Driving in Carpi: Low emission zone

Carpi, Italy · Low emission zone

Official name Limitazioni alla circolazione a Carpi (MO) — disposizioni finalizzate a ridurre l'inquinamento atmosferico, periodo di riferimento 01/10/2026 - 31/03/2027, in attuazione del Piano Aria Integrato Regionale (PAIR 2030) (Ordinanza sindacale Prot.0062751 del 28/09/2026)

Partly in force in Carpi right nowTuesday, 13 October 2026 at 11:04 · Europe/Rome

  • In force Monday to Friday, 1 October 2026 to 31 March 2027: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 4; mopeds and motorcycles up to Euro 2
  • Not in force Ecological Sundays, 1 October 2026 to 31 March 2027: everything banned on a weekday, plus diesel Euro 5. 🚨 THIS IS A READING, NOT A QUOTED CALENDAR. The order defines the set as "le giornate di domenica, denominate domeniche ecologiche, comprese nel periodo", which is every Sunday of the season — twenty-six of them, twenty-five after the suspension. Its preamble separately recites the PAIR formula of "4 domeniche al mese", and November 2026 and January 2027 each contain five Sundays, so under that formula one Sunday in each would be unrestricted and the order never identifies it. The operative article governs and the stricter reading is encoded; the divergence is stated in the hours field and in the caveats rather than resolved.

Lifts Tuesday, 13 October 2026 at 18:30 local time.

🚨 THE ZONE IS NOT THE CENTRO ABITATO, ALTHOUGH THE ORDER'S WORDS SAY SO. Points 1 and 2 ban circulation "nell'area del centro abitato di Carpi (come delimitata nella planimetria di cui all'Allegato 1)", and the plan's legend draws the restricted area and the centro abitato as two separate figures — an orange "limite Area soggetta alle nuove limitazioni del traffico" inside a black-and-yellow "limite/area Centro Abitato". The timetable above applies to the orange figure only.

🚨 THE SUNDAY RULE IS THE STRICTER OF TWO READINGS THE DOCUMENT SUPPORTS. The operative article makes every Sunday of the season an ecological Sunday; the preamble's PAIR recital says four a month, and two months of this season have five. No Sunday calendar is published. Encoding the operative reading protects the driver; it is a reading and is labelled as one.

⚠️ SATURDAY IS UNRESTRICTED UNLESS THE EMERGENCY MEASURES ARE RUNNING, and the order's own suspension list contains a Saturday — 26 December 2026 — which therefore suspends nothing. The list is quoted as printed and not repaired.

⚠️ THE EMERGENCY MEASURES ARE NOT IN THIS TIMETABLE AND CANNOT BE. They are triggered by Arpae's bulletin on its Monday, Wednesday and Friday control days, begin the following day, last until PM10 returns within limits, run 08:00–19:00, add diesel Euro 5 and apply on Saturdays, Sundays and public holidays alike. A calendar cannot hold a condition evaluated three times a week.

⚠️ THE MEASURES ARE ALSO SUSPENDED ON LOCAL PUBLIC TRANSPORT STRIKE DAYS, which cannot be put in a calendar either. Both rules above are subject to it.

⚠️ MOVE-IN DOES NOT HELP ON A SUNDAY. Vehicles enrolled in the regional Move-In scheme are exempt from the weekday rule only; point 5 withdraws the exemption for ecological Sundays and for the emergency measures in terms.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Carpi closes an area of its built-up town to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027. Monday to Friday, 08:30 to 18:30, the ban catches petrol cars up to and including Euro 2, LPG/petrol and methane/petrol up to and including Euro 2, diesel cars up to and including Euro 4, and mopeds and motorcycles up to and including Euro 2.

On an ecological Sunday the same window applies and diesel reaches Euro 5. When Arpae's bulletin calls for emergency measures the window widens to 08:00–19:00, reaches diesel Euro 5, and expressly runs on Saturdays, Sundays and public holidays too. Nothing is on sale: there is no day ticket, no charge and no payable derogation.

