Driving in Piacenza: Low emission zone

Piacenza, Italy · Low emission zone

Official name Divieto di circolazione dinamica nel centro abitato della città di Piacenza — misure antismog 2026/2027 in attuazione del PAIR 2030 (Ordinanza del Sindaco n. 704 del 25-09-2026)

Partly in force in Piacenza right nowTuesday, 13 October 2026 at 11:05 · Europe/Rome

  • In force Monday to Friday, 1 October 2026 to 31 March 2027: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 4; mopeds and motorcycles up to Euro 2
  • Not in force The twenty named domeniche ecologiche: the weekday list plus diesel Euro 5

Lifts Tuesday, 13 October 2026 at 18:30 local time.

🚨 The Sunday rule above is an encoding of a closed list of twenty dates, not of a recurring pattern, and it only reproduces that list because the season boundary, the whole of December, 1 November 2026 and 3 January 2027 are all excluded. It was checked date by date against the order on 2026-09-28: the season holds twenty-six Sundays, those six exclusions remove six, and the twenty that remain are the twenty the order names. If the order is re-issued for another season, this rule must be re-derived from the new list rather than carried over — the dates are named individually and a later order need not follow the same shape.

Saturday carries no rule because the order never names Saturday in its circulation article. That is not the same as an express exemption, and it holds only while the emergency measures are off.

The emergency measures are not in this timetable and cannot be. Arpae issues the bulletin on Mondays, Wednesdays and Fridays, or on the next working day where a control day is a holiday; when it forecasts a PM10 exceedance at any station in the province of Piacenza the ban runs 08:00–19:00 from the following day until the next control day inclusive, and reaches diesel Euro 5. Check the bulletin for the day you travel.

Strike days are not in this timetable for the same reason: the order lifts the ban on any day of a local public transport strike, and those are called at short notice.

⚠️ This timetable is a clock and a vehicle list. It says nothing about where you are: the three excluded localities of Besurica, Montale and Le Mose and the thirty-five excluded roads are not encoded here, and a vehicle on the banned list is outside the ban in those places at every hour in this table.

The order's other measures are outside this timetable because they are not about driving: the heating-season start date of 1 November 2026, the indoor temperature limits, the biomass and open-burning rules, the pellet certification duty and the standing ban on idling a parked engine all run on their own periods.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Piacenza closes its built-up area to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027.

Monday to Friday, 08:30 to 18:30, the ban catches petrol cars up to and including Euro 2, LPG/petrol and methane/petrol up to and including Euro 2, diesel cars up to and including Euro 4, and mopeds and motorcycles up to and including Euro 2. 🚨 On top of that the order names twenty individual Sundays — "domeniche ecologiche" — on which the same hours apply and the diesel line moves one class further to catch Euro 5 as well.

This is the point where Piacenza parts company with its neighbours: the Sunday ban here is a closed list of dates, not "every Sunday", and there is no ecological Sunday at all in December. Nothing is on sale. There is no day ticket, no charge and no payable derogation — a banned car does not become admissible by paying.

It is a mayoral order under articles 5, 6 and 7 of the Italian Highway Code implementing the region's air-quality plan, the PAIR 2030, and it is re-issued every year. Three things make it survivable for a visitor whose car is on the list.

The order excludes three whole neighbourhoods inside the perimeter — Besurica, Montale and Le Mose — on the express ground that they are not yet sufficiently served by public transport.

It excludes some thirty-five named roads and stretches so that traffic arriving from outside does not have to cross the city and can reach the park-and-ride sites, among them the whole Tangenziale Sud, Via Emilia Parmense, Via Caorsana and Via Cremona.

And a guest staying at hotel-type accommodation inside the restricted area is exempt for the journey to and from the accommodation itself, on a booking or on a later attestation. Electric and hybrid vehicles, cars carrying at least three people, and vehicles registered for specific transport or special uses are outside the ban altogether.

The ban is on circulation — the order says "circolazione dinamica" — so it is driving, not parking, that is caught.

Daily charge

Nothing is charged and nothing is on sale. The order bans the listed classes from circulating and then lists the vehicles, areas, roads and journeys that are excluded; there is no day ticket, no registration fee and no payable derogation a visitor could buy.

