Driving in Castenaso: Low emission zone

Castenaso, Italy · Low emission zone

Partly in force in Castenaso right nowTuesday, 13 October 2026 at 11:05 · Europe/Rome

  • In force Monday to Friday, 1 October 2026 to 31 March 2027: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 4; LPG/diesel and methane/diesel up to Euro 4; mopeds and motorcycles up to Euro 2
  • Not in force The twenty-three named ecological Sundays, on the Sunday list: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 5; mopeds and motorcycles up to Euro 2 — and NOT the dual-fuel diesel line, which point 3 omits

Lifts Tuesday, 13 October 2026 at 18:30 local time.

🚨 The Sunday rule is a list of dates here and a rule elsewhere, and that is the single most transferable error in this corner of the corpus. Point 3 names twenty-three Sundays; Maranello's order for the same season declares every Sunday of the season an ecological Sunday and names none; Piacenza's names twenty and leaves December empty. No timetable may be copied from one town to another.

The Sunday rule bans a DIFFERENT set of vehicles from the weekday rule, not simply a wider one. Diesel cars reach Euro 5 on a Sunday, which is stricter — but the LPG/diesel and methane/diesel line that point 1 bans on weekdays does not appear in point 3 at all. A reader comparing only the windows would see two identical clocks and miss both differences.

Saturday carries no rule because the order never names Saturday in its circulation articles. That holds only while the emergency measures are off.

The emergency measures are not in this timetable and cannot be. Arpae issues the bulletin on Mondays, Wednesdays and Fridays; when it calls for measures anywhere in the Città Metropolitana di Bologna the ban runs 08:00–19:00 from the following day until the next control day inclusive, on any day of the week, and reaches diesel Euro 5 and dual-fuel diesel Euro 5.

Strike days are not in this timetable for the same reason: the order suspends the ban on any day of a local public transport strike, and those are called at short notice.

⚠️ This timetable is a clock. It says nothing about where you are, and here that matters twice over: the scheme covers two separate built-up areas about three kilometres apart, and inside both of them the order leaves forty-three itineraries open, so a vehicle on the banned list can be entirely lawful at every hour in this table.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Castenaso closes two separate built-up areas to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027.

Monday to Friday, 08:30 to 18:30, the ban catches petrol cars up to and including Euro 2, LPG/petrol and methane/petrol up to and including Euro 2, diesel cars up to and including Euro 4, LPG/diesel and methane/diesel up to and including Euro 4, and mopeds and motorcycles up to and including Euro 2. Nothing is on sale: there is no day ticket, no charge and no payable derogation.

The fine is set by national law and the order states it, a range of €168 to €679, with fifteen to thirty days' licence suspension for a repeat offence within two years. 🔑 Three things here have no counterpart in the neighbouring records for the same season and the same regional plan.

The first is that the scheme covers two named places rather than one: every operative point bans the vehicles "su tutta l'area del centro abitato di Castenaso e del centro abitato della frazione di Villanova di Castenaso", and the two sit about three kilometres apart.

The second is the size of the hole cut in them — the order excludes forty-three bulleted itineraries from the ban, forty-six streets and one roundabout, with the stretches spelled out by house number and junction, so a banned vehicle can legally reach car parks, the cemetery, the sports grounds and the Carabinieri barracks inside the restricted areas.

Fidenza's order for the same season excludes two roads; this one excludes a road network. The third is the calendar: the order names twenty-three ecological Sundays as dates, and they are not all the Sundays of the season. 🚨 And the vehicle list is not one list but three.

On a weekday six fuel lines are caught and diesel stops at Euro 4. On an ecological Sunday five lines are caught, diesel reaches Euro 5 — and the LPG/diesel and methane/diesel line, which is banned on weekdays, is not on the Sunday list at all. During the regional emergency measures seven lines are caught and dual-fuel diesel Euro 5 joins them.

Electric and hybrid vehicles, cars carrying at least three people, and vehicles registered for specific transport or special uses are outside the ban altogether. ⚠️ Move-In, the regional telematics scheme, is narrower here than in any neighbouring record: the order excludes enrolled vehicles from point 1 only — "Solo relativamente alle limitazioni strutturali di cui al punto 1" — so a Move-In vehicle is still banned on the twenty-three ecological Sundays and during the emergency measures.

