Lifts Tuesday, 13 October 2026 at 18:30 local time.

There is one rule and it has one window, because the order has one. Unlike Modena, Piacenza and Maranello, this order carries no Sunday measure and no emergency traffic measure, so nothing here moves the clock or widens the vehicle list.

🚨 The Sunday absence was measured in the ORDINA section, not over the whole file, and the distinction is the whole point. A case-insensitive search for "domenic" over the operative part of the extracted ten pages returns nothing; the same search over the whole document returns [OK], because the preamble recites the regional Move-In rule about ecological Sundays "ove adottate con specifica ordinanza" — where adopted by a specific ordinance. This comune adopts none. A whole-file search here would give the opposite of the right answer, as it would in Mirandola, Quattro Castella and Coriano.

The strike suspension is real and is NOT encoded above, because a strike has no date until it is called. The order suspends the ban "nei giorni di indizione di scioperi che riguardano il Trasporto Pubblico Locale", and whether a given day is one of those is decided by the transport operators and the unions, not by this act. The timetable therefore shows the ban as running, which is the safe direction to be wrong in.

⚠️ This timetable is a clock and says nothing about where you are. The ban applies in eight separate built-up areas spread across the municipality, delimited on the ground by the centro abitato entry and exit signs of article 3 of the Highway Code. A vehicle on the banned list can be lawfully moving at every hour in this table, anywhere in the municipality outside those eight areas.

The additional local measures the preamble announces for a 25th PM10 exceedance are not in this timetable and must not be added to it. They are written in the future tense, "verranno disposte", and the operative part enacts none of them; the count stood at 13 when this record was written.

The order's other measures are outside this timetable because they are not about driving: the heating-season start of 1 November 2026, the indoor temperature limits of 19 °C and 17 °C, the biomass and open-burning rules, the pellet certification duty and the shop-door closing duty all run on their own periods and across the whole municipality.

Operating times only, read from the source below. It does not check your vehicle.

What applies

Castellarano, a municipality of 15,130 people in the province of Reggio Emilia, closes its built-up areas to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027.

The ban runs Monday to Friday, 08:30 to 18:30, and it catches petrol cars up to and including Euro 2, LPG/petrol and methane/petrol up to and including Euro 2, diesel cars up to and including Euro 4, and mopeds and motorcycles up to and including Euro 2. Nothing is on sale: there is no day ticket, no charge and no payable derogation.

The fine is the national one and the order states it, a range of €168 to €679 under article 7 paragraph 13 bis of the Highway Code, with fifteen to thirty days' licence suspension for a repeat offence within two years. 🔑 The thing that distinguishes this record from the seven Emilia-Romagna orders already in this corpus is not in the act at all — it is in where the act's annex was found.

The order restricts eight named built-up areas "come da planimetria costituente l'allegato n. 1", and Arpae, the regional agency that indexes these ordinances, publishes the act and nothing else. The Comune publishes the same act — byte for byte the same file — and, beside it, the annex: "ALL 1 - Centri abitati planimetria".

This is the first record in this family whose perimeter drawing exists at all, and it exists only because the second publisher was checked. ⚠️ What the drawing gives and what it does not both need saying.

It is a readable raster map, a single 794 × 1123 pixel image, and its legend names exactly the eight settlements the order names — Castellarano, Roteglia, Tressano, Ca' de Fii, Cadiroggio, Telarolo, Montebabbio and San Valentino — so the count of places banned and the count of places drawn agree, which in the neighbouring Coriano order they did not.

But it carries no scale bar and no coordinate reference system, so it cannot put a boundary on the ground, and this project does not trace one from it. 🔑 Where the ban applies is settled on the road rather than in this record: the order delimits the eight areas "lungo le vie di accesso dagli appositi segnali di inizio e fine", by the standard begin-and-end signs of article 3 of the Highway Code, and names no street in either direction — neither as a boundary, as Coriano's order does, nor as a route left open, as Modena's and Fidenza's do.

The ban lifts on six named days — 1 November, 8 December, 25 and 26 December, 1 and 6 January — and on days when local public transport is on strike.

There is no Sunday measure and no Saturday measure, and the ban does not widen when the air is bad: Arpae's emergency bulletin, issued for the province of Reggio Emilia on Mondays, Wednesdays and Fridays, triggers this order's slurry-spreading ban and its biomass heating restriction and nothing for traffic. A Euro 5 diesel is outside this scheme at every hour of the season.

