Driving in Pisa: ZTL Centro Storico

Pisa, Italy · Limited traffic zone

Official name Zona a Traffico Limitato del Centro Storico (settori Nord e Sud)

In force in Pisa right nowTuesday, 13 October 2026 at 11:04 · Europe/Rome

There is nothing conditional about the time here: the ordinance bans every vehicle 0–24 on every day, so this timetable says "in force" whenever it is asked. What decides a driver's case in Pisa is the plate, not the clock.

Public holidays make no difference for the same reason — the ban does not step back on any day, so there is no holiday exemption to look up.

Individual permit classes have narrower hours of their own, and the pedestrian areas (APU) inside the two sectors are governed by separate, stricter orders this record does not hold. A permit that lets you in does not necessarily let you in at any hour or into an APU.

Pisa has two further limited traffic zones outside these two sectors, and both have their own record here: the Lungarni zone on Friday, Saturday and Sunday nights, and the Porta a Lucca quarter around the stadium, which is switched on only for home matches of Pisa S.C. ⚠️ Those last two are one zone, not two — an earlier draft of this record counted "a quarter zone at Porta a Lucca" and "a match-day zone around the stadium" separately, and the ordinance that activated it, n. 1960 of 7 August 2026, shows that the quarter zone IS the match-day zone. This timetable covers the historic-centre sectors only.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Pisa's historic centre is shut to traffic around the clock.

The ordinance in force since 1 January 2025 organises it as two sectors — Centro Storico Nord, which contains Piazza del Duomo and the Leaning Tower, and Centro Storico Sud on the other side of the Arno — and inside both it forbids access, transit and parking to every vehicle 0–24 on every day of the year, with a 30 km/h limit throughout, subject only to the exemptions it lists.

Nothing is sold at the gate and there is no visitor's day ticket: bicycles, mopeds, light quadricycles and motorcycles are exempt outright, holders of a disabled person's badge and taxis are on a standing white list, and a visitor driving a car gets in through their accommodation.

A hotel, guesthouse or B&B inside the zone puts the plate on the portal's "lista bianca T" within ten hours of the car entering, recording the plate and the time of entry, for at most three days at a time. Permits are tied to one sector, so an authorisation for the north side does not open the south.

Daily charge

There is no charge for driving into Pisa's historic centre, because entry is not sold: the ordinance bans every vehicle 0–24 and then lists who is exempt, who goes on a standing white list and who may be issued a permit. Some permit classes are marked "a pagamento" — a lorry over 5 tonnes, a film crew, a removal van, an estate agency from outside the zone — but the ordinance sets no amount itself.

It leaves the tariffs to a separate act of the Giunta Comunale, listed by the operator as deliberation n. 284 of 15 November 2024 with an Allegato B covering car parks, ZTL access and mobility, which we have not read. So there is no day rate to publish and none is estimated.

When it operates

All day, every day. The ordinance states that inside the two sectors access, transit and parking are forbidden to all vehicles "nell'orario 0-24 di tutti i giorni", subject to the exemptions it then lists, and it sets a maximum speed of 30 km/h everywhere inside them.

There is no hour at which the zone opens and no weekday on which it lapses, so nothing here turns on the time you arrive — only on whether your plate is authorised. Individual permit classes carry their own narrower hours, and pedestrian areas inside the sectors (APU) are governed by their own separate orders, which are stricter rather than looser.

Area covered

Two sectors of the historic centre, each listed street by street in the ordinance. Centro Storico Nord runs from Piazza del Duomo and Via Santa Maria east across Piazza dei Cavalieri and Piazza delle Vettovaglie to Via San Lorenzo and Piazza Martiri della Libertà; its gates are at Via S.

Bibbiana, Via De Simone, Via Curtatone e Montanara, Via Roma, Via Cardinale Maffi, Via San Lorenzo, Via delle Maioliche, Piazza Locchi, Via San Francesco and Via San Ranierino. Centro Storico Sud lies across the Arno around Via San Martino, Via San Paolo and Piazza C. Gambacorti; its gates are at Piazza Toniolo, Via Silvestri, Via Turati, Via Sant'Antonio, Via Mazzini, Via S.

