Ordinanze Sindacali n. 150 del 28/09/2026 del Comune di Vignola, MO)
Not in force in Vignola right nowTuesday, 13 October 2026 at 11:04 · Europe/Rome
Starts Wednesday, 14 October 2026 at 08:30 local time.
🚨 There is exactly one rule in this timetable and that is the finding, not an omission. Vignola's order names no ecological Sundays and imposes no emergency circulation measures, so Saturday, Sunday and alert days carry no ban. Every neighbouring record in this corpus has two or three rules here. No timetable may be copied from one town to another.
A Euro 5 diesel is lawful in Vignola on every day of the season. That is not true one comune away.
The emergency article, point 6, is real but does not reach vehicles: the Arpae bulletin for the Province of Modena triggers a ban on spreading livestock slurry and nothing else.
Strike days are not in this timetable: the order suspends the ban on any day of a local public transport strike, and those are called at short notice.
⚠️ This timetable is a clock. It says nothing about where you are. The ban covers the centro abitato of Vignola as drawn on the annexed plan, and five named road stretches inside the comune — the Tangenziale Ovest and the four radials running out from it — are excluded from it. A vehicle on the banned list can be entirely lawful at every hour in this table.
Operating times only, read from the source below. It does not check your vehicle.
Vignola closes the built-up area at its centre to older vehicles for the winter half of the year, from 1 October 2026 to 31 March 2027. Monday to Friday, 08:30 to 18:30, the ban catches petrol cars up to and including Euro 2, LPG/petrol and methane/petrol up to and including Euro 2, diesel cars up to and including Euro 4, and mopeds and motorcycles up to and including Euro 2.
Nothing is on sale: there is no day ticket, no charge and no payable derogation. The fine is set by national law and the order states it, a range of €168 to €679, with fifteen to thirty days' licence suspension for a repeat offence within two years. 🔑 THIS ORDER HAS ONE VEHICLE LIST AND ONE CLOCK, WHICH MAKES IT THE SIMPLEST OF ITS FAMILY AND IS ITSELF THE FINDING.
Its neighbours in this corpus run two or three lists on two or three calendars: Formigine names nineteen ecological Sundays on which diesel reaches Euro 5, Castenaso names twenty-three, Maranello declares every Sunday of the season, and all of them carry an emergency vehicle list that bites on the strength of an Arpae bulletin.
Vignola has no ecological Sunday at all — the phrase appears once in the preamble, describing what Move-In does not cover, and never in the operative part.
Its emergency article, point 6, is triggered by the same Arpae bulletin for the Province of Modena, and the only measure it triggers is a ban on spreading livestock slurry. 🚨 So a Euro 5 diesel is legal here on every day of the season, in every weather, and a reader who has learned a neighbouring town's shape will over-restrict themselves here rather than under-restrict. ✅ AND THE MAP IS PUBLISHED, WHICH IS RARE IN THIS CORNER OF THE CORPUS.
Point 1.1 identifies the area on "la planimetria costituente l'Allegato n. 1", and that annex is a real drawing: a single-sheet plan titled "TERRITORIO COMUNALE E PERIMETRAZIONE DEL CENTRO ABITATO ai sensi del D.Lgs.
30 Aprile 1992, n°285", at 1:10.000, whose legend distinguishes the municipal boundary in red from the "Delimitazione Centro Abitato" in blue. ⚠️ It is a bitonal scan carrying no coordinates and its own update stamp reads March 2008, eighteen years before the order that adopts it, so it can be looked at and not measured. 🚨 FIVE ROADS ARE CARVED OUT OF THE BAN BY NAME, and they are the through-routes: the Tangenziale Ovest, and the stretches of Via per Spilamberto, Viale Vittorio Veneto, Via Frignanese and Via per Sassuolo that run from that bypass outwards.
A banned vehicle may use them.
Comune di Vignola (MO) — Reg. Ordinanze Sindacali n. 150 del 28/09/2026, signed digitally by the Mayor, Angelo Pasini, and published by Arpae Emilia-Romagna, the regional agency that collects the implementing ordinances of the municipalities bound by the PAIR 2030
Nothing is charged and nothing is on sale. The order bans the listed classes from circulating inside the built-up area its annexed plan draws, carves five named road stretches out of that area, and then lists the vehicles and journeys that are exempt; there is no day ticket, no registration fee and no payable derogation a visitor could buy.