The one route by which a banned vehicle can be authorised is Move-In, the regional telematics scheme: the order's closing paragraph excludes from the Monday-to-Friday ban vehicles that have joined Move-In, which fits a black box and allows a monitored annual mileage allowance instead of a flat prohibition, on the terms of Annexes A, B and C to regional decision DGR n. 1493 of 22/09/2025.

The limit of that exemption is written into the same sentence and it is sharper than it first reads — Move-In vehicles "restano soggetti alle limitazioni delle domeniche ecologiche e alle limitazioni emergenziali", so the black box does nothing on any of the twenty ecological Sundays and nothing while the emergency measures are running.

Move-In is in any case a scheme for vehicles registered in the participating regions rather than something a foreign visitor can buy on arrival. Neither the order nor the regional decision states a price in the documents read here, so none is given.

When it operates

Seasonal, and the season had not yet begun when this was read. The ban runs from 1 October 2026 to 31 March 2027. Monday to Friday the window is 08:30 to 18:30 — "dal lunedì al venerdì dalle 08,30 alle 18,30". 🚨 Sundays are a closed list of dates, not a weekday rule.

The order names twenty "domeniche ecologiche", each also 08:30 to 18:30: 4, 11, 18 and 25 October 2026; 8, 15, 22 and 29 November 2026; 10, 17, 24 and 31 January 2027; 7, 14, 21 and 28 February 2027; and 7, 14, 21 and 28 March 2027. 🔑 December has no ecological Sunday at all, and neither does the first Sunday of January, and that gap is not an oversight — the order's own preamble cites article 12 paragraph 2 of the Technical Implementation Rules of the PAIR 2030, which sets ecological Sundays at "4 domeniche al mese, con possibilità di sospensione dal 1° dicembre al 6 gennaio e nei giorni di festività", four Sundays a month with the option of suspending them from 1 December to 6 January and on public holidays.

The arithmetic closes exactly: the season holds twenty-six Sundays, five of them fall inside the 1 December to 6 January window and one is 1 November, a holiday the order separately lists as suspended, which leaves the twenty that are named. Saturday carries no ordinary ban — the order simply never names it in the circulation article.

The whole of point 1, weekdays and ecological Sundays alike, is lifted on days when local public transport is on strike and on seven named days: 1 November, 8 December, 25 December and 26 December 2026, and 1 January, 6 January and 29 March 2027. ⚠️ Note what that list does and does not cover in March: 29 March 2027 is exempt, but 28 March 2027 is one of the twenty ecological Sundays, so the ban applies on that Sunday and not on the Monday after it.

Separately from all of this, the region's emergency measures can be triggered on any day of the week: they run 08:00 to 19:00, reach diesel Euro 5, start the day after a control day and last until the next control day inclusive.

Arpae issues that bulletin on Mondays, Wednesdays and Fridays, or on the next working day where a control day is a holiday, and it is triggered by a forecast exceedance of the PM10 threshold at even one station anywhere in the province of Piacenza — not only in the city.

Area covered

The centro abitato of Piacenza — the built-up area, not the whole municipality and not merely the historic centre. The order does not draw it: it adopts a perimeter fixed long before, "nel centro abitato della città di Piacenza individuato, ai sensi dell'art. 3, comma 1, punto 8) e dell'art.

4 del D.Lgs. 30.04.1992, n. 285, con D.G.C. n.

216/2002", a council decision of 2002, shown on the plan annexed as Allegato 1. 🔑 Three named places inside that perimeter are cut out of the ban altogether, and the order states the reason in its own words — Località Besurica, Località Montale and Località Le Mose, "in quanto non sono al momento sufficientemente servite dal trasporto pubblico locale", because they are not at present sufficiently served by local public transport.

That is an exemption by neighbourhood rather than by route, and it has no counterpart in the Modena order. Separately, so that vehicles arriving from outside do not have to cross the city to get somewhere else and can reach the car parks served by shuttle or scheduled bus, the order excludes about thirty-five roads and stretches by name (Allegato 2): Via E.

Pavese, Via Einaudi, Via I° Maggio between Via Einaudi and Via Emilia Pavese, the bretella Strada Gragnana–Via Einaudi, the prolungamento and the whole of the Tangenziale Sud, Strada Agazzana, Strada Bobbiese, Strada Val Nure, Via Gorra between Strada Val Nure and Largo Anguissola, Via Motti, Via Martiri della Resistenza between Via Motti and Via Manfredi, Via Manfredi between Via Martiri della Resistenza and Via Gorra, Via Delle Novate, Via Emilia Parmense, Via Colombo, Piazzale Roma, Via La Primogenita, Viale S.