The fine is set by national law and this order prints it, a range of €168 to €678, with fifteen to thirty days' licence suspension for a repeat offence within two years. 🚨 THE ORDER SAYS "THE CENTRO ABITATO" AND ITS OWN MAP DRAWS SOMETHING SMALLER, AND THAT IS THE FIRST THING A DRIVER HERE HAS TO KNOW.

Points 1 and 2 ban circulation "nell'area del centro abitato di Carpi (come delimitata nella planimetria di cui all'Allegato 1)" — the built-up area, as delimited in the Allegato 1 plan.

Allegato 1 was rendered and read on 2026-09-30, and its legend names four separate things in the publisher's own words: an orange line for the "limite Area soggetta alle nuove limitazioni del traffico", a blue P for "Parcheggio Scambiatore", a black line for the "limite Centro Abitato" and a pale yellow fill for the "area Centro Abitato".

The orange boundary and the centro abitato are therefore NOT the same figure on this sheet, and the yellow runs well outside the orange in several directions — the industrial zone to the west, the hauliers' zone and the S. Marino frazione to the north and east, the S. Croce frazione to the south.

A reader who takes the words alone would place the ban over the whole built-up area; the annex the words defer to draws a smaller loop inside it. This record follows the annex, because the sentence itself says "come delimitata nella planimetria". 🔑 IT IS THE FOURTH MAP CONVENTION THIS FAMILY HAS PRODUCED IN ONE REGION AND ONE SEASON.

Bagnacavallo colours the carriageways, Lugo fills the enclosed city blocks, Imola shades the area and draws the permitted routes through it, and Carpi draws a boundary line and then tells you the line itself is drivable. None of the four may be read through another. ⚠️ THE NAMED ROADS ARE THE MAP'S, NOT THE ORDER'S, AND THE TWO LISTS DO NOT AGREE.

The order's point 5 says only that "Le vie perimetrali del centro abitato e i percorsi di accesso/uscita dai parcheggi scambiatori (Via Sigonio, Via Ugo Da Carpi, Via Peruzzi, P.le Donatori di Sangue, Via Lago d'Idro e vie limitrofe) rimangono liberamente percorribili" — freely drivable.

The map names the perimeter properly, nine roads of it, and is stricter about the corridors: they are drivable "ESCLUSIVAMENTE PER ACCEDERE AI RELATIVI PARCHEGGI SCAMBIATORI (INGRESSO/USCITA)". Free passage and access-only are different permissions, and this record encodes the stricter one.

Riccardo Righi, and published by Arpae Emilia-Romagna, with Allegato 1 (the plan) and Allegato 2 (the derogations), both of which the order makes part of itself

Daily charge

Nothing is charged and there is no such charge in this scheme.

The order bans the listed classes from an area of the centro abitato, keeps the perimeter roads and five park-and-ride corridors open, and then lists who is exempt; there is no day ticket, no registration fee, no permit price and no payable derogation a visitor could buy on arrival. 🚨 The one route by which a banned vehicle can be authorised is Move-In, the regional telematics scheme, and Carpi states its limits more plainly than any neighbour read so far.

Move-In is in any case a scheme for vehicles registered in the participating regions rather than something a foreign visitor can buy, and neither the order nor the regional decision states a price in the documents read here, so none is given. 🔑 That Carpi says it cleanly is worth recording beside its siblings, because the same substantive rule reached this corpus twice already in two other shapes: Imola reaches it by naming enrolled vehicles among the classes BANNED on a Sunday and in an emergency, and Lugo's order contradicts itself about it inside one document.

Carpi grants the exemption in one article and withdraws it in another, and cites the regional decision that says so — DGR 1493/2025 itself "ha precisato che il sistema non consente la circolazione dei veicoli in caso di attivazione delle misure emergenziali di limitazione della circolazione e in occasione delle domeniche ecologiche".