The one route by which a banned vehicle can be authorised is Move-In, the regional telematics scheme, which fits a black box and allows a monitored annual mileage allowance instead of a flat prohibition, on the terms of Annexes A, B and C to regional decision DGR n. 1493 of 22/09/2025 as applied here by the Comune's own earlier Ordinanza n.
135 del 30/09/2025. 🔑 ITS REACH IS UNUSUALLY WIDE HERE, AND FOR A STRUCTURAL REASON RATHER THAN A GENEROUS ONE. Point 7 letter d) excludes Move-In vehicles from the point 1 ban with no narrowing words at all — no "solo relativamente alle limitazioni strutturali" clause of the kind Formigine and Castenaso attach.
The preamble does record the regional caveat, that the system "non consente la circolazione dei veicoli ad esso aderenti in caso di attivazione delle misure emergenziali di limitazione della circolazione e in occasione delle domeniche ecologiche, ove adottate con specifica ordinanza". ⚠️ Read that against this order and the caveat has nothing to bite on: Vignola adopts no ecological Sunday and its emergency article imposes no circulation limitation.
The qualifier "ove adottate" — where adopted — is doing the work, and here they are not adopted. Move-In is in any case a scheme for vehicles registered in the participating regions rather than something a foreign visitor can buy on arrival, and neither the order nor the regional decision states a price in the documents read here, so none is given.
Seasonal, and the season had not yet begun when this was read. The ban runs from 1 October 2026 to 31 March 2027 — "nel periodo dal 01/10/2026 al 31/03/2027". Monday to Friday the window is 08:30 to 18:30. 🚨 THERE IS NO SUNDAY RULE, AND THAT IS THE SHARPEST THING THIS RECORD HAS TO SAY ABOUT THE CLOCK.
Every neighbouring order in this corpus adds a second, stricter calendar of "domeniche ecologiche" on which diesel reaches Euro 5. Vignola's operative part contains no such article. The phrase appears exactly once in the whole document, in the preamble, recounting what regional decision DGR 1493/2025 says Move-In does not cover — "in occasione delle domeniche ecologiche, ove adottate con specifica ordinanza".
This order is not that specific ordinance. Sunday and Saturday carry no ban at all. 🚫 DO NOT CARRY A NEIGHBOUR'S CALENDAR HERE, BECAUSE EVERY ONE OF THEM HAS A DIFFERENT ONE AND ALL OF THEM ARE STRICTER THAN THIS.
Formigine names nineteen ecological Sundays with December empty; Castenaso names twenty-three including all four December Sundays; Piacenza names twenty, again with no December; Maranello names none and instead declares every Sunday of the season. Four towns within half an hour's drive, four calendars, and Vignola's fifth answer is that there is no calendar. 🚨 NOR IS THERE AN EMERGENCY CIRCULATION BAN.
Point 6 sets up the familiar trigger — the Arpae bulletin issued on Mondays, Wednesdays and Fridays, measured "nell'ambito territoriale della Provincia di Modena", the measures running from the day after the bulletin until the next control day inclusive — and then the single measure it triggers is a prohibition on spreading livestock slurry. No vehicle class is named anywhere under it.
A driver watching the bulletin for this town is watching it for nothing. The weekday ban is suspended on eight named days: 13 October 2026 (the patron saint's day), 1 November, 8 December, 25 December and 26 December 2026, 1 January and 6 January 2027, and 25 April 2027 — and on any day when local public transport is on strike. ⚠️ THREE OF THE EIGHT CANNOT DO ANYTHING, AND ONE OF THOSE THREE IS INERT TWICE OVER.
Counted against the calendar on 2026-09-30: 1 November 2026 is a Sunday and 26 December 2026 is a Saturday, and the rule they suspend runs Monday to Friday. 🔑 25 April 2027 is both a Sunday AND outside the season, which closed on 31 March — a holiday that the order suspends a ban on, four weeks after the ban stopped existing.
The five that bite are 13 October (Tuesday), 8 December (Tuesday), 25 December (Friday), 1 January (Friday) and 6 January (Wednesday). ⚠️ Easter Monday, 29 March 2027, is a working Monday inside the season and this order does NOT suspend it. Formigine's order for the same season does.
Do not carry that across.
