Driving in Bagnolo in Piano: Low emission zone

Bagnolo in Piano, Italy · Low emission zone

Official name Ordinanza attuativa delle misure in materia di qualità dell'aria — PAIR 2030, ottobre 2026 – marzo 2027 (Ordinanza n° 16 del 21/09/2026 del Comune di Bagnolo in Piano, RE)

In force in Bagnolo in Piano right nowTuesday, 13 October 2026 at 11:05 · Europe/Rome

  • In force Monday to Friday, 1 October 2026 to 31 March 2027: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 4; mopeds and motorcycles up to Euro 2. 🔑 This is the ONLY vehicle list in the order — there is no stricter Sunday list and no emergency list.

Lifts Tuesday, 13 October 2026 at 18:30 local time.

🚨 There is exactly one rule in this timetable and that is the finding, not an omission. This order names no ecological Sundays and imposes no emergency circulation measures, so Saturday, Sunday and alert days carry no ban. Most orders in this family have two or three rules here. No timetable may be copied from one town to another.

A Euro 5 diesel is lawful in Bagnolo in Piano on every day of the season. That is not true at Formigine, Castenaso, Maranello or Piacenza.

⚠️ The Easter entries are computed for the 2026–27 season and are not a standing rule. The order names "Pasqua" and "Lunedì dell'Angelo"; the dates move every year and this timetable does not.

The emergency article is real and has two limbs, but neither reaches a vehicle: the Arpae bulletin for the Province of Reggio Emilia triggers a livestock-slurry ban and a wood-biomass heating ban.

Strike days are not in this timetable: the order suspends the ban on any day of a local public transport strike, and those are called at short notice.

⚠️ This timetable is a clock. It says nothing about where you are, and this order says less about that than any other in the family: it names no annex, no plan and no street. A vehicle on the banned list can be entirely lawful at every hour in this table.

🚨 The timetable cannot carry this order's sharpest rule, which is not about time at all: Move-In enrolment does not exempt a vehicle here, though it does in most of the surrounding comuni. See the charge and steps.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Bagnolo in Piano closes its built-up area — the main town and its outlying hamlets — to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027. Monday to Friday, 08:30 to 18:30, the ban catches petrol cars up to and including Euro 2, LPG/petrol and methane/petrol up to and including Euro 2, diesel cars up to and including Euro 4, and mopeds and motorcycles up to and including Euro 2.

Nothing is on sale: there is no day ticket, no charge and no payable derogation. The fine is set by national law and the order states it, a range of €168 to €679, with fifteen to thirty days' licence suspension for a repeat offence within two years. 🚨 THE FINDING THAT MATTERS MOST HERE IS A NEGATIVE, AND IT IS THE OPPOSITE OF THE NEIGHBOUR PUBLISHED THE SAME WEEK.

Move-In, the regional telematics scheme that lets an enrolled vehicle buy back a monitored mileage allowance instead of a flat ban, is named four times in this order's preamble and NEVER in its operative part.

The exemption list at the second point 6 runs to three letters — electric and hybrid, car-pooling, specific-transport and special-use vehicles — and Move-In is not among them, nor among the eleven further derogations at point 7. 🚫 So a Euro 4 diesel enrolled in Move-In is still banned in Bagnolo in Piano.

At Baricella, published seven days later on the same Arpae index, the identical scheme IS an operative exemption, letter d) of point 8. Same region, same season, same template, opposite answers. 🔑 ONE VEHICLE LIST, ONE CLOCK, AND NO ECOLOGICAL SUNDAYS — the third order in this corpus built that way.

"Domeniche ecologiche" occurs once, in the preamble, describing what Move-In does not cover, and never in the operative part.

The emergency article, the first point 6, is triggered by the Arpae bulletin for the Province of Reggio Emilia and imposes a livestock-slurry ban and a wood-biomass heating ban — neither of them about vehicles. 🚨 So a Euro 5 diesel is lawful here on every day of the season. ⚠️ AND THE ORDER DOES NOT SAY WHERE THE EDGE IS.

