Driving in Soliera: Low emission zone

Soliera, Italy · Low emission zone

In force in Soliera right nowTuesday, 13 October 2026 at 11:04 · Europe/Rome

  • In force Monday to Friday, 1 October 2026 to 31 March 2027: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 4; mopeds and motorcycles up to Euro 2. 🔑 This is the ONLY vehicle list in the order — there is no stricter Sunday list and no emergency list.

Lifts Tuesday, 13 October 2026 at 18:30 local time.

🚨 There is exactly one rule in this timetable and that is the finding, not an omission. Soliera's order names no ecological Sundays and imposes no emergency circulation measures, so Saturday, Sunday and alert days carry no ban. Most orders in this family have two or three rules here. No timetable may be copied from one town to another.

A Euro 5 diesel is lawful in Soliera on every day of the season. That is not true at Formigine, Castenaso, Maranello or Piacenza.

The emergency article, point 6, is real and has two limbs, but neither reaches a vehicle: the Arpae bulletin for the Province of Modena triggers a livestock-slurry ban and a wood-biomass heating ban.

Strike days are not in this timetable: the order suspends the ban on any day of a local public transport strike, and those are called at short notice.

⚠️ This timetable is a clock. It says nothing about where you are, and this order does not say either: it refers the area to a plan that is not published. A vehicle on the banned list can be entirely lawful at every hour in this table.

🚨 The timetable cannot carry the harshest rule in this order, which is not about time at all: failing to produce the document an exemption depends on counts as the driving offence itself. See the penalty and steps.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Soliera closes the built-up area at its centre to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027. Monday to Friday, 08:30 to 18:30, the ban catches petrol cars up to and including Euro 2, LPG/petrol and methane/petrol up to and including Euro 2, diesel cars up to and including Euro 4, and mopeds and motorcycles up to and including Euro 2.

Nothing is on sale: there is no day ticket, no charge and no payable derogation. The fine is set by national law and the order states it, a range of €168 to €678, with fifteen to thirty days' licence suspension for a repeat offence within two years. 🔑 ONE VEHICLE LIST, ONE CLOCK — the second order in this corpus built that way, and the first was published one day earlier eighteen kilometres away.

Like Vignola's, this order names no ecological Sundays: the phrase occurs once in the preamble, describing what Move-In does not cover, and never in the operative part.

Its emergency article, point 6, is triggered by the Arpae bulletin for the Province of Modena and imposes two measures, a livestock-slurry ban and a wood-biomass heating ban — neither of them about vehicles. 🚨 So a Euro 5 diesel is lawful here on every day of the season, and a reader carrying Formigine's, Castenaso's, Maranello's or Piacenza's Sunday calendar across will over-restrict themselves. 🚨 AND THE PAPERWORK RULE IS HARSHER HERE THAN ANYWHERE ELSE IN THE FAMILY, WHICH IS THE FINDING A VISITOR CAN ACTUALLY BE CAUGHT BY.

Where the neighbouring orders punish misuse of an exemption document with a smaller separate fine, this one says that failing to produce it, or using it improperly, "equivale al mancato rispetto del divieto di circolazione" — it counts as the driving offence itself, and carries the same €168 to €678. 🔑 The 20% late-payment surcharge then reaches that fine, because the surcharge clause names "lettere a), b)" and the circulation fine is letter a).

At Formigine the same clause deliberately excludes it. ⚠️ The order identifies the restricted area only on "la planimetria costituente l'allegato n. 1", and no annex is published.

Arpae's page for Soliera carries one file, the ordinance.

Comune di Soliera (MO) — Ordinanza n. 19 del 29/09/2026, signed digitally by the Mayor, Caterina Bagni, and published by Arpae Emilia-Romagna, the regional agency that collects the implementing ordinances of the municipalities bound by the PAIR 2030

Daily charge

Nothing is charged and nothing is on sale. The order bans the listed classes from circulating inside the built-up area its unpublished plan is said to draw, and then lists the vehicles and journeys that are exempt; there is no day ticket, no registration fee and no payable derogation a visitor could buy.

The one route by which a banned vehicle can be authorised is Move-In, the regional telematics scheme, which fits a black box and allows a monitored annual mileage allowance instead of a flat prohibition, on the terms of Annexes A, B and C to regional decision DGR n. 1493 of 22/09/2025 as applied here by the Comune's own earlier ordinanza n.