Comune di Vignola (MO) — Reg. Ordinanze Sindacali n. 150 del 28/09/2026, point 1 for the season and the weekday window, point 1.1 for the suspended holidays and the strike clause, point 6 for the emergency article, and the preamble for the sole mention of ecological Sundays
One built-up area — "l'area del centro abitato di Vignola" — identified on a plan the order annexes, with five road stretches taken back out of it by name. ✅ THE PLAN IS PUBLISHED AND IT WAS OPENED. Point 1.1 says the area "è individuata nella planimetria costituente l'Allegato n.
1 alla stessa". Arpae's page for Vignola carries "Allegato 1 - Ordinanza del Comune di Vignola (MO)" as a separate link, and on 2026-09-30 it served a distinct 927 789-byte file, sha256 aab3face8306…, which is neither the ordinance nor the other annex.
Rendered and looked at, it is a single-sheet plan from the Comune's Servizio Viabilità titled "TERRITORIO COMUNALE E PERIMETRAZIONE DEL CENTRO ABITATO ai sensi del D.Lgs. 30 Aprile 1992, n°285", marked PLANIMETRIA, TAV. 1, at a stated scale of 1:10.000, drawn by Geom.
Fausto Grandi and Geom. Marzia Guerzoni. Its legend has two entries: a red line for the "Confine Territoriale", the municipal boundary, and a blue dotted line for the "Delimitazione Centro Abitato" — the edge this order restricts.
The blue line encloses the town and the built-up strip running east along the Panaro; the red line encloses a far larger comune, most of it the hills to the south and west. 🔑 THE PLAN LABELS THE FIVE POINTS WHERE A PROVINCIAL ROAD CROSSES THAT EDGE, each with a kilometre marker, which is what a driver on the ground actually meets: S.P. n° 623 "Passo Brasa" km 15+330; S.P. n° 569 "di Vignola" km 13+880 and, at the other end, km 16+815; S.P. n° 17 "Di Castelvetro" km 16+450; and S.P. n° 4 "Fondovalle Panaro" km 3+170.
Those are the places where the begin and end signs bearing the town name stand. 🚨 FIVE ROAD STRETCHES ARE EXCLUDED FROM THE BAN BY NAME, AND THEY ARE THE WAY THROUGH.
Point 1.1 continues "ad eccezione dei seguenti tratti stradali" and lists them: the Tangenziale Ovest in its entirety; Via per Spilamberto from the Tangenziale Ovest to the municipal boundary; Viale Vittorio Veneto from the Tangenziale Ovest to Via del Monte; Via Frignanese from the Tangenziale Ovest to the municipal boundary; and Via per Sassuolo from the Tangenziale Ovest to the municipal boundary.
A banned vehicle may drive all five. Four of them are radials meeting the western bypass, so the bypass plus its four spokes is a lawful route around and past the town for a vehicle that may not enter it. ⚠️ THE PLAN IS EIGHTEEN YEARS OLDER THAN THE ORDER THAT ADOPTS IT, and the order does not say so.
Its own update stamp reads "Aggiornamento: Marzo 2008". Nothing in that makes it wrong — a centro abitato perimeter is a standing administrative act under article 4 of the Highway Code, not a seasonal one — but a reader comparing the 2008 edge against what has been built since is comparing two different dates, and this record will not pretend otherwise. 🚫 NOTHING IS TRACED OFF IT.
The sheet is a bitonal raster on a regional technical-map base, carries no coordinate annotation at any margin and no graphic scale bar, and states its reduction only as the ratio 1:10.000. A polygon drawn from it would be this project's line deciding whether a visitor's older car is committing an offence.
Vignola is warned from its city anchor instead, and the practical test on the ground is the one the Highway Code gives and this very plan implements: the built-up area is bounded on its approach roads by the begin and end signs bearing the place name.
Comune di Vignola (MO) — Reg. Ordinanze Sindacali n. 150 del 28/09/2026, point 1 for the area and point 1.1 for the annexed plan and the five excluded stretches; and the Comune's Servizio Viabilità plan published as Allegato n. 1, which is cited separately under the sources list
The authority's own map: Comune di Vignola (MO), Servizio Viabilità, published by Arpae Emilia-Romagna
Petrol cars of Euro 0, Euro 1 and Euro 2 are banned — "veicoli alimentati a benzina EURO 0, EURO 1 ed EURO 2, non conformi alla direttiva 98/69/A CE e successive o alla direttiva 99/96/A CE e successive" — so a petrol car needs to be Euro 3 or better. Bi-fuel vehicles running on LPG/petrol or methane/petrol are treated identically and banned up to and including Euro 2.