It does not even name a plan: the area is "come individuati agli atti del Comune" — as identified in the Comune's own records — with no annex, no map and no street list.

Comune di Bagnolo in Piano (RE) — Ordinanza n° 16 del 21/09/2026, signed digitally by the Mayor, Pietro Cortenova, and published by Arpae Emilia-Romagna, the regional agency that collects the implementing ordinances of the municipalities bound by the PAIR 2030

Daily charge

Nothing is charged and nothing is on sale.

The order bans the listed classes from circulating inside the centro abitato and then lists the vehicles and journeys that are exempt; there is no day ticket, no registration fee and no payable derogation a visitor could buy. 🚨 AND UNLIKE ITS NEIGHBOURS, THIS ORDER OFFERS NO TELEMATICS ROUTE EITHER — WHICH IS THE ONE FACT ON THIS PAGE MOST LIKELY TO CATCH A READER WHO HAS LEARNED THE FAMILY.

Move-In is the regional scheme under which a banned vehicle fits a black box and is allowed a monitored annual mileage allowance instead of a flat prohibition. Formigine, Castenaso, Soliera, Vignola and Baricella all write it into their operative exemption lists, in narrower or wider form. Bagnolo in Piano does not.

The word appears four times in the preamble, reciting the regional framework and the inter-regional agreement that set the scheme up, and the operative part of the order never returns to it. 🔑 THE TEST APPLIED HERE IS THE POSITIONAL ONE (D-334), RUN AGAINST A DIFFERENT QUESTION THAN IT WAS WRITTEN FOR. The word ORDINA divides recital from command in every order in this family.

Counting occurrences of "Move-In" after that word gives zero. So the mention is background, not entitlement, and a driver enrolled in Move-In has no exemption to produce here. ⚠️ The honest limit of that finding is worth stating: this record reads one ordinance.

It is possible that the Comune grants Move-In by a separate act this project has not found, as Soliera does by its own earlier ordinanza n. 38 del 01/10/2025. But Soliera's ordinance cites that act in its exemption list and this one cites nothing, so there is no document to follow — and an exemption a driver cannot point an officer to is not an exemption they can rely on.

When it operates

Seasonal, and the season had not yet begun when this was read. The ban runs from 1 October 2026 to 31 March 2027 — the order puts the months in its own subject line, "PAIR 2030, OTTOBRE 2026 – MARZO 2027". Monday to Friday the window is 08:30 to 18:30. 🚨 THERE IS NO SUNDAY RULE.

Point 1 is the only article in the order that names a vehicle, and it names Monday to Friday. "Domeniche ecologiche" appears once in the whole document, in the preamble, recounting what regional decision DGR 1493/2025 says Move-In does not cover — "in occasione delle domeniche ecologiche, ove adottate con specifica ordinanza". This order is not that specific ordinance.

Saturday and Sunday carry no ban at all. 🚫 DO NOT CARRY A NEIGHBOUR'S CALENDAR HERE. Formigine names nineteen ecological Sundays with December empty; Castenaso names twenty-three including all four December Sundays; Piacenza names twenty; Maranello names none and instead declares every Sunday of the season closed.

Vignola, Soliera and this order have none at all. 🚨 NOR IS THERE AN EMERGENCY CIRCULATION BAN, though the machinery for one is fully built. The order's first point 6 sets up the familiar trigger: the Arpae bulletin issued on Mondays, Wednesdays and Fridays, measured for the Province of Reggio Emilia, the measures running from the day after the bulletin until the next control day inclusive.

It then lists exactly two measures, 6.1 a prohibition on spreading livestock slurry and 6.2 a prohibition on wood-biomass domestic heating below the five-star class. No vehicle appears under either. 🔑 THE SUSPENDED DAYS ARE EIGHT, AND THAT IS THE LONGEST LIST IN THE FAMILY — AND THE ONLY ONE THAT REACHES EASTER.