Comune di Castenaso (BO) — Ordinanza sindacale n. 22 del 25/09/2026, signed digitally by the Mayor, Carlo Gubellini, and published by Arpae Emilia-Romagna, the regional agency that collects the implementing ordinances of the municipalities bound by the PAIR 2030

Daily charge

Nothing is charged and nothing is on sale. The order bans the listed classes from circulating, excludes a named road network from the ban and then lists the vehicles and journeys that are exempt; there is no day ticket, no registration fee and no payable derogation a visitor could buy.

The one route by which a banned vehicle can be authorised is Move-In, the regional telematics scheme, which fits a black box and allows a monitored annual mileage allowance instead of a flat prohibition, on the terms of Annexes A, B and C to regional decision DGR n. 1493 of 22/09/2025 as applied here by the Comune's own earlier ordinance n.

22 of 2025. 🚨 Its reach is narrower here than in any neighbouring record, and the order says so in one clause: point 10 letter d) excludes Move-In vehicles "Solo relativamente alle limitazioni strutturali di cui al punto 1" — only in respect of the structural limitations of point 1. Point 1 is the Monday-to-Friday ban.

So an enrolled vehicle is still banned on the twenty-three ecological Sundays of point 3 and while the emergency measures of point 8.1 are running. Maranello's order for the same season does the opposite and excludes Move-In vehicles from points 1, 3 and 8.1 alike; Piacenza's says they "restano soggetti" on ecological Sundays and emergency days.

Four orders, four reaches, one season, one regional plan, and none of them can be read off another. Move-In is in any case a scheme for vehicles registered in the participating regions rather than something a foreign visitor can buy on arrival, and neither the order nor the regional decision states a price in the documents read here, so none is given.

When it operates

Seasonal, and the season had not yet begun when this was read. The ban runs from 1 October 2026 to 31 March 2027.

Monday to Friday the window is 08:30 to 18:30. 🚨 The Sundays are named dates, not a rule, and there are twenty-three of them: 18 and 25 October 2026; 8, 15, 22 and 29 November 2026; 6, 13, 20 and 27 December 2026; 3, 10, 17, 24 and 31 January 2027; 7, 14, 21 and 28 February 2027; and 7, 14, 21 and 28 March 2027.

Each runs 08:30 to 18:30 on a wider vehicle list that reaches diesel Euro 5. ⚠️ That list is not every Sunday of the season. Counted on 2026-09-29, the season holds twenty-six Sundays and three of them are absent: 4 and 11 October 2026, the first two, and 1 November 2026.

All three are ordinary days here, because the weekday rule does not reach Sunday and the Sunday rule names dates. Saturday carries no ordinary ban; the order never names it.

The weekday ban is suspended on five named days — 8, 25 and 26 December 2026 and 1 and 6 January 2027 — and on any day when local public transport is on strike. ⚠️ Five, not six: 1 November is on Maranello's list of suspended days for the same season and is not on this one, and the difference does not matter here only because 1 November 2026 falls on a Sunday that this order did not name in the first place.

Separately, the region's emergency measures can be triggered on any day of the week: they run 08:00 to 19:00 and reach diesel Euro 5, they start the day after Arpae's bulletin and last until the next control day inclusive, and Arpae issues that bulletin on Mondays, Wednesdays and Fridays. 🔑 The trigger here is measured across the whole Città Metropolitana di Bologna — the order requires the bulletin to indicate the need for measures "nell'ambito territoriale della Città Metropolitana di Bologna", not in Castenaso itself, and not in a province, which is the tier the Modena and Piacenza orders name.

Area covered

Two separate built-up areas, and the order names them separately in every operative point: "tutta l'area del centro abitato di Castenaso e del centro abitato della frazione di Villanova di Castenaso". Castenaso is the capoluogo; Villanova di Castenaso is a village of about 2,200 people some three kilometres to the west.

There is open country between them, so a driver can be inside the ban, outside it, and inside it again on a single journey across the municipality. 🚨 And the inside of both areas is not solid.

Point 9 excludes from points 1, 3 and 8.1 a list of forty-three bulleted itineraries — seventeen inside Castenaso and twenty-six inside Villanova — naming forty-six streets and one roundabout, with two names, via Bargello and via B. Tosarelli, appearing in both lists because those streets run between the two places.

Many entries are stretches rather than whole roads and the order fixes them by junction or by house number: via P.C.S. Nasica is open "dalla S.P. 253 al civico n.