When it operates

Seasonal, and the season had not yet begun when this was read. The ban runs from 1 October 2026 to 31 March 2027. Monday to Friday the window is 08:30 to 18:30.

On an ecological Sunday the window is the SAME, 08:30 to 18:30, and only the vehicle list changes — diesel reaches Euro 5. That matches Imola, 83.04 km away, and differs from Lugo, which runs its Sundays 08:00–19:00, so the clock cannot be carried between these orders. 🔑 UNLIKE ITS NEIGHBOURS THIS ORDER DOES SAY WHICH SUNDAYS ARE ECOLOGICAL SUNDAYS, AND IT SAYS ALL OF THEM.

Point 2 opens "Nelle giornate di domenica, denominate domeniche ecologiche, comprese nel periodo 01/10/2026 – 31/03/2027" — on the Sundays, called ecological Sundays, falling within the period. That is a definition, and it is the thing Imola's order for the same season conspicuously lacks.

Counted on 2026-09-30 the season contains twenty-six Sundays, of which one is suspended, leaving twenty-five restricted Sundays. ⚠️ ONE SENTENCE IN THE PREAMBLE POINTS THE OTHER WAY AND IT IS NOT RESOLVED HERE. Reciting the PAIR 2030 technical rules the order describes ecological Sundays as "(4 domeniche al mese, con possibilità di sospensione dal 1° dicembre al 6 gennaio e nei giorni…)" — four Sundays a month.

Two months of this season have five: November 2026 and January 2027. If the recital were operative, one Sunday in each of those two months would not be an ecological Sunday, and the order never says which.

The operative article says every Sunday, so this record encodes every Sunday; the recital is quoted rather than suppressed, and a driver should treat any Sunday of the season that is not on the suspension list as restricted.

The ban is suspended on six named days: 1 November 2026, 8 December 2026, 25 December 2026, 26 December 2026, 1 January 2027 and 6 January 2027. ⚠️ RECOMPUTED ON 2026-09-30, TWO OF THE SIX DO NOT DO WHAT A READER WOULD ASSUME.

26 December 2026 is a SATURDAY, and no rule in this order reaches Saturday, so suspending it suspends nothing; and 1 November 2026 is a SUNDAY, so it is the only one of the six that touches the Sunday rule rather than the weekday one. The order's list is printed as it stands and neither entry is repaired — the arithmetic changes every season and the publisher's list is the publisher's.

The measures are also suspended on any day of a local public transport strike, which cannot be put in a calendar. Separately, the emergency measures can be triggered on any day of the week.

When Arpae's bulletin — issued on the control days of Monday, Wednesday and Friday — calls for them in the province, they come into force automatically from the following day and last "fino ad avvenuto rientro nei limiti del valore di PM10".

They run 08:00 to 19:00, extend the ban to diesel Euro 5, and the order states expressly that they "si applicano anche nelle giornate del sabato, domenica e festivi" — so an emergency is the only way this scheme reaches a Saturday.

Area covered

An area of the built-up town, bounded by named roads that are themselves outside the ban — not the whole centro abitato, and not a town-centre block either. The order's words are "nell'area del centro abitato di Carpi (come delimitata nella planimetria di cui all'Allegato 1)", and the annex is where the figure actually is. 🚨 THE ANNEX DRAWS TWO DIFFERENT BOUNDARIES AND ONLY ONE OF THEM IS THE BAN.

Rendered and read on 2026-09-30, its legend names them apart: "limite Area soggetta alle nuove limitazioni del traffico" is an orange line, while "limite Centro Abitato" is a black line and "area Centro Abitato" is a pale yellow fill. The orange loop sits inside the yellow, which continues past it to the west into the industrial zone, north into the hauliers' zone, east to the S. Marino frazione and south to the S.

Croce frazione. Taking the order's phrase literally would extend the ban over all of that. This record follows the orange line, because the order's own sentence defers to the plan. 🔑 THE PERIMETER IS DRIVABLE AND THE MAP SAYS SO IN CAPITALS.