The order names "1° novembre, 8 dicembre, Natale, Santo Stefano, Capodanno, Epifania, Pasqua, Lunedì dell'Angelo", plus any day of a local public transport strike. ⚠️ Note that it names four of them by feast rather than by date, which is how this file differs from Soliera's, where all four suspended days are printed as numerals. ⚠️ FIVE OF THE EIGHT ACTUALLY BITE, AND THE ARITHMETIC IS WORTH SHOWING BECAUSE THE LIST'S LENGTH IS MISLEADING.

Checked against the calendar on 2026-09-30: 8 December 2026 is a Tuesday, Christmas Day a Friday, 1 January 2027 a Friday, Epiphany a Wednesday and Easter Monday, 29 March 2027, a Monday — all five working weekdays inside the season.

The other three cannot touch a Monday-to-Friday rule: 1 November 2026 is a Sunday, St Stephen's Day a Saturday and Easter Sunday, 28 March 2027, a Sunday. 🔑 EASTER MONDAY IS THE ONE A VISITOR COULD ACTUALLY USE, AND IT IS UNIQUE TO THIS ORDER IN THE FAMILY.

29 March 2027 is a working Monday two days before the season ends, and Soliera's record had to record the opposite — that Easter Monday falls inside its season and is NOT suspended there.

Comune di Bagnolo in Piano (RE) — Ordinanza n° 16 del 21/09/2026: the subject line for the season, point 1 for the weekday window, the suspended days and the strike clause, the first point 6 for the emergency article, and the preamble for the sole mention of ecological Sundays

Area covered

One built-up area, and it is explicitly a plural one: "l'area del centro abitato di Bagnolo in Piano (capoluogo e frazioni)" — the main town AND its outlying hamlets. 🔑 That parenthesis is the widest area formula in this family.

Soliera and Vignola each restrict a single centro abitato; Baricella names five by name; this order names none of its hamlets and sweeps them all in by category. 🚫 AND IT POINTS AT NO DOCUMENT AT ALL, WHICH IS A THIRD KIND OF SILENCE. The areas are "come individuati agli atti del Comune" — as identified in the Comune's own records.

There is no annex, no planimetry, no street list and no resolution number. ⚠️ This is a step further than Soliera, which at least names "la planimetria costituente l'allegato n. 1" and then fails to publish it: there, a reader knows what to ask the Comune for.

Here there is nothing to ask for by name. ⚠️ THE CONSEQUENCE IS THAT THIS RECORD CANNOT TELL A DRIVER WHERE THE EDGE IS, AND SAYING SO IS THE POINT. The practical test on the ground is the one the Highway Code gives and which every order in this family ultimately rests on: a centro abitato is bounded on its approach roads by the begin and end signs bearing the place name, posted under article 4 of D.Lgs.

285/1992. 🔑 Here that test does more work than usual, because the order covers the hamlets too — so the signs a driver meets on entering each separate settlement are the operative boundary, not just the ones around the main town. 🔑 One thing the order does settle is which territory the duty comes from: the preamble records that the Comune "si trova nella zona Pianura Ovest", the western-plain zone covered by the Court of Justice judgment of 10 November 2020, and is bound to implement the PAIR 2030 measures on that footing.

Comune di Bagnolo in Piano (RE) — Ordinanza n° 16 del 21/09/2026, point 1 for the area formula and the referral to the Comune's records, and the preamble for the Pianura Ovest zoning