38 del 01/10/2025. 🔑 Its reach here is the wide one, and for the same structural reason as at Vignola rather than as a concession. Point 8 letter d) excludes Move-In vehicles from the point 1 ban with no narrowing words — none of the "solo relativamente alle limitazioni strutturali" clause that Formigine and Castenaso attach.

The preamble does recite the regional caveat, that Move-In "non consente la circolazione dei veicoli ad esso aderenti in caso di attivazione delle misure emergenziali di limitazione della circolazione e in occasione delle domeniche ecologiche, ove adottate con specifica ordinanza". ⚠️ Read against this order the caveat has nothing to bite on: Soliera adopts no ecological Sunday, and its emergency article imposes no circulation limitation.

"Ove adottate" — where adopted — is doing the work. Move-In is in any case a scheme for vehicles registered in the participating regions rather than something a foreign visitor can buy on arrival, and neither the order nor the regional decision states a price in the documents read here, so none is given.

When it operates

Seasonal, and the season had not yet begun when this was read. The ban runs from 1 October 2026 to 31 March 2027 — the order puts the dates in its own subject line, "NEL TERRITORIO COMUNALE DAL 1/10/2026 AL 31/03/2027". Monday to Friday the window is 08:30 to 18:30. 🚨 THERE IS NO SUNDAY RULE.

Point 1 is the only article in the order that names a vehicle, and it names Monday to Friday. "Domeniche ecologiche" appears once in the whole document, in the preamble, recounting what regional decision DGR 1493/2025 says Move-In does not cover — "in occasione delle domeniche ecologiche, ove adottate con specifica ordinanza". This order is not that specific ordinance.

Saturday and Sunday carry no ban at all. 🚫 DO NOT CARRY A NEIGHBOUR'S CALENDAR HERE. Formigine names nineteen ecological Sundays with December empty; Castenaso names twenty-three including all four December Sundays; Piacenza names twenty, again with no December; Maranello names none and instead declares every Sunday of the season.

Vignola, one day before this order and eighteen kilometres away, has none — and Soliera is the second of that kind rather than the first. 🚨 NOR IS THERE AN EMERGENCY CIRCULATION BAN, though the machinery for one is fully built.

Point 6 sets up the familiar trigger: the Arpae bulletin issued on Mondays, Wednesdays and Fridays, measured "nell'ambito territoriale della Provincia di Modena", the measures running from the day after the bulletin until the next control day inclusive. It then lists exactly two measures, 6.1 a prohibition on spreading livestock slurry and 6.2 a prohibition on wood-biomass domestic heating below the five-star class.

No vehicle appears under either. 🔑 That is a slightly fuller emergency article than Vignola's, which has only the slurry limb — and it still reaches no driver. THE SUSPENDED DAYS ARE FOUR, AND THAT IS THE SHORTEST LIST IN THE FAMILY: 8 and 25 December 2026, and 1 and 6 January 2027, the order citing table 16 of the PAIR 2030 general report.

The ban is also suspended on any day of a local public transport strike. ⚠️ All four bite, which is unusual and is worth stating because the neighbouring records had to warn the opposite.

Checked against the calendar on 2026-09-30: 8 December 2026 is a Tuesday, 25 December a Friday, 1 January 2027 a Friday and 6 January a Wednesday — every one of them a working day inside the season. 🔑 Where Formigine and Vignola pad their lists with weekend dates that cannot touch a Monday-to-Friday rule, this one names only days that can. ⚠️ But the list is also the shortest, and two absences are worth naming: 1 November 2026 is not on it, and neither is any patron saint's day.

1 November 2026 is a Sunday, so nothing turns on it; Vignola's 13 October, by contrast, is a Tuesday on which Vignola lifts the ban and Soliera does not. Easter Monday, 29 March 2027, is a working Monday inside the season and is not suspended here either.

Area covered

One built-up area — "l'area del centro abitato di Soliera" — and the order does not describe it in words at all. Point 1 restricts circulation in that area "come da planimetria costituente l'allegato n. 1", and point 7 repeats the referral: the area "è individuata nella planimetria costituente l'allegato n.

1". 🚫 AND THAT PLAN IS NOT PUBLISHED, WHICH WAS MEASURED RATHER THAN ASSUMED. Arpae's page for Soliera carries exactly ONE link, the ordinance itself.