Ambrogio, Piazzale Milano, Via Emilia in the Milan direction (S.S.

9), Via Legione Zanardi Landi, Via Maculani, Via XXI Aprile, Piazzale Torino, Via del Pontiere between Via Nino Bixio and Via XXI Aprile through the railway underpass on the Piacenza–Alessandria line, Via Nino Bixio between Via del Pontiere and Via Diete di Roncaglia, Via Diete di Roncaglia, Via Caorsana, Via Cremona, the new Cavalcaferrovia between Via Diete di Roncaglia and Via XXI Aprile, Via Portapuglia and Via Borgoforte. ⚠️ Only the named roads and stretches are excluded, not the neighbourhoods they run through, and several of them are excluded only between two named cross-streets.

The perimeter itself cannot be reproduced here as geometry: both plans are published as drawings with no text and no coordinate system, which is recorded under boundary_coverage.

Comune di Piacenza — Ordinanza del Sindaco n. 704 del 25-09-2026, the ORDINA article and the two lists of exclusions, with Allegato 1 (area) and Allegato 2 (vie percorribili)

Why there is no map here
The perimeter is published, in two attachments, and neither is a source geometry can be taken from — and this was measured rather than assumed (D-321 point 7). Allegato 1 is the area subject to the limitation and Allegato 2 the roads that stay drivable. Both were read on 2026-09-28: each is a single-page PDF that returns zero words and zero image objects, which is the signature of a pure vector drawing — the shape exists in the file as page-space paths with no text layer, no labels, no scale statement and no coordinate reference system of any kind. Georeferencing those paths into WGS84 would be this project's own construction of a legal boundary, presented while deciding whether a visitor's older car is committing an offence, which is exactly the half-answer the corpus refuses to publish. ⚠️ Two further facts about these attachments belong on the record rather than in a note to ourselves. Their own metadata is much older than the order they serve: Allegato 1 records a creation date of 2012-09-20 and creator pdfsam-console 0.7.3 over iText 2.0.2, and Allegato 2 a creation date of 2015-09-23 and creator PDFCreator 1.2.1, and Allegato 2 carries the internal title "planimetria peir 2015", naming a regional plan that the PAIR 2030 has since replaced. The drawings are being re-attached season after season, and the drawing of the drivable roads is titled for a superseded plan. That is a reason to treat the order's own words as authoritative where the two could differ, and the area field therefore carries the thirty-five road names and the three excluded localities as the order writes them out, not as the plan draws them. The perimeter itself is not the order's to draw either: it adopts the centro abitato delimited by D.G.C. n. 216/2002 under articles 3 and 4 of the Highway Code. Piacenza is warned from its city anchor instead.

The authority's own map: Comune di Piacenza

Petrol standard

Petrol cars of Euro 0, Euro 1 and Euro 2 are banned — "veicoli alimentati a benzina EURO 0, EURO 1 ed EURO 2, non conformi alla direttiva 98/69/A CE e successive o alla direttiva 99/96/A CE e successive" — so a petrol car needs to be Euro 3 or better. Bi-fuel vehicles running on LPG/petrol or methane/petrol are treated identically and banned up to and including Euro 2.

Mopeds are banned up to and including Euro 2 where they do not comply with Directive 2013/60/EC or later, and motorcycles up to and including Euro 2 where they do not comply with Directive 2003/77/EC or later.

None of these four lines moves anywhere in the scheme: petrol, bi-fuel, mopeds and motorcycles are caught at Euro 2 on weekdays, on the twenty ecological Sundays and while the emergency measures are running alike. It is only the diesel line that moves.

Comune di Piacenza — Ordinanza del Sindaco n. 704 del 25-09-2026, point 1 (weekday and ecological-Sunday lists) and point 2 letter a) (emergency list)

Diesel standard

Diesel cars are banned up to and including Euro 4 from Monday to Friday — "veicoli diesel EURO 0, EURO 1, EURO 2, EURO 3 ed EURO 4 non conformi alla direttiva 2005/55/CE B2 e successive o alla direttiva 99/96 fase III oppure Riga B2 o C e successive" — so a diesel needs to be Euro 5 or better on a weekday. 🚨 On each of the twenty ecological Sundays the line moves one class further and Euro 5 is banned as well: "veicoli diesel EURO 0, EURO 1, EURO 2, EURO 3 ed EURO 4 ed EURO 5 non conformi al regolamento 715/2007*692/2008 (Euro 6 A o Euro 6 B)".