Why there is no map here
The order names no document to publish, which makes this the emptiest boundary referral in the family rather than a failure to serve a named file. Point 1 restricts circulation in "l'area del centro abitato di Bagnolo in Piano (capoluogo e frazioni), come individuati agli atti del Comune" — as identified in the records of the Comune. There is no annex number, no planimetry, no council resolution cited and no street named anywhere in the order in connection with the boundary. 🔑 That is a third variety within one family and all three were measured on the same index within nine days: Vignola names "allegato n. 1" and Arpae serves it as a real 1:10.000 plan; Soliera names "allegato n. 1" and Arpae serves nothing; this order names nothing at all, so a reader has no file to ask for by name. Baricella, the fourth, names no document either but then lists its restricted streets inside the ordinance. The measurement on the publisher's side: on 2026-09-30 Arpae's sub-page for Bagnolo in Piano carried exactly ONE PDF link, the ordinance, against the Vignola sub-page's three on the same index. The ordinance PDF carries no map inside it either — scripts/pdf-images.py finds exactly ONE image object in nine pages, 95 × 124 pixels, and it was written out and looked at rather than assumed (D-339): it is the municipal coat of arms, a crowned shield in a laurel wreath. So there is nothing to read, nothing to look at and nothing to draw, and the honest status is not_published. 🚫 The comune outline is not a stand-in, and here it would be a worse one than usual: relation/43587 is the level-8 comune, while the restriction reaches the capoluogo AND the frazioni as separate built-up areas — a single municipal polygon would draw one shape where the order creates several, and would include the farmland between them that the order does not restrict. OpenStreetMap does hold a level-10 relation for the capoluogo, relation/9300582, but using it would answer only the first of the several areas the order names and would silently drop the hamlets. Bagnolo in Piano is warned from its city anchor instead, and the practical test on the ground is the one the Highway Code gives: a centro abitato is bounded on its approach roads by the begin and end signs bearing the place name, posted under article 4 of D.Lgs. 285/1992 — which here must be applied at each settlement the driver enters.
Petrol standard

Petrol cars of Euro 0, Euro 1 and Euro 2 are banned — "veicoli alimentati a benzina EURO 0, EURO 1 ed EURO 2, non conformi alla direttiva 98/69/A CE e successive o alla direttiva 99/96/A CE e successive" — so a petrol car needs to be Euro 3 or better. Bi-fuel vehicles running on LPG/petrol or methane/petrol are treated identically and banned up to and including Euro 2.

Mopeds are banned up to and including Euro 2 where they do not comply with Directive 2013/60/EC or later, and motorcycles up to and including Euro 2 where they do not comply with Directive 2003/77/EC or later. 🔑 These are the only thresholds in the document. There is one vehicle list, at point 1, and no second list anywhere — no stricter Sunday list, no emergency list.

A reader of the Formigine or Castenaso records who has learned to check which of three lists applies today does not need to here.

Comune di Bagnolo in Piano (RE) — Ordinanza n° 16 del 21/09/2026, point 1, the five indents of the sole vehicle list

Diesel standard

Diesel cars are banned up to and including Euro 4 — "veicoli diesel EURO 0, EURO 1, EURO 2, EURO 3 ed EURO 4 non conformi alla direttiva 2005/55/CE B2 e successive o alla direttiva 99/96 fase III oppure Riga B2 o C e successive" — so a diesel needs to be Euro 5 or better. 🚨 AND THAT IS TRUE ON EVERY DAY OF THE SEASON.

There is no second list: no ecological Sunday on which the threshold moves to Euro 5, and no emergency vehicle limitation. Formigine, Castenaso, Maranello and Piacenza all carry one or both. A Euro 5 diesel is therefore lawful in Bagnolo in Piano on a Tuesday, on a Sunday and during an air-quality alert alike. 🚨 BUT A EURO 4 DIESEL HAS NO WAY OUT HERE, AND THAT IS WHERE THIS RECORD PARTS FROM ITS NEIGHBOURS.

Across this family a banned diesel can usually still travel by enrolling in Move-In, the regional telematics scheme. This order names Move-In only in its preamble and never in its operative part, so there is no exemption to claim. 🚫 At Baricella, on the same publisher's index and seven days later, Move-In is operative exemption letter d).