The title block carries "N.B. LE VIA CHE DELIMITANO IL PERIMETRO DELL'AREA SONO PERCORRIBILI" — the roads that bound the area are drivable — and then names nine of them: Tang. B.

Losi, S.P. 413, Tang. 12 Luglio 1944, Via Griduzza, Via Cavata, Via Secchia, Cavalc.

Lama di Quartirolo, Via Lama Di Quartirolo Int. and Via Cattani. ⚠️ The order itself names none of these; point 5 says only "Le vie perimetrali del centro abitato".

So a driver who reads only the ordinance cannot tell which roads the perimeter is, and the nine names exist solely on the drawing. ("LE VIA" is the publisher's own spelling of "LE VIE" and is quoted, not repaired.) ⚠️ THE FIVE PARK-AND-RIDE CORRIDORS ARE THE SHARPEST DISAGREEMENT BETWEEN THE TWO DOCUMENTS, AND THIS RECORD TAKES THE STRICTER SIDE.

The map heads them "SONO INOLTRE PERCORRIBILI I SEGUENTI CORRIDOI ESCLUSIVAMENTE PER ACCEDERE AI RELATIVI PARCHEGGI SCAMBIATORI (INGRESSO/USCITA)" and lists P1 Via Peruzzi, P2 Via Molinari-Piazzale Donatori di Sangue, P3 S.P. 468 Motta-Roosevelt-Lago d'Idro, P4 Via Sigonio and P5 Via Ugo da Carpi.

The order's point 5 lumps the same corridors in with the perimeter and calls the lot "liberamente percorribili" — freely drivable — and its list is looser in both directions: it omits Via Molinari and the Motta–Roosevelt stretch that the map names, and adds "e vie limitrofe", neighbouring streets, which the map does not.

Access-only to a named car park is a narrower permission than free passage, and a banned vehicle driven through on the strength of the order's wording would be inside the zone without the exemption.

The stricter reading is encoded and both wordings are quoted above so the divergence is visible rather than silently decided. ⚠️ On the ground the practical test for the centro abitato is the one the Highway Code gives — the begin and end signs bearing the place name on each approach road — but that test finds the YELLOW boundary, not the orange one.

The orange boundary is identified by the nine named roads and by nothing else the documents publish.

Why there is no map here
THE BOUNDARY IS PUBLISHED, IT IS LEGIBLE TO A HUMAN, AND NO READER IN THIS PROJECT CAN EXTRACT IT — WHICH IS A DIFFERENT MECHANISM FROM IMOLA'S AND WAS MEASURED BEFORE BEING CALLED THAT. Allegato 1 is a single-page PDF of 5 956 112 bytes, 2126 × 2409 pt. scripts/pdf-images.py finds only six image objects and all six are furniture — the largest is 99 × 84 px, the civic crest. The map is therefore VECTOR, and the 5.9 MB is paths. But the lettering is drawn as paths too: scripts/pdf-text-local.mjs returns 170 characters, being the two department headings and "CITTÀ DI CARPI", and PyMuPDF via scripts/read-local-pdf.py returns ten lines and stops at "DELL'AREA SONO PERCORRIBILI". Neither reader reaches the nine perimeter road names, the five park-and-ride corridors, the legend or a single street label. 🔑 Imola's Allegato 1 was unreadable because it is a raster; this one is unreadable because its type has been converted to outlines. Two mechanisms, one verdict, and a cycle that learned the first would have tested for the wrong thing. It was rendered at 45 dpi and read on 2026-09-30, and its legend and title block again at 200 dpi, on the D-339 rule that a drawing has to be opened before it is judged. What it shows is set out in the area field: an orange restriction boundary distinct from the black-and-yellow centro abitato, the nine named perimeter roads, and the five numbered park-and-ride corridors marked access-only. ⚠️ It is still a drawing, not geometry — no coordinates, no stated projection, no vector boundary this project may claim as the publisher's. Tracing it would produce OUR line, not theirs, which is the D-007 error the boundary README's first rule exists to prevent. So the map is cited and linked and this record states no shape. ⚠️ It carries no revision date either, the third such absence measured in this family in one day after Lugo and Imola.