103/2", via Fiesso "dall'inizio del centro abitato al civico n. 7/2", via Risorgimento "dal civico n. 1 all'intersezione con la via G.

Mazzini". Several are open for a stated purpose — reaching the car parks of the zona artigianale, of piazza M. Curie, of the municipal cemetery, of the baseball ground, of the Carabinieri barracks and of Casa Bondi.

A banned vehicle may use those itineraries and nothing else. ⚠️ This record does not draw them.

A list of street stretches bounded by house numbers is a route description, not a polygon, and turning it into one would be this project's geometry rather than the Comune's. 🚫 The order does point at a map, twice, and both pointers failed when they were followed on 2026-09-29: "http://cartografia.cittametropolitana.bo.it/pair/", the interactive map it names for the areas subject to the limits, returns HTTP 404 — the host is alive and its service index answers HTTP 200, but the PAIR service is not on it — and "https://www.cittametropolitana.bo.it/pianoaria/" redirects to an Arpae URL carrying a query string, which that host's robots.txt forbids us to fetch.

So there is no perimeter to read. On the ground the practical test is the one the Highway Code gives: a centro abitato is bounded on its approach roads by the begin and end signs bearing the place name, and the order itself instructs the Area Tecnica to put up the signage.

Why there is no map here
No perimeter is published that this project can read, and the search was finished rather than abandoned. The ordinance attaches no plan: scripts/pdf-images.py reports exactly one image object in the fourteen-page PDF, object 64 at 138 × 175 px — the municipal crest, not a map. What the order does instead is point at someone else's map, twice, and both pointers were followed on 2026-09-29 and both failed. "http://cartografia.cittametropolitana.bo.it/pair/", which the order names as the interactive map of the territories subject to the circulation limits, returns HTTP 404; the host is alive and answers HTTP 200 at its own service index, and that index lists no PAIR service, so this is a decommissioned service rather than a momentary outage. "https://www.cittametropolitana.bo.it/pianoaria/" redirects to an Arpae URL carrying a query string, and www.arpae.it's robots.txt disallows "/*?", so the redirect target was refused at the gate and never requested. 🔑 What the order does publish in its own words is a boundary description of a different kind, and it is recorded in the area field rather than turned into geometry: point 9 lists forty-three itineraries excluded from the ban, many of them stretches fixed by junction or by house number — "dalla S.P. 253 al civico n. 103/2", "dall'inizio del centro abitato al civico n. 7/2". A route description bounded by house numbers is not a polygon, and drawing one from it would be this project's line deciding whether a visitor's older car is committing an offence. ⚠️ The zone is also two places, not one: the centro abitato of Castenaso and the centro abitato of the frazione Villanova di Castenaso, about three kilometres apart. OpenStreetMap carries Villanova as node/254258391 and the comune as relation/43218, but neither is the delimited built-up area the order bans in, and a third party's settlement shape is a drawing of a different question. Castenaso is warned from its city anchor instead, and the practical test on the ground is the one the Highway Code gives: a centro abitato is bounded on its approach roads by the begin and end signs, which this order instructs its own Area Tecnica to erect.
Petrol standard

Petrol cars of Euro 0, Euro 1 and Euro 2 are banned — "veicoli alimentati a benzina EURO 0, EURO 1 ed EURO 2, non conformi alla direttiva 98/69/A CE e successive o alla direttiva 99/96/A CE e successive" — so a petrol car needs to be Euro 3 or better. Bi-fuel vehicles running on LPG/petrol or methane/petrol are treated identically and banned up to and including Euro 2.

Mopeds are banned up to and including Euro 2 where they do not comply with Directive 2013/60/EC or later, and motorcycles up to and including Euro 2 where they do not comply with Directive 2003/77/EC or later. None of these four lines moves anywhere in the scheme: they are caught at Euro 2 on weekdays, on the twenty-three ecological Sundays and while the emergency measures are running alike.

It is only the diesel lines that move. ⚠️ One transcription note, because it is the publisher's and not ours: in the emergency list at point 8.1 the second line is printed "veicoli alimentati a GPL/benzina o metano/benzina 0, EURO 1 ed EURO 2", with the word EURO missing before the first 0. The same line is complete at points 1 and 3, so the class is not in doubt; the slip is quoted rather than repaired.

Diesel standard

Diesel cars are banned up to and including Euro 4 from Monday to Friday — "veicoli diesel EURO 0, EURO 1, EURO 2, EURO 3 ed EURO 4 non conformi alla direttiva 2005/55/CE B2 e successive o alla direttiva 99/96 fase III oppure Riga B2 o C e successive" — so a diesel needs to be Euro 5 or better on a weekday.