The two orders give opposite answers to the same driver. ⚠️ A reader who has seen that Italian national law set a structural Euro 5 diesel limitation from 1 October 2026 should note that it does not reach Bagnolo in Piano, and the order's own preamble says why: the national duty applies "nei centri abitati dei Comuni con popolazione superiore a 100.000 abitanti", and the Comune records its resident population at 31 December 2025 as 9 643. 🔑 At 9 643 this is by some way the smallest comune in this family — Soliera has 15 465 and Vignola 26 240 — and the figure is also why Arpae files it under the register of plain-country municipalities below thirty thousand rather than the over-30,000 index where Formigine, Castenaso and Maranello sit.

Comune di Bagnolo in Piano (RE) — Ordinanza n° 16 del 21/09/2026, point 1 third indent for the threshold, the first point 6 for the emergency article that adds no vehicle class, and the preamble for the population figure and the national 100,000 threshold

Penalty if you do not comply
€168.00 The order sets a range, not a fixed sum: under "art. 7, c. 13bis del Nuovo Codice della Strada" a breach of the circulation limits carries a fine of €168.00 to €679.00, "salvo adeguamenti previsti ai sensi dell'art. 195" — those amounts are revised nationally for inflation every two years. A repeat offence within two years also carries suspension of the driving licence for fifteen to thirty days. ⚠️ THE CEILING NOW SPLITS THE FAMILY THREE TO TWO. Castenaso, Vignola and this order print €679; Formigine and Soliera print €678. Five editions of one regional template quoting a national tariff none of them sets. This page quotes its own publisher and states the divergence (D-261); the practical consequence for a driver is nil, because the amount actually imposed is fixed by the national revision in force on the day. 🚨 THE 20% LATE-PAYMENT SURCHARGE REACHES THE CIRCULATION FINE HERE, AND IT DOES SO BY SAYING NOTHING. The clause reads "Il versamento delle somme sopraindicate deve avvenire entro 60 giorni… in caso di mancato versamento oltre il termine suddetto, la sanzione sarà maggiorata del 20%". It names no letters at all: "le somme sopraindicate" is every sum above it, and the circulation fine is the first of them. 🔑 THAT IS THE FIFTH DIFFERENT ANSWER TO ONE QUESTION IN FIVE PUBLICATIONS. Formigine's clause names "lettere b), c) e d)" and so deliberately excludes the driving fine; Castenaso's names a letter f) its own list does not contain; Vignola's order has no surcharge clause at all; Soliera's names "lettere a), b)" and so reaches it by enumeration; this one reaches it by omitting the enumeration. Payment is due within sixty days of the notice. The order's other measures carry their own separate penalties, which are not the circulation fine: breach of the open-burning points 2.3 and 2.4 runs from €300.00 to €3,000.00 under article 10(4) of D.L. 69/2023, and everything else in the order — including using a photocopy of one of the documents an exemption depends on, or using one improperly — runs from €25.00 to €500.00 under article 7-bis of the TUEL. ⚠️ THAT LAST BAND IS THE LOWEST FLOOR IN THE FAMILY, AND THE CONTRAST IS WORTH CARRYING. Vignola charges €50 to €500 for the same paperwork failure and Formigine €38 to €228; Soliera does not treat it as a separate offence at all but as the driving offence itself, at €168 to €678. So the same lapse costs a driver between €25 and €678 depending on which of these towns they are standing in. Where a document is forged or altered the enforcing officer seizes it and opens a judicial-police file. ⚠️ Enforcement here reaches further than a police patrol: alongside the road-police bodies of article 12 of the Highway Code and the officers and agents of the judicial police, the order names the Corpo di Polizia Locale dell'Unione Terra di Mezzo, ARPAE, the AUSL of Reggio Emilia and the Raggruppamento GGEV di Reggio Emilia — the provincial grouping of volunteer environmental wardens.Source: Comune di Bagnolo in Piano, read 2026-09-30

Comune di Bagnolo in Piano (RE) — Ordinanza n° 16 del 21/09/2026, the sanctions article letters a) to c), the surcharge clause, the sixty-day payment clause and the closing article naming the enforcing bodies