Electric and hybrid vehicles, cars carrying at least three people, vehicles registered for specific transport or special uses, and vehicles enrolled in the regional Move-In telematics scheme are outside the ban altogether.

Comune di Castellarano (RE) — Ordinanza n. 114/2026 del 17/09/2026, signed by the Mayor, Giorgio Zanni, and published both by Arpae Emilia-Romagna, the regional agency that collects the implementing ordinances of the municipalities bound by the PAIR 2030, and by the Comune itself

Daily charge

Nothing is charged and nothing is on sale. The order bans the listed classes from circulating and then lists the vehicles and journeys excluded from that ban; there is no day ticket, no registration fee and no payable derogation a visitor could buy.

The one route by which a banned vehicle can be authorised is Move-In, the regional telematics scheme, which fits a black box and allows a monitored annual mileage allowance instead of a flat prohibition, on the terms of Annexes A, B and C to regional decision DGR n.

1493 of 22/09/2025. ⚠️ As in the neighbouring Fidenza, Mirandola and Coriano records, this order does not itself grant Move-In: point 8 letter d) excludes from its own ban "veicoli che hanno aderito al sistema Move-In … come disposto dall'ordinanza n.

106/2025" — an earlier act of the same Comune, which the preamble describes as the one by which Castellarano decided to admit Move-In vehicles to its structural restrictions.

That earlier ordinance was not opened for this record and is not cited as a source here; what is published is that this order excludes Move-In vehicles from its own ban. 🔑 The reach of that exclusion is simple here for the same reason it is simple in Fidenza, Mirandola and Coriano: the order has one ban for it to reach.

Piacenza's order has to say expressly that Move-In does not survive its ecological Sundays and its emergency measures, and Maranello's has to name the three points it is excused from; this order has neither Sundays nor an emergency traffic measure, so Move-In is outside the single prohibition there is.

Move-In is in any case a scheme for vehicles registered in the participating Italian regions rather than something a foreign visitor can buy on arrival, and neither the order nor the regional decision states a price in the documents read here, so none is given.

When it operates

Seasonal, and the season had not yet begun when this was read. The ban runs from 1 October 2026 to 31 March 2027, Monday to Friday, 08:30 to 18:30 — point 1, "nel periodo 01/10/2026 – 31/03/2027, dal lunedì al venerdì, dalle 8.30 alle 18.30, il divieto di circolazione".

The ban is suspended on six named days and on strike days: "è sospeso nei seguenti giorni di festività: 1 novembre, 8 dicembre, 25 dicembre (Natale), 26 dicembre (Santo Stefano), 1 gennaio, 6 gennaio e nei giorni di indizione di scioperi che riguardano il Trasporto Pubblico Locale". 🔑 That list is closed, and the difference matters because the neighbouring Quattro Castella order's is not: there the act writes "es." and "ecc." around its days and says in its own words that its calendar is an example.

This one writes six dates and stops. ⚠️ There is no Sunday measure, and this has to be measured carefully rather than grepped. The word IS in this document, once, in the preamble, where the order recites that a Move-In vehicle may not drive "in occasione delle domeniche ecologiche, ove adottate con specifica ordinanza" — a conditional about the regional scheme, not an adoption.

The operative part, from the word ORDINA to the Mayor's signature, never uses it: a case-insensitive search for "domenic" over that section of the extracted ten pages returns nothing, while the whole-file search returns [OK]. Fourth city in this family where a whole-document search gives the opposite of the right answer.

There is no Saturday measure either — "sabato" returns [MISS] against the live file. 🔑 And there is no emergency window: Arpae's bulletin, issued on Mondays, Wednesdays and Fridays and measured "nell'ambito territoriale della Provincia di Reggio Emilia", triggers this order's ban on spreading livestock slurry and its biomass heating restriction from the day after it is issued until the next control day inclusive, but the order attaches no traffic measure to it, so the clock above does not move when the air is bad and the vehicle list does not widen. ⚠️ Do not read the 08:00–19:00 emergency window of the Modena, Piacenza and Maranello records onto this city. 🚨 One further thing in the preamble reads like a timetable and is not one.