The authority's own map: Città di Carpi (MO), Settore S3 Ambiente — Transizione Ecologica and Settore S5…

Petrol standard

Petrol cars of Euro 0, Euro 1 and Euro 2 are banned, so a petrol car needs to be Euro 3 or better. Bi-fuel vehicles running on LPG/petrol or methane/petrol are treated identically and banned up to and including Euro 2, as are mopeds and motorcycles — "Ciclomotori e Motocicli: Euro 0, Euro 1 ed Euro 2".

None of these four lines moves anywhere in the scheme: they are caught at Euro 2 on a weekday, on an ecological Sunday and while the emergency measures are running alike, because point 2 adds only diesel Euro 5 to the point 1 list and point 12(a) does the same. ⚠️ Unlike Imola's and Castenaso's orders for the same season, this one states the classes plainly and cites no directive numbers against them, so there is no directive text to cross-check and none is invented here.

Diesel standard

Diesel cars are banned up to and including Euro 4 from Monday to Friday — "Diesel: Euro 0, Euro 1, Euro 2, Euro 3 ed Euro 4" — so a diesel needs to be Euro 5 or better on a weekday. 🚨 On an ecological Sunday the line moves one class further: point 2 bans the point 1 vehicles "e, in aggiunta" the "Veicoli Diesel: Euro 5".

The emergency measures at point 12(a) do the same, widening the window to 08:00–19:00 and extending the ban "anche ai veicoli Diesel Euro 5". Only a Euro 6 diesel is clear of every list. ⚠️ A reader who has seen that Italian national law set a structural Euro 5 diesel limitation from 1 October 2026 should note that it does not reach Carpi as a structural rule.

The preamble recites that the national duty is addressed to comuni above 100,000 inhabitants, and that Emilia-Romagna substituted compensating measures by DGR n. 1505 of 07/09/2026 — among them the widened emergency window, "fissandola dalle 8.00 alle 19.00", for comuni above 30,000 inhabitants and for the Bologna agglomeration. Carpi, which the order places in the "zona Pianura ovest", implements that.

Euro 5 is caught here by the Sunday rule and by the bulletin, not by a structural rule.

Penalty if you do not comply
€168.00 The order sets a range, not a fixed sum: under "l'art. 7 comma 1 b) e 13 bis del vigente D.Lgs. 30.04.1992 n. 285" a breach of the circulation limits at points 1, 2 and 12(a) carries a "sanzione amministrativa pecuniaria da € 168,00 a € 678,00, salvo adeguamenti previsti ai sensi dell'articolo 195 del decreto legislativo 30 aprile 1992, n. 285" — those amounts are revised nationally for inflation periodically. A repeat offence within two years also carries suspension of the driving licence for fifteen to thirty days. Failing to produce, or misusing, the documentation required for an Allegato 2 derogation is treated as the breach itself and draws the same range. ⚠️ THE CEILING DIFFERS BY ONE EURO ACROSS THIS FAMILY AND THIS RECORD DOES NOT RESOLVE WHICH IS RIGHT. Counted across the corpus on 2026-09-30 from what each publisher actually prints, twelve of the Emilia-Romagna orders print "a € 679,00" — among them Modena, Castenaso, Imola, Maranello, Mirandola and Vignola — and three print "a € 678,00": Formigine, Soliera and this one. Carpi is internally consistent, printing 678 at both places it states the range and 679 nowhere. All fifteen are quoting a national tariff none of them sets. This page quotes its own publisher, states the divergence, and does not silently pick a winner (D-261). 🔑 The split does not follow the obvious lines and this record does not claim a mechanism for it: Carpi and Soliera share a comune union, measured through OSM containment on the same level-7 area, which would suggest a shared drafting office — but Formigine is in a different union and prints 678 too, while Modena, Maranello, Mirandola and Vignola are in the same province as Carpi and print 679. The order's other measures carry their own separate penalties, which are not the circulation fine. Leaving an engine running while stopped, which point 4 forbids across the WHOLE municipal territory rather than inside the zone, draws "da € 80,00 a € 480,00" under article 7-bis of the Testo Unico on local government. Breaches of the heating, biomass and pellet points and of the open-burning ban draw "da € 50,00 a € 300,00" under the same article. Burning agricultural or forestry residues draws "da € 300,00 a € 3.000,00" under article 10 paragraph 4 of D.L. 69/2023. A shopkeeper who breaches the door-closing duty faces an administrative penalty "non inferiore a 50,00 euro e non superiore a 500,00 euro" under article 42 paragraph 2 of Regional Law 16/2017. ⚠️ Enforcement here is narrower than at Imola or Castenaso: the order names the road-police bodies of article 12 of the Highway Code and the officers and agents of the judicial police, and no volunteer ecological guards.Source: Città di Carpi, read 2026-09-30

