Driving in Pisa: ZTL Porta A Lucca

Pisa, Italy · Limited traffic zone

Official name Zona a Traffico Limitato nel quartiere di Porta a Lucca (ZTL Stadio)

What applies

Pisa's third limited traffic zone is a football zone. The Porta a Lucca district, north-east of the centre around the Arena Garibaldi stadium, became a ZTL in 2026 with twenty-four camera gates, and the ordinance switches it on only for home matches of Pisa S.C.: the cameras read plates from two hours before kick-off until the end of the first half, on the dates and at the times of the league calendar.

Outside that window the streets are ordinary streets and nothing is being enforced. There is nothing to buy — access is either exempt, on a standing white list, or covered by a free authorisation issued by PisaMo to people who live in the zone or in the block immediately north of it.

Customers of shops and restaurants inside the zone are covered too, and the deadline is the trap: the business enters the plate and the time of entry within twenty-four hours of the car arriving, which is a different number from the ten hours Pisa's hotels get in the historic centre.

Daily charge

There is no charge. The ordinance sells no entry and creates no ticket: it lists categories that are exempt outright, categories that go on a permanent white list free of charge, and categories that may be issued an authorisation by PisaMo which the text itself calls "non onerosa" — not chargeable. A visitor cannot pay to drive in during a match, and nothing here has a price to publish or to estimate.

When it operates

Match days only, and only around kick-off. The ordinance activates the zone "in occasione delle gare casalinghe della squadra di calcio Pisa S.C." at the Arena Garibaldi municipal stadium, and switches the electronic detection system on from two hours before the start of the match until the end of the first half.

The dates and times are those of the championship calendar of the league Pisa S.C. plays in, which the ordinance points to on the league's own site rather than fixing in the order — so there is no weekday and no clock time that holds from one week to the next, and this record deliberately publishes no timetable.

As a worked example the operator announced the 15 March 2026 fixture against Cagliari with the cameras live from 13:00, which is the same two-hour rule applied to a 15:00 kick-off.

Area covered

The Porta a Lucca quarter, north-east of Pisa's historic centre around the Arena Garibaldi stadium, enclosed by twenty-four electronic gates.

Twenty of them read vehicles going in — via Ugo Rindi, via Collodi, via Antonio Pisano, via Cecco di Pietro (two gates), via Angeli Pietro da Barga, via XXIV Maggio, viale Giovanni Pisano, via Randaccio, via Filzi, via di Gello, via Torino, via Savona, via Cagliari, via Palermo, via Olbia, via Lucchese, via Molise, via Luigi Bianchi and via Piave — and four read vehicles coming out: via Tommaso Pisano, via Marche, via Diaz and via Milano.

The zone was created with twenty gates by deliberation n. 20 of 20 January 2026 and enlarged to twenty-four by deliberation n. 36 of 3 March 2026.

A second area matters without being inside the zone: the block immediately to the north, bounded by via Tino da Camaino, via Giovanni Falcone, via di Gello and via della Pura – via Nazario Sauro, whose residents may be given an authorisation to drive into it.

Why there is no map here
The same wall as Pisa's other two zones, measured in the previous cycle and unchanged: the city's dataset catalogue holds two datasets in total and neither is geographic, and the operator's portal publishes ordinances and a parking map rather than geometry. Here the zone is defined by its twenty-four gates rather than by a perimeter of streets, which makes the gap smaller than it looks — the ordinance names every gate and the direction it faces, and that list is carried in the area field. A polygon drawn around those points would be our line, not the city's.

Petrol standard

Not this scheme's business. The Porta a Lucca zone controls who may drive through a residential quarter while a football crowd is arriving; the ordinance makes no emissions class a condition of entering, and sets no weight or fuel threshold at all.

Diesel standard

See the note on the petrol standard.

Penalty if you do not comply

The ordinance states no amount. It charges the Municipal Police and the other road-police forces under article 12 of the Highway Code with enforcing it, and says only that being on the white list is what stops the penalty procedure from starting — "evitando l'avvio del procedimento sanzionatorio" — without naming a figure. Not estimated.

How to comply
  • Check the fixture list before you check the map. This zone is dormant except on Pisa S.C. home match days, and even then only from two hours before kick-off to the end of the first half. If you are driving through Porta a Lucca at any other time there is nothing to comply with.
  • If a match is on and you have no authorisation, treat the whole quarter as closed and approach your destination from outside it: all twenty-four gates are cameras, twenty of them facing inwards, and the ban is on entering rather than on parking.
  • Bicycles, mopeds, light quadricycles, motorcycles and animal-drawn vehicles may enter, drive and park in the spaces set aside for them without any permit.
  • Visiting a shop, hairdresser, pizzeria or other business inside the zone: the business puts your plate on the portal's "lista bianca T" itself, entering the plate and your time of entry within twenty-four hours of the car passing a gate. ⚠️ This is not the ten-hour deadline that applies to accommodation in Pisa's historic centre — same portal, same city, different number.
  • Living in the zone, or in the block just north of it between via Tino da Camaino, via Giovanni Falcone, via di Gello and via della Pura – via Nazario Sauro: PisaMo issues a free authorisation. Apply at pisamo.it with SPID or CIE under "Richiedi un nuovo permesso" → "Autorizzazione – Solo ZTL" → "Stadio Residenti ZTL" or "Stadio Domiciliati ZTL", or at the front office in Via Cesare Battisti 53 with the vehicle registration document and an identity card.
  • Holders of the European disabled badge (CUDE) resident in Pisa may have up to two plates put on the permanent white list; a badge holder from a municipality that has joined the national CUDE plate platform is registered automatically, and one whose municipality has not writes to PisaMo. Taxis, hire cars with driver, public transport, police, fire and armed forces are on the same standing list — free, but registration is compulsory, because it is the plate recognition that prevents the penalty.
  • A permit for Pisa's historic centre does not simply carry over. The ordinance extends access to a named list of classes already authorised in Centro Storico Nord and Sud — doctors, couriers, tradesmen, food deliveries, journalists of the named local titles, sales representatives and similar — on the same terms as their existing permits. Guests of an accommodation white-listed in the historic centre are not among the classes it names, so an overnight registration made for the centre should not be assumed to open this zone.
  • Accompanying someone with a temporary walking difficulty: transit and parking where parking is allowed can be authorised on production of a full copy of the applicant's identity document, a doctor's certificate stating the temporary reduction in mobility and how long it lasts, and a full copy of the vehicle's registration document.