Mopeds are banned up to and including Euro 2 where they do not comply with Directive 2013/60/EC or later, and motorcycles up to and including Euro 2 where they do not comply with Directive 2003/77/EC or later. 🔑 THESE ARE THE ONLY THRESHOLDS IN THE DOCUMENT. There is one vehicle list in the whole order, at point 1, and no second list anywhere — no stricter Sunday list, no emergency list.
Where a reader of the Formigine or Castenaso records has learned to check which of three lists applies today, here the question does not arise. ⚠️ One transcription note, because it is the publisher's and not ours: the mopeds line is printed "ciclomotori EURO 0, EURO 1 ed EURO 2", with a double space inside the class.
It is quoted as printed (D-261); the monitor collapses runs of whitespace, so the needle holds either way, which was measured rather than assumed.
Comune di Vignola (MO) — Reg. Ordinanze Sindacali n. 150 del 28/09/2026, point 1, the five indents of the sole vehicle list
Diesel cars are banned up to and including Euro 4 — "veicoli diesel EURO 0, EURO 1, EURO 2, EURO 3 ed EURO 4 non conformi alla direttiva 2005/55/CE B2 e successive o alla direttiva 99/96 fase III oppure Riga B2 o C e successive" — so a diesel needs to be Euro 5 or better. 🚨 AND THAT IS TRUE ON EVERY DAY OF THE SEASON, WHICH IS NOT TRUE OF ANY NEIGHBOUR IN THIS CORPUS.
Formigine, Castenaso, Maranello and Piacenza all carry a second list on which diesel reaches Euro 5, triggered by a named Sunday or by the Arpae bulletin. Vignola carries no second list: it names no ecological Sunday, and its point 6 emergency article imposes only a slurry-spreading ban.
A Euro 5 diesel is therefore lawful in Vignola on a Tuesday, on a Sunday, and during an air-quality alert alike. 🚫 A reader who has learned the neighbouring shape will believe otherwise and will be wrong in the direction of over-restricting themselves, which is the safer error but still an error this page should correct. ⚠️ A reader who has seen that Italian national law set a structural Euro 5 diesel limitation from 1 October 2026 should note that it does not reach Vignola, and the order explains why in its own preamble twice over: that duty is aimed at "Comuni aventi popolazione maggiore di 100.000 abitanti", and Vignola records its resident population at 31 December 2025 as 26 240. 🔑 That same figure is why this record's publisher index is the one it is — Arpae files Vignola under "Limitazioni comuni di pianura sotto i 30.000 abitanti", the register of plain-country municipalities below thirty thousand, not under the over-30,000 index where Formigine, Castenaso and Maranello sit.
Comune di Vignola (MO) — Reg. Ordinanze Sindacali n. 150 del 28/09/2026, point 1 third indent for the threshold, point 6 for the emergency article that adds no vehicle class, and the preamble for the population figure and the national 100,000 threshold
Comune di Vignola (MO) — Reg. Ordinanze Sindacali n. 150 del 28/09/2026, the sanctions article letters a) to d), the sixty-day payment clause and the closing article naming the enforcing bodies
Comune di Vignola (MO) — Reg. Ordinanze Sindacali n. 150 del 28/09/2026: point 1 for the season, the clock and the vehicle list, point 1.1 for the excluded road stretches and the suspended days, point 6 for the emergency article, and points 7 and 8 for the exempt vehicles
Comune di Vignola (MO) — Reg. Ordinanze Sindacali n. 150 del 28/09/2026, "LIMITAZIONI ALLA CIRCOLAZIONE VEICOLARE E ADOZIONE DI MISURE STRUTTURALI ED EMERGENZIALI PER LA GESTIONE DELLA QUALITA' DELL'ARIA…", signed digitally by the Mayor, Angelo Pasini, and published by Arpae Emilia-Romagna. This is the operative instrument: it fixes the season, the single clock, the single vehicle list, the built-up area and its five excluded road stretches, the exemptions and the penalties
Comune di Vignola (MO), Servizio Viabilità — "Territorio comunale e perimetrazione del centro abitato ai sensi del D.Lgs. 30 Aprile 1992, n°285", PLANIMETRIA TAV. 1 at 1:10.000, drawn by Geom. Fausto Grandi and Geom. Marzia Guerzoni, update stamp March 2008, published by Arpae as "Allegato 1" to the ordinance. This is the document point 1.1 of the order names as the definition of the restricted area. Cited for the boundary finding: a real, distinct, legible plan whose legend separates the "Confine Territoriale" in red from the "Delimitazione Centro Abitato" in blue, and which labels the five provincial-road crossings of that perimeter by kilometre — S.P. n° 623 "Passo Brasa" km 15+330, S.P. n° 569 "di Vignola" km 13+880 and km 16+815, S.P. n° 17 "Di Castelvetro" km 16+450, and S.P. n° 4 "Fondovalle Panaro" km 3+170