How to comply
  • Check the date first. The scheme is dormant from 1 April to 30 September and bites from 1 October 2026 to 31 March 2027.
  • Check the day, because three different rules apply. Monday to Friday, 08:30–18:30, diesel is banned up to Euro 4 and petrol, LPG/petrol, methane/petrol, mopeds and motorcycles up to Euro 2. On a Sunday, same window, the same list plus diesel Euro 5. Saturday carries no ban at all — unless the emergency measures are running.
  • Before travelling on a Sunday, treat every Sunday of the season as restricted unless it is 1 November 2026. The order calls all of them ecological Sundays; its preamble recites a 'four per month' formula that would exempt one Sunday in November 2026 and one in January 2027, but never says which, so the safe reading is the whole set.
  • Check Arpae's emergency bulletin, issued Mondays, Wednesdays and Fridays, at https://www.arpae.it/it/temi-ambientali/aria/liberiamo-laria/bollettino-misure-emergenziali — when it calls for emergency measures they start the NEXT day, run 08:00–19:00, add diesel Euro 5, and apply on Saturdays, Sundays and public holidays too.
  • Do not rely on the ordinance's words for where the zone is. Its Allegato 1 plan draws the restricted area as an orange loop that is SMALLER than the built-up area the words name, and the two are separate figures in the plan's own legend.
  • If you are driving a banned vehicle, the perimeter roads are open: Tangenziale B. Losi, S.P. 413, Tangenziale 12 Luglio 1944, Via Griduzza, Via Cavata, Via Secchia, Cavalcavia Lama di Quartirolo, Via Lama di Quartirolo Int. and Via Cattani, all named on the plan and all excluded from the ban.
  • To park and continue by other means, use one of the five park-and-ride corridors — P1 Via Peruzzi, P2 Via Molinari–Piazzale Donatori di Sangue, P3 S.P. 468 Motta-Roosevelt-Lago d'Idro, P4 Via Sigonio, P5 Via Ugo da Carpi. The plan allows them for reaching the car park and leaving it, not for driving through.
  • Check Allegato 2 as well as the order, because the order's own lettered list of exemptions, a) to q), is not the whole list. Allegato 2 adds shift workers on continuous or double shifts and on-call staff, family members assisting a relative in need, volunteer-association vehicles and journeys to a seasonal tyre change. None of those is a lettered exemption in the body of the ordinance; the body mentions shift workers once, in a parenthetical 'es.' at point 5 describing what the annex contains, and grants nothing there.
  • Carry the paperwork the derogation depends on. Failing to produce it, or misusing it, is treated as having broken the ban and draws the same €168–€678 fine.
  • Note one duty that applies everywhere in the comune, not just in the zone: switching off the engine when stopped, parked or waiting. Breaching it costs €80 to €480.