There is no "Allegato 1" link beside it — which is the opposite of the Vignola sub-page one entry away on the same index, where the annex is a separate 927 789-byte file and turns out to be a real 1:10.000 plan. The ordinance PDF contains no map either: scripts/pdf-images.py finds ten image objects and all ten are the same 198 × 79 pixel header device, one per page.

So there is nothing to read and nothing to look at. ⚠️ THE CONSEQUENCE IS THAT THIS RECORD CANNOT TELL A DRIVER WHERE THE EDGE IS, AND SAYING SO IS THE POINT. Three of the twelve orders in this family describe their perimeter: Formigine names eleven roads that stay open, Vignola annexes a drawing whose legend marks the boundary and labels five road crossings, and Soliera does neither.

The practical test on the ground is the one the Highway Code gives and which every one of these orders ultimately rests on: a centro abitato is bounded on its approach roads by the begin and end signs bearing the place name, posted under article 4 of D.Lgs.

285/1992. 🚫 The comune is not a stand-in. relation/43525, "Soliera", spans 9.74 km north to south by 8.34 km east to west, most of it farmland on the plain north of the town, against a centro abitato that is a small fraction of it.

A third party's municipal shape is a drawing of a different question. Soliera is warned from its city anchor instead. 🔑 One thing the order does settle is which territory the duty comes from: the preamble records that Soliera "è ubicato nella zona Pianura Ovest", the western-plain zone covered by the Court of Justice judgment of 10 November 2020, and is bound to implement the PAIR 2030 measures on that footing.

Comune di Soliera (MO) — Ordinanza n. 19 del 29/09/2026, point 1 and point 7 for the referral to the unpublished plan, and the preamble for the Pianura Ovest zoning

Why there is no map here
The order names a plan and the publisher serves none. Point 1 restricts circulation in the centro abitato of Soliera "come da planimetria costituente l'allegato n. 1" and point 7 repeats it, "è individuata nella planimetria costituente l'allegato n. 1". On 2026-09-30 Arpae's sub-page for Soliera carried exactly ONE link, the ordinance itself — no "Allegato 1" label, no second file of any kind. That was measured against the immediate neighbour on the same index and the same day: the Vignola sub-page carries three links and its Allegato 1 is a genuine 927 789-byte plan. So this is not the publisher's general practice and it is not the Formigine failure either, where an annex link existed and served the wrong bytes; here the annex is simply absent. The ordinance PDF carries no map inside it: scripts/pdf-images.py finds ten image objects and all ten are the same 198 × 79 pixel header device, one per page, with no other raster anywhere in ten pages. 🚫 AND THE ORDER DESCRIBES NO EDGE IN WORDS EITHER, which is what separates this from the Formigine record, where eleven named perimeter roads gave a reader something to stand on. Soliera names no road at all in connection with the boundary and carves out no exception to it. There is therefore nothing to record and nothing to draw, and the honest status is not_published rather than a coverage claim built from a municipal outline. 🚫 relation/43525, "Soliera", spans 9.74 km north to south by 8.34 km east to west and is mostly plain farmland north of the town; a third party's municipal shape is a drawing of a different question and would overstate the restricted area by a large multiple. Soliera is warned from its city anchor instead, and the practical test on the ground is the one the Highway Code gives: a centro abitato is bounded on its approach roads by the begin and end signs bearing the place name, posted under article 4 of D.Lgs. 285/1992 — which is, in the end, the same instrument Vignola's published plan was drawn to implement.
Petrol standard

Petrol cars of Euro 0, Euro 1 and Euro 2 are banned — "veicoli alimentati a benzina EURO 0, EURO 1 ed EURO 2, non conformi alla direttiva 98/69/A CE e successive o alla direttiva 99/96/A CE e successive" — so a petrol car needs to be Euro 3 or better. Bi-fuel vehicles running on LPG/petrol or methane/petrol are treated identically and banned up to and including Euro 2.

Mopeds are banned up to and including Euro 2 where they do not comply with Directive 2013/60/EC or later, and motorcycles up to and including Euro 2 where they do not comply with Directive 2003/77/EC or later. 🔑 These are the only thresholds in the document. There is one vehicle list, at point 1, and no second list anywhere — no stricter Sunday list, no emergency list.

