centre.
  • Know which zone you are actually in. ZTL C needs no permit — but the size limits still apply everywhere inside the walls: at most 3.5 tonnes laden, 6.50 m long, 2.20 m wide, and 30 km/h. A camper van or a long estate car can fail those limits without ever reaching a permit question.
  • Check the Zona Verde first, because it is bigger than the walls. Lucca bans older vehicles from circulating across the municipality's Low Emission Zone regardless of any ZTL permit — see the separate Lucca Zona Verde record — and the rulebook adds that a ZTL permit held on a Euro 0–3 diesel cannot be renewed when it expires.
  • Gates are cameras, and the clock is enforced at both ends: you must be out of ZTL B and ZTL A within 10 minutes of the end of the period your permit allows.
  • Display whatever you are given. Daily permits are issued on paper and must be shown on the windscreen; annual permits are windscreen stickers readable by the gate. A permit not displayed, or partly hidden, draws the ordinary Highway Code penalty.
  • Taxis and hire cars with driver (NCC) may enter, so a taxi is the way into the core when your own car is not. Their operators register the trip with the concessionaire within 48 hours of the access.
  • A one-off exemption exists but is not a walk-in: a permesso in deroga has to be justified in writing and sent to the Lucca Plus permit office at least 5 working days before you want to drive in, and it is issued only after the Comune's Ufficio Traffico gives a formal nulla osta.
  • Disabled drivers: a vehicle carrying the badge under the Highway Code is exempt from the Zona Verde ban, and in the ZTL C may park free of charge in both the blue and the yellow bays.