The same Euro 5 extension applies whenever the region's emergency measures are running, on any day of the week. A Euro 5 diesel is therefore legal here on a Tuesday and illegal on 18 October, and only a Euro 6 diesel is clear of every list. 🚨 And there is a second trap in this scheme that has nothing to do with the order itself.

National law had already set a deadline for Euro 5 diesel: the order's preamble cites Legge n. 105 of 18 July 2025, converting Decreto-Legge n.

73 of 21 May 2025, which requires air-quality plans to carry a structural limitation on Euro 5 diesel "a decorrere dal 1° ottobre 2026, in via prioritaria per i Comuni aventi popolazione maggiore di 100.000 abitanti" — from 1 October 2026, as a priority for municipalities over 100,000 inhabitants. Piacenza is one: the same order records a resident population of 102,364 at 31/12/2021.

Emilia-Romagna then legislated that limitation into force itself, at L.R. n. 9 of 28/07/2026 article 15 paragraph 1, for 1 October to 31 March each year, cars and N1/N2/N3 commercial vehicles, "dalle ore 8.30 alle ore 18.30, dal lunedì al venerdì" — the exact weekday window this scheme uses. 🔑 It is not in force, and the reason is in the same preamble.

Article 15 paragraph 7 of that regional law lets the Giunta substitute compensating measures, and DGR n.

1505 of 07/09/2026 did so "al fine di prescindere dall'attuazione della limitazione strutturale dei veicoli diesel euro 5" in Emilia-Romagna municipalities over 100,000 inhabitants, in exchange for three things: the heating season starting on 1 November, a biomass-heater ban during emergency measures, and widening the emergency circulation window to 08:00–19:00.

So a Euro 5 diesel driver who reads the national headline and concludes they are banned in Piacenza on weekdays from 1 October 2026 has it backwards, and the 08:00–19:00 emergency window they will meet instead is part of the price the region paid for that.

Penalty if you do not comply

🚨 A fine exists and the Comune does not state its amount — the absence here is ours, not the scheme's, and a driver should assume there is a fine and expect to be told the figure only when they receive one. The chain was followed and then deliberately stopped. The order's own sanctions clause is one sentence: non-observance "è punita con sanzione amministrativa in conformità alla L. n.

689/1981 e mediante pagamento della somma prevista dagli artt. 7 e 157 del D. Lgs.

30 aprile 1992, n. 285 in riferimento alle violazioni del Codice della strada" — a general reference to Law 689/1981 and to articles 7 and 157 of the Highway Code, with no figure, no range and no paragraph.

Article 7 of the Highway Code carries several different sanction paragraphs and article 157 is the stopping-and-parking article, so choosing which one a given entry is charged under would be this project's reading of the Code rather than the Comune's statement of its own penalty.

That matters more here than it would elsewhere, because the neighbouring Modena order for the same season does name a figure — a range of €168 to €679 under article 7 paragraph 13-bis — and copying it eighty kilometres up the Via Emilia would produce a precise, confident and unsourced number.

It is not carried across. ⚠️ One consequence of the order is worth more to a driver than the amount would be: "Nelle more transitorie di applicazione della presente ordinanza relativamente alle limitazioni alla circolazione veicolare, nelle attività di controllo vale la segnaletica verticale presente" — during the transitional period, enforcement goes on the signs actually standing at the roadside.

And the order requires any exemption badge or certificate to be displayed visibly and produced on request; improper use of one is itself grounds for its withdrawal.

On how likely enforcement is, the PAIR 2030 Technical Implementation Rules set a minimum in the preamble to this very order: article 12 paragraph 7 requires 1,200 checks a year in municipalities over 100,000 inhabitants, which is the band Piacenza's 102,364 residents fall into.