The order records that Castellarano had already logged 13 exceedances of the daily PM10 limit since 1 January 2026 at its monitoring station, and states that if 25 are reached in the calendar year additional local measures "verranno disposte" — will be ordered — including a ban on all vehicles idling while parked.

That is a future tense in the recitals, not a measure this act enacts, and nothing in the ORDINA section carries it. Whether those measures come into force is decided by a later act of the same Comune.

Area covered

Eight separate built-up areas, not one town. Point 1 bans circulation "nell'area del centro abitato di Castellarano, Roteglia, Tressano, Ca de Fii, Cadiroggio, San Valentino, Montebabbio e Telarolo, come da planimetria costituente l'allegato n.

1", and point 7 repeats the same eight as "l'area del centro abitato del Comune di Castellarano e delle frazioni di Roteglia, Tressano, Ca de Fii, Cadiroggio, San Valentino, Montebabbio e Telarolo". 🔑 The two counts agree, and that is worth stating because in the neighbouring Coriano order they do not: there point 1 bans eleven localities and point 7 bounds nine, leaving two prohibited and delimited nowhere.

Here every place that is banned is also drawn. 🚨 How the areas are delimited is this order's own shape, and it is the opposite of Coriano's. Point 7 says the area "è individuata nella planimetria costituente l'allegato n.

1 ed è delimitata lungo le vie di accesso dagli appositi segnali di inizio e fine, ai sensi dell'art. 3 del Codice della Strada" — identified by the annexed plan and bounded, on the ground, by the standard begin-and-end signs that mark an Italian centro abitato under article 3 of the Highway Code.

The act names no street at all: not one as a boundary, the way Coriano's names the SS 72 between km 6.015 and km 8.328, and not one as a route left open across a restricted area, the way Modena's excludes twenty-six park-and-ride routes, Fidenza's two and Quattro Castella's four through-roads including the SS 63.

A driver on a banned vehicle here has no named road to look for in either direction: the sign at the entrance to each of the eight settlements is the boundary. 🔑 The plan exists, and finding it is what this record adds to the family. Arpae, which indexes these ordinances, publishes the act alone.

The Comune publishes the same act — the two files are byte-identical, sha256 77208986…, 233,787 bytes — and beside it the annex itself, listed on its PAIR 2030 page as "ALL 1 - Centri abitati planimetria".

It is a readable map, and its legend, headed "Centri abitati soggetti ai limiti di circolazione in materia di qualità dell'aria", names exactly the eight settlements the act names. ⚠️ What it cannot do is put a line on the ground.

It is a single 794 × 1123 pixel raster image printed to PDF, it carries a north arrow and no scale bar, and it shows no coordinate reference system of any kind — measurably none, because the file contains no selectable text whatsoever, so there is no scale, no datum and no grid label to find.

Its own embedded metadata dates it to 22 February 2021, last modified 26 September 2024, from a source image named "mappa castellarano_corretta.jpg": the 2026 act's constitutive annex is a file older than the act, and neither publisher dates it otherwise. This project therefore reads the plan for what it confirms — which places, and how many — and does not derive geometry from it.

Comune di Castellarano (RE) — Ordinanza n. 114/2026 del 17/09/2026, point 1 for the eight settlements and the reference to Annex 1, point 7 for the identification by the plan and the delimitation by the entry and exit signs of article 3 of the Highway Code