Dual-fuel LPG/diesel and methane/diesel vehicles are banned up to and including Euro 4 on the same days. 🚨 On each of the twenty-three named ecological Sundays the car line moves one class further and Euro 5 is banned as well: point 3 lists "veicoli diesel EURO 0, EURO 1, EURO 2, EURO 3, EURO 4 ed EURO 5 non conformi al regolamento 715/2007*692/2008 (Euro 6 A o Euro 6 B)".

So a Euro 5 diesel is legal here on a Tuesday and banned on 18 October, and only a Euro 6 diesel is clear of every list. 🔑 And the Sunday list is shorter as well as stricter, which is the trap in this record: the LPG/diesel and methane/diesel line that point 1 bans on weekdays is simply not among the five lines of point 3.

Read as it is written, a methane/diesel Euro 4 is banned on a Thursday and not banned on an ecological Sunday.

The emergency list at point 8.1 is the widest of the three and closes that gap from the other side, catching dual-fuel diesel up to Euro 4 and then dual-fuel diesel Euro 5 separately, "(a partire dal 1 Gennaio 2023)", alongside diesel cars up to Euro 5. ⚠️ A reader who has seen that Italian national law set a structural Euro 5 diesel limitation from 1 October 2026 should note that it does not reach Castenaso, and not for the reason they might assume: the national duty in Legge n.

105 of 18 July 2025 is aimed at municipalities over 100,000 inhabitants, and Emilia-Romagna in any case dispensed with the structural limitation by DGR n. 1505 of 07/09/2026, which this order cites in its preamble. Euro 5 is caught here by the calendar and by the bulletin, not by a structural rule.

Penalty if you do not comply
€168.00 The order sets a range, not a fixed sum: under "art. 7 comma 13 bis del vigente Codice della Strada" a breach of the circulation limits carries an "amministrativa pecuniaria da € 168,00 a € 679,00, salvo adeguamenti previsti ai sensi dell'articolo 195 del D. Lgs. 30/04/1992, n. 285" — those amounts are revised nationally for inflation every two years. A repeat offence within two years also carries suspension of the driving licence for fifteen to thirty days. 🚨 A second fine sits beside it that the neighbouring records do not carry, and it is aimed squarely at the paperwork this scheme runs on: under article 180 of the Highway Code, using a photocopy of one of the documents the order relies on, or using one improperly — "veicolo condotto da persona estranea rispetto a quella indicata sul documento, circolazione al di fuori dei contenuti del documento" — is punished "da € 42,00 a € 173,00". A driver exempt because of a disabled person's badge or a hotel booking should carry the original. The order's other measures carry their own separate penalties, which are not the circulation fine: breaches of the heating, biomass, pellet, open-fire and slurry points run from €25 to €500 under article 7-bis of the Testo Unico on local government, agricultural burning from €300 to €3,000, and a shopkeeper who breaches the door-closing duty from €50 to €500. Payment is due within sixty days of the notice. ⚠️ Two things about the late-payment surcharge are recorded as the order writes them rather than as the neighbouring records would lead a reader to expect. The clause says a late payment is increased by 20% "Relativamente alla sanzione amministrativa pecuniaria di cui alle precedenti lettere c)-d)-e)-f)" — so it does not reach the circulation fine, which is letter a). And the list it points at has no letter f): it runs a) to e). The inconsistency is the publisher's and is quoted, not repaired. ⚠️ Enforcement is widely delegated, as it is in Maranello: alongside the road-police bodies of article 12 of the Highway Code and the officers of the judicial police, the order names both the "Guardie Ecologiche Volontarie (GEV)" and the "Guardie Ecologiche volontarie di Legambiente (GEL)" — volunteer ecological guards, the second set belonging to an environmental association.Source: Comune di Castenaso, read 2026-09-29