Arpae Emilia-Romagna — "Ordinanza del Comune di Vignola (MO)", the publisher's sub-page carrying this order and its two annexes as three separate links. Cited for provenance and for a measured negative: unlike the Formigine sub-page one index over, where two of three links served identical bytes, all three files here are distinct — the ordinance 229 442 b (sha256 3dcf966e…), Allegato 1 927 789 b (aab3face…) and Allegato 2 98 774 b (ca4085a8…)
Arpae Emilia-Romagna — "Ordinanze comuni pianura", the index of implementing ordinances for municipalities of the plain below 30 000 inhabitants. 🚨 Cited for where this record sits in the regional harvest AND for a correction to this project's own earlier reading: on 2026-09-29 a cycle recorded this index as exhausted at six entries. On 2026-09-30 it carries SEVENTEEN — the six already held (Brescello, Castellarano, Coriano, Fidenza, Mirandola, Quattro Castella) plus Bagnolo in Piano (RE), Baricella (BO), Cadelbosco di Sopra (RE), Castelnovo di Sotto (RE), Castelvetro Piacentino (PC), Rio Saliceto (RE), San Giovanni in Persiceto (BO), Santarcangelo di Romagna (RN), Soliera (MO), Verucchio (RN) and Vignola (MO). The index fills as the comuni sign, and Vignola's own order is dated 28 September 2026
OpenStreetMap contributors, queried through the Overpass API on 2026-09-30 for the checks this record states as measurements. 🚨 THE B-020 NAME CHECK IS THE SHARPEST RESULT AND IT CUTS BOTH WAYS. Asked how many administrative relations anywhere in the world are named "Vignola", Overpass answers exactly ONE — relation/43205 at level 8, centred 44.4843703, 10.9951558 — so at the administrative tier there is no namesake at all. Asked the same of place nodes, it answers THIRTY, of which exactly one is place=town: node/69300574 at 44.4784141, 11.0090928, which is this Vignola. The other twenty-nine are hamlets, isolated dwellings, localities and one neighbourhood, and at least nine of them are in Corsica rather than Italy. The geocoder saw the same ambiguity from the other side: openrouteservice returned five Italian localities named Vignola all at confidence 1, in Modena, Sardinia, the Veneto, Como and Rome. ➡️ The anchor is safe only because the administrative relation is unique and the province code the publisher prints, "(MO)", agrees with it. The containment check D-198 requires was run on the coordinate taken: is_in at 44.480964, 11.004973 returns Italia at level 2 (area/3600365331), Emilia-Romagna at level 4 (area/3600042611), Modena at level 6 (area/3600042884), Unione di comuni Terre di Castelli at level 7 (area/3606534573) and Vignola the comune at level 8 (area/3600043205) — and the level-8 containment IS the author of the act, which is the Kobi shape rather than the Gudauri one (D-338). The anchor sits 0.433 km from the place=town node and 0.866 km from the relation centre. relation/43205 spans 5.85 km north to south by 7.06 km east to west and its furthest bounding-box corner is 5.43 km from the anchor, comfortably inside the 20 km default band, so no radius_km override is set. © OpenStreetMap contributors, ODbL.
Arpae Emilia-Romagna — "Liberiamo l'aria", the regional portal for the antismog measures. Cited for the regional framework this order implements: the measures run from 1 October 2026 to 31 March 2027, and Arpae keeps TWO separate ordinance registers — one for municipalities over 30 000 inhabitants, the Bologna agglomeration and volunteers, and one for the plain-country municipalities below 30 000. 🔑 Vignola's own preamble settles which binds it: a resident population of 26 240 at 31 December 2025 puts it in the second register, which is why this record's index is not the one Formigine, Castenaso and Maranello sit on
This rule ends on 2027-03-31, by the dates in the order itself. We do not re-check it after that — the page comes out of our index, and only a new order from the authority can put a rule for this road back on it.