How to comply
  • Check the date. The scheme is dormant from 1 April to 30 September and bites from 1 October 2026 to 31 March 2027, Monday to Friday 08:30–18:30.
  • 🔑 Saturday and Sunday carry no ban at all. This order names no ecological Sundays. If you have read that the comuni around Bagnolo in Piano close their centres to Euro 5 diesels on named Sundays, that is Formigine's, Castenaso's, Maranello's and Piacenza's rule — it is not this one.
  • Work out your Euro class against a single list, which is all this order has. Banned: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 4; mopeds and motorcycles up to Euro 2. There is no stricter list on any day, no ticket, no permit and no payment that changes it.
  • 🚨 DO NOT RELY ON MOVE-IN HERE. In most of the towns around it, a banned vehicle enrolled in the regional Move-In telematics scheme is exempt. This order mentions Move-In only in its recitals and grants it nothing: it is not in the exemption list and not in the derogation list. Baricella, on the same regional index, does grant it — so an enrolled driver who is exempt there is not exempt here.
  • 🔑 Ignore the air-quality bulletin for this town. The order's emergency article does set up the Arpae trigger for the Province of Reggio Emilia, and it activates two measures — a livestock-slurry ban and a wood-biomass heating ban. Neither touches a vehicle.
  • ⚠️ Work out where you are from the signs, because this order does not tell you and does not name any document that would. It restricts the centro abitato "and its hamlets" as identified "in the records of the Comune". The test on the ground is the Highway Code one: a built-up area is bounded on its approach roads by the begin and end signs bearing the place name — and here that applies at each hamlet as well as at the main town.
  • The fine is €168 to €679 under article 7 paragraph 13-bis of the Highway Code, with fifteen to thirty days' licence suspension for a repeat offence within two years. Pay within sixty days, because here the 20% late surcharge does reach this fine — the clause names no exceptions.
  • Eight named days lift the ban, plus any day of a local public transport strike: 1 November, 8 December, Christmas Day, St Stephen's Day, New Year's Day, Epiphany, Easter Sunday and Easter Monday. ⚠️ Only five of them can do anything, because the ban only runs Monday to Friday: 8 December 2026, Christmas Day, 1 January 2027, Epiphany and Easter Monday, 29 March 2027. 🔑 Easter Monday is worth knowing — it is a working Monday two days before the season ends, and the neighbouring orders do not suspend it.
  • Electric and hybrid vehicles are never caught, and neither are cars carrying at least three people where the vehicle is approved for four or more seats — two people where it is approved for two or three. Vehicles registered for specific transport or special uses are outside the ban as well.
  • A disabled person's parking badge exempts the vehicle serving them, and so do journeys carrying someone to urgent or scheduled medical treatment, home-care patients and their carers, and blood donors on the day of donation. Emergency, rescue, breakdown-recovery, public-security and utility-maintenance vehicles are exempt, as are buses and school buses, doctors and vets on urgent home visits with their professional badge, vehicles carrying perishable goods or medicines, vehicles going to a booked roadworthiness test, market and fair traders, hotel guests' vehicles, heavy goods vehicles running between their operating base and roads outside the ban, postal vehicles and vehicles on trade plates.
  • ⚠️ Carry the original of whatever document your exemption rests on. A photocopy, or a document used by someone other than the person named on it, is a separate offence here at €25 to €500. That is the lowest floor in this family and the reason is not leniency — Soliera treats the same lapse as the driving offence itself.
  • ⚠️ Enforcement is wider than a police patrol: alongside the road-police bodies of article 12 of the Highway Code and the judicial police, this order empowers the local police force of the Unione Terra di Mezzo, ARPAE, the local health authority and the provincial grouping of volunteer environmental wardens.
  • One rule applies all year and not just in season, and it catches stationary vehicles: the Unione Terra di Mezzo's urban police regulation forbids leaving an engine running while parked or stopped, including at level-crossing barriers, except where the traffic itself requires it or the vehicle has specific technical needs.