How to comply
  • Check the date and the day. The scheme is dormant from 1 April to 30 September and bites from 1 October 2026 to 31 March 2027, Monday to Friday 08:30–18:30. Saturday carries no ordinary ban.
  • 🚨 Check the Sunday against the list, because this order names its Sundays and does not catch all of them. The twenty-three ecological Sundays are 18 and 25 October 2026; 8, 15, 22 and 29 November; 6, 13, 20 and 27 December; 3, 10, 17, 24 and 31 January 2027; 7, 14, 21 and 28 February; and 7, 14, 21 and 28 March. The other three Sundays of the season — 4 and 11 October 2026 and 1 November 2026 — carry no ban at all. ⚠️ Do not carry a neighbouring town's calendar here: Maranello catches every Sunday of the same season without naming any, and Piacenza names twenty with none in December.
  • Work out your Euro class, and note that there are three different lists. Banned Monday to Friday: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 4; LPG/diesel and methane/diesel up to Euro 4; mopeds and motorcycles up to Euro 2. Banned on an ecological Sunday: the same, except that diesel reaches Euro 5 and the dual-fuel diesel line is absent. Banned during the emergency measures: the widest list of all, diesel to Euro 5 and dual-fuel diesel to Euro 5 as well. There is no ticket, no permit and no payment that changes it.
  • 🔑 Work out where you are, because the scheme is two places and not one. It applies in the centro abitato of Castenaso and, separately, in the centro abitato of the frazione Villanova di Castenaso, about three kilometres away, with open country between. On the ground the test is the sign: a built-up area is bounded on its approach roads by the begin and end signs bearing the place name.
  • 🔑 Then check whether the street you actually need is one of the forty-three itineraries the order leaves open. It excludes from the ban a long list of roads and stretches in both places — among them via Ponte Ferrovia, via Romitino and via P. De Cubertin in Castenaso, and via Villanova, via Pederzana and via Sacco e Vanzetti in Villanova — many of them so that a banned vehicle can still reach a car park, the cemetery, the sports grounds or the Carabinieri barracks. Several are open only for part of their length, fixed by junction or by house number. Read the order's point 9 before assuming a route is closed to you.
  • Watch the emergency bulletin if you are driving an older car in a cold spell, and watch it for the whole Città Metropolitana di Bologna rather than for Castenaso. Arpae publishes it on Mondays, Wednesdays and Fridays; the measures start the day after and run to the next control day inclusive, at 08:00–19:00, and they reach diesel Euro 5 and dual-fuel diesel Euro 5.
  • The fine is €168 to €679 under article 7 paragraph 13-bis of the Highway Code, with fifteen to thirty days' licence suspension for a repeat offence within two years. Pay within sixty days.
  • 🚨 Carry originals, not copies. Using a photocopy of one of the documents this order relies on, or using someone else's, is a separate offence under article 180 of the Highway Code and carries €42 to €173. The order also requires exemption badges to be displayed so they can be seen, and certificates or self-declarations to be produced on request.
  • ⚠️ Move-In will not help you on a Sunday or during an alert. The order excludes enrolled vehicles from the weekday ban only, in as many words. If you have read that Move-In covers the ecological Sundays and the emergency days, that is Maranello's rule, not this one.
  • Electric and hybrid vehicles are never caught, and neither are cars carrying at least three people where the vehicle is approved for four or more seats — two people where it is approved for two or three. Vehicles registered for specific transport or special uses are outside the ban as well.
  • A disabled person's parking badge issued under D.P.R. 151/2012 exempts the vehicle serving them, and so do journeys carrying someone to urgent or scheduled medical treatment, home-care patients and their carers, and blood donors on the day of donation. Emergency, rescue, breakdown-recovery, public-security and utility-maintenance vehicles are exempt, as are buses and school buses, doctors and vets on urgent home visits with their professional badge, vehicles carrying perishable goods or medicines, vehicles going to a booked roadworthiness test, market and fair traders, postal vehicles, vehicles on trade plates, and lorries over 3.5 tonnes limited to the run between their operator's base and the roads outside the ban.
  • Historic vehicles get less than you might expect: registration in ASI, Storico Lancia, Italiano Fiat, Italiano Alfa Romeo or Storico FMI exempts the vehicle only for organised events, not for ordinary driving.
  • Staying in the zone? A vehicle serving someone lodged at hotel-type accommodation inside the delimited areas is exempt for the journey to and from the accommodation itself. Carry the booking, or send the Corpo di Polizia Locale within the following ten days an attestation stamped by the property or a copy of its invoice showing your name and the vehicle's plate.
  • Strikes and five named days lift the weekday ban outright: 8, 25 and 26 December 2026 and 1 and 6 January 2027, plus any day of a local public transport strike. ⚠️ 1 November is on Maranello's list and not on this one, and Easter Monday is on neither.