Why there is no map here
The order's Annex 1 IS published, and finding it took the second publisher. Arpae's page for this ordinance carries one file and it is the act; scripts/pdf-images.py reports exactly one image object in its ten pages, 247 by 247 pixels, too small to carry a boundary. The Comune's own PAIR 2030 page carries the same act — byte-identical, sha256 77208986…, 233,787 bytes from both hosts — and beside it "ALL 1 - Centri abitati planimetria". 🔑 So the D-326 rule about checking whether the comune publishes the act too paid a second time and in a new way: at Coriano the second copy was a control group that exposed a monitor fault, and here it is the only source of the drawing. A cycle that had stopped at Arpae would have recorded not_published and been wrong. ⚠️ The status is nevertheless published_unusable, and the reasons are measured rather than assumed. The annex is a single page holding one 794 by 1123 pixel DCTDecode image — an A4 sheet at 96 dpi, produced by "Microsoft: Print To PDF" from a source image the metadata names as "mappa castellarano_corretta.jpg". It was written out and opened, as D-321 point 7 requires. It is READABLE, which distinguishes it from Fidenza's plan, published in twenty-six raster bands none of which this project could open: the eight settlement perimeters are drawn in red on a topographic base and the legend, "Centri abitati soggetti ai limiti di circolazione in materia di qualità dell'aria", lists Castellarano, Roteglia, Tressano, Ca' de Fii, Cadiroggio, Telarolo, Montebabbio and San Valentino — the same eight the act names, in both point 1 and point 7. That agreement is what this project takes from the drawing, and it is worth taking: at Coriano the act banned eleven localities and bounded nine, and no plan existed to settle the other two. 🚫 What the drawing does not carry is any way to put a line on the ground. There is a north arrow and there is no scale bar, and there is no coordinate reference system — no UTM, WGS, Gauss-Boaga, EPSG or cadastral reference anywhere on it. That is not an impression: scripts/pdf-text-local.mjs reports 0 characters from 0 content streams and scripts/pdf-all-literals.py returns only the file's own metadata, so the sheet contains no selectable text at all and there is no scale, datum or grid label that could have been missed. This is a fourth distinct reason for published_unusable in this family, after Maranello's readable scan whose structure but not whose place names could be taken, Fidenza's unopenable bands, and Quattro Castella's vector sheet that prints a scale and no datum. 🚨 One further measured fact about the annex belongs on the record rather than in a footnote: its embedded dates are CreationDate 2021-02-22 and ModDate 2024-09-26. The constitutive annex of a 2026 act is a file older than the act, and neither publisher dates it otherwise or says whether the perimeters have been redrawn since. This project reports that and does not infer from it — an unchanged boundary and a stale attachment look identical from here. 🔑 The consequence is that this project has no geometry and will not invent one. Tracing a perimeter off a 96 dpi raster with no scale and serving it as what decides whether a visitor's older car is committing an offence would be this project's invention. The act's own answer is better than any line this project could draw: each of the eight areas is bounded on the ground by the begin-and-end signs of article 3 of the Highway Code, posted on every approach road. Castellarano is warned from its city anchor instead.

The authority's own map: Comune di Castellarano (RE)

Petrol standard

Petrol cars of Euro 0, Euro 1 and Euro 2 are banned — "veicoli alimentati a benzina EURO 0, EURO 1 ed EURO 2, non conformi alla direttiva 98/69/A CE e successive o alla direttiva 99/96/A CE e successive" — so a petrol car needs to be Euro 3 or better. Bi-fuel vehicles running on LPG/petrol or methane/petrol are treated identically and banned up to and including Euro 2.

Mopeds are banned up to and including Euro 2 where they do not comply with Directive 2013/60/EC or later, and motorcycles up to and including Euro 2 where they do not comply with Directive 2003/77/EC or later. 🔑 As in Fidenza, Mirandola, Quattro Castella and Coriano, there is nothing for these four lines to hold steady against: the order has one vehicle list and one window, so Euro 2 is the line at every hour of the season for all four.

In Modena, Piacenza and Maranello the same four lines are described as staying put while the diesel line moves on Sundays and emergency days; here no such day exists.

Comune di Castellarano (RE) — Ordinanza n. 114/2026 del 17/09/2026, point 1, the first, second, fourth and fifth bullets of the list of banned private vehicles

Diesel standard

Diesel cars are banned up to and including Euro 4 — point 1, "veicoli diesel EURO 0, EURO 1, EURO 2, EURO 3 ed EURO 4 non conformi alla direttiva 2005/55/CE B2 e successive o alla direttiva 99/96 fase III oppure Riga B2 o C e successive" — so a diesel needs to be Euro 5 or better, and that answer holds for every hour the scheme is in force. 🚨 A reader who has seen the Modena, Piacenza or Maranello records should note that the Euro 5 extension in them is absent here.

Those orders reach Euro 5 diesel on ecological Sundays or on emergency days by cross-referring their emergency article; this order has neither, so Euro 5 is never caught. ⚠️ And a reader who has seen that Italian national law set a structural Euro 5 diesel limitation from 1 October 2026 should note that it does not reach Castellarano — for the same reason it does not reach Fidenza, Mirandola or Coriano, and NOT for the reason the Piacenza record gives.