How to comply
  • Check the date first, then check whether it is one of the twenty Sundays. The scheme is dormant from 1 April to 30 September and bites from 1 October 2026 to 31 March 2027. Monday to Friday it runs 08:30–18:30. Saturday carries no ordinary ban.
  • 🚨 The Sunday rule here is a list, not a pattern. The ecological Sundays are 4, 11, 18 and 25 October; 8, 15, 22 and 29 November; 10, 17, 24 and 31 January; 7, 14, 21 and 28 February; and 7, 14, 21 and 28 March. There is no ecological Sunday in December and none on 3 January, because the regional plan allows them to be suspended from 1 December to 6 January. Do not reason from a neighbouring city: Modena bans every Sunday of the same season.
  • Work out your Euro class, because that is the only thing that decides your case. Banned on weekdays: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 4; mopeds and motorcycles up to Euro 2. There is no ticket, no permit and no payment that changes it.
  • 🚨 If your diesel is Euro 5, you are legal Monday to Friday and banned on all twenty ecological Sundays, and on any day the emergency measures are running. If you have read that Italy bans Euro 5 diesel in cities over 100,000 people from 1 October 2026, that national limitation is not applied in Emilia-Romagna: the region substituted compensating measures by DGR 1505 of 07/09/2026. One of those measures is why the emergency window is 08:00–19:00 rather than 08:30–18:30.
  • Watch the emergency bulletin if you are driving an older car in a cold spell, and watch it for the whole province, not the city. Arpae publishes it on Mondays, Wednesdays and Fridays; a forecast PM10 exceedance at even one station in the province of Piacenza switches the measures on from the next day until the following control day inclusive, at 08:00–19:00, reaching diesel Euro 5.
  • 🔑 If you live in or are heading for Besurica, Montale or Le Mose, the ban does not apply to you there. The order excludes those three localities inside the perimeter outright, because they are not yet sufficiently served by public transport. It is the only exemption of its kind in this scheme and it is by place, not by route.
  • If your car is banned and you are only passing through or heading for a park-and-ride, use the excluded roads. The order names about thirty-five of them, including the whole Tangenziale Sud and its prolungamento, Strada Bobbiese, Strada Val Nure, Via Emilia Parmense, Via Caorsana, Via Cremona, Via Emilia towards Milan (S.S. 9), Piazzale Roma, Piazzale Milano and Piazzale Torino. ⚠️ Several are excluded only between two named cross-streets — Via Gorra only between Strada Val Nure and Largo Anguissola, Via Nino Bixio only between Via del Pontiere and Via Diete di Roncaglia — so leaving the named stretch puts you back in the zone.
  • Staying in the zone? A vehicle serving someone lodged at hotel-type accommodation inside the restricted area is exempt for the journey to and from the accommodation itself, provided the property is inside the Comune. Carry the booking, or send the Corpo di Polizia Municipale within the following ten days an attestation stamped by the property or a copy of its invoice showing your name and the vehicle's plate.
  • Electric and hybrid vehicles are never caught, and neither are cars carrying at least three people where the vehicle is approved for four or more seats — two people where it is approved for two or three. Vehicles registered for specific transport or special uses are outside the ban as well.
  • A disabled person's parking badge issued under D.P.R. 151/2012 exempts the vehicle serving them, and so do journeys carrying someone to urgent or scheduled medical treatment, home-care patients and their carers, and blood donors on the day of donation. Emergency, rescue, breakdown-recovery, public-security, environmental-control and utility-maintenance vehicles are exempt, as are buses and school buses, doctors and vets on urgent home visits with their professional badge, vehicles carrying perishable goods or medicines, vehicles going to a booked roadworthiness test, market and fair traders, and lorries over 3.5 tonnes limited to the run between their operator's base and the excluded road network.
  • Historic vehicles get less than you might expect: registration in ASI, Storico Lancia, Italiano Fiat, Italiano Alfa Romeo or Storico FMI exempts the vehicle only "limitatamente alle manifestazioni organizzate" — for organised events, not for ordinary driving.
  • Whatever exemption you rely on, display the badge visibly and be ready to produce the certificate. The order makes that an obligation and provides for withdrawal of a badge that is misused. During the transitional period, enforcement follows the signs actually standing at the roadside.
  • Strikes and seven named days lift the ban outright: 1 November, 8 December, 25 December and 26 December 2026, and 1 January, 6 January and 29 March 2027. ⚠️ 28 March 2027 is not on that list — it is one of the twenty ecological Sundays, so the ban applies on it and not on the Monday after.
  • This is the antismog ban and nothing else. It is a limit on circulation — "circolazione dinamica" — so it governs driving rather than parking, and Piacenza's other access and parking schemes operate under their own separate orders.