A reader of the Formigine or Castenaso records who has learned to check which of three lists applies today does not need to here.

Diesel standard

Diesel cars are banned up to and including Euro 4 — "veicoli diesel EURO 0, EURO 1, EURO 2, EURO 3 ed EURO 4 non conformi alla direttiva 2005/55/CE B2 e successive o alla direttiva 99/96 fase III oppure Riga B2 o C e successive" — so a diesel needs to be Euro 5 or better. 🚨 AND THAT IS TRUE ON EVERY DAY OF THE SEASON.

There is no second list: no ecological Sunday on which the threshold moves to Euro 5, and no emergency vehicle limitation. Formigine, Castenaso, Maranello and Piacenza all carry one or both.

A Euro 5 diesel is therefore lawful in Soliera on a Tuesday, on a Sunday and during an air-quality alert alike. 🚫 A reader who has learned the neighbouring shape will believe otherwise and will over-restrict themselves, which is the safer error but still an error this page should correct. ⚠️ A reader who has seen that Italian national law set a structural Euro 5 diesel limitation from 1 October 2026 should note that it does not reach Soliera, and the order's own preamble says why: the national duty applies "nei centri abitati dei Comuni con popolazione superiore a 100.000 abitanti", and Soliera records its resident population at 1 January 2026 as 15 465. 🔑 That figure is also why this record's publisher index is the one it is — Arpae files Soliera under the register of plain-country municipalities below thirty thousand, not under the over-30,000 index where Formigine, Castenaso and Maranello sit.

At 15 465 it is the smallest comune in this family by some way; Vignola, on the same register, has 26 240.

Penalty if you do not comply
€168.00 The order sets a range, not a fixed sum: under "art. 7 comma 13 bis del vigente Codice della Strada" a breach of the circulation limits carries a "sanzione amministrativa pecuniaria da € 168,00 a € 678,00, salvo adeguamenti previsti ai sensi dell'articolo 195 del D. Lgs.30/04/1992, n.285" — those amounts are revised nationally for inflation every two years. A repeat offence within two years also carries suspension of the driving licence for fifteen to thirty days. ⚠️ THE CEILING NOW SPLITS THE FAMILY TWO AND TWO, WHICH IS WHY THIS RECORD STILL DOES NOT ADJUDICATE. Castenaso prints €679 and so does Vignola; Formigine prints €678 and so does this order. Four editions of one regional template quoting a national tariff none of them sets. This page quotes its own publisher and states the divergence (D-261); the practical consequence for a driver is nil, because the amount actually imposed is fixed by the national revision in force on the day. 🚨 THE PAPERWORK RULE IS THE HARSHEST IN THE FAMILY AND IT IS THE THING A VISITOR CAN REALLY BE CAUGHT BY. Letter b) does not set a separate, smaller fine the way its siblings do. Using a photocopy of one of the documents the order relies on, using one improperly — "veicolo condotto da persona estranea rispetto a quella indicata sul documento, circolazione al di fuori dei contenuti del documento" — OR simply failing to produce it, "la mancata esibizione", "equivale al mancato rispetto del divieto di circolazione nei giorni ed orari stabiliti" and carries the letter a) fine. So an exempt driver who left the badge, the booking or the medical certificate at home pays €168 to €678, not the €50 to €500 Vignola would charge or the €38 to €228 Formigine would charge. 🔑 Carrying the original is not advice here; it is the difference between two fines an order of magnitude apart. 🔑 AND THE 20% LATE-PAYMENT SURCHARGE REACHES THE CIRCULATION FINE, WHICH AT FORMIGINE IT DELIBERATELY DOES NOT. The clause reads "Relativamente alla sanzione amministrativa pecuniaria di cui alle precedenti lettere a), b), in caso di versamento oltre il termine suddetto, la sanzione sarà maggiorata del 20%" — and letter a) is the driving fine. Formigine's identical clause names "lettere b), c) e d)" and so excludes it; Castenaso's names a letter f) that its own list does not contain; Vignola's order has no surcharge clause at all. Four orders, four different answers to the same question. Payment is due within sixty days of the notice. The order's other measures carry their own separate penalties, which are not the circulation fine: breach of the open-burning points 2.2 and 2.3 runs from €300 to €3,000 under article 10(4) of D.L. 69/2023, and breach of the shop-door point 4.2 runs from €50 to €500 and falls on the business owner. Where a document is forged or altered the enforcing officer seizes it and opens a judicial-police file. ⚠️ Enforcement here reaches further than at Vignola: alongside the road-police bodies of article 12 of the Highway Code and the officers and agents of the judicial police, the order names the Guardie Ecologiche Volontarie (GEV) and the Guardie Ecologiche volontarie di Legambiente (GEL) — volunteer environmental wardens, as Castenaso and Maranello do and Vignola and Formigine do not.Source: Comune di Soliera, read 2026-09-30