The two look interchangeable and are not. Piacenza is above the 100,000 threshold and escaped the limitation only because the Region substituted compensating measures by DGR n. 1505 of 07/09/2026.

Castellarano never entered the scope at all: the duty in Legge n. 105 of 18 July 2025, as enacted for this region by L.R. n.

9 of 28/07/2026 article 15 paragraph 1, is addressed to comuni with more than 100,000 inhabitants, and this order records on its own face that "la popolazione residente nel Comune di Castellarano alla data del 31/08/2026 è pari a 15130 abitanti". The regional opt-out by DGR n.

1505 is recited in this preamble too, and the order is explicit that what it did was identify compensating measures "nei Comuni con popolazione superiore a 100.000 abitanti dell'Emilia-Romagna" — a set this comune is not in.

The compensating measures this order does implement are about heating rather than driving: the civil heating season starting on 1 November 2026, and a biomass restriction on emergency days. ⚠️ One note for a reader of the Coriano record, which is the only other one in this family whose air-quality zone this corpus has quoted: this order states that "il Comune di Castellarano è ubicato nella zona Pianura Ovest", where Coriano's states Pianura Est.

The zone decides which of the PAIR 2030 articles bind the comune, and articles 12, 15, 16 and 33 bind Pianura Est, Pianura Ovest and the Bologna agglomeration alike, so nothing in the vehicle rules above turns on which of the two it is.

Penalty if you do not comply
€168.00 The order sets a range, not a fixed sum: under "art. 7 comma 13 bis del vigente Codice della Strada" a breach of the circulation limits carries a "sanzione amministrativa pecuniaria da € 168,00 a € 679,00, salvo adeguamenti previsti ai sensi dell'articolo 195 del DLgs. 30/04/1992, n. 285" — those amounts are revised nationally for inflation every two years. A repeat offence within two years also carries suspension of the driving licence for fifteen to thirty days, "da quindici a trenta giorni". Payment is due within sixty days of the notice, and a late payment is increased by 20% when the payment order is issued. The order's other measures carry their own separate penalties, which are not the circulation fine: burning vegetable residues in breach of points 2.3 and 2.4 runs from €300 to €3,000 under article 10 paragraph 4 of D.L. 69/2023; a shop-door closing duty is backed by a fine of not less than €50 and not more than €500 charged to the shopkeeper; and breaches of the order's other measures are punishable under article 7-bis of D.Lgs. 267/2000 with a fine of €25 to €500. ⚠️ That shop-door penalty is cited by the order to "il precedente punto 4.2", and this order's point 4 has no sub-points — the door-closing duty is at point 5.2. The mismatch is the act's own and is reported here rather than resolved, because which point the penalty attaches to is the publisher's to say. It is the second order in this family to do this: Coriano's cites the same penalty to its own non-existent "punto 4.3". Enforcement is delegated to the road-police bodies of article 12 of the Highway Code, the Polizia Locale, the Carabinieri, the officers and agents of the judicial police, the volunteer ecological guards (GEV) and Legambiente's volunteer guards (GEL). 🔑 That this order states a figure is worth knowing beside the neighbouring records rather than assumed from them: Modena's, Maranello's, Fidenza's, Mirandola's and Coriano's orders for the same season name the same €168 to €679 range under the same article, while Piacenza's refers only to Law 689/1981 and to articles 7 and 157 of the Highway Code and Quattro Castella's only to the Highway Code generally, and neither of those two names an amount — which is why those two records carry none.Source: Comune di Castellarano, read 2026-09-28

