Driving in Verona: Zona a Traffico Limitato (ZTL)

Verona, Italy · Limited traffic zone

What applies

Verona's historic centre, inside the inner bend of the Adige, has been a limited traffic zone since 1997, and since 2005 eleven camera gates photograph every number plate entering it and send the picture straight to the municipal police. What decides whether you may drive in is not a payment but whether your plate is on a list.

Guests of a hotel or other registered accommodation inside the zone circulate freely once the property has passed the plate on — and the city states in the same breath that this does not extend to short-term tourist lets. Bicycles, mopeds, two- and three-wheeled motorcycles and vehicles carrying a disabled person's badge are not restricted at all.

Everybody else needs an authorisation obtained beforehand: since 28 October 2024 a car belonging to somebody living in Verona or its province is allowed at most four booked entries a month, in published windows, and a visitor who is not a hotel guest has to ask the operator's permit desk. Vehicles over 5.5 tonnes laden are normally barred outright.

Daily charge

There is no charge for entering Verona's ZTL and nothing to buy at the gate: the scheme works by authorisation, and neither the city's page nor the operator's sells an entry. The nearest thing to a price a visitor meets is the fee for the permit itself.

AMT3, the company that runs the permit desk for the Comune, issues a temporary transit permit to anyone with a real temporary need and a vehicle rated up to 3.500 kg — once every thirty days, for at most three consecutive days, requestable online — and its tariff table gives € 10,00 for a first issue and € 6,00 for a renewal or a change of plate.

That is the cost of the permit, not a daily charge for the zone, which is why it is not recorded as one. Parking is charged separately again: a blue bay inside the ZTL costs € 1,00 per 30 minutes and € 2,00 per hour, payable every day including Sundays and public holidays from 08:00 to 24:00. All three figures are watched on the operator's own pages, listed in this record's sources.

When it operates

Neither the city nor the operator publishes an hour at which the zone opens to everyone, so we do not tell a driver that any hour is free: the times Verona publishes are the windows in which a booked entry is allowed. Since 28 October 2024, under Ordinanza n.

1486 of 21 October 2024, a car belonging to somebody living in Verona or its province may enter only by reservation and at most four times a month, from 10:00 to 18:00 and from 20:00 to 23:00 Monday to Friday, and from 10:00 to 13:30 on Saturdays, Sundays and public holidays. Each window carries its own deadline to be out again: by 18:00 for the daytime one, by 24:00 for the evening one, by 13:30 at the weekend.

Residents of the zone holding a permit, bicycles, mopeds, two- and three-wheeled motorcycles, hotel guests whose plate the property has registered, badge-holding disabled drivers and the other already-authorised categories circulate at any hour. Separate authorisations run to their own timetables — a hotel owner's runs 10:00 to 15:00, a school-run permit 07:00 to 09:30 and 12:00 to 18:00 on school days.

Area covered

The historic centre held inside the inner bend of the Adige between the Ponte Scaligero of Castelvecchio and Ponte Aleardi, with Riva San Lorenzo included, then closed off on the landward side by Via Ponte Aleardi, Via Pallone, Largo Divisione Pasubio, Via degli Alpini, Piazza Bra, Via Roma, Via Daniele Manin, Vicolo San Silvestro and Corso Castelvecchio.

The eleven camera gates stand at lungadige Rubele, via Leoni, via Malenza, ponte Garibaldi, lungadige Panvinio, riva San Lorenzo, via Cantore, via Dogana, via Fratta, via Nizza and piazzetta Municipio. The operator publishes the streets inside the zone as a separate list, which this record watches.

The wider "Zona Verde" that the city also names is not this zone: it contains the ZTL and the free-access through routes around it.

Why there is no map here
Verona does publish the zone and its gates as a dataset, with an embedded map and a CSV download, and we may not republish it: the dataset page states its licence as Creative Commons Attribution–NonCommercial 4.0 International (CC BY-NC 4.0). This site carries advertising, so it is the commercial case the NC clause excludes, exactly as Stuttgart's Nutzungsbedingungen excluded it (D-181). The operator's own map is a JPEG, which is a picture of a boundary rather than a boundary. So Verona is warned at city level and the area field carries the perimeter street by street instead. Two things worth a later reader's time: the resource panel said "Dati in aggiornamento..." beside the CSV on the day we read it, so whether the download is even populated is unknown; and the licence is the only obstacle — a permission from the Ufficio Comunicazione would settle it, which is a question for a person and not for this cycle.

Petrol standard

Not this scheme's business. Verona's ZTL restricts access by authorisation, by hour and by weight, and no page of the city or of its operator makes an emissions class a condition of entering it. Whether a separate regional anti-smog measure binds a driver in Verona is a different question that we have not investigated, and this record says nothing about it either way.

Penalty if you do not comply

No official page we can read states an amount. The city's ZTL page says that the gate cameras send each plate to the municipal police control centre and that a mismatch with the permit records triggers sanctions, but it gives no figure, and the two ordinances it links — n. 1486 of 21 October 2024 and n.

1545 of 31 October 2024 — sit on archive.comune.verona.it, whose robots.txt disallows every path to every crawler, so we did not request them. Not estimated.

How to comply
  • Staying inside the ZTL at a hotel, guesthouse or other registered accommodation: give the property your number plate and it registers you. The city lists hotel and complementary-accommodation guests among those who circulate freely at any hour — but it adds, in the same line, that this does not cover "locazioni turistiche", so a short-term tourist let is not a hotel for this purpose and a plate left with the owner of a flat does not authorise anything.
  • Bicycles, mopeds and two- and three-wheeled motorcycles are not restricted, and neither is a vehicle carrying a disabled person's badge (city pass).
  • Residents and people living inside the zone circulate freely with the permit issued for it. Other categories already authorised to enter must have their plates notified in advance to the municipal police command; an authorisation that nobody has told the gate about is no authorisation.
  • A car belonging to somebody living in Verona or its province may be taken in only by reservation, at most four times a month, inside the published windows, and must be out again by the deadline attached to the window used.
  • Anyone else who needs to drive in asks the operator's permit desk for a transit authorisation before entering. The temporary permit covers a vehicle rated up to 3.500 kg, can be had once every thirty days for at most three consecutive days, is requestable online, and must be displayed on the inside of the windscreen.
  • Vehicles with a maximum laden mass above 5.5 tonnes are normally forbidden to enter at all.
  • Enforcement is automatic and immediate: every gate photographs the plate, the picture goes to the police gate control centre, and a plate that does not match the permit records produces a sanction. There is no barrier to stop you and no attendant to ask, so a wrong turn into the zone is recorded rather than prevented.