Comune di Soliera (MO) — Ordinanza n. 19 del 29/09/2026, the sanctions article letters a) to d), the surcharge clause, the sixty-day payment clause and the closing article naming the enforcing bodies

How to comply
  • Check the date. The scheme is dormant from 1 April to 30 September and bites from 1 October 2026 to 31 March 2027, Monday to Friday 08:30–18:30.
  • 🔑 Saturday and Sunday carry no ban at all. This order names no ecological Sundays. If you have read that the comuni around Soliera close their centres to Euro 5 diesels on named Sundays, that is Formigine's, Castenaso's, Maranello's and Piacenza's rule — it is not this one, and it is not Vignola's either.
  • Work out your Euro class against a single list, which is all this order has. Banned: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 4; mopeds and motorcycles up to Euro 2. There is no stricter list on any day, no ticket, no permit and no payment that changes it.
  • 🔑 Ignore the air-quality bulletin for this town. Point 6 does set up the Arpae trigger for the Province of Modena, and it activates two measures — a livestock-slurry ban and a wood-biomass heating ban. Neither touches a vehicle.
  • ⚠️ Work out where you are from the signs, because this order does not tell you. It restricts the centro abitato of Soliera "as per the plan annexed", and no plan is published. The test on the ground is the Highway Code one: a centro abitato is bounded on its approach roads by the begin and end signs bearing the place name.
  • The fine is €168 to €678 under article 7 paragraph 13-bis of the Highway Code, with fifteen to thirty days' licence suspension for a repeat offence within two years. Pay within sixty days, because here the 20% late surcharge does reach this fine.
  • 🚨 CARRY THE ORIGINAL DOCUMENT AND CARRY IT WITH YOU — this is the one rule that is stricter in Soliera than anywhere else in the family. Failing to produce the document your exemption depends on, or using a photocopy, or using someone else's, counts as the driving offence itself and carries the same €168 to €678. A disabled person's badge, a hotel booking or a medical certificate left at home is not a smaller offence here; it is the full one.
  • Four named days lift the ban, plus any day of a local public transport strike: 8 and 25 December 2026, and 1 and 6 January 2027. 🔑 All four are working weekdays inside the season, so all four actually do something — which is not true of the longer lists at Formigine and Vignola. ⚠️ There is no patron saint's day here and no Easter Monday; Vignola lifts the ban on 13 October and Soliera does not.
  • Electric and hybrid vehicles are never caught, and neither are cars carrying at least three people where the vehicle is approved for four or more seats — two people where it is approved for two or three. Vehicles registered for specific transport or special uses are outside the ban as well.
  • Move-In, the regional telematics scheme, exempts an enrolled vehicle from the ban outright here. The order attaches none of the narrowing words its neighbours use, and the regional caveat recited in its preamble — that Move-In does not cover ecological Sundays or emergency circulation measures — has nothing to bite on, because this order adopts neither.
  • A disabled person's parking badge exempts the vehicle serving them, and so do journeys carrying someone to urgent or scheduled medical treatment, home-care patients and their carers, and blood donors on the day of donation. Emergency, rescue, breakdown-recovery, public-security and utility-maintenance vehicles are exempt, as are buses and school buses, doctors and vets on urgent home visits with their professional badge, vehicles carrying perishable goods or medicines, vehicles going to a booked roadworthiness test, market and fair traders, postal vehicles and vehicles on trade plates. ⚠️ Every one of those exemptions runs on a document, and see the warning above about producing it.
  • ⚠️ Enforcement is wider than a police patrol: alongside the road-police bodies of article 12 of the Highway Code and the judicial police, this order empowers the Guardie Ecologiche Volontarie and Legambiente's volunteer wardens.