How to comply
  • Check the date and the day. The scheme is dormant from 1 April to 30 September and bites from 1 October 2026 to 31 March 2027, Monday to Friday 08:30–18:30.
  • The ban lifts on six days: 1 November, 8 December, 25 December, 26 December, 1 January and 6 January — and on days when local public transport is on strike. That list is closed in this order's own words, unlike the neighbouring Quattro Castella order, which writes "es." and "ecc." around its days and says its calendar is only an example.
  • 🔑 There is no weekend ban, so Saturday and Sunday are free. Three other cities in this corpus close their centres on Sundays as well — Maranello every Sunday, Piacenza on twenty named dates, Modena every Sunday — and Castellarano does not. Its order mentions ecological Sundays only in the preamble, to recite what the regional Move-In scheme does where a comune has adopted them by a specific ordinance. This comune has not.
  • Work out your Euro class. Banned: petrol, LPG/petrol and methane/petrol up to Euro 2; diesel up to Euro 4; mopeds and motorcycles up to Euro 2. There is no ticket, no permit and no payment that changes it.
  • 🔑 A Euro 5 diesel is legal here at every hour of the season. Do not carry across the Euro 5 rule you may have read for a neighbouring city: this order has no ecological Sundays and no emergency traffic measure, so it has nothing that widens the list to Euro 5.
  • ⚠️ Work out which built-up area you are in, because there are eight of them. The ban applies in the centro abitato of Castellarano itself and in the frazioni of Roteglia, Tressano, Ca' de Fii, Cadiroggio, San Valentino, Montebabbio and Telarolo. Leaving one of them does not mean you have left the scheme — Roteglia in particular sits several kilometres south of the main town, on the far side of the municipality.
  • 🔑 Look for the sign, not for a street name. This order names no boundary road and no road left open. It delimits each of the eight areas "lungo le vie di accesso dagli appositi segnali di inizio e fine" — by the standard centro abitato begin-and-end signs of article 3 of the Highway Code, posted on every approach road. That is the boundary you can actually see.
  • The order's annexed plan is published, by the Comune rather than by Arpae, and its legend names the same eight settlements. It is worth a look to see where the eight are relative to each other, but it carries no scale and no coordinate system, so it will not tell you within a street where a boundary runs. This project has not traced one from it.
  • Watch Arpae's emergency bulletin if you are heating a house or spreading slurry, not if you are driving. It is issued on Mondays, Wednesdays and Fridays for the province of Reggio Emilia, and when it calls for measures this order bans slurry spreading and restricts biomass heating from the following day until the next control day inclusive. It orders nothing for traffic.
  • ⚠️ One sentence in the preamble is about the future, not about now. The order records that 13 exceedances of the daily PM10 limit had already been logged at the Castellarano monitoring station since 1 January 2026, and says that if 25 are reached additional local measures — among them a ban on leaving any vehicle standing with its engine running — "verranno disposte", will be ordered. Nothing in the operative part enacts them. If that threshold is passed it takes a further act of the Comune, so check the Comune's own announcements rather than assuming from this one.
  • The fine is €168 to €679 under article 7 paragraph 13 bis of the Highway Code, with fifteen to thirty days' licence suspension for a repeat offence within two years. You have sixty days to pay, and paying late adds 20%.
  • Electric and hybrid vehicles are never caught, and neither are cars carrying at least three people where the vehicle is approved for four or more seats — two people where it is approved for two or three. Vehicles registered for specific transport or special uses are outside the ban as well.
  • Vehicles enrolled in the regional Move-In telematics scheme may drive in the restricted areas. The order grants this by reference to the Comune's own earlier ordinance n. 106/2025 and to annexes A, B and C of regional decision DGR n. 1493 of 22/09/2025. Move-In is for vehicles registered in the participating Italian regions; it is not something a visitor can buy on arrival.
  • A disabled person's parking badge issued under D.P.R. 151/2012 exempts the vehicle serving them, and so do journeys carrying someone to urgent or scheduled medical treatment, home-care patients and their carers, and blood donors on the day of donation. Emergency, rescue, breakdown-recovery, public-security and utility-maintenance vehicles are exempt, as are buses and school buses, doctors and vets on urgent home visits with their professional badge, vehicles carrying perishable goods or medicines, vehicles going to a booked roadworthiness test, market and fair traders, and lorries over 3.5 tonnes limited to the run between their operator's base and the roads outside the ban. Postal vehicles under the universal service licence and vehicles on trade plates are exempt under national and EU law.
  • Historic vehicles get less than you might expect: registration in ASI, Storico Lancia, Italiano Fiat, Italiano Alfa Romeo or Storico FMI exempts the vehicle only for organised events, not for ordinary driving.
  • Staying in the zone? A vehicle serving someone lodged at hotel-type accommodation inside the delimited areas is exempt for the journey to and from the accommodation itself. Carry the booking, or send the Corpo di Polizia Locale within the following ten days an attestation stamped by the property or a copy of its invoice showing your name and the vehicle's plate.