Paolo, Vicolo da Scorno, Via Toselli, Via delle Belle Donne and Via Manzoni. Inside both sectors there are pedestrian areas (APU) with their own, stricter orders, and the ordinance says more of them may be created.

Why there is no map here
Pisa defines both sectors as lists of street names in the ordinance itself and publishes no geometry we could find. The city's own dataset catalogue holds two datasets in total — findings of the Corte dei conti and payment data — and neither is geographic; the operator's portal publishes a parking map and the permit catalogue, not a zone polygon. So Pisa is warned at city level and the area field carries the sectors street by street instead. ⚠️ Worth a later reader's time: the street and gate lists are a moving target, and that is measured rather than suspected. Ordinanza n. 2719 of 5 December 2024 added Piazza San Giorgio to the Centro Storico Nord list and amended eight chapters; ordinanza n. 2847 of 23 December 2024 fixed a transcription error in chapter 3; ordinanza n. 406 of 26 February 2025 created two more electronic gates, in Piazza Santo Sepolcro and Piazza Cairoli. And the amendment arrived on schedule: ordinanza n. 1765 of 14 July 2026, read a cycle later, created a further entry gate into the Sud sector on via Giovanni Bovio at the corner of Lungarno Galilei, authorised by the transport ministry on 3 December 2025, together with a set of one-way reversals in the San Martino quarter. Its reasoning carries a fact about the Sud sector that the base ordinance does not: on Wednesdays and Saturdays the Piazza Toniolo entry gate is closed to every vehicle except those serving the market, because the market's stalls stand in the square — which is why the city built the Bovio gate rather than keep issuing temporary orders. All four amendments are watched here beside the base ordinance, so a further change to the same document set is visible rather than silent.

Petrol standard

Not this scheme's business. Pisa's historic-centre ZTL is an access ban with a list of exemptions; nothing in the ordinance makes an emissions class a condition of entering, and the one weight threshold it does use — 5 tonnes for vehicles not carrying people — is about size rather than exhaust.

Whether a separate regional measure binds a driver in Tuscany is a different question we have not investigated, and this record says nothing about it either way.

Penalty if you do not comply

The ordinance does not state an amount. It says the Municipal Police and the other road-police forces under article 12 of the Highway Code are charged with enforcing it, and that infringements are punished with the sanctions the Highway Code provides, without giving a figure; the tariff act it defers to covers permits and parking, not fines. Not estimated.

How to comply
  • Staying inside the zone: the hotel, guesthouse or B&B does the work, and it can be done after you arrive. The property enters your plate and your time of entry on the portal's "lista bianca T" within ten hours of the car passing a gate, and the registration may last at most three consecutive days, renewable in line with the stay, running to 23:59 on the last day named.
  • While that entry is pending the property gives you a temporary parking voucher issued by PisaMo to display where it can be read from outside the car. Each property may hold no more temporary permits at once than it has rooms.
  • Unloading: where the property has a loading bay nearby you may use it for at most 30 minutes, showing a parking disc or otherwise marking your time of arrival. Otherwise park as the Highway Code allows, never in a street reserved for authorised residents, and use the property's own private space if it has one.
  • Bicycles, mopeds, light quadricycles and motorcycles may enter, drive and park in the spaces set aside for them without any permit.
  • Disabled drivers: a vehicle used by the holder of the European disabled badge (CUDE) goes on the permanent white list. If you are not resident in Pisa and your own municipality has joined the national CUDE plate platform, registration there is automatic; if it has not, the form goes to PisaMo by email before you travel.
  • Taxis and hire cars with a driver (NCC), public transport, police, fire and armed forces vehicles are on the standing white list — free of charge, but registration is compulsory, because it is the plate recognition that stops the penalty process from starting.
  • A vehicle over 5 tonnes laden and not carrying people needs a temporary permit, which is chargeable and which names the route and the conditions the Municipal Police impose.
  • Driving to an event held at a hotel inside the zone without staying there: the property lists the plates, no parking comes with it, and no more than 30 minutes may pass between entering and leaving the zone.
  • Permits are sector-limited. An authorisation for Centro Storico Nord does not let you into Centro Storico Sud, and crossing the zone as a short cut is itself penalised for the categories whose permits exist only to reach a destination inside it.
